Note: the 20–21 September window is the first full day in a week with no dated Polish air scramble: the run of 13, 17, 18 and 19 September was not continued in non-registry sources, Polish and Baltic airspace was again not violated, and no NATO weapon was used. What moved was political. On 21 September Poland's deputy defence minister Stanisław Wziątek said the Americans will spend another two to three months reviewing their presence in Europe, that he is convinced a decision on a permanent base and its location will be taken, and that the target figure is 15,000 US troops in Poland. The same morning Lithuania's defence minister Robertas Kaunas began a week-long visit to the United States, where the next rotation still has no published Pentagon decision. On 20 September Russia's three-day State Duma vote closed: Kaliningrad Oblast voted last and on three ballots at once, United Russia leads the Pskov regional assembly race, and in Tallinn voting took place at the Russian embassy under police ID checks. In the Russian defence ministry's overnight tally for 21 September, Leningrad, Pskov and Kaliningrad regions do not appear. (Previous issue — 20 September 2026, risk 5.1/10.)

Construction of military facilities and fortifications
- No new kilometres of the Baltic Defence Line or the Eastern Shield were named with a 20–21 September date. The structural background is unchanged (context, not a fresh fact): the "Tarcza Wschód" frame is on the order of €10 billion, with the task of covering more than 200 km of border with engineering works by the end of 2026; the border defence component within the Territorial Defence Forces has been operating since 1 July 2026. No completion of works falls in the window.
- Poland — permanent US base: the location is being discussed (the "western wall", per Wziątek), but no construction decision or site was announced in the window (item 1).
Troop deployments and movements
- Poland — US: a target of 15,000 American troops and a decision on a permanent base after two to three months of American review is a deputy minister's statement, not an announced redeployment (item 1).
- Lithuania — US: Kaunas has been in Washington since 21 September; there is no published Pentagon decision on the next rotation (item 2). The NATO position voiced on the 19th (Lieutenant General John Mead: no need to station more foreign troops permanently in the Baltics) was not revised in the window and is not a Pentagon decision.
- Latvia — Namejs 2026: the Riga active phase closed on 20 September as scheduled; the nationwide frame runs to 8 October with about 12,000 participants (item 6).
- Latvia — Eurofighters for the election period: the decision on additional NATO aircraft for the election period was covered on 18.09; the Saeima election is on 3 October 2026. No arrival of aircraft at Lielvārde dated 20–21 September appears in non-registry sources.
- Lithuania — Strong Griffin 2026: scheduled end on 20 September (item 6). "Perkūno griausmas 2026" continues to 15.10.
- Estonia — "Orkaan XX": the last scheduled day of the active phase was 20 September (item 6).
- Poland — "Czarny Obrońca '26" runs to 24.09, with no episodes dated 20–21 September.
- Belarus: no new military events dated 20–21 September. The joint Belarusian-Kazakh tactical-special exercise "Forest Brotherhood 2026" at the Brestsky range was announced on 6 September (reconnaissance units of Belarus's special operations forces and Kazakh airborne assault troops; no strength given) — background, with no dated continuation in the window.
Agreements and spending
- Poland — US: the frame for a permanent presence is being discussed publicly; no documents were signed in the window (item 1).
- Lithuania — US: meetings with Colby, Murray, Wicker and the defence industry are announced, with no outcomes in the window; the procurement frame is about €2 billion from the US over three years (item 2).
- Previously announced and unchanged (context): Lithuania 5.38% of GDP; Latvia about 4.91%; Estonia on a 5% of GDP commitment (the 2026 budget is 5.4%); Poland in the anti-ballistic coalition since 18.09. No new national figures in the window.
- Estonia — the shells case: the Centre for Defence Investments (RKIK) has taken its dispute with Datasel S.R.L. to arbitration under ICC rules in Switzerland. Per ERR (20.09): the disputes cover contracts worth about €59.8 million, roughly €70 million was paid up front across four contracts, deliveries were late and substandard, and the ammunition never reached Ukraine; fees to arbitrators and the ICC already run into "hundreds of thousands" (lawyer Paul Keres), and the European Peace Facility funding period has expired, limiting RKIK's room for manoeuvre. The two sides disagree over whether termination was valid.
Military aid and air defence / electronic warfare
- Poland: no scramble dated 20 or 21 September was found; no RCB alert and no pause at Lublin and Rzeszów airports was reported in the window; the preauthorisation to fire was not used (item 3).
- Baltic air defence: no new use of weapons and no new violation of Lithuanian, Latvian or Estonian airspace was recorded on 20–21 September. The last kinetic episode over the Baltics remains dated 15 September (the shootdown near Pratkūnai).
- NATO: no new deployments were announced in the window; Baltic Sentry and Eastern Sentry continue as ongoing operations.
Kaliningrad and Russia's border regions
- Kaliningrad Oblast: the region is absent from the 21 September interception tally (item 5). No military event — exercise, live fire or movement — dated 20 or 21 September was found in non-registry regional sources (Klops, Novy Kaliningrad); their feeds for those days are taken up with the election, the weather and flight delays. The oblast voted simultaneously for the State Duma, the regional assembly and the Kaliningrad city council (item 4); the regional commission put turnout on the Duma ballot at 42.44% as of 15:00.
- Leningrad Oblast and St Petersburg: the region is absent from the 244-drone list; no separate danger regime and no Pulkovo restrictions for 20–21 September were found in non-registry sources (item 5).
- Pskov Oblast: absent from the interception list; United Russia leads the regional assembly election (Interfax, 21.09).
- Belarus: no new dated events in the window; there is still no non-registry source giving a "completed" status for the 15–18.09 staff exercise.
Statements by officials
- Poland — S. Wziątek (21.09, RMF24): two to three months of American review; convinced a decision on a permanent base will come; "this will be the western wall"; in the longer run 15,000 US troops in Poland.
- Lithuania — R. Kaunas (21.09): start of the US visit; no public statement on the rotation is quoted from the day of departure.
- Estonia — M. Tsahkna (20.09): the State Duma elections are a "political performance", neither free nor fair, serving to legitimise occupation policy.
- NATO — G. Cavo Dragone (19.09, confirmed by a second source on 20.09): there are "three plans" for the eastern flank, about 4,000 pages; "the plans are ready, the structure is ready, and the troops, systems and weapons are on standby"; a direct attack "is not on our agenda in the sense that we are planning for it". A NATO representative separately told Politico there is currently no imminent threat of attack.
- Russia — defence ministry (21.09): 244 drones overnight, with the north-western regions absent from the list.
- Estonia — P. Keres, lawyer for RKIK (20.09): arbitration costs in the Datasel case run into hundreds of thousands of euros.
⚠️ Contradictions and discrepancies
- 19 September: were Lublin and Rzeszów airports paused? Interia, in its report on the Saturday scramble (operations around 09:00–10:30), writes that Lublin and Rzeszów airports suspended operations and that RCB alerts went to residents of Lublin and Subcarpathia. Polsat and Rzeczpospolita stated the opposite that same day: unlike Friday, Saturday saw no airport pause and no RCB message. Likely explanation: conflation with the episode of 17 September, when operations ran from about 19:00 for roughly an hour and a half and Lublin and Rzeszów airports did temporarily suspend operations (Radio Lublin, 17.09, 19:01, updated 20:51). We do not treat a Saturday airport pause as established, and we record the discrepancy.
- Cavo Dragone's "three plans" and "about 4,000 pages" — the status has changed. In yesterday's issue these parameters were flagged as reported by a single source (BB.LV) and were not taken as established. On 20 September ERR independently set out the same parameters citing Politico: "we have plans for the eastern flank, three plans to be precise", about 4,000 pages of actions, movements and countermeasures. The two-source threshold is therefore met, and in this issue the parameters are carried as stated by the chair of the Military Committee. There is no error in the previous issue: no second source existed when it closed, and the cautious wording was correct; no
corrections.jsonentry is required. - Turnout in Kaliningrad Oblast. Through 20 September regional aggregators published figures of 27.98%, 38.73%, 42.44% and 48.44%. These are interim snapshots from different hours on different counting units (the oblast or the city of Kaliningrad, the Duma or the municipal ballot). The regional commission via Klops gives 42.44% on the Duma ballot at 15:00. A final oblast turnout from a clean non-registry source is not established as this issue closed, so we give no single number.
- "15,000" US troops in Poland. The figure comes from one interview with one official (Wziątek, RMF24, 21.09). The previously reported frame — about 10,000 US troops in Poland now plus some 5,000 permanently stationed at the future base — matches it arithmetically, but it is not independently confirmed as a target agreed with the American side. We carry it as a statement, not a parameter.
- The break in the Polish scramble series is a negative indicator, not an official denial. For 20 and 21 September no DORSZ statement on the start of operations was found at the outlets that covered the four previous episodes, and there is likewise no official statement that no aircraft flew. We phrase it as an absence of dated reports.
- Belarus, status after 18 September. There is still no non-registry confirmation that the Western Operational Command staff exercise (announced frame 15–18 September) has ended, and no new reports for 20–21 September either. We record neither continuation nor stand-down as established.
- Checking exercise editions and years. Namejs 2026, "Perkūno griausmas 2026", Strong Griffin 2026, "Czarny Obrońca '26" and "Orkaan XX" are confirmed by current-year sources. "Zapad-2026" is not taking place (the exercise is quadrennial); "Ussisõnad-2026" is not independently confirmed and is not counted as a driver. The Belarusian-Kazakh "Forest Brotherhood 2026" was announced on 6 September but without end dates, strength or content, so no topic page is created for it.
- Earlier corrections remain in force: the Belarusian staff exercise of 15–18.09, the 13.09 overflight, Datasel S.R.L., the Belarusian readiness check from 11.09, and the phantom "Zapad-2026" and "Ussisõnad-2026". No new substantive errors in previous issues requiring a

Final score: 4.9 / 10. Down 0.2 from the previous issue. The nearest historical analogue remains a tense late Cold War standoff (about 3–4) with a continuing premium for the use of a NATO weapon over Lithuania on 15 September and for a war running a few kilometres from the alliance's border. It is well below Able Archer 1983 (about 7) and the run-ups to 2008 and 2014 (about 6–7): there are no casualties or damage on NATO territory, no new shot, no violation of Polish or Baltic airspace, and alliance staffs say publicly, now on two sources, that they see no imminent threat of attack.
Drivers on the Russian side and that of its ally (dated in the window or immediately before it):
- The structural background of war at the border persists — strikes on Ukraine and air defence work continue, but in this window the load shifted to Russia's central regions (the record attack on Moscow on 20.09, roughly 450 airframes on the Moscow axis since 19.09) rather than to the Baltic direction.
- Unresolved uncertainty over Belarus — there is no non-registry confirmation that the Western Operational Command staff exercise stood down, and no reply from Minsk to Lithuania's note of 16 September.
- Background (history, not events of the window): the 15.09 shootdown, the 13.09 overflight, the strikes of 13 and 17.09 near Yahodyn, the Belarusian readiness check from 11.09, and the Baltic rhetoric of 18.09.
- No new offensive or demonstrative Russian steps dated 20–21 September were identified in non-registry sources.

Rationale for the score: the fall from 5.1 to 4.9 rests on three dated features of the window rather than a general sense of calm. First, the run of Polish scrambles that held the score for four days was not continued: outlets that logged every previous episode in real time are silent for 20 and 21 September. Second, the north-western corner next to the Baltics is absent from the ministry's interception tally for the second time running, and Russian air defence load in the window moved to the Moscow axis. Third, the claim that the alliance sees no imminent threat of attack has stopped being one speaker's words and is confirmed by a second independent source. We do not go below 4.9: the use of a NATO weapon over Lithuania on 15 September remains a fact of the current month, the war runs a few kilometres from the alliance's border, there is no confirmed stand-down in Belarus, and the American rotation gap in Lithuania is still open. Talk of a permanent US base in Poland is not priced upward — it is a statement of intent on a horizon of months, not a change in forces in place.
Delta against the previous issue: ↓ (−0.2) — 5.1 (20 September) → 4.9 (21 September). Reason for the fall: the break in the cascade of Polish scrambles, the absence of the north-western regions from the interception tally, and second-source confirmation of NATO's assessment that there is no imminent threat of attack.
