The Baltic Defence Line: what Estonia, Latvia and Lithuania are building
The Baltic Defence Line is a joint initiative by Estonia, Latvia and Lithuania to build a belt of fortifications along their borders with Russia and Belarus. It was announced in January 2024, with the main works scheduled for completion by the end of 2027.
What the line consists of
It is not a continuous "wall" but a layered counter-mobility belt designed to slow an attacking force and buy time for allied reinforcements:
- bunkers — at least ~600 shelters per national border, built to house a squad and withstand direct artillery hits;
- anti-tank ditches and obstacles — concrete pyramids ("dragon's teeth"), bollards, hedgehogs;
- roads and bridges prepared for demolition, minefield positions (mines laid only when a threat emerges);
- natural obstacles — forests, rivers and wetlands integrated into the defensive scheme.
NATO General Thomas Lowin has described the goal as a "high-tech obstacle belt" with sensors and surveillance.
Progress by country
Latvia started first — in May 2024; by late 2025 it completed a 280-km fence on the Russian border, and in May 2026 began installing concrete "dragon's teeth". Estonia has been digging anti-tank ditches on its south-eastern border since June 2025; together with Latvia it tendered for 600 concrete bunkers. In 2026 it announced a military compound in Narva (~€15M, up to 1,000 NATO troops) and hundreds of new ammunition depots. Lithuania focuses on the Suwałki corridor area and military mobility: upgrading the Palemonas rail hub (€37.4M) to move NATO cargo, with over $1.2B total on infrastructure for allied troops.
Why it matters
The war in Ukraine has shown that prepared defenses multiply the cost of an offensive. For the Baltic states, which lack strategic depth, the key task is to prevent a rapid seizure of territory before the main NATO forces arrive. The defence line is complemented by a military mobility area (simplified troop movement between the three countries) and a new NATO command structure for the region.
