Narva is Estonia's easternmost city, separated from the Russian town of Ivangorod by the Narva river and a single road bridge. It is the place foreign commentary reaches for whenever it wants a name for the next European crisis. It is also, since 2026, the site of Estonia's first permanent military deployment directly on its eastern border.

The military camp at Narva
On 3 June 2026 Estonian Defence Minister Hanno Pevkur announced that a military compound would be built in Narva, at a cost of about €15 million, with capacity for up to 1,000 troops. Narva's city authorities pledged to speed up the tender procedures, and the Ministry of Defence confirmed that works would start during 2026.
Preparation began on 11 July, run by the Estonian Centre for Defence Investment (Kaitseinvesteeringute Keskus), whose project-portfolio head Ando Voogma described the work. Under a land swap the city receives roughly €400,000 in compensation and a plot in the Old Town area. The design-and-construction tender was announced on 13 July.

Two caveats belong on the record. The "up to 1,000" figure is written in the reporting variously as NATO troops, as people, and as troops on rotation, and the digests do not resolve which. And the commissioning date has slipped in the telling: a decision announced in June for construction "in 2026" is a camp that opens in 2028.
Is Russia about to attack Narva?
The "Narva scenario" — the idea that Russia will test NATO's Article 5 by seizing a Russian-speaking Estonian border city — is a recurring feature of foreign commentary rather than of the record this monitor keeps.
Estonian intelligence has assessed that Russia does not intend to attack Estonia or NATO militarily in the coming year. Baltic analysts and a number of Estonian experts describe the "Narva is next" framing as insufficiently grounded and talk of a direct attack as premature. The daily digests classify the disagreement as one of interpretation rather than of fact: the narrative and the assessment are not describing different events, they are reading the same absence of events differently.

What has actually been recorded at Narva
Electronic warfare. GPS jamming and spoofing on the Narva–St Petersburg stretch is treated in the digests as permanent structural background rather than as a series of incidents — several jammers operate between Narva and St Petersburg. Estonian public broadcaster ERR has put the damage to Estonia from Russian GPS jamming at over €500,000.
Surveillance. The eastern-border project includes a drone-surveillance system and a patrol road carried on 14 radar masts along the Narva river, due by 2027 and costed at roughly a third of the €180 million eastern-border programme. Estonia has been installing fixed drone-detection systems along the Russian border since May 2026.
Fortification. Narva is one of the sectors of Estonia's stretch of the Baltic Defence Line, and installation of the first bunkers on the Narva sector is under way. Estonia-wide, the works are targeting around 600 bunkers and about 40 km of anti-tank ditches on the eastern border by the end of 2027.
The border crossing. Narva-1 is one of three crossings with Russia — with Koidula and Luhamaa — whose overnight closure has been made indefinite. The digests were unable to establish the decision date reliably in independent sources and say so.
One drone incident. Overnight into 1 September 2026 the Estonian Defence Forces issued warnings to residents of Ida-Viru and Lääne-Viru counties from about 03:11, then to six southern counties. One drone near Narva turned back; a second crossed the south-eastern border. Turkish F-16s from Ämari, on NATO Baltic Air Policing duty, were scrambled. The threat was over by about 05:30, with no casualties, no damage, no weapons fired and no confirmed shoot-down. Defence Minister Pevkur and Foreign Minister Margus Tsahkna linked the drones to Ukrainian aircraft knocked off course, including by Russian electronic warfare.
