Note: the previous issue was dated 8 June 2026 (escalation risk 5.0/10). This issue covers 8–9 June. The window differs sharply from the previous "quiet" one: on 8 June a NATO fighter (a French Rafale) shot down a drone over Latvian territory for the first time — the first such interception over Latvia and the second over Baltic territory in three weeks (after a Romanian F-16 over Lake Võrtsjärv in Estonia on 19 May). In parallel, on 8 June Russia's Baltic Fleet held live-fire flight-tactical exercises in Kaliningrad Oblast (Su-30SM2, Su-24M — unguided rocket launches and bombing) against the backdrop of NATO manoeuvres (Interfax). The same night a drone crossed into Moldova and exploded (Orhei district). The kinetic backdrop rose: a one-off episode gave way to several events on both sides. 9 June is mostly reactions and continuing exercises.

⚠️ Contradictions and discrepancies
- Origin of the drone shot down over Latvia: "Russian EW" vs a Ukrainian UAV. Latvia's NAF officially said only that the drone entered airspace "as a result of Russian electronic warfare," without confirming its type or country of manufacture. Some headlines (e.g. Euronews) frame it as a "drone from Russia." Yet the prevailing analytical reading (and the title of the relevant Wikipedia article — "2026 Ukrainian drone incursions into the Baltic states") is that these are usually Ukrainian attack drones knocked off course by Russian EW and drifting into the Baltics. Indirect corroboration comes from the parallel Moldova episode the same night: Chișinău assessed the origin as "likely Ukrainian" (a fragment with Ukrainian-language text), while stressing responsibility still "lies with Russia, which started the war." Thus "Russian EW" refers to the cause of the diversion, not necessarily the drone's manufacturer; conflating the two layers is the source of the headline discrepancy. Established: a foreign drone, shot down over Latvia, with EW as the cause of incursion; the country of manufacture is not officially confirmed.
- Attribution of the Moldovan drone (Orhei, 08.06). Moldova's Defence Ministry — "likely Ukrainian"; Ukraine's FM — "of Russian origin." A direct discrepancy between two official sides; no independent verification at build time. Presented as disputed.

This is an interpretive, not factual, discrepancy; the "blockade" framing is independently unconfirmed. A neutral regional source (Klops.ru) records only the fact of manoeuvres near the oblast's borders.
- Baltic defence spending — outdated figures still circulate. Some international publications still list Estonia ~3.38% of GDP, Latvia ~3.73%, Lithuania ~4%. Rationale for the score: relative to 5.0 (8 June) the risk rises to 5.4 (↑ +0.4). The main upward factor: the window stopped being "kinetic-free" — for the first time NATO opened fire over Latvian territory (a Rafale downed a drone), while Russia synchronously ran live-fire flight-tactical exercises in Kaliningrad; add the Moldovan incursion and the peak density of manoeuvres. This reverses the previous issue's de-escalation trend. The rise is moderate, not a jump: the interception was controlled and casualty-free, there is no direct NATO-Russia contact, the drone incursions read as spillover rather than deliberate attack, and all exercises are planned. The score stays well above "routine Cold War" (3–4) because of a real fire episode in Alliance skies and synchronous military activity on both sides, but below the threshold of open conflict (6–7): there is no concentration of strike groupings and no direct clashes.
Historical analogue: closest to Cold War manoeuvre confrontation (3–4) overlaid with today's drone "grey zone," with a slight upward shift due to real weapons employment in NATO skies. The parallel with Able Archer 1983 (≈7) is apt as a reminder of miscalculation risk when major air exercises (Ramstein Flag) overlap with combat interceptions, but the transparency and planned nature of the manoeuvres, the absence of casualties and of direct contact keep the situation well below that level.
Delta vs previous issue: ↑ from 5.0 (8 June) to 5.4 — the window changed sign: NATO's first combat interception over Latvia + synchronous Baltic Fleet live-fire drills in Kaliningrad + the Moldovan incursion + peak exercise density. The rise is moderate (+0.4) because the episodes are controlled, casualty-free and without direct contact between the sides.
