The 19–20 June window is distinctly a "wind-down," transitional one: two major opposing manoeuvres both ended on 19.06 — NATO's BALTOPS 2026 naval exercise (concluding in Kiel) and the Russian Baltic Fleet's air tactical exercise over Kaliningrad Oblast (announced schedule 09–19.06). The peak of overlapping exercise density in the Baltic has passed. NO fresh kinetic incidents (intercepts, border violations, drone alerts) with a reliable date of 19–20 June were recorded in Baltic airspace. The main downward factor is the synchronous conclusion on 19.06 of two major opposing manoeuvres (BALTOPS and the Kaliningrad Baltic Fleet exercise) and the 20.06 finish of Vigorous Warrior: the window of direct force overlap in the Baltic has closed, there is no new kinetics, and nuclear signalling produced no new steps in-window after its 17–18 June peak. What keeps the score from falling further is the continuing active phase of "Gallant Boar" near Suwałki, the structural expansion of Russian infrastructure near NATO borders (backdrop), and the steady institutionalisation of the counter-drone theme as an indicator of a persisting threat. The result remains the upper half of the "manoeuvre stand-off of the Cold War" band, but without an acute peak; well below Able Archer 1983 (≈7).
