Issue of 15 September 2026 — covering 14 – 15 September 2026

Note: the previous issue is dated 14 September 2026 (escalation risk 4.6/10). The 14–15 September window produced the first use of NATO weapons over Lithuanian territory against a drone: around 00:20 on 15 September Italian Eurofighters of the Baltic air-defence mission (Šiauliai) shot down an unidentified drone that the authorities say had entered from Belarus, near the village of Pratkūnai (Kaišiadorys district, close to the Kruonis pumped-storage plant). A yellow alert was issued in Vilnius, Trakai, Elektrėnai and then Kaunas County; wreckage was found and Operation Skydas was activated at the site. Type and operator remain unconfirmed; Belarus sent no warning. Around 11:16 Vilnius airport again halted flights because of an unidentified object, and fighters were heard over the capital area. On 14 September the Polish military recovered a suspected Russian Gerbera-type drone from the Baltic at Rusinowo (West Pomerania); the defence minister said it was probably lost during manoeuvres and was not aimed at Poland, with no airspace violation. Organisational background: "Czarny Obrońca '26" and the Courland phase of Namejs 2026 are under way; the Reform Party board confirmed Martin Herem as Estonia's defence-minister candidate on 15 September. No new military steps were announced for Kaliningrad or Russia's north-west; Leningrad and Pskov oblasts stayed out of the Russian MoD reports.

  1. 15.09 — Lithuania: Italian NATO Eurofighters shoot down a drone over Lithuanian territory for the first time — near Pratkūnai by the Kruonis plant; later in the morning Vilnius airport again halted flights over an unidentified object. Per the Lithuanian Army and the NKVC, shortly before midnight radars tracked a contact coming from Belarus; it could not be confirmed visually from the ground, so fighters of the Italian Baltic air-defence detachment (on rotation since 31 July 2026) took off from Šiauliai. Around 00:20 the drone was destroyed in the air near Pratkūnai (Kaišiadorys district, between Kaunas and Kaišiadorys, close to the Kaunas Reservoir and the Kruonis pumped-storage plant). Trajectory per the NKVC: entry from Belarus → Lentvaris / Trakai district → west. A yellow ("possible air threat") alert went first to Vilnius city and district, Trakai and Elektrėnai, then to Kaunas County; it was lifted after the object was destroyed. President Gitanas Nausėda (X): "A drone that just entered Lithuanian airspace was destroyed by NATO fighter jets"; "together with our NATO Allies, Lithuania will defend its airspace." Defence Minister Robertas Kaunas: residents were warned in time, the operation ran smoothly; overnight he spoke to his Polish counterpart. Air Force commander Col. Antanas Matutis: no notification came from Belarus; there is no evidence the Kruonis plant was the target; the drone was in Lithuanian airspace for "a good half-hour"; yellow rather than red was chosen because no imminent impact on inhabited areas was seen. Wreckage was recovered (Reuters: some parts appear wooden, some charred); Operation Skydas (a procedure for sites with an explosion risk) is in force. NKVC head Vilmantas Vitkauskas spoke of a "high probability" of an explosive charge; the army does not confirm that and "will not rush conclusions." Operator (Russian / Ukrainian / other) has not been named; presidential national-security adviser Deividas Matulionis (Žinių radijas, single source) said it was "most likely a Russian or Ukrainian drone that went off course." Foreign Minister Kęstutis Budrys told the Seimas in the morning that Lithuania will deliver a note to Belarus (as in all cases of an object entering from that side) and is asking for consultations in the EU and NATO. Assessment: the shoot-down is confirmed by the president, the army, the NKVC and at least four independent outlets (LRT, 15min, Reuters, Euronews); this is the first use of NATO weapons against a drone over Lithuania (Estonia in May and Latvia in June and August came earlier).   2. 14.09 — Poland: the military recovered a suspected Russian Gerbera drone from the Baltic at Rusinowo; Kosiniak-Kamysz — "it was not aimed at Poland", no airspace violation. Defence Minister Władysław Kosiniak-Kamysz (X, 14 September): near the beach at Rusinowo by Jarosławiec (West Pomeranian Voivodeship, ~40 km from Słupsk) the military located and recovered a drone from the sea; "preliminary inspection indicates that it is a Russian military drone"; later — "more and more data suggest the Russians probably lost a new Gerbera-type model." On TVN24 in the evening: the airframe has "Russian markings"; it was "most likely lost by Russia during trial manoeuvres over the Baltic"; "it was not aimed at Poland"; "it did not have the features of armament, more reconnaissance than combat"; final judgements after expert examination. Operational Command spokesman Jacek Goryszewski (TVN24 / Polsat News): the drone may have drifted in from international waters; preliminarily a Gerbera (plywood/foam, often used as a decoy, but can carry a charge); since 31 July Polish systems have recorded no airspace violation, so "for now this cannot be linked to an attack by the Russian Federation."   3. 14–15.09 — Estonia: the Reform Party board confirmed Martin Herem as defence-minister candidate; the oath is possible on Wednesday; Herem is ending Frankenburg contracts and calls the Baltic Defence Line "stalled". On 14 September Herem met the Eesti 200 Riigikogu faction; faction leader Toomas Uibo voiced support for a "data-driven approach"; Herem said the coalition partner "said they support me." His condition for taking the post remains defence spending at 5% of GDP; he would take the oath in the Riigikogu on Wednesday 16 September if President Alar Karis signs the government's decision. On 15 September the Reform board formally confirmed Herem (in parallel Erkki Keldo as environment and energy minister and Liina Vahtras as economy and industry minister; Äripäev).   4. 14–15.09 — Exercises: Poland's "Czarny Obrońca '26" is running (land–sea–air, until 24 September); in Latvia 14–20 September is the Courland phase of Namejs, from the 16th the defence of Riga; in South Estonia a week-long Defence Forces and Defence League exercise. Poland's General Command / PAP / Polskie Radio (14.09): "Czarny Obrońca '26" has started; the main training audience is the 11th Lubusz Armoured Cavalry Division; the heaviest land activity is in the West Pomeranian, Lubusz and Pomeranian voivodeships, with air and sea activity more widely. Headcount has not been given officially.   5. 14–15.09 — Kaliningrad and Russia's border regions: no new military steps announced; Minsk did not warn about the drone; Leningrad and Pskov stay out of the Russian MoD overnight lists. No dated 14–15 September statements by the Kremlin, the Baltic Fleet or Kaliningrad authorities on deployments, live fire or "measures" for the exclave were found in open non-registry sources; D. Peskov's 13 September reply to Sikorski remains a framework line. The drone shot down over Lithuania entered, per the NKVC, from the Belarusian side; no official Minsk or Moscow reaction was recorded in the window (Euronews: Moscow had not commented). Col. Construction of military facilities and fortifications

  • No new reports dated 14–15 September on the Baltic Defence Line, "Tarcza Wschód" (East Shield) or border fortifications were identified. The structural background is unchanged (context): Lithuania is expanding border engineering parks from 27 to 50 by end-2028; Poland's East Shield — first ~150 km done, over 200 km by end-2026; Latvia's plan to automate counter-drone cover on the eastern border by end-September has no progress report in the window.
  • Estonia — incoming minister's assessment (14 September): Herem called the Baltic Defence Line a file that "is currently stalled" and one of three six-month priorities (with the Baltic Sea and air defence). This is one official's assessment, not a missed-deadline report; there is no independent confirmation in the window that work has stopped (see Top stories, item 3).

Military aid and air/EW defence

  • Lithuania — first successful drone intercept over its own territory (15 September): the "radar → yellow alert → visual fighter confirmation → destruction" sequence worked; the morning airport halt shows the system remains sensitive. Opposition leader Laurynas Kasčiūnas (15min): success against a single drone does not mean readiness for "dozens a day"; fighters are a tool for isolated targets, a layered air defence is needed. Viktorija Čmilytė-Nielsen: the bottleneck is procurement management, not the amount of money. These are political assessments, not new contracts.

  • Baltic air defence: Italian Eurofighters employed weapons; Spanish F/A-18s at Ämari were not mentioned in the intercept.

Kaliningrad and Russia's border regions

  • Kaliningrad Oblast: no new statements or announced activity on 14–15 September. The Sunday object (13.09) exited into the exclave — still no open-source Russian reaction. The drone shot down in the night to 15 September was not heading for Kaliningrad (westbound, toward Kaunas).
  • Baltic Fleet: no fresh dated 14–15 September reports of sorties or live fire in non-registry sources; the last departmental note on sea ranges is 10 September (see the 13.09 issue).

⚠️ Contradictions and discrepancies

  • Crash site in Lithuania: in the first minutes the NKVC / 15min named Navasiolkai (Alytus district); by ~01:00–01:10 the site was corrected to Pratkūnai, Kaišiadorys district. This issue uses the corrected official location (army, NKVC, the Kaišiadorys mayor).
  • Explosive charge: the NKVC (Vitkauskas) — a "high probability" of a charge and Operation Skydas; the army and Col. Matutis — no data, "we will not rush conclusions," wreckage "does not yet allow an assessment of whether it was a combat drone." Both versions are attributed; a warhead is not treated as established.
  • Operator of the drone: NKVC/Air Force — entry from Belarus (direction), not the operator; Matulionis (single source) — "most likely a Russian or Ukrainian drone off course"; Kasčiūnas does not rule out a reconnaissance probe. Type unnamed. Two-source rule: operator is not established.
  • Time of destruction: army and Matutis — around 00:20; the Kaišiadorys mayor — confirmation that "the drone is in our district" around 01:10 (identification of the crash site, not the shot). The gap is shot versus location confirmation.
  • Polish Gerbera: the MoD and Operational Command give a preliminary Russian attribution and type; no independent examination in the window. Kosiniak-Kamysz in the evening lowered the temperature ("not aimed," "not armed") relative to the morning "Russian military drone."
  • Sunday 13.09 overflight vs Tuesday 15.09 shoot-down: both objects came from the Belarusian direction; on Sunday there was no alert, on Tuesday there was one and fighters employed weapons. On 14 September Minister Kaunas said the command's answers on Sunday "do not satisfy" him and demanded a report by Tuesday evening; no separate published report was found in the window.

📊 Escalation risk assessment (0–10): 4.9 / 10

Overall score: 4.9 / 10. The level is up on the previous issue (+0.3). The nearest historical analogue is late-Cold-War confrontation (≈3–4) with a surcharge for NATO kinetic weapons use over an ally's territory (the first drone shot down over Lithuania) and for the density of unmanned contacts over three days (the Sunday Belarus–Kaliningrad overflight, the 13.09 strikes near the Polish border, the Polish Baltic Gerbera on 14.09, the 15.09 shoot-down). Well below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no confirmed attribution to an attacking state, no casualties, no announced Russian military response.

  • Weapons use over Lithuania: the first drone shot down over the country's territory — a lower threshold for allied air-defence fire in Baltic skies (after Estonia and Latvia). In content this is a defensive intercept by procedure, not a strike on Russia/Belarus.
  • A note to Belarus and a request for EU/NATO consultations (Budrys, 15.09) — diplomatic escalation around the incident.
  • Exercise density: "Czarny Obrońca '26", the Courland and Riga phases of Namejs, Strong Griffin, the South Estonia exercise — all pre-announced and defensive in scenario.
  • Estonia: the incoming minister flags a "stalled" Baltic Defence Line and faster air defence — a political up-signal on readiness, not a troop movement.

Mutual / structural factors:

Score rationale: the level is raised by +0.3 to 4.9. What is new relative to yesterday's 4.6 is not rhetoric and not strikes on Ukraine near the border, but the fact of NATO weapons use over Lithuania. The surcharge is capped at three tenths because attribution is open, there are no casualties, the morning airport episode is not yet closed by a full source pack, and Poland's own MoD presented the Gerbera as lost, not attacking. Crossing 5.0 would have required a confirmed state attack, casualties, or a military response by Russia/Belarus.

Delta vs the previous issue: ↑ (+0.3) — 4.6 (14 September) → 4.9 (15 September). Cause: the first drone shoot-down over Lithuania and the linked diplomatic note to Belarus, against the Polish Baltic find; growth is held back by the lack of attribution, the lack of casualties and (this time) a functioning warning sequence.

Caveat: this is an analytical assessment from open sources, not a forecast.
