Note: the previous issue is dated 15 September 2026 (escalation risk 4.9/10). The 15–16 September window is the day after the first drone shoot-down over Lithuania: on the afternoon of 15 September Defence Minister Robertas Kaunas said an explosive had been found in the wreckage at Pratkūnai and neutralised (in the morning he had still called the airframe "preliminarily without explosives"). Italian Defence Minister Guido Crosetto in Šiauliai said the threat "most probably came from Russia"; the Lithuanian minister does not lock in attribution pending examination. The morning halt at Vilnius airport (~11:00) was lifted after ~30 minutes: no dangerous object was found. Poland links the Gerbera recovered at Rusinowo on 14 September to Sunday's overflight of Lithuania toward Kaliningrad. Organisational background: Estonia's president appointed Martin Herem defence minister on 15 September (Riigikogu oath scheduled for the 16th); from today the Riga phase of Namejs is running; from 17 September Lithuania opens "Perkūno griausmas 2026". For Kaliningrad — a search-and-rescue drill on 15 September; Leningrad and Pskov oblasts stay off the Russian MoD overnight list (71 UAVs in the night to 16 September).

Construction of military facilities and fortifications

No new reports dated 15–16 September on Baltic Defence Line kilometrage, "Tarcza Wschód" (East Shield) or border fortifications were identified. The structural background is unchanged (context): Lithuania — engineering parks 27→50 by end-2028; Poland — over 200 km of East Shield (August MoD reporting); Latvia — counter-drone cover on the eastern border by end-September (no completion report in the window).
Estonia — incoming minister's wording (15–16 September): on ETV Herem described the Baltic Defence Line as a package "from obstacles to hospitals, energy, communications, housing and food" and put it in his top three. This is a political tasking, not a missed-deadline report and not new kilometres.

Troop deployments and movements

Lithuania — aftermath of the overnight scramble (15 September): Italian Eurofighters stayed in the picture; a second morning scramble over Vilnius for an unidentified contact, stood down with no dangerous object (see Top stories, item 1). Context: Spanish F/A-18s have been at Ämari since 8 September alongside Turkish F-16s.
Latvia — Namejs Riga phase (16–20 September): equipment and checkpoints in the capital; the 4th Courland Brigade phase in parallel until 20 September (see Top stories, item 4). Namejs 2026 overall runs to 8 October, ~12,000.
Lithuania — "Perkūno griausmas 2026" (from 17 September): announced 15 September, start after this window; a pillar page is opened. Strong Griffin 2026 — until 20 September, no new episodes dated to the window.
Poland — "Czarny Obrońca '26" (14–24 September) continues; restriction zone EP R134 in eastern Poland (10 September – 9 December) remains in force. No new dated 15–16 September progress reports.
Estonia — South Estonia exercise (14–21 September): no new national reports in the window.
Belarus — combat-readiness check (context since 11 September): no new independent 15–16 September reports on its course or end.

Agreements and spending

Estonia — Herem's appointment (15 September): the president signed; the 5% of GDP condition stands; no chancellor named, Salm ruled out (see Top stories, item 3).
Previously announced, unchanged (context): Lithuania — 5.38% of GDP (€4.79bn) for 2026; Latvia — ~4.91%; Poland — talks on a permanent US base in a "final phase" (Kosiniak-Kamysz, 10–11 September).

Military aid and air/EW defence

Lithuania — explosive at the crash site (15 September): the overnight "radar → yellow alert → visual fighter confirmation → destruction" sequence is now joined by a recovered charge and Aras EOD. The morning airport episode closed with an all-clear and no dangerous object — the system remains sensitive to false contacts.
Poland — Gerbera: CBRN cleared; explosives at build time are either "self-destruction" (RMF24, preliminary) or still under test. The Polish MoD still does not claim a combat warhead.
Baltic air defence: the Italian contingent employed weapons overnight; in the morning a scramble without a shot.

Kaliningrad and Russia's border regions

Kaliningrad Oblast: 15 September — a search-and-rescue drill involving the Baltic Fleet (Ridus / Yantarny Krai). No combat live fire or deployments in non-registry sources in the window. Kosiniak-Kamysz's hypothesis that Sunday's object then "operated over the Baltic" from the exclave is confirmed neither by Vilnius nor by Moscow.
Baltic Fleet: in the window it appears only as a SAR participant, not a combat sortie.
Leningrad and Pskov oblasts, St. Petersburg: absent from the Russian MoD list for the night to 16 September (71 UAVs over other regions). ⚠️ Contradictions and discrepancies

Charge on the Lithuanian drone: around 15:00 on 15 September Kaunas said "preliminarily without explosives"; about an hour later a charge had been found and neutralised. This issue takes the later official ministerial version (LRT, Delfi, RFE/RL). Yesterday's issue correctly recorded the morning gap between the NKVC ("high probability") and the army ("we do not confirm"); that was not an error, it was a same-day data change.
Operator of the drone: Crosetto — "most probably Russia" (one official); Kaunas — do not rush, it may be Russian or "another country"; an LRT commentator (single source) — Geran/Gerbera from wreckage. Two-source rule: operator is not established.
Identity of Sunday's overflight (13.09) and the Polish Gerbera: asserted only by the Polish defence minister; Lithuanian NKVC/Air Force described Sunday as a separate Belarus→Kaliningrad object with no attempted shoot-down (no alert). In this issue it is a attributed hypothesis, not a fact.

📊 Escalation risk assessment (0–10): 4.9 / 10

Final score: 4.9 / 10. Unchanged from the previous issue. The nearest historical analogue remains a tense late Cold War standoff (≈3–4) with a surcharge for NATO weapons already used over Lithuania and for the clarification that an explosive was at the crash site. Well below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no state attribution, no casualties, no Russian/Belarusian military response, no new airspace violation recorded on 16 September.

Yesterday's +0.3 for the shot itself remains in force. Crossing 5.0, on yesterday's caveat, would have required a confirmed state attack, casualties, or Russian/Belarusian military steps — none of the three is in the window. It is too early to cut the score: attribution is open, a charge is confirmed, the joint investigation has only started.

Delta versus the previous issue: = (0.0) — 4.9 (15 September) → 4.9 (16 September). Reason for holding: the charge and the Italian wording raise qualitative gravity but do not add a new incident, casualties or a Russian/Belarusian response; the morning airport all-clear and CBRN clearance of the Polish Gerbera offset that.
