Issue of 24 September 2026 — covering 23 – 24 September 2026.

Note: The window put dates on the American rotations and produced one figure that rests on a single source. Lithuania named two US battalions for the end of October, one heavy and one engineer; Estonia named a November contingent comparable to the squadron that left in the spring. The three defence ministers are asking the European Commission for €500 million for counter-drone defence, but the sum comes from an Iltalehti report and the letter has not been published. On the morning of 24 September Radio Lublin, citing PAP, reported a new Polish air operation and an RCB alert for Lublin and Subcarpathian provinces; no second national confirmation was found by the time of this build.   1. 23.09 — The Baltics ask the European Commission for €500 million for drone defence; the figure comes from one Finnish source. Iltalehti (Lauri Nurmi, published on the evening of 22 September at 22:24), citing foreign and security policy sources who the paper says had seen the letter: on Monday 21 September the defence ministers of Estonia, Latvia and Lithuania sent a letter to Commission president Ursula von der Leyen. The paper attributes the signatures to Martin Herem, Raivis Melnis and Robertas Kaunas. The sources expect a reply within weeks and hope the money can still arrive in 2026. The letter has not been published. Baltic outlets carried the story on 23 September: Postimees at 14:38 (updated at 17:53) and LRT/BNS at 17:20 retell Iltalehti rather than publish the text. Robertas Kaunas told AFP on Wednesday that the three countries had asked the EU for extra counter-drone funding; the half billion in the AFP copy is attributed to "press reports", not to a figure spoken by the minister (NAMPA/AFP, Vilnius, 23.09). Iltalehti's rationale for urgency, that Russia might test NATO Article 5 with drone strikes on the eastern flank, is anonymous sourcing from one newsroom and is not treated as an established plan. ⚠️ The outlets disagree on who signed for Estonia; see Contradictions.   2. 23.09 — Lithuania: two US battalions by the end of October, one heavy and one engineer; no decision on a permanent base. After meeting US under secretary of defence for policy Elbridge Colby at the Pentagon, defence minister Robertas Kaunas told LRT (23.09, 18:02, updated 19:02): "Two American battalions will arrive in Lithuania at the end of October; preparation is under way." He added that either all of them will be in Lithuania by the end of October, or the presence will start filling in from then. One battalion is heavy, the other is an engineer unit; the rotation remains nine months. In that interview he said the headcount will stay similar to the previous one but did not give a number: "these are simply technical details." Kaunas asked Colby to consider a permanent US base in Lithuania: "this is a new proposal" and "there are no decisions now." A wider review of the US presence in Europe will, in his estimate, be discussed in NATO format in December. BNS (23.09, 15:10, marked as updated) reports the same frame of two battalions and the end of October and adds a headcount of "about a thousand" and Abrams tanks among the equipment. ⚠️ Abrams and "about a thousand" appear in BNS and not in the LRT television wording; see Contradictions. There is still no Pentagon press release naming the unit, the headcount and the date.   3. 23.09 — Estonia: the defence ministry says a new US contingent will arrive in November and will match the squadron that left in the spring. ERR (piece updated on 23 September): US representatives told Estonia that the rotational presence will continue, with a new unit arriving during November. Those representatives described the decision as separate from the ongoing US force-posture review. The incoming unit is "equivalent in size and capability" to the unit that finished its rotation in the spring, the 6th Squadron of the 9th Cavalry Regiment (6-9 CAV). A follow-on rotation had been suspended because of the review; the presence at Camp Reedo in Võru was not reduced to zero, and a smaller contingent stayed. Defence minister Martin Herem called the US presence "a cornerstone of NATO deterrence and defence." No headcount in persons was given. No second newsroom with its own wording of the ministry statement, beyond ERR, was found in the window; the quotation rests on the defence ministry statement that ERR carries.   4. 24.09 — Poland: a morning air operation and an RCB alert for Lublin and Subcarpathian provinces; one confirmation. Radio Lublin (24.09, 05:45, credited to PAP) runs this timeline: at 05:45 the RCB sent residents of districts in both provinces the text "ATTENTION! Russian air attack on the territory of Ukraine. The situation is being monitored. Polish aviation is operating in the airspace of the Republic of Poland." At 06:24 Operational Command (DORSZ): in connection with Russian strikes on Ukraine, military aviation is operating in Polish airspace. At 06:58 the RCB all-clear: "The air attack on Ukraine has ended. There is no threat on the territory of Poland." At 07:13 DORSZ: the operation of military aviation has ended. The timeline does not separately say whether airspace was violated; the all-clear says there is no threat on Polish territory. If the episode holds, it is the seventh dated scramble in the series (13, 17, 18, 19, 21, 23 and 24 September) and the first in the window in which the alert is named for both provinces at once. Check: no second independent national outlet dated 24 September was found by build time. Carried as a single-source report. Sources: Radio Lublin / PAP — RCB alert for two provinces (24.09.2026).

  5. 23.09 — Kaliningrad: planned Supercam UAV flights to 5 km and gunnery by the patrol ship Viktor Veliky; one source. Klops (23.09), citing the Baltic Fleet press service: Supercam crews flew training sorties at altitudes up to 5,000 metres, practised reconnaissance of camouflaged command posts and fire adjustment, control of ground units moving to live fire, and monitoring of the sea off the coast. The same piece says the patrol ship Viktor Veliky conducted training artillery fire on a maritime range. A reprint on kaliningrad-news.net is not an independent confirmation. No Interfax, Fontanka or Kommersant report of these drills was found in the window. This is planned training from a service release, not an announced redeployment or a new named exercise. By area, in detail

Construction of military sites and fortifications

  • No new kilometres of ditches, dragon's teeth or Tarcza Wschód sections dated 23–24 September were found in national outlets. Yesterday's frame (Latvia: 7,500 of 13,000 blocks, about 2 km of ditches in Balvi municipality, €303 million over five years) remains the last published account and is not repeated here as a fresh fact.
  • The €500 million request (item 1) is a bid for counter-drone funding, not work started and not a contract.

Troop deployments and movements

  • Lithuania, United States: two battalions by the end of October, heavy and engineer, a nine-month rotation; "about a thousand" and Abrams appear only in the BNS version (item 2). A permanent-base proposal with no decision on the American side.
  • Estonia, United States: November, size and capability comparable to 6-9 CAV; no headcount in persons (item 3).
  • Poland, United States: no dated readout of the defence ministers' meeting that was postponed from 23 September. Kaunas met Colby, not Hegseth (item 2).
  • Poland, Czarny Obrońca '26: the announced window of 14–24 September expires today. No fresh report of a closing ceremony or a new headcount was found in the window. Yesterday's figure of 11,000 troops and 880 pieces of equipment remains a single-source report (WP Tech, 22.09) and is not strengthened here.
  • Latvia, Namejs 2026 continues until 8 October; Lithuania, Perkūno griausmas 2026 until 15 October. No new dated episodes of either exercise were found for 23–24 September.
  • Estonia, NATO aviation: planned flights by Turkish F-16s and Spanish F/A-18s through 27 September remain in force under the 21 September notice; no incident in this window has been tied to them.

Agreements and spending

  • EU counter-drone bid: €500 million, a letter of 21 September, in the Baltic press on 23 September (item 1). For comparison, outside today's event: on 22 September Lithuanian presidential adviser Deividas Matulionis said €524 million had already been spent on air defence this year (LRT, 22.09). The new request is a similar order of magnitude, but for three countries and money not yet allocated.
  • Lithuania, a permanent US base: Kaunas's proposal to Colby, with no decision (item 2). A December NATO discussion of the US role in Europe is the minister's estimate, not a scheduled decision.
  • Sanctions: no new step after yesterday's compromise (Usmanov and Fridman removed, a 36-month renewal, Latvian national measures) was found in the window.

Military aid and air defence / electronic warfare

  • Poland: the 24 September operation as reported by Radio Lublin/PAP, all-clear by 06:58, two provinces (item 4). No new air alerts, intercepts or airport restrictions over the Baltic states on 23–24 September were found in ERR, LSM or LRT. The last kinetic episode over Lithuania remains dated 15 September.
  • The counter-drone funding request is item 1. A preference for European industry and joint purchases is not in the AFP text available here and is not attributed to Kaunas beyond what AFP reported: a request for additional funds.

Kaliningrad and Russia's border regions

  • Kaliningrad, Baltic Fleet: planned Supercam flights and Viktor Veliky gunnery from one release (item 5). The release does not support a named exercise of the current year with dates and scale; no exercise card is opened.
  • The night of 24 September: no separate Russian defence ministry tally listing regions was found on Interfax by build time. There is a 24 September report: Rostov governor Yury Slyusar said drone debris damaged administrative buildings of an oil depot in Kagalnitsky district, with no casualties and no fire; drones were also destroyed in Taganrog and in Kagalnitsky and Neklinovsky districts (Interfax). The north-west (Leningrad and Pskov oblasts, Kaliningrad Oblast, St Petersburg) is not in that report. Yesterday's overnight tally of 514 drones without the north-west remains a fact about the night of 23 September, not automatically a "fifth quiet night": there is no regional list for the new night.
  • Belarus: the only report dated 23 September is CTV (ctv.by, 23.09, 06:49): a territorial-defence command-staff exercise continues in Gomel oblast, with a practical serial (a strongpoint, a notional armoured group, counter-UAV work). Chief of the General Staff Pavel Muraveiko speaks of a "peak of training" for territorial defence. Gomel oblast is not the Suwałki Gap (it is the south-east, on the border with Ukraine). There is no independent confirmation of scale; this is one state broadcaster. The wording of a "bilateral comprehensive exercise on 22–26 September in Brest, Grodno and Minsk regions" matches a 2023 announcement and is not confirmed as a 2026 edition: it is not included as a current event and is not treated as a driver.
  • The FSB border regime opposite Estonia, announced earlier and in force until 26 September, received no new detail in the window.

Statements by officials

  • Lithuania, R. Kaunas (23.09): two battalions at the end of October; a permanent base is "a new proposal" with no decision; "NATO is a united alliance, and every Russian pressure in essence strengthens our Alliance."
  • Estonia, M. Herem (23.09): the American presence is a cornerstone of deterrence.
  • United States, representatives, as relayed by the Estonian defence ministry (23.09): a new unit in November, comparable to the one that left in the spring, separate from the posture review.
  • Belarus, P. Muraveiko (23.09, CTV): territorial defence is at a "peak of training"; a state-television quotation, without independent confirmation.
  • Russia: no Kremlin or foreign ministry statement dated 23–24 September on the Lithuanian vote, the American rotations or the Baltic funding request was found in non-registry sources.

⚠️ Contradictions and discrepancies

  • Who signed the Baltic letter for Estonia. Iltalehti names the sitting minister, Martin Herem. Postimees, after an update at 17:53 on 23 September, writes that the previous minister, Hanno Pevkur, signed; LRT/BNS at 17:20, before that update, repeats the Iltalehti version (Herem). Herem took the oath on 16 September 2026 (the Estonian government) and was already minister by 21 September. The letter is unpublished, so neither version can be chosen. The discrepancy does not change the €500 million figure: that still comes from one newsroom.
  • €500 million is one primary source. Postimees and LRT/BNS retell Iltalehti. AFP records a request for extra funds in Kaunas's words and attributes the half billion to press reports. The claim that Article 5 might be tested with drone strikes appears only in Iltalehti's anonymous sourcing. The resonant figure and that rationale are not treated as established.
  • Headcount and Abrams in the Lithuanian rotation. BNS: "about a thousand" and Abrams tanks. LRT, on the television interview: a headcount "similar to the previous one", which the minister did not name; the heavy battalion is described without the name Abrams. Both records are from 23 September, LRT later. The shared frame (two battalions, end of October, heavy and engineer, nine months, no permanent base) matches. Abrams and the exact thousand are recorded as the BNS version, not as an agreed figure.
  • The Polish air operation of 24 September. The Radio Lublin/PAP timeline is detailed and does not match yesterday's 23 September scramble in time (that one was around 07:00 and, on the RCB's account, concerned Lublin province). There is no second outlet. The episode is not used as an established fact that the series widened until another source repeats it; in the risk score it is discounted as a single source.
  • The Kaliningrad drills of 23 September. One Baltic Fleet press release via Klops. The altitude of 5,000 metres and the Viktor Veliky firing are not confirmed by independent observation.
  • Belarus, status after 18 September. No fresh non-registry report dated 23–24 September was found on whether the Western Operational Command staff exercise has ended or continues. The Gomel territorial-defence exercise (CTV, 23.09) is a different story and a different region. The "22–26 September" announcement in Brest-Grodno geography is not confirmed as a 2026 edition and is not a driver. Zapad-2026 is not being held; Ussisõnad-2026 is not independently confirmed.
  • No substantive error in previous issues requiring an entry in corrections.json was identified. Yesterday's "the rotation is already on trains / in the near future, with no date and no Pentagon release" is refined by ministerial dates, not refuted. There is still no Pentagon release.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the previous issue. The nearest historical analogue is the tense late Cold War (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for the war a few kilometres from the Polish border, and for the nuclear topic still on the Lithuanian calendar (next vote on 6 October). Clearly below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): no casualties on NATO territory, no new shot, and no violation of Baltic airspace in the window.

Drivers on the Russian side and its ally:

  • Strikes on Ukraine near the Polish border. If the Radio Lublin timeline is confirmed, the morning of 24 September is the seventh Polish air operation since 13 September. For now it is one source, and the all-clear speaks of no threat on Polish territory rather than describing a separate incident in allied airspace.
  • Planned Baltic Fleet activity in Kaliningrad Oblast, Supercam flights and Viktor Veliky gunnery from one release. This is training, not an announced redeployment.
  • The Gomel territorial-defence exercise (CTV, 23.09) shows that the Belarusian training cycle has not stopped, but it is far from the Suwałki Gap and has no independent scale.
  • The unsettled status of the Western Operational Command staff exercise after 18 September: no fresh non-registry confirmation of an end, and no confirmed new exercise on the Polish and Lithuanian borders.

Drivers on the NATO side and individual members:

  • The American rotations have become specific. Two battalions to Lithuania by the end of October, one of them heavy; a unit to Estonia in November comparable to the one that left. For Moscow this is a return of forces toward its borders, even if the headcount is described as the previous one.
  • A proposal for a permanent US base in Lithuania, so far only Kaunas's initiative, with no American decision.
  • A bid for €500 million for counter-drone defence, defensive in design but part of building up the eastern flank. The figure is not established.
  • Continuing exercises: Namejs, Perkūno griausmas and, through the end of today, Czarny Obrońca '26, with no fresh closing report.

Mutual / structural factors:

  • The Russia-Ukraine war as the source of Polish air operations.
  • Mutual air and reconnaissance activity over the Baltic without new rules.
  • The calendar: the Lithuanian constitutional procedure on 6 October, Saeima elections in Latvia on 3 October, and a December NATO conversation on the US role that Kaunas called likely but did not schedule.

Stabilisers (both sides):

  • The US rotations are described as a return to the previous scale, not a build-up. Estonia: "equivalent in size and capability." Lithuania: a "similar" headcount, nine months, as before. That removes some of the uncertainty the score rested on in recent days.
  • A permanent base is not decided. The proposal was made and immediately qualified by the absence of a decision.
  • No new air alerts in the Baltic states. Vilnius, Riga and Tallinn reported no violations in the window.
  • The Polish all-clear, if the timeline is right, came in about an hour and a half and is worded as no threat on Polish territory.
  • The Russian north-west does not appear in the only Interfax item found for 24 September (debris in Rostov oblast). There is no separate "quiet" regional list for that night, so a quiet north-west is not asserted.
  • No official Kremlin or Russian foreign ministry reaction to the rotations or to the €500 million request was found in non-registry sources in the window.
  • The nuclear vote in Lithuania did not advance on these days: the next stage is still 6 October.

Why this score: holding 5.1 follows from new facts that specify a picture already counted and do not add a class of event. Yesterday's score already included the return of US rotations and a sixth Polish scramble. Today brought dates and composition, but the ministers speak of the previous scale, not of a contingent beyond it. The €500 million bid is a political request with one newsroom under the figure; it does not change forces on the ground. The Kaliningrad drills are planned and single-sourced. The only candidate for a rise, the Polish operation on the morning of 24 September with the alert extended to Subcarpathia, does not move the score while one source carries it and the all-clear does not report a violation. There is also no reason to lower the score: the run of scrambles is not disproved, the war at the border continues, and the nuclear procedure in Lithuania has not been withdrawn.

Delta from the previous issue: = (0.0) — 5.1 (23 September) → 5.1 (24 September). Reason: dates for the US rotations and a counter-drone funding request do not change the scale of forces and do not add an incident; a possible seventh Polish scramble remains a single-source report of the same preventive type.
