Issue of 21 October 2026 — covering 20–21 October 2026

Note: Poland and Lithuania are moving their dispute over the drone's route into a joint investigation: President Gitanas Nausėda said in Warsaw that the two countries' defence ministries have set up a joint group, and Prime Minister Donald Tusk said Poland "does not permit" operations over its territory without the state's consent, whoever conducts them, and will demand explanations from Ukraine. In Warsaw Lithuania also proposed joint exercises of Poland and the three Baltic states at Latvia's Selonia training area next spring. Over eastern Poland the RCB alert was declared four times on 20 October because of strikes on western Ukraine, and one drone hit a target about 15 km from the Polish border; no airspace violation was recorded. Latvia has dug the first 4 km of anti-tank ditch on its eastern border. In Russia's northwest, the Russian MoD's overnight list names only Novgorod region, and Pskov airport closed again in the morning. (Previous issue — 20 October 2026, risk 5.3/10.)

Top stories of the day

  1. 20.10 — Tusk: Poland does not permit operations over its territory without consent, whoever conducts them; Warsaw will demand explanations from Ukraine. RMF24 (20.10, 12:34): Prime Minister Donald Tusk — "Chcę potwierdzić, będziemy współpracowali bardzo blisko z Litwą i na pewno wyjaśnimy cały ten incydent z dronem" ("I want to confirm that we will cooperate very closely with Lithuania and will certainly clarify this whole drone incident"), "Liczę na pełną współpracę ze strony ukraińskiej" ("I count on full cooperation from the Ukrainian side"), "Bez emocji, bez złych intencji" ("Without emotion, without ill intentions"). According to RMF24, the request to Ukraine will be made on Poland's behalf by the operational commander. WP (20.10, 19:59) gives the full wording: "Polska nie zezwala na prowadzenie operacji na swoim terytorium czy nad nim bez wyraźnej zgody państwa polskiego" ("Poland does not permit operations on or over its territory without the explicit consent of the Polish state"); per RMF24, the position "nie zmieni się niezależnie od tego, kto te operacje miałby przeprowadzać" ("will not change regardless of who might conduct such operations"). Tusk said he is in contact with Defence Minister Władysław Kosiniak-Kamysz, who ordered the military to analyse radar data in detail. Kyiv Independent (20.10, 18:00): Ukraine apologised, blaming Russian jamming for the drone's deviation; Polish authorities still cannot confirm that the drone passed through Polish airspace. The statement is addressed to Ukraine; no measures against it were mentioned. Sources: RMF24 — Tusk (20.10.2026); WP — "stormy Tuesday" (20.10.2026); Kyiv Independent (20.10.2026).

  2. 20.10 — Nausėda in Warsaw: Lithuanian and Polish defence ministries set up a joint group on the drone; Lithuania proposes spring exercises of four countries at Latvia's Selonia training area. LRT via BNS (20.10, 17:14) and tv3.lt (17:09): "Yra papildomos informacijos, bet nenorėčiau užbėgti už akių" ("There is additional information, but I would not want to get ahead of things"); the ministries "sudarė grupę tam, kad būtų ištirtas šitas incidentas" ("set up a group so that this incident can be investigated"); "Kai jau bus pateiktos oficialios šio tyrimo išvados, galėsime kalbėti apie tai, kas įvyko tą dieną" ("Once the official findings of this investigation are presented, we will be able to talk about what happened that day"); "Detekcija kol kas nėra ideali" ("Detection is not yet ideal"). LRT via ELTA/BNS (20.10, 15:18) and Polsat News (16:02): Lithuania proposed "kitų metų pavasarį pietų Latvijoje esančiame Sėlos kariniame poligone surengti bendras karines pratybas" ("to hold joint military exercises next spring at the Selonia training area in southern Latvia") with troops from Lithuania, Latvia, Estonia and Poland; no name, dates or troop numbers were given and there is no decision — it is a proposal. Polish President Karol Nawrocki (LRT, Polsat): strengthening NATO's eastern flank should be a shared priority; "Stabilizacja sytuacji energetycznej nie powinna prowadzić do osłabienia presji na Rosję" ("Stabilising the energy situation should not lead to weaker pressure on Russia"). Nausėda (LRT in Polish, 16:10): "Oba nasze państwa doświadczają ataków hybrydowych, cyberataków, aktów sabotażu i kampanii dezinformacyjnych" ("Both our countries are experiencing hybrid attacks, cyberattacks, acts of sabotage and disinformation campaigns"). Lithuanian Defence Minister Robertas Kaunas (tv3.lt, 21.10, 06:20): "Ne iš Baltarusijos ar Kaliningrado įskrido dronas, o iš Šengeno erdvės" ("The drone did not fly in from Belarus or Kaliningrad, but from the Schengen area"), "Bet skridus dronui po valandos tik apie pavojų pranešta" ("But the danger was announced only an hour into the drone's flight"); Lithuania and Poland exchanged radar data, and he called the claim of a launch from Lithuania complete nonsense. 3. 20–21.10 — Poland: four RCB alerts on Tuesday, a drone hit a target about 15 km from the border; no airspace violation. Polsat News (21.10, 05:42): on Tuesday the RCB declared an alert four times because of strikes on Ukraine; shortly before 15:30, for ten districts of Podkarpackie voivodeship, urging people to seek shelter, cancelled after about 15 minutes. Defence24 (20.10, 18:00), quoting Operational Command spokesman Lt. Col. Jacek Goryszewski on TVN24: drones, including jet-powered ones, had been operating over western Ukraine since the morning; "Jeden z nich sięgnął celu około 15 km od naszej granicy na wysokości Jaworowa" ("One of them reached a target about 15 km from our border, at the level of Yavoriv"). Interia: flights over Lublin and Rzeszów airports were temporarily halted (per PAŻP); the Operational Command — "nie zaobserwowano naruszenia przestrzeni powietrznej Rzeczypospolitej Polskiej" ("no violation of the airspace of the Republic of Poland was observed"); Defence24 carries the same wording. Overnight into 21 October (Polsat): an alert after 02:30 for Lubelskie and Podkarpackie, "W przestrzeni RP operuje polskie lotnictwo" ("Polish aviation is operating in Polish airspace"), all-clear after 04:40. Sources: Polsat News (21.10.2026); Defence24 (20.10.2026); Interia (20.10.2026).

  4. 20.10 — Latvia: 4 km of anti-tank ditch and 5 km of dragon's teeth completed on the eastern border; contracts for the next 62 km due in November. rus.lsm.lv via LETA, citing state company VNĪ (20.10, 14:16): first-stage works on the Baltic Defence Line have been under way since September — "Works have been carried out since September in line with the Ministry of Defence's tasks"; the first stage totals about 27 km of ditches in Alūksne, Balvi, Ludza, Krāslava and Augšdaugava municipalities; contracts with five companies are worth €12.98 million from the MoD budget. For the next ~62 km along the Russian and Belarusian borders, eight bids have been received; contracts are planned for November and completion by the end of 2027. The €12.98 million and 27 km figures match an earlier VNĪ press release (lvportals.lv); the "4 km" figure comes from a single source. Sources: LSM (Russian) / LETA (20.10.2026); lvportals.lv — VNĪ works begin (background).

  5. 20.10 — Latvia: the government backs state defence service in the Border Guard from 2028; the right to fire without warning at the border divides the Saeima. LSM (Latvian, 20.10) and LSM English (21.10, 07:57): Prime Minister Andris Kulbergs announced after the closed part of the cabinet meeting a conceptual decision to bring the State Defence Service (VAD) into the State Border Guard from 2028; the interior and defence ministries will work out resources, and extra funding will be considered in the budget. rus.lsm.lv (20.10, 15:40): amendments by Interior Minister Jānis Dombrava would give border guards — and, during heightened border protection, soldiers and police — the right to use weapons without warning, including to protect border infrastructure, with exemption from liability; if a person is wounded or killed, the Border Guard must notify prosecutors in writing within 24 hours. The Foreign Ministry warned of a possible conflict with the European Convention on Human Rights; prosecutor Kaspars Andrušķāns: "these amendments cannot cancel the Criminal Law"; deputy Border Guard chief Ivars Ruskulis said a warning gives violators time to flee back to Belarus. The committee gave the agencies a week to agree a joint position. Sources: LSM — VAD in the Border Guard (20.10.2026); LSM English (21.10.2026); LSM (Russian) — weapons at the border (20.10.2026).

  6. 20–21.10 — Russia's northwest: Pskov's governor reports "several" drones downed; the only northwestern region in the Russian MoD's overnight list is Novgorod; Pskov airport closed again. PAI (20.10, 17:52): Governor Mikhail Vedernikov — several drones were neutralised over Pskov region during the day, "Бойцы отработали результативно" ("The fighters worked effectively"); no number given. Interfax (20.10, 20:24): daytime list — 90 drones over Bryansk, Belgorod, Kursk and Voronezh regions, Crimea and the Black Sea. Interfax (21.10, 08:56): overnight list — 373 drones, including over the Moscow region and Novgorod, Tver, Smolensk, Kaluga and other regions; Pskov, Leningrad and Kaliningrad regions and St Petersburg are not on it. Interfax (21.10, 08:15): Rosaviatsia — "Для аэропорта Пскова ввели ограничения на прием и отправку рейсов" ("Restrictions on arrivals and departures have been introduced for Pskov airport"), "for security reasons". No statements by Leningrad region governor Alexander Drozdenko about new attacks on 20–21 October were found. Interception counts are Russian MoD figures with no independent confirmation. Sources: PAI — Vedernikov (20.10.2026); Interfax — daytime list (20.10.2026); Interfax — overnight list (21.10.2026); Interfax — Pskov airport (21.10.2026).

By area, in detail

Construction of military facilities and fortifications

  • Latvia, Baltic Defence Line (item 4): 4 km of ditch and 5 km of dragon's teeth out of ~27 km in the first stage; the next ~62 km — contracts in November, deadline end of 2027.
  • Estonia, critical infrastructure. ERR News (20.10): about 300 providers of vital services (water, heat, electricity, gas) must keep running in a crisis or war; water utilities are investing mainly in cybersecurity, while heating companies plan drone protection, structures around boiler plants and moving pipelines underground. SW Energia development manager Vadim Nogtev: "we should be producing heat, while people who know how should deal with drone defense". Security costs may be passed on to tariffs (Competition Authority).
  • Lithuania, air defence. Kaunas (tv3.lt, 21.10): the TPS-77 radars were ordered in 2022 and took four years to arrive; amendments to speed up procurement could save up to three months; the ministry's funds are focused on air defence.
  • No new mileage of Estonian ditches, bunkers or East Shield sections dated 20–21 October was found.

Deployment and movement of troops

  • Four-country exercise at Selonia (item 2) — Lithuania's proposal for next spring.
  • Lithuania. For 21 October the army announced inter-agency tactical drills "Gama skydas 2026" at Kena station in Vilnius district (notice on vrsa.lt). Hybrid-threat exercises in the Klaipėda region continue until 30 October.
  • Estonia, conscription. ERR (Russian, 20.10): the Education Ministry proposes moving call-up dates from 2028 to the fourth week of January and the first week of August; the Defence Ministry draft has weeks 7 and 33. Minister Kristina Kallas: the dates "could force students to postpone starting or continuing their studies"; Defence Ministry spokesperson Ines Edur: "This is a compromise solution". From 2028 service lasts 12 months, with call-ups twice a year.
  • Poland, Warsaw. Crisis exercise "Sokrates-26" (20–21 October) — no new information.
  • Exercises: Brave Blue 26 in Estonia runs until 27 October. Steadfast Noon in Italy runs until 23 October, according to the Polish MoD. "Zapad-2026" is not taking place. "Ussisõnad-2026" is not independently confirmed. "Ognista Struga-26" in Ełk municipality (26–30 October) is still confirmed by a single source.

Agreements and spending

  • Latvia (items 4–5): €12.98 million for the first stage of ditches; VAD in the Border Guard from 2028 — funding to be decided in the budget.
  • Lithuania–Poland (item 2): joint investigation group of the defence ministries; exchange of radar data.

Military aid and air defence/EW

  • Poland (item 3): four RCB alerts on 20 October and one overnight into 21 October; no violations.
  • Lithuania (item 2): consultations with NATO on shooting down drones on a radar track continue; Kaunas calls this "the next step" after a decision to use force.
  • Finland. Yle via ERR (Russian, 20.10): an object found on 3 October near Suomenlinna fortress in Helsinki turned out to be the middle section of a Soviet World War II torpedo; the Finnish Defence Forces destroyed it.
  • Space. University of Tartu professor Mart Noorma (ERR, Russian, 19.10, 18:50): Russian satellite manoeuvres are probably "another intimidation campaign"; "It could be interception of communications or training to damage this satellite".

Kaliningrad and Russian border regions

  • Pskov region and the northwest (item 6).
  • Kaliningrad and the Baltic Fleet. No new fleet press releases, statements on missile systems, air defence or transit dated 20–21 October were found. Newsbash wrote on 20 October about "large-scale exercises off Kaliningrad" without details or reference to the fleet — this is not confirmation.
  • Russian reaction. No statements by the Kremlin, the Foreign Ministry or the Russian MoD on the drone in Lithuania, Tusk's words or Lithuania's plans to shoot down drones on radar were found. Lithuania's initiative is retold by registry outlets: TASS, Vesti, Life and Vzglyad — access blocked by Baltic regulators — no direct link.
  • Belarus. No new readiness checks, exercises near the Lithuanian and Polish borders or statements by Defence Minister Viktor Khrenin on 20–21 October were found. The joint Lithuanian-Polish group is also reported by BelTA — access blocked by Baltic regulators — no direct link.

Statements by officials

  • D. Tusk, 20.10: Poland does not permit operations over its territory without explicit consent; counts on full cooperation from Ukraine; "without emotion, without ill intentions".
  • G. Nausėda, 20.10: joint group of the defence ministries; findings after the official report; "detection is not yet ideal"; proposal of exercises at Selonia.
  • K. Nawrocki, 20.10: strengthening the eastern flank is a shared priority; pressure on Russia must not weaken.
  • R. Kaunas, 21.10: the drone came from the Schengen area; the danger was announced an hour later; the claim of a launch from Lithuania is nonsense.
  • J. Goryszewski (Polish Operational Command), 20.10: one of the drones hit a target about 15 km from the border near Yavoriv.
  • W. Kosiniak-Kamysz, 20.10: according to TVP Info, called "unacceptable" the Lviv regional council's decision to declare 2027 the year of the UPA and Roman Shukhevych, and urged Ukraine's authorities to distance themselves from it.
  • J. Dombrava, 20.10: seeks the right for border guards to use weapons without warning.

⚠️ Contradictions and discrepancies

  • The drone's route. Lithuania (Kaunas on 21.10 — "from the Schengen area") keeps its version of entry from Poland; Tusk on 20.10 acknowledges that Polish authorities cannot confirm a passage through Poland. A joint ministry group has been set up; there are no findings. Assessment: the question is open but has moved into a joint format.
  • RCB alerts on 20 October. Polsat counts four alerts; Interia and Defence24 describe the sequence differently (a morning alert for Lubelskie, a daytime all-clear around 12:30 and a repeat at 13:20, an alert for ten districts before 15:30, cancellation of the general alert around 16:30). The exact chronology cannot be reconciled from the pages read.
  • Selonia exercise. LRT and Polsat speak of "next" spring with no name or dates; it is a Lithuanian proposal, and agreement by Poland, Latvia and Estonia has not been publicly announced.
  • Steadfast Noon. The Grosswald reference calendar gives 13–20 October; the Polish MoD gives participation until 23 October. We keep the official Polish date.
  • Update to the issue of 20 October (not an error). The Tusk–Nausėda meeting announced in the previous issue took place on 20 October; no official joint statement from it was found. "Ognista Struga-26" has not yet received a second confirmation.
  • No new errors in previous issues requiring an entry in the corrections log were identified.

📊 Escalation risk assessment (0–10): 5.3 / 10

Final score: 5.3 / 10. Unchanged from the issue of 20 October. Closest historical analogue — the tense stand-off of the late Cold War (≈3–4) with a noticeable premium: strikes on Ukraine regularly scramble Polish aircraft, drones fall on NATO territory, and hybrid pressure continues. Below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no weapons were used against NATO, no violations of Polish airspace were recorded, and no Russian troop movements towards the Baltics were reported.

Drivers on the side of Russia and its ally:

  • Strikes on western Ukraine near the Polish border: four RCB alerts on Tuesday and an overnight alert on 21 October; a drone hit a target about 15 km from Poland.
  • Hybrid pressure: Nausėda and Nawrocki speak of hybrid attacks, cyberattacks and sabotage against both countries (no new concrete episodes in the window).

Drivers on the side of NATO and individual members:

  • Lower thresholds for the use of force: Latvia is debating a right to fire at the border without warning, Lithuania a right to shoot down drones on a radar track alone. Both measures are defensive but shorten the time for identification.
  • Stronger borders and exercises: 4 km of ditches in Latvia, the proposal of a four-country exercise at Selonia.

Mutual / structural factors:

  • Ukrainian strikes on Russia's northwest: Novgorod region on the list, Pskov airport closed, Pskov's governor reports drones downed.
  • Polish-Ukrainian friction: the demand for explanations over the drone and the dispute over the Lviv council's UPA decision.

Stabilisers (both sides):

  • Lithuania and Poland set up a joint group and exchanged radar data — the discrepancy over the route has moved into a working format.
  • Poland: no airspace violations recorded; Tusk speaks of "without emotion, without ill intentions".
  • Leningrad region, St Petersburg and Kaliningrad are absent from the Russian MoD lists; no new Russian or Belarusian exercises near the Baltic borders were found.

Rationale: no new classes of events in the window. Pulling upward are the drone near the Polish border, frequent alerts and the debate on tougher rules for the use of weapons in Latvia and Lithuania; pulling downward are the joint Lithuanian-Polish investigation, the absence of violations and a quiet Kaliningrad. The factors balance each other.

Delta to the previous issue: = (0.0) — 5.3 (20 October) → 5.3 (21 October). Reason: lower thresholds for the use of force are offset by the joint investigation and the absence of violations.
