Note: the previous issue was dated 30 July 2026 (escalation risk 4.0/10). The 30–31 July window again passed with no direct NATO–Russia incidents inside the Baltics themselves: no newly dated intercepts of Russian aircraft over the Baltic, no violations of Estonia's/Latvia's/Lithuania's land borders and no confirmed drone alerts over the Baltic states dated 30 or 31 July — the skies over the three countries were calm in the window. There was likewise no freshly dated Baltic Fleet manoeuvre near Kaliningrad (the Su-30SM2 naval-aviation exercise fell on 28 July and was reported earlier; its republication in EU-sanctioned Russian outlets on 30 July is a re-run of old material, not a new event). The kinetic backdrop of the Russia–Ukraine war on the night of 31 July again ran deep into Russia and away from the north-west corner bordering the Baltics: per the Russian MoD tally, 371 UAVs were claimed downed overnight over southern/central regions and seas — Pskov region, Leningrad region and Saint Petersburg were not on the official list (a fourth consecutive night cycle with no NATO-border kinetics at the north-west corner). The most notable fresh dynamic of the window was not military but on the hybrid track: an intensification of Minsk-orchestrated migration pressure on the Latvia–Belarus (EU-external) border, which Riga openly called "an element of hybrid warfare," and Estonia's and Lithuania's dispatch of extra border guards to assist Latvia. Construction of military facilities and fortifications
- Latvia — eastern border (context). Strengthening of the eastern border continues (radars, barriers, counter-drone assets); the counter-drone perimeter of the eastern border is planned to be closed by end-September/October, with some stages running into 2027 (Latvian MoI report to the Cabinet, 28 July). - Border reinforcements along the hybrid-threat line (fresh, 30.07). The only force movement datable to the window is non-combat: Estonia (12) and Lithuania (20) sent border guards to the Latvia–Belarus border to assist Latvia amid Minsk's migration pressure (see Top stories). This is protection of the EU external border, not a build-up toward military clash.
- German-Dutch Corps (structural backdrop). Latvia's and Estonia's land forces have been under the operational command of the 1st German-Dutch Corps (Münster) since 1 July; Multinational Corps Northeast is shifting focus to Poland and Lithuania (including the Suwałki Corridor). - Baltic Fleet — no fresh manoeuvre in the window. No 30–31 July manoeuvre of the Baltic Fleet near the exclave was recorded. The 30 July republication by EU-sanctioned Russian outlets of a Military Watch Magazine piece on the Su-30SM2 naval-aviation exercise (bombing runs at a Kaliningrad range) refers to a 28 July event already covered in earlier issues — a re-run of old material, not a new window event. The structural A2/AD posture of Kaliningrad (Bal/Bastion coastal missiles, Iskander, EW/GPS spoofing over the Baltic) remains a constant backdrop.
- Air activity near Kaliningrad (context). Per the latest published Lithuanian MoD weekly report (intercepts near the Baltic borders, 20–26 July), the air-defence mission scrambled four times that week; on 21 July a pair of Tu-22M and Su-35S and a lone Su-30SM were intercepted near Kaliningrad. No report for 27 July – 2 August exists at compile time — no 30–31 July intercepts can be confirmed.
- North-west corner (Pskov/Leningrad region/St. Petersburg). On the night of 31 July these regions were off the Russian MoD's intercept list (fourth consecutive night cycle). No fresh 30–31 July kinetics at the north-west corner.

- Latvia — "hybrid warfare" (fresh, 30.07). Latvian Interior Minister J. Dombrava's characterisation of Minsk's migration pressure as "an element of hybrid warfare" is the only front-page security statement datable to the window (see Top stories).
- Window backdrop is set by earlier warnings from top officials (Lithuanian and Latvian Presidents G. Nausėda and E. Rinkēvičs, 15 July — on Russia planning provocations against critical infrastructure; Lithuanian presidential adviser D. Matulionis, 21 July — on NATO's readiness to reinforce Lithuania if provocations escalate). This is context, not window events.

- Latvia–Belarus border figures — consistent, not conflicting. The phrasings "87 attempts prevented on Wednesday," "almost 90 illegals in a day," "8,992 attempts since the start of 2026," "more than 8,000 for the year" refer to different slices (daily vs annual) and are mutually consistent. Reliability assessment: no discrepancy — these are different metrics from one Latvian border-service dataset.
- Nightly UAV-intercept figures — a discrepancy in the running total, not in substance. The night of 31 July was reported by Russian sources as "371 UAVs"; this is above the earlier nights of the window (258 — night of 30 July, 295 — night of 29 July), but the substantive point — the set of regions (north-west corner off the list) — matches across sources. The variance in daily totals reflects different final tallies of the departmental summary and swings in actual strike intensity, not a substantive conflict. No correction of prior issues is required.
