Issue of 17 September 2026 — covering 16 – 17 September 2026

Note: the previous issue is dated 16 September 2026 (escalation risk 4.9/10). The 16–17 September window is the first full day after the Pratkūnai shoot-down: on 16 September, after a State Defence Council meeting, President Gitanas Nausėda called the airframe a Russian Gerbera, “most likely intended for Ukraine” and knocked off course by Ukrainian EW, not a conscious act against Lithuania; that same morning Defence Minister Robertas Kaunas still refused to lock in origin. Lithuania’s MFA handed Belarus a protest note. Polish military prosecutors said the Gerbera 2 at Rusinowo carried a high-explosive fragmentation warhead (on the 14th the MoD had spoken of no signs of armament). Martin Herem took the oath as Estonia’s defence minister. From the 16th the Riga phase of Namejs is running; from today, 17 September, “Perkūno griausmas 2026” opens. For Kaliningrad — planned Baltic Fleet naval-aviation live fire on 16 September. Leningrad Region stays off the Russian MoD lists for the 16th; in Pskov a UAV-danger regime was declared on the evening of the 16th (airport restricted) and lifted on the morning of the 17th.

  1. 16.09 — Lithuania: after the State Defence Council Nausėda calls the downed drone a Russian Gerbera, “most likely for Ukraine”, knocked off course by EW; Kaunas in the morning still will not lock in origin; the MFA hands Belarus a note. After the VGT meeting on 16 September President Gitanas Nausėda (LRT, 15min/BNS, Reuters/Straits Times, Meduza): “based on the information currently available it was a Gerbera-type drone”; “most likely this was not a conscious action against Lithuania”; “most likely it was a Russian drone intended for Ukraine that was diverted from its course by Ukrainian electronic warfare and entered our territory, where it was shot down.” The electronics are still being analysed; “it looks as if the information can be recovered.” In the evening on LRT TV he added that such incidents “will not necessarily be a direct Russian attack on NATO,” but drones “may be deliberately allowed to stray” in order to keep Baltic and Polish societies under tension. On the morning of 16 September (LRT RADIO, ~09:57) Defence Minister Robertas Kaunas said something else: the investigation will take time, the engine and technical parts matter more than similar materials, “we do not want to speculate”; cooperation and data exchange with Poland are agreed; he will not confirm Russian attribution. After a joint sitting of the Seimas foreign-affairs and national-security committees (Lrytas, ~14:40) Kaunas: software from the drone has been found and is being decoded; he will not give the size of the charge; conclusions “in the coming days.” Opposition figure Laurynas Kasčiūnas (at that minute a single source) was already calling the airframe Russian without naming a model. On the evening of 16 September a representative of the Belarusian embassy was summoned to the MFA and handed a note of strong protest: the night of 14/15 September — a UAV violation of the border and airspace from the Belarusian side; Vilnius demands an explanation and control of the territory; it reserves the right to take measures with allies (LRT/BNS). No Minsk or Moscow reaction in non-registry sources in the window. ⚠️ Contradiction: the minister’s morning line (“do not rush, origin is not established”) versus the president’s afternoon line (“Gerbera, Russia, Ukraine/EW”). Assessment: the Gerbera type and the wording “most likely Russian, for Ukraine” are a head-of-state statement after the VGT, picked up by several independent outlets; this is not a laboratory finding and not the defence minister’s position on the morning of the 16th. A conscious attack on Lithuania is not asserted by the president.   2. 16.09 — Poland: prosecutors say the airframe recovered at Rusinowo is a Gerbera 2 with a high-explosive fragmentation warhead; the warhead was separated and destroyed on the beach on the evening of the 15th. Deputy district prosecutor for military affairs in Poznań, Col. Bartosz Okoniewski (briefing 16 September, PAP / Polskie Radio / Politico / Gazeta.pl / Rzeczpospolita): preliminary findings — a Russian Gerbera 2; “it contained a high-explosive fragmentation warhead with a fuze”; the warhead was separated from the airframe and neutralised on the beach for safety (Okoniewski: detonated on Tuesday evening, 15.09). The airframe without the warhead was taken to a military site for detailed inspection. Launch point, mission and whether Polish airspace was crossed are not established; Operational Command still allows for drift from international waters (Lt. Col. Jacek Goryszewski, Politico). Some PAP reprints (Dziennik Związkowy, WP) quote Okoniewski putting the charge at about 4 kg — Politico and Polskie Radio confirm the warhead, not the mass; there is no independent laboratory report, so the 4 kg figure is not treated as established in this issue. This directly contradicts the defence minister’s evening assessment on 14 September (“no signs of armament, rather reconnaissance features”) and RMF24’s preliminary “self-destruction” note of the 15th. The link to Sunday’s overflight of Lithuania remains Kosiniak-Kamysz’s hypothesis, not confirmed by Vilnius. ⚠️ Contradiction: “unarmed / reconnaissance” (MoD, 14.09) versus “combat warhead with a fuze” (prosecutors, 16.09). Assessment: the presence of a warhead separated and destroyed on the beach is confirmed by the military prosecutor and several independent outlets; it is not qualified as an attack on Poland.   3. 16.09 — Estonia: Martin Herem takes the Riigikogu oath as defence minister. In office from 16 September (government page; Postimees, Lõunaeestlane). Herem (defence) and Liina Vahtras (economy and industry) swore the oath before parliament; Erkki Keldo moved portfolios to climate and energy (he was already a minister). President Alar Karis signed the appointments on the 15th. No dated 16–17 September decisions on the MoD permanent secretary, the Baltic Defence Line or warehouse accounting appeared in national media in the window — Herem’s priorities remain those he named before the oath (accounting, the Baltic Sea, the defence line, air defence; Salm ruled out).   4. 16–17.09 — Exercises: the Riga phase of Namejs runs 16–20 September; today, 17 September, Lithuania opens “Perkūno griausmas 2026” (until 15 October). Riga City Council / LSM / TVNET (16.09): in the capital and Pierīga — soldiers, equipment, training checkpoints and anti-mobility barriers, UAV and military-aviation flights; heavier activity in Pētersala-Andrejsala, Brasa, Čiekurkalns, Teika, Mežciems, Torņakalns, Ziepniekkalns, Bolderāja, Daugavgrīva, Sala. On the evening of 16 September around 20:00 training barriers went in at Jaunā Teika (Ropažu 6). On the 18th — protection of the “Rīgas ūdens” plant in Daugavgrīva and an evacuation serial by Uzvaras Park; the night to the 19th — checkpoints on Salu Bridge; on the 19th — a helicopter medical evacuation in Uzvaras Park. Namejs 2026 overall runs to 8 October, ~12,000. jp.lt (17.09, morning): the Lithuanian Armed Forces today start “Perkūno griausmas 2026” through 15 October; peacetime-to-crisis/war transition, border and critical infrastructure, mobilisation, commandant's offices, interaction with JFC Brunssum; municipalities unchanged from the 15 September announcement (Kaunas district, Pakruojis, Telšiai, Anykščiai, Švenčionys, Tauragė, Kazlų Rūda, Vilkaviškis, Pagėgiai, Ignalina; Kybartai, Nida, Klaipėda LNG, “Independence,” the port). jp.lt additionally: about 4,200 Lithuanian Armed Forces troops in September–October plus up to 2,400 active reservists called to units and more than 5,000 contacted to update records; the exercise is “conducted together” with the NATO CPX Steadfast Duel 2026 (the Steadfast Duel 2026 cycle is confirmed by NATO staffs as the next iteration after Steadfast Deterrence; no separate NATO start dates appear in the window).   5. 16–17.09 — Kaliningrad and north-west Russia: on 16 September Baltic Fleet naval aviation fired on ground targets in the east of the oblast; Leningrad Region stays off the MoD lists for the 16th; in Pskov a UAV-danger regime on the evening of the 16th, lifted on the morning of the 17th. Regional strana39.ru (16.09), citing the Baltic Fleet press service: about 10 crews of Su-30SM2 and Su-24M practised “fire support,” strikes on CPs, fortifications and columns of a notional enemy with S-8 rockets and a 30 mm gun on an air range in the eastern part of Kaliningrad Oblast. This is planned live fire, not an announced response to the Lithuania shoot-down. A separate story of the MRK Odintsovo firing a Pantsir-M at an air target launched from a coastal Bal in the window is a reprint of the “Zvezda” channel (EU-sanctioned outlet — no direct link) via a Kaliningrad aggregator; there is no independent non-registry confirmation of that ship episode — not treated as established. No fresh Kremlin statements on “measures” for the exclave; no reaction to Lithuania’s note. Per Russian MoD reports (Interfax): the night to 16 September — 71 UAVs (Bryansk, Kaluga, Oryol, Rostov, Astrakhan oblasts, Krasnodar Krai, Crimea, the Black Sea); 16 September as a whole — 258; 08:00–20:00 — 68 (Bryansk, Belgorod, Kursk, Kaluga, Rostov, Krasnodar Krai, the Moscow region, Crimea, the Black Sea). Leningrad and Pskov oblasts and St. Petersburg were not on those lists. On the evening of 16 September the RSChS declared a UAV danger in Pskov Oblast and Rosaviatsia restricted Pskov airport (PLN, 23:36); on the morning of 17 September it was lifted (PLN, 06:52). A “more than 15 downed” figure in the morning Pskov note is attributed to the governor without a second independent source for this night and with the region absent from the MoD list — not taken as an established number. Belarus’s army combat-readiness check (since 11.09) produced no new independent dated reports. By area, in detail

Construction of military facilities and fortifications

  • No new reports dated 16–17 September on Baltic Defence Line kilometrage, “Tarcza Wschód” (East Shield) or border fortifications were identified. The structural background is unchanged (context): Lithuania — engineering parks 27→50 by end-2028; Poland — over 200 km of East Shield (August MoD reporting); Latvia — counter-drone cover on the eastern border by end-September (no completion report in the window).
  • Estonia: Herem has taken office; no new kilometres or a report on a “stalled” line dated 16–17 September.

Troop deployments and movements

  • Lithuania — “Perkūno griausmas 2026” started on 17 September (see Top stories, item 4). Strong Griffin 2026 runs to 20 September; no new dated episodes in the window. Italian Eurofighters at Šiauliai were not mentioned in a new intercept in the window.
  • Latvia — Namejs Riga phase (16–20 September) is running to the announced timetable; the 4th Courland Brigade phase in parallel to the 20th. Overall frame to 8 October, ~12,000.
  • Poland — “Czarny Obrońca '26” (14–24 September) continues; EP R134 in the east (10 September to 9 December) remains in force. No new dated 16–17 September progress reports.
  • Estonia — exercise in southern Estonia (14–21 September): no new national summaries in the window.
  • Aviation context: Spanish F/A-18s have been at Ämari since 8 September alongside Turkish F-16s.
  • Belarus — combat-readiness check (since 11 September): no new independent reports on 16–17 September on progress or completion.

Agreements and spending

  • Estonia — Herem in office from 16 September (see Top stories, item 3); the 5% of GDP condition named before the oath was not changed by a separate act in the window.
  • Previously announced, unchanged (context): Lithuania — 5.38% of GDP (€4.79 bn) for 2026; Latvia — ~4.91%; Poland — talks on a permanent US base in a “final phase” (Kosiniak-Kamysz, 10–11 September). No dated 16–17 September close-out of those talks.

Military aid and air/EW defence

  • Lithuania: the presidential version — Gerbera, Russian, for Ukraine, knocked off course by EW; the minister — software found, type/operator not locked in pending examination. The charge at the crash site was confirmed on the 15th; size still unnamed. Nausėda separately asked the MoD to move faster on alternatives to fighters (too expensive to kill every airframe with missiles).
  • Poland: the preliminary “reconnaissance, unarmed” reading is displaced by the prosecutor’s warhead; CBRN remains ruled out (15.09). Operational Command still records no Polish airspace violation since 31 July.

Kaliningrad and Russia’s border regions

  • Kaliningrad Oblast: 16 September — planned Baltic Fleet naval-aviation live fire on the eastern range (strana39.ru / fleet press service). The shipborne Pantsir-M on Odintsovo comes only through a sanctioned original source and is not taken as fact. Kosiniak-Kamysz’s hypothesis that Sunday’s object then “operated over the Baltic” from the exclave remains unconfirmed by Vilnius and Moscow.
  • Baltic Fleet: in the window — aviation (confirmed local report) and, separately, an unconfirmed ship episode.
  • Leningrad Region, St. Petersburg: off the Russian MoD lists for 16 September. No new dated strikes in the window in non-registry sources.
  • Pskov Oblast: UAV-danger regime on the evening of the 16th, airport restrictions, lifted on the morning of the 17th (PLN). Intercept numbers for this night are not independently confirmed; the region is absent from the MoD list.
  • Belarus: Lithuania’s note delivered on 16 September; no Minsk reply in the window. The 15.09 entry remains a direction assessment, not an operator.

⚠️ Contradictions and discrepancies

  • Origin of the Lithuanian drone, 16 September: in the morning minister Kaunas (LRT RADIO) — little data, will not confirm Russian attribution, “we do not want to speculate.” After the VGT president Nausėda — Gerbera, Russian, for Ukraine, knocked off course by EW. In the evening, after the Seimas committees, Kaunas still asks not to speculate, though he speaks of “significant progress” and recovered software. Kasčiūnas calls the airframe Russian without a model — a political reading, not an examination. In this issue: the presidential formula is the official political version after the VGT, not a closed expert finding; the divergence from the MoD’s morning line is flagged.
  • “Deliberately allowed to stray” (Nausėda, evening LRT) vs “most likely not a conscious action against Lithuania” (Nausėda, daytime): two hypotheses from the same person at different hours, not mutually exclusive (a deviation can be both a side-effect of EW and a tolerated one). Neither is backed by a technical report.
  • Polish Gerbera: armament. 14.09 MoD — “no signs of armament / reconnaissance features”; 15.09 RMF24 — a small mass “for self-destruction”; 16.09 prosecutors — a high-explosive fragmentation warhead with a fuze, destroyed on the beach. 📊 Escalation risk assessment (0–10): 4.9 / 10

Overall score: 4.9 / 10. Unchanged from the previous issue. The nearest historical analogue remains a tense late-Cold-War standoff (≈3–4) with a surcharge for NATO’s already completed kinetic use of weapons over Lithuania (15.09) and for the clarification that the Polish Gerbera carried a combat warhead. Well below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no casualties, no new NATO shot on 16–17 September, Vilnius officially leans to a stray-airframe reading rather than an attack on the alliance; no Russian/Belarusian military steps in reply to the shoot-down and the note.

The Pskov danger regime without confirmed intercepts on the MoD list and the planned Kaliningrad live fire are not grounds to step through 5.0 or to cut the score: attribution of the Lithuanian airframe is not closed by examination, the Polish warhead is confirmed, the joint investigation is not finished.

Delta versus the previous issue: = (0.0) — 4.9 (16 September) → 4.9 (17 September). Reason for the hold: clarification of already counted incidents (type/version in Lithuania, warhead in Poland), not a new shot, casualties or a Russian/Belarusian military reply.
