Issue of 18 September 2026 — covering 17 – 18 September 2026

Note: the previous issue is dated 17 September 2026 (escalation risk 4.9/10). The 17–18 September window is the second full day after the Pratkūnai shoot-down and the fourth day after the strikes near the Polish border. On 17 September (the anniversary of the 1939 Soviet invasion) a Russian jet-powered UAV exploded or was shot down about 4 km from the Polish–Ukrainian border near Yahodyn; fighters were scrambled, sirens and an RCB alert went out in the Lublin and Subcarpathian voivodeships, Polish airspace was not violated. In the Sejm Prime Minister Donald Tusk, citing intelligence assessments, said a Russian plan includes hybrid “accidental” drone and missile strikes on NATO’s eastern-flank states, including Poland. Lithuania’s defence minister Robertas Kaunas on the evening of the 17th closed the morning gap with the president: per military intelligence the downed drone was Russian and its target was in Ukraine. In Washington Kęstutis Budrys, after meeting Marco Rubio, said he had received an assurance that the US rotation “gap” “will not last long”; on the morning of the 18th he said arrival still this year is “very likely”. No new NATO use of weapons over the Baltics; no Minsk reply to the 16 September note in non-registry sources.

  1. 17.09 — Poland: a jet drone exploded or was shot down about 4 km from the border near Yahodyn; fighters scrambled, sirens and an RCB alert, Polish airspace not violated. Per the Armed Forces Operational Command (DORSZ) and Lt. Col. Jacek Goryszewski (PAP / Polsat / Gazeta.pl), on 17 September a jet UAV closing fast on the border fell or was destroyed about four kilometres from the Polish–Ukrainian frontier; fighters were scrambled to cover Polish airspace, aviation stood down at 12:46. DORSZ: the action was preventive; ground-based air defence and radars were brought to readiness; civilian flights at Lublin and Rzeszów were briefly halted. An RCB alert went to the Subcarpathian and Lublin voivodeships (“a Russian air attack on the territory of Ukraine… Polish aviation is operating in the airspace of the Republic”); sirens sounded in some towns. Prime Minister Donald Tusk (Polsat, Onet): “very close to the Polish border, near Ukrainian Yahodyn, a petrol station was probably attacked again; there was a very massive explosion”; Polish aircraft were scrambled. Ukraine’s State Border Guard Service, per Polsat, said border infrastructure, including the crossing, was not hit. DORSZ separately attributed the boom over central Poland (including around Łódź) to a duty pair breaking the sound barrier. No Polish airspace violation — DORSZ, Tusk and Polsat agree. Deputy defence minister Cezary Tomczyk (Defence24): a Russian jet UAV struck ~4 km from the border; pre-authorisation has been issued to shoot such drones down. Defence minister Władysław Kosiniak-Kamysz in the Sejm (Gazeta.pl): Polish radars tracked the drone 100 km before the border; air-defence systems were held at highest readiness, “including when we identified a Russian MiG-31 in the air and there was a threat of Russia using weapons” — single source on the MiG-31, no independent confirmation. Kosiniak: “these are no longer episodes but a cascade of events,” especially on the 17 September anniversary; further provocations and sabotage at border crossings should be expected. ⚠️ Contradiction: “probably a petrol station” (Tusk) versus “a drone explosion ~4 km out” (Goryszewski) and “crossings not hit” (Ukrainian border guard) — three descriptions of one strike on Ukraine, not on Poland. Assessment: a jet-UAV strike a few kilometres from the border, the scramble and the absence of a Polish airspace violation are confirmed by several independent outlets; this is a strike on Ukraine, not a NATO–Russia incident, but the second time this week the same strip has been touched (after 13.09, 0.8–2 km).   2. 17.09 — Tusk in the Sejm: intelligence assessments put hybrid “accidental” drone and missile strikes on Poland and other eastern-flank NATO states in the Russian plan. A special address on 17 September (Euronews, Rzeczpospolita / PAP, RMF24, Gazeta.pl; the PM’s chancellery press release): the “most likely scenario” for the coming months is “serious events”; late autumn and winter will be “the most critical moment” of the Russia–Ukraine war. Russia, he said, is introducing jet drones on a mass scale (higher speed, operating at high altitude before dropping onto the target); “hardly anyone is ready for them now — that is work for us as well.” “In the assessment of the intelligence services the Russian plan also includes hybrid drone and missile strikes on states supporting Ukraine, including Poland”; the information is “very consistent and, unfortunately, convincing.” Potential strikes would be “accidental” in quotation marks, so as to paralyse or weaken NATO’s willingness to apply the treaty: “there is a real risk that drones or other types of projectiles will enter the territory of one or several NATO countries on the eastern flank and even cause destruction,” and the official narrative will be “this is an accident, there is no reason for anyone to think about a NATO response.” The aim, per Tusk, is to convince members that Article 5 is “more theoretical than practical.” Such “accidental” strikes “may be repeated.” He announced a trip to Ukraine to see Zelenskyy (anti-ballistic coalition); the chancellery said he would leave the same day. This is a head-of-government political assessment citing intelligence, not a published intelligence report and not a fact of a strike already delivered on NATO territory.   3. 17.09 — Lithuania: Kaunas, after military-intelligence data, confirms the downed drone was Russian, its target was in Ukraine, and EW knocked it off course via Belarus. On 15min’s “Apkalbėkime” on 17 September defence minister Robertas Kaunas (15min 15:36; LRT/BNS 17:52; Lrytas/ELTA 19:00): “I wanted to wait for our intelligence data”; “I can confirm that this is a Russian drone, but we were not its target, its target was in Ukraine”; “Ukraine, defending itself, affected the drone with electronic warfare — it lost its original route, diverted, and flew through Belarus to us.” 15min separately: the airframe was launched from Russian territory; the minister cannot name the exact launch site or the specific Ukrainian target. That closes the 16 September split (in the morning the minister would not lock in origin; after the VGT the president spoke of a Gerbera / Russia / Ukraine / EW). ⚠️ Timing contradiction inside the 17th: Prime Minister Mindaugas Sinkevičius at ~13:47 (LRT/ELTA) still said “there is no such clarity,” only a working assumption that electromagnetic means affected the microchips, and “where it was launched, where it was headed and what the target was will become clearer later, perhaps more than a week”; the Second Operational Services Department (AOTD) is running the detail. Kaunas the same evening already locks in a Russian launch and a Ukrainian target.   4. 17–18.09 — After meeting Rubio, Budrys: the US rotation “gap” in Lithuania “will not last long”; on the morning of the 18th, arrival still this year is “very likely”. Foreign minister Kęstutis Budrys in Washington after meeting Secretary of State Marco Rubio on 17 September (LRT/BNS/ELTA): “we have received an assurance that this interval, where we have a reduction in US troops, will not last long”; decisions are being coordinated with the Pentagon, “we hope to hear about them soon.” The meeting covered the regional situation, hybrid and kinetic attacks, incidents, and conditions for US troops in Lithuania. Budrys: the US military presence in Lithuania remains “an essential deterrent”; the two sides’ reading of hybrid threats coincides — Russia, he said, is trying to intensify actions without reaching a “hot phase” and Article 5, in order to reduce support for Ukraine. On the morning of 18 September on LRT RADIJAS: arrival of forces still this year is “very likely”; “Lithuania has done its homework,” it remains only to “wait for the announcement.” He does not rule out a future contingent larger than before (more than one / almost two battalions) — that depends on the US global posture review by year-end. Context (not a new decision in the window): in the summer more than 1,000 US troops with equipment ended a rotation, and the next group was delayed by the US review of its European presence; Lithuania is ready to host up to 1,500. Assessment: a verbal assurance by the foreign minister after the meeting, not a published arrival timetable and not a Pentagon announcement.   5. 17–18.09 — Exercises run to timetable; no new non-registry Kaliningrad live fire; Leningrad Region stays off the MoD lists, 641 UAVs on the night to the 17th, Pskov not named in that list. “Perkūno griausmas 2026” started on 17 September (jp.lt on the morning of the 17th; Fontanka on 17.09 picked up the start and the geography next to Kaliningrad Oblast) — through 15 October, peacetime-to-crisis transition, border and critical infrastructure; on the 15th the Defence Staff said outright it is not a response to September’s drones. Namejs Riga phase: on 18 September — protection of the “Rīgas ūdens” plant in Daugavgrīva and a practical evacuation from Uzvaras Park to Arkādija Secondary School (TVNET, morning of the 18th); 18–19 September — practical serials on the grounds of Stradiņš Hospital (LSM 17.09); the night to the 19th — checkpoints on Salu Bridge. “Czarny Obrońca '26” (to 24.09) and Strong Griffin 2026 (to 20.09) continue; in western Estonia, per the earlier announcement, 18–20 September is the active phase of the Kaitseliit exercise “Orkaan XX.” Per the Russian MoD report (Interfax, 17.09): on the night to 17 September — 641 fixed-wing UAVs over 18 oblasts, Krasnodar Krai, the Moscow region, Crimea and three seas; Leningrad and Pskov oblasts and St. Petersburg were not on the list. Fontanka (17.09) notes that the north-western regions are absent from the list even though Pskov airport had restrictions on the night to the 17th (lifted on the morning of the 17th — yesterday’s issue). Construction of military facilities and fortifications

  • No new reports dated 17–18 September on Baltic Defence Line kilometrage, “Tarcza Wschód” (East Shield) or border fortifications were identified. The structural background is unchanged (context): Lithuania — engineering parks 27→50 by end-2028; Poland — over 200 km of East Shield (August MoD reporting); Latvia — counter-drone cover on the eastern border by end-September (no completion report in the window).
  • Poland — border crossings as risk infrastructure (17 September): Kosiniak-Kamysz warned of possible provocations and sabotage specifically at the crossings; Tusk linked the strikes to logistics at the border. No new fortification kilometres were named in the window.

Troop deployments and movements

  • Lithuania — “Perkūno griausmas 2026” has been running from 17 September to 15 October (see Top stories, item 5). Strong Griffin 2026 runs to 20 September; no new dated episodes in the window. Italian Eurofighters at Šiauliai were not mentioned in a new intercept in the window.
  • Latvia — Namejs Riga phase (16–20 September): on the 18th — Daugavgrīva (“Rīgas ūdens”) and an evacuation serial; 18–19th — Stradiņš Hospital; the night to the 19th — Salu Bridge. Overall frame to 8 October, ~12,000.
  • Poland — “Czarny Obrońca '26” (14–24 September) continues; EP R134 in the east remains in force. No new progress reports on the manoeuvres dated 17–18 September; on the 17th, however, there was a real air-defence scramble because of the strike near Yahodyn (see Top stories, item 1).
  • Estonia: the southern Estonia exercise (14–21 September) produced no new national summaries; 18–20 September is the active phase of “Orkaan XX” (Saare/Pärnu/Lääne/Hiiumaa, announced earlier). Herem has been in office since the 16th; no dated 17–18 September decision on the MoD permanent secretary.
  • The United States in Lithuania: the rotation “gap” is acknowledged; the Rubio/Budrys assurance comes without a published timetable (see Top stories, item 4).
  • Belarus — combat-readiness check (since 11 September): no new independent reports on 17–18 September on progress or completion.

Agreements and spending

  • Lithuania — United States: an assurance that the rotation will be filled soon (item 4); no incoming headcount in the window. Previously announced, unchanged (context): Lithuania — 5.38% of GDP (€4.79 bn) for 2026; Latvia — ~4.91%; Estonia — the 5% of GDP condition Herem named before the oath; Poland — talks on a permanent US base in a “final phase” (10–11 September). No dated 17–18 September close-out of those talks.

Military aid and air/EW defence

  • Lithuania: the MoD’s evening line now matches the president’s — a Russian drone, target Ukraine, knocked off course by EW; the prime minister on the morning/afternoon of the 17th still would not lock in launch point and target. The charge at the crash site was confirmed on the 15th; size still unnamed. Nausėda on the 16th asked for alternatives to fighters — no new decisions in the window.
  • Poland: the second scramble this week over jet UAVs near the border; pre-authorisation to shoot down (Tomczyk); Polish airspace still without a recorded violation since 31 July. The prosecutor’s warhead on the Gerbera 2 at Rusinowo is a 16 September clarification; no new laboratory findings on 17–18 September.

Kaliningrad and Russia’s border regions

  • Kaliningrad Oblast: no new independent dated fleet live fire on 17–18 September (on the 16th — aviation on the eastern range, yesterday’s issue). The shipborne Pantsir-M on Odintsovo still comes only through a sanctioned/blocked original source and is not taken as fact. Kosiniak-Kamysz’s hypothesis that Sunday’s object then “operated over the Baltic” from the exclave remains unconfirmed by Vilnius and Moscow.
  • Baltic Fleet: no new non-registry episode in the window.
  • Leningrad Region, St. Petersburg: off the MoD lists for the night to the 17th (641) and the daytime report of the 17th (292). On the night to the 18th a danger regime was declared in neighbouring Vologda, not in Leningrad Region. No new dated strikes on the NW corner in non-registry sources in the window.
  • Pskov Oblast: the night-time airport restrictions of 16/17 September were lifted on the morning of the 17th; the region is absent from the 641 list. No new regimes on 17–18 September were identified.
  • Belarus: Lithuania’s note was delivered on 16 September; no Minsk reply in the 17–18 September window in non-registry sources. The readiness check produced no new dated reports.

⚠️ Contradictions and discrepancies

  • Lithuania, origin of the drone, 17 September: in the afternoon Prime Minister Sinkevičius — launch point, route and target are still unclear, the examination may take more than a week. In the evening minister Kaunas — intelligence has confirmed a Russian launch and a Ukrainian target. This is a sequential clarification within one day, not two simultaneous official verdicts; this issue takes the MoD’s evening formula as the later one. The 16 September split (Kaunas in the morning “do not speculate” / Nausėda after the VGT “Gerbera, Russia”) is closed on the minister’s line that evening.
  • Poland, 17 September — what exactly exploded near the border: Tusk — “probably a petrol station,” a “very massive explosion” near Yahodyn; Goryszewski/DORSZ — “a drone explosion ~4 km out”; the Ukrainian border guard — crossings not hit. This is apparently a strike on the Ukrainian side, described from three points; nobody declares Polish airspace violated.
  • A MiG-31 in the area of the strike: only Kosiniak-Kamysz in the Sejm. This issue records it with a single-source flag, not as an established fact.
  • Identity of Sunday’s overflight (13.09) and the Polish Gerbera at Rusinowo: unchanged — asserted by Poland’s defence minister, not identified by Vilnius.
  • Pskov vs the 641 list: airport restrictions on the night to the 17th are confirmed by regional media and noted by Fontanka; the region itself is absent from the MoD list. The governor’s “more than 15 downed” figure is still not taken.
  • Kaliningrad, Pantsir-M on Odintsovo: on the 17th the story again travels via “Vesti — Kaliningrad” (VGTRK; vgtrk.ru is EU-sanctioned, vesti.ru is in the blocked_baltics register — no direct link). There is no independent non-registry confirmation.

Final score: 5.0 / 10. Raised by one tenth from the previous issue. The nearest historical analogue is a tense late-Cold-War standoff (≈3–4) with a surcharge for NATO’s already completed kinetic use of weapons over Lithuania (15.09), for repeated (13 and 17 September) brushes of the war a few kilometres from the Polish border, and for the hardening of Poland’s first-person rhetoric (a scenario of “accidental” strikes on the eastern flank). Well below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no casualties on NATO territory, no new NATO shot on 17–18 September, Polish airspace again not violated, Vilnius on the evening of the 17th officially locks in a stray airframe rather than an attack on the alliance; no Russian/Belarusian military steps in reply to the shoot-down and the note.

What is new against yesterday’s issue is not a clarification of already counted wreckage but a second strike this week a few kilometres from a NATO border plus the Polish prime minister’s intelligence-cited warning of planned “accidental” strikes on the flank. That is enough for one tenth and for the step through 5.0; not enough for 5.1+: no new NATO shot, no casualties on alliance territory, no Russian/Belarusian military reply, and Lithuania’s attribution on the evening of the 17th works as a stabiliser, not as a driver of an “attack on NATO.”

Delta from the previous issue: ↑ (+0.1) — 4.9 (17 September) → 5.0 (18 September). Reason for the rise: repeated kinetic proximity at the Polish border on 17.09 and the hardening of Tusk’s rhetoric; what holds it below 5.1 is the closing of the conscious-attack-on-Lithuania reading and the absence of a new shot/reply.
