Issue of 19 September 2026 — covering 18 – 19 September 2026

Note: the 18–19 September window is the third full day after the Pratkūnai shoot-down; there was no new NATO use of weapons and no new violation of Polish or Baltic airspace. On the morning of 18 September Poland scrambled aircraft for the third time in a week over an object heading toward the border (stand-down ~09:00; Lublin and Rzeszów again briefly halted flights). The same day in Ukraine Prime Minister Donald Tusk announced that Poland had joined the anti-ballistic coalition, and Vladimir Putin, at a Military-Industrial Commission session, tied just-completed Baltic exercises to practising the seizure of civilian ships. Command-and-staff drills of Belarus’s Western Operational Command on the Polish and Lithuanian borders (scheduled 15–18 September) were still described as under way on the 18th by Minsk state TV; that thread was missed in the 16–18 September issues.   1. 18.09 — Poland: third scramble of the week over an object heading toward the border; stand-down around 09:00, Polish airspace again not violated. The Armed Forces Operational Command (DORSZ) at about 07:20 on 18 September said that “in connection with further strikes” by Russia with air-attack means on Ukrainian territory, military aviation had begun operating in Polish airspace; ground-based air defence and radars were brought to readiness; the action was preventive, especially near threatened areas. National Security Bureau head Bartosz Grodecki on Polsat’s “Graffiti”: “they again identified an object heading toward Poland, the Polish border”; “still at a considerable distance”; the situation is “very similar to yesterday’s.” He also, from his own reports, called the strike “an S-8000 projectile launched from a UAV” — single source on the munition type, no independent confirmation, not taken as established. Assessment: this is the third dated scramble of the week tied to the war at the border (13, 17 and 18 September), but not a new confirmed explosion a few kilometres from the line and not a NATO airspace violation.   2. 18.09 — Tusk in Ukraine: Poland is in the anti-ballistic coalition from today; a new “substantial” aid package is announced, with no figures in the window. At the first Carpathian Integration Initiative (C8) summit on 18 September Prime Minister Donald Tusk (the chancellery portal, Reuters, Defence24, Polsat): “From today Poland is part of this major project”; “we agreed on the forms and frameworks of this cooperation”; “in the future — perhaps not today, but certainly tomorrow — this will mean a much safer European, and therefore also Polish, sky.” The coalition (Freyja / Integrated Anti-Ballistic Missile Coalition) was launched in July by Ukraine and nine European states; Poland was not among the first signatories — Tusk then called the format industrial. President Vladimir Putin: “Russia has no aggressive intentions toward Europe”; “we are ready for cooperation, for restoring relations.” “Nevertheless we have also noticed that just now another exercise has taken place in the Baltic Sea. The aim, among other things, is practising the seizure of civilian ships. Is that normal?” A comparison with condemnation of events in the Strait of Hormuz and the Bab el-Mandeb; the formula: “let us rather live in friendship, otherwise we too will have to respond.” Among priorities of the new State Armament Programme he named the nuclear triad (“92 percent modernity” of the Strategic Rocket Forces — single official source on the figure) and air defence. The English-language Belarus24 portal (tvr.by) on 18 September: practical serials at ranges and terrain sectors in Brest and Grodno oblasts, including live fire in a tactical scenario; units of a mechanised brigade practised border security; numbers and major systems “remain below the notification thresholds” of the 2011 Vienna Document; accredited military diplomats “including from NATO countries” are observing. Construction of military sites and fortifications

  • No dated 18–19 September kilometre figures for the Baltic Defence Line or the Eastern Shield. Structural background unchanged (context): Polish sappers of the 4th and 18th engineer regiments at Dorohusk, Medyka and Korczowa — MoD reporting of 15–16 September, no fresh completion in the window.
  • Poland — airports as risk infrastructure (18 September): another short halt at Lublin and Rzeszów when aviation was scrambled. No new fortifications announced in the window.

This is a clash of descriptions of one series, not a dispute over whether the exercise happened.
  • Belarus, status on 18 September: Belarus24 writes that the drills “continue”; TASS the same day (Baltic-regulator block — no link) — that they are “over,” quoting the commander. As established fact this issue takes only the continuation on non-registry state TV; the all-clear is flagged as a single blocked source.
  • S-8000 at the Polish border on 18 September: only Grodecki on air. Not taken as the munition type.
  • Leningrad Oblast vs the 629 tally: the night-to-the-19th alert is confirmed by Fontanka; the region is absent from the MoD list for the night to the 18th.
