Issue of 3 October 2026 — for the period 2–3 October 2026.

Note: On 2 October Lithuania announced a pilot of the Ukrainian acoustic system SkyFortress and a draft plan for the German brigade that places the bulk of the move in the second half of 2027. The overnight drone list that the 2 October issue had not yet found is now in: 646, and the northwest is not on it. No new violation of NATO airspace was found for the window.   1. 02.10 — Lithuania: a SkyFortress pilot, acoustic detection of low-flying drones under a summer contract. LRT, citing BNS (02.10, 09:48 in the Lithuanian version, 10:31 in the English one), and Delfi (02.10, 11:24, marked as a press release) carry one statement from the Ministry of National Defence. The system is Ukrainian. It is meant to detect and track low-flying drones and cruise missiles by sound or radio signal, with classification in real time. The contract was signed this summer: processing of sensor data, libraries of unclassified acoustic and radio-frequency signatures, and training of personnel. Testing is to show whether the system can recognise such aircraft in Lithuanian conditions. These texts give no sensor count, no contract sum and no installation sites. Defence minister Robertas Kaunas, in the LRT/BNS account, says threats are changing quickly, so Lithuania is adapting systems already operating in Ukraine rather than building everything from scratch, and that SkyFortress covers the first stage of the chain, surveillance. This is one ministerial statement in several outlets, not two independent checks and not a battery entering service. These texts describe no shot.   2. 02.10 — German brigade: a draft plan, the bulk of the move in the second half of 2027. The Lithuanian text of the Ministry of National Defence is stamped 2026-10-02. LRT/BNS (02.10, 08:57) retells it. At the 11th meeting of the joint working group the German side presented a draft stationing plan. Final details are left to a planning conference in November. In the draft the main flow of people is the second half of 2027, so that by the end of next year the brigade is in Lithuania at full operational capability. The same text says that by the end of 2026, 2,000 military and civilian personnel should be serving under the brigade flag, and that by the end of 2027 the number will approach 5,000. The permanent site is the Rūdninkai training area: phase one is close to completion, phase two is gathering pace. In Rukla the permanent logistics site is already built, and work on the Upper Neris terrace is to speed up. Kaunas says the troops are already in Lithuania and the number is growing steadily, and that the brigade will be moved on schedule. No separate German defence-ministry release on this meeting was found. The figures of 2,000 and about 5,000 are one Lithuanian statement. The English page of the same ministry is stamped 2026-10-03 and, in the quote, says the number is "nearing the full complement". The Lithuanian original does not contain that formula. The English sentence is not used as an established fact of a near-complete brigade. A standing Bundeswehr page on the roadmap of 18 December 2023 names 4,800 military personnel and 200 civilians; that is background for the target, not a second count of the 2 October meeting. These texts do not describe a battalion arriving in this window.   3. 02.10 — The night is closed by a tally of 646 drones; the northwest is not on the list. Interfax (02.10) and Fontanka (02.10, 09:55) carry a defence-ministry tally: from 20:00 on 1 October to 08:00 on 2 October, 646 drones were shot down. The oblasts named are Belgorod, Bryansk, Kursk, Voronezh, Kaluga, Tula, Oryol, Rostov, Saratov, Volgograd, Ulyanovsk, Samara and Astrakhan, plus Crimea and the Black and Azov seas. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not on that list. Kommersant in Saratov (02.10, 15:15) repeats the same long list. The Moscow Kommersant text (02.10, 09:34) says "over seven Russian regions" and names only Belgorod, Bryansk, Kursk and "Volga regions". The geography used here is the long list, not the "seven". This is one ministerial tally in several outlets, not two counts. The 2 October issue honestly said that a full morning list was not yet available at its compilation. The list is now available. The daytime tally for 2 October, from 08:00 to 20:00, of 209 drones is in Kommersant (02.10, 21:24); a second retelling of this particular daytime figure outside the restricted list was not found by compilation. The northwest is absent from that list as well. One person killed in Belgorod oblast, in the same paragraph, is the regional operational headquarters speaking in one text; it is not the Baltic line and is not used as an established figure.   4. 03.10 — Overnight: 218 drones in Interfax, the northwest again absent; the day is not closed by morning. Interfax (03.10, 08:53): from 20:00 Friday to 08:00 Saturday, 218 drones were shot down over Astrakhan, Belgorod, Bryansk, Voronezh, Kaluga, Kursk, Oryol, Rostov, Ryazan, Smolensk and Tula oblasts, the Moscow region, Krasnodar krai, Crimea, and the Azov and Black seas. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not on the list. A second retelling outside the restricted-source list had not been found by 09:02 Tallinn time. RIA Novosti (Crimea) — an EU-sanctioned outlet, no direct link — repeats the same ministerial tally; that is not an independent count. The daytime list from 08:00 to 20:00 on 3 October was not closed at compilation: the morning was not over. A post by the Kaluga oblast governor, carried by Interfax (03.10, updated toward 08:30), about damaged buildings and injured people is one regional text.   5. 02–03.10 — No new violation of NATO airspace was found; on the eve of the Saeima election CERT recorded no cyber incidents tied to the vote. For 2 October and the morning of 3 October, the LRT, LSM, ERR and Polish pages reviewed contain no new RCB alert for the eastern border, no new pause at the Lublin and Rzeszów airports, and no new Operational Command notice of a scramble. These texts do not describe a shot under the "positive identification" procedures. No violations of Lithuanian, Latvian or Estonian airspace were found for the window. CERT.LV, in its bulletin entry of 2 October at 15:00, writes that on the last day before the election no threats or cyber incidents tied to the conduct of the vote were identified; the overall cyber-threat level is called high, and the situation stable. TVNET (02.10, 15:55) retells that bulletin. The next CERT review is set for 3 October at 12:30; at compilation, 09:02, it was not out. LSM (03.10) reports that polling stations are open from 08:00 to 20:00. This is the voting calendar and one negative Friday cyber bulletin, not a report of an attack on election day. By area, in detail

Construction of military facilities and fortifications

  • Rūdninkai and Rukla, the 2 October statement (item 2). Phase one is close to completion, phase two is under way, and the logistics site in Rukla is described as built. No new kilometres of ditch, dragon's teeth or Poland's Eastern Shield dated 2–3 October were found. The July frame of "about 100 km" is not repeated here as a fresh report.
  • No new section of the Baltic Defence Line was found for the window.

Deployment and movement of forces

  • The German brigade (item 2). A plan for 2027, not an arrival in these days. There is no separate German release.
  • U.S. Marines and Baltic Sentry remain the publication of 1 October. No new report of an arrival on 2–3 October was found. Fontanka on 2 October retold the same American item citing TASS; TASS — access blocked by Baltic regulators, no direct link. That is not a Russian defence-ministry statement and not a new battalion.
  • Swedish Gripens and the Rzeszów-Jasionka hub are background from 30 September. No separate report of 2–3 October on an arrival or a first sortie was found. The 30 September text is not used as a confirmed start.
  • AIRCOM, published 2 October, on training of 29 September. Allied Air Command described an air-defence exercise in Lithuania and Latvia on 29 September: German and Italian Eurofighters, Spanish F-18s, Turkish F-16s, a U.S. B-1B, MMU tankers and an Italian KC-767A, Spanish and Latvian ground assets, under a French JFACC. AIRCOM's wording: for the first time under the new air-defence framework, a U.S. bomber took part. Defence Industry Europe (02.10) retells that release. The event is 29 September, before the window. The fresh fact is the publication of the report on 2 October, not a new sortie on 2–3 October. There is no aircraft count beyond the types named. The flight is not counted as a driver of these days.
  • "Vyčio skliautas 2026" ends on 3 October on the dates announced earlier. No report by 09:02 that the training camp in Lazdijai had opened was found. The old plan is not used as a completed fact.
  • Namejs 2026 runs until 8 October. No dated Namejs episode for 2–3 October was found.
  • "Perkūno griausmas 2026" runs until 15 October. No new dated episode was found.
  • Four German Eurofighters at Lielvārde remain the fact of 24 September. No report of a departure on 2–3 October was found.
  • No new decision on the timing of the U.S. rotation to Lithuania was found for this window. The return of about 1,000 troops by the end of October remains the reporting of 23 and 30 September.
  • No new named exercise with dates, scale and content, confirmed by two sources and not already given a page, appeared. "Zapad-2026" is not being held. "Ussisõnad-2026" is not independently confirmed.

Agreements and spending

  • No fresh European Commission answer to the letter on €500 million for counter-drone defence was found for 2–3 October.
  • The SkyFortress contract (item 1) is described as signed in the summer. There is no sum in the texts of the window.
  • The brigade figures (item 2) are one Lithuanian draft, not a new budget law.

Military aid and air defence / electronic warfare

  • SkyFortress (item 1). A surveillance pilot, not an intercept and not a new NASAMS battery. The May timing for the radars of the second battery, the end of 2026, was not updated by a fresh text.
  • Polish identification procedures remain the fact of 30 September. No use of weapons on 2–3 October was found in the texts reviewed (item 5).
  • CERT.LV (item 5). A negative Friday bulletin. Election day was not closed by a separate review at 09:02.
  • The training incident at Ādaži received no new medical update in the window.

Kaliningrad and Russia's border regions

  • The night into 2 October (item 3) and the night into 3 October (item 4). The northwest is absent from both closed lists. The day of 3 October is not closed by a general list.
  • The day of 2 October, 209. One Kommersant text. The northwest is not on its list. It is not used as a second count.
  • Kursk oblast. Interfax (02.10) carries a post by governor Alexander Khinshtein: 201 drones over the region from 09:00 on 1 October to 09:00 on 2 October, no dead and no injured. That is one regional post for a day that overlaps the national overnight tally. It is not added to the national figure of 646. Kursk is not the Baltic northwest.
  • The Baltic Fleet. No exercise dated 2–3 October and confirmed by a non-restricted source was found.
  • Belarus. No new text dated 2–3 October on drills by the Polish or Lithuanian border was found.
  • The FSB regime on the Estonian border. No separate note of 2–3 October extending or lifting the previously stated period was found.
  • No new note on Kaliningrad and no new NATO reply were found for this window.

Statements by officials

  • Lithuania — R. Kaunas, SkyFortress (02.10, LRT/BNS): air threats are changing quickly, and the bet is on Ukrainian systems that are already working. One speech in one release.
  • Lithuania — R. Kaunas, the brigade (02.10): the number is growing, and the move will be on schedule. The English text's formula of a "full complement" is not supported by the Lithuanian original (item 2).
  • Awards in the same release: a medal for the civilian Peggy Grosse and an award for Lieutenant Colonel Arvydas Gruodis. That is a personnel note, not a change in strength.
  • No new statement by the Russian defence minister on SkyFortress, the brigade or the CERT bulletin was found in non-restricted sources by compilation.

⚠️ Contradictions and discrepancies

  • "Nearing the full complement" and "the number is growing". The English KAM page, stamped 3 October, puts the formula "nearing the full complement" into Kaunas's quote. The Lithuanian original of 2 October and LRT/BNS say the number is growing steadily, and separately give a plan: 2,000 by the end of 2026 and about 5,000 by the end of 2027. The English sentence is not used as a description of a brigade already nearly assembled. The date-stamp difference — 2 October on the Lithuanian text and on LRT, 3 October on the English page — is recorded as well; the publication of 2 October is treated as the event of the window.
  • "Seven regions" and the long list of 646. Moscow Kommersant (09:34) says "over seven". Interfax, Fontanka and Kommersant Saratov list thirteen oblasts plus Crimea and two seas. The northwest is absent both from the short formula and from the long list. The score uses the absence of the northwest, not a choice between "seven" and thirteen.
  • Casualties in the south do not match and do not belong to the Baltic line. Fontanka, citing governor Alexander Bogomaz, reports two injured in Bryansk oblast. Kommersant Saratov names the governor as Yegor Kovalchuk and writes of four wounded, including a teenager. Both figures are one circle of regional retellings, not two independent counts. One dead and five wounded in Belgorod oblast appear in the Saratov text citing the operational headquarters; the daytime Kommersant speaks of one dead. A hospitalisation in Volgograd is in the Moscow and Saratov Kommersant texts. The Kaluga injured of the night into 3 October are one post at Interfax. None of these figures is tied to the score.
  • 201 over Kursk oblast is a window from 09:00 on 1 October to 09:00 on 2 October, one governor. It is not an addition to 646 and not the northwest.
  • 62 over Voronezh oblast in the Saratov roundup match the governor's post that the 2 October issue already carried from Interfax. There is no new figure here.
  • The B-1B. The flight is dated 29 September. The AIRCOM publication is 2 October. It is not presented as a sortie of these days.
  • No substantive error in previous issues that would need an entry in corrections.json was identified. The 2 October issue did not claim that the night into 2 October did not happen; it said the list had not been found by compilation. The score for 2 October is not recalculated. The NATO-forces page is supplemented with the plan of 2 October; the figure of about 1,800, as an earlier report, is not withdrawn.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the issue of 2 October. The nearest historical analogue is a tense late-Cold-War confrontation (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for strikes a few kilometres from the Polish border in earlier windows, and for nuclear-tinted rhetoric around Kaliningrad. Noticeably below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no new violation of NATO airspace was found, no shot was described, the brigade is a plan for 2027, and SkyFortress is a detection pilot, not a battery.

Drivers on the Russian side and that of its ally:

  • Strikes on Russian territory continue. The night into 2 October (646) and the night into 3 October (218) do not include the northwest. The figures are the ministry's. The day of 2 October (209) is one Kommersant text, and the northwest is absent from its list as well. The day of 3 October is not closed by a general list and is not presented as "quiet".
  • Casualties in the south and in Kaluga remain divergent or single regional reports. They are not tied to the Baltic line.
  • No confirmed Baltic Fleet exercise for the window.
  • Belarus. No fresh text on drills by the Polish or Lithuanian border.
  • The FSB regime at Narva was not extended or lifted by a fresh decision.
  • No new note on Kaliningrad.

Drivers on the NATO side and among individual members:

  • SkyFortress is a defensive surveillance pilot. The contract is from the summer, sensors were not declared in service on 2 October, and there was no shot.
  • The German brigade draft records the already known horizon of the end of 2027 and names 2,000 by the end of this year. This is not a battalion arriving over the weekend. There is no German release, so the figure remains one source.
  • The AIRCOM report on the B-1B describes training on 29 September. It is not a new sortie of the window.
  • Polish identification procedures remain in force as the measure of 30 September. No use of weapons in the window.
  • "Vyčio skliautas 2026", Namejs 2026 and "Perkūno griausmas 2026" continue on previously announced dates. There is no new episode of the window. There is no report that the camp in Lazdijai opened on the morning of 3 October.
  • The Swedish mission at Rzeszów is still only the announcement of 30 September.

Mutual / structural factors:

  • The Russia–Ukraine war remains the background of the overnight lists and of the Polish procedures of last Wednesday.
  • The calendar: Saeima elections in Latvia on 3 October, the end of "Vyčio skliautas" on 3 October, Lithuania's constitutional vote on 6 October.

Why this score: holding 5.1 follows from the new facts not changing the class of events. Closed overnight lists without the northwest remove an uncertainty that the 2 October issue honestly left open, and they do not add a strike on the Baltic contour. A sensor pilot and a 2027 brigade plan stay inside the defensive class that has held the score since mid-September. NATO airspace is empty in the reports reviewed.

Delta from the previous issue: = (0.0) — 5.1 (2 October) → 5.1 (3 October). Reason: the appearance of an overnight list, a detection pilot and a dated plan for an already announced brigade do not create a new contact with the NATO line.
