Issue of 2 October 2026 — for the period 1–2 October 2026.

Note: On 1 October construction began in Kaunas on a Leopard 2A8 assembly plant, Latvia announced that a couple has been held since June on suspicion of collecting information for the GRU, and the U.S. Marine Corps said about four dozen reconnaissance Marines will be reassigned to Baltic Sentry. No new violation of NATO airspace was found for the day of 1 October or the morning of 2 October in the reports reviewed. (Previous issue — 1 October 2026, risk 5.1/10.)

  1. 01.10 — Kaunas: construction starts on a Leopard 2A8 assembly and repair plant. On Thursday a groundbreaking ceremony was held in the Kaunas Free Economic Zone. LRT citing BNS (01.10, 17:00) and Delfi citing ELTA (01.10, 15:07) agree on the core: a hall of about 13,000 square metres, customer Lithuania Defence Services (a joint venture of KNDS Deutschland and Rheinmetall Landsysteme), builder YIT Lietuva, completion in November 2027, the first tank assembled in Lithuania at the end of 2028, and up to 100 jobs. Lithuania has ordered 44 Leopard 2A8 tanks; that figure is in both texts. The split "38 will be assembled in Kaunas, six or more will be manufactured in Germany" is in the BNS account carried by LRT (words of LDS board chairman Markus Franz Schmidt) and is not repeated in the Delfi text. The construction sum is 29 million euros at LRT/BNS and "nearly 29 million" at Delfi and at the trade site SA.lt (01.10). A site of about 10 hectares is in Delfi and SA.lt. A share-transfer agreement for LDS to state-owned EPSO-G Invest was signed at the ceremony: the transfer itself is in Delfi and LRT, while the stakes of 25.1 percent for EPSO-G Invest and 37.45 percent each for KNDS and Rheinmetall are only in the words of EPSO-G Invest head Tomas Varneckas as carried by BNS/LRT. An LDS plan to invest about 50 million euros is also only in LRT. President Gitanas Nausėda, in the Delfi/ELTA account, says Lithuania is "setting the course" for Europe and NATO with serious investment of its own and "currently ranks first" among NATO allies and EU member states by the share of defence spending, citing "more than 5 percent of GDP". The ranking and the percentage formula are one ceremonial speech in one account; there is no second count. These texts describe no shot, no redeployment and no new battery: they describe a building site and a share package.   2. 01.10 — Latvia: a couple in custody since 28 June on suspicion of collecting information for the GRU; the announcement came on 1 October. The State Security Service (VDD), with the Defence Intelligence and Security Service (MIDD), said on 1 October that a case under Section 85, paragraph 1, of the Criminal Law was opened on 27 June and that two Latvian citizens were detained on 28 June. According to the service, they collected and passed to the GRU information on Latvia's defence system, the activities of NATO forces and forms of support for Ukraine, and on the National Armed Forces aviation base, radars and the movement of military aircraft. One of them, the service says, conducted aerial reconnaissance of the Ādaži base and photographed it from a small private aircraft. The text also says both carried out activities "for potential support" of reconnaissance and sabotage groups on Latvian territory. On the day of the detention three sites in Riga and Ādaži municipality were searched; data media, documents and notes were seized; both are in custody and the investigation continues. LSM and Politico (01.10, 11:16 CET) retell the same statement. This is one official statement in several outlets, not two independent checks. There is no verdict, and no names are published. These texts do not describe a new detention on 1–2 October: the news of the window is the publication of a June case. Sources: VDD (01.10.2026); LSM (01.10.2026); Politico (01.10.2026, 11:16 CET).

  3. 01.10 — U.S. Marines: about four dozen reconnaissance Marines are to be reassigned to Baltic Sentry, alongside the Finnish Coastal Brigade. The DVIDS release lists a date taken of 30 September, a posting time of 1 October at 03:13, and Turku in the location field. The official wording is that around four dozen Marines of 2nd Reconnaissance Battalion, 2nd Marine Division, and II Marine Expeditionary Force Information Group, from Camp Lejeune and already in Europe, will be re-tasked to the Baltic Sea region. They are to work with the Finnish Coastal Brigade, with small unmanned aircraft and littoral sensors, to watch undersea infrastructure. Baltic Sentry is not a new operation: European allies lead it, and the Marine Corps is described as supporting. Major General Daniel Shipley speaks of working with the Finns against hybrid threats on the Baltic littoral. Captain Johan Tillander, chief of operations of the Finnish Navy, says the Corps' experience and systems are suited to supplementing the recognized picture. Military Times (01.10, 21:02) writes "about 48" and "announced Thursday". Stars and Stripes (01.10) writes "about 50" and that Shipley said this on Wednesday. The number and the day of the remark do not match across the three texts; the only figure used as established is the release's "around four dozen". This is a plan for a small reassignment, not a report that a new battalion has arrived, and not a shot.   4. 01.10 — Daytime: 227 drones in the defence ministry tally; the northwest is not on the list. The night into 2 October is not closed by a full list. Kommersant (01.10, 22:48) carries the tally: from 08:00 to 20:00 Moscow time on 1 October, 227 drones were shot down over Kaluga, Bryansk, Kursk, Belgorod, Tula, Voronezh, Tambov, Rostov, Saratov and Samara oblasts, Krasnodar krai, the Moscow region, Crimea and the Black Sea. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not in that paragraph. Kuban Inform retells the same figure and the same list of regions; that is one ministry tally in two outlets, not two counts. The sentence about one person killed and three injured in Belgorod oblast is only in Kommersant, citing the regional operational staff. That is one source. Belgorod is not the Baltic line, and the figure is not tied to the score. No full defence ministry morning list for the night into 2 October was found in the Kommersant and Interfax pages reviewed at compilation. Interfax (02.10) carries a post by Voronezh oblast governor Alexander Gusev: from the evening of 1 October and overnight, 62 drones were destroyed over the oblast, and on preliminary data there were no casualties and no destruction. That is one regional post. It does not speak about the northwest. The absence of a national list does not prove that the northwest was quiet. The south and the centre are not the NATO line and are not tied to the score.   5. 01–02.10 — No new violation of NATO airspace and no new Polish scramble were found in the reports reviewed. For the day of 1 October and the morning of 2 October, the LRT, LSM, ERR and Polish pages reviewed contain no new RCB alert for the eastern border, no new pause at the Lublin and Rzeszów airports, and no new Operational Command notice of a scramble. These texts do not describe a shot under the "positive identification" procedures whose readiness the minister described on 30 September. No separate order published on 1 October was found. No violations of Lithuanian, Latvian or Estonian airspace for 1–2 October were found in the pages reviewed. Sources: see items 1–4; no separate dated air report for the window was found.


By area, in detail

Construction of military facilities and fortifications

  • Kaunas, 1 October (item 1). An assembly and repair plant, not a new kilometre of ditch and not a section of the Baltic Defence Line. No new kilometres of Tarcza Wschód dated 1–2 October were found.
  • The July frame of "about 100 km" from the Polish General Staff is not repeated here as a fresh report.

Troop posture and movements

  • U.S. Marines, posted 1 October (item 3). A reassignment of a group already in Europe, not a new rotation to Lithuania or Estonia. The release names neither an arrival date nor a port; the DVIDS card lists Turku.
  • Swedish Gripens and the Rzeszów-Jasionka hub are background from 30 September, not a fact of this window. The Swedish Armed Forces (30.09, 14:31) and Allied Air Command (30.09) wrote that the F 17 mission begins on 1 October for two months: aircraft based mainly in Sweden, a smaller forward base in Poland, under CAOC Uedem, task NSATU and integrated air defence. No aircraft count is given. No separate report dated 1–2 October that the aircraft had arrived or flown a first sortie was found. The 1 October issue did not record this announcement and did not falsely deny it. A 30 September text is not used as confirmation that the mission actually started yesterday.
  • Vyčio skliautas 2026 runs until 3 October. No separate dated episode for 1–2 October was found.
  • Namejs 2026 runs until 8 October. No dated Namejs episode for the window was found.
  • Perkūno griausmas 2026 runs until 15 October. No new dated episode was found.
  • Field training by the 3rd unit of the Žemaitija district of the National Defence Volunteer Forces in Šilutė, Šilalė and Klaipėda districts on 2–4 October was announced on municipal pages on 23 and 29 September. That is earlier than the window. No fresh report of 1–2 October that this training had begun was found, and the older notices are not used as a source of a fresh fact.
  • The Estonian Military Academy in Tartu: the 29 September notice of training through 5 October remains background. There is no new episode of the window.
  • Four German Eurofighters at Lielvārde remain a fact of 24 September. No departure report for 1–2 October was found.
  • No new decision on the timing of the American rotation to Lithuania was found for this window. The return of about 1,000 troops by the end of October remains a report of 24 and 30 September.
  • No new named exercise with dates, scale and content, confirmed by two sources and not already on a card, appeared. Zapad-2026 is not being held. Ussisõnad-2026 is not independently confirmed.

Agreements and spending

  • No fresh European Commission reply to the letter on 500 million euros for counter-drone defence was found for 1–2 October.
  • The stakes in Lithuania Defence Services (item 1) are a ceremony agreement of 1 October. The percentages 25.1 and 37.45 are one retelling of Varneckas. The same text says the transaction should close within six months.
  • Nausėda's formula "more than 5 percent of GDP" and "first place in NATO" is one speech. It is not used as an established ranking. No separate budget document of 1–2 October with that figure was found.

Military aid and air defence

  • Polish identification procedures remain a fact of 30 September. No use of weapons on 1–2 October was found in the texts reviewed (item 5).
  • Šiauliai. No new status for the second NASAMS battery was found for 1–2 October. The May deadline for the radars, the end of 2026, was not updated.
  • Latvia, the VDD case (item 2). This is an announcement of a June detention, not a new strike and not a new airspace violation.
  • The training incident at Ādaži received no new medical update in the window.

Kaliningrad and Russia's border regions

  • The day of 1 October (item 4). The northwest is absent from the list of 227. The night into 2 October is not closed by a full list. The Voronezh post does not describe the northwest.
  • The Baltic Fleet. No exercise dated inside the window and confirmed by a non-registry source was found. Kaliningrad's Klops (01.10, 17:51) — access blocked by Baltic regulators, no direct link — retells a fleet press service line: up to 10 Ka-27 and Ka-27M helicopters searched for a notional submarine and practised the use of anti-submarine weapons over a maritime range. There is no second non-registry text of that note. The episode is not counted as confirmed. The note on the minesweeper Novocherkassk remains yesterday's and is not repeated here as a new fact.
  • Belarus. No new dated text for 1–2 October was found on the mobilisation-readiness classes that Racyja radio reported on 30 September. The oblasts are still not named. This is not a repeat of the September Western Command exercise on the Polish and Lithuanian borders.
  • The FSB regime on the Estonian border. No separate note of 1–2 October extending or lifting the previously stated period was found.
  • No new note on Kaliningrad and no new NATO reply were found for this window. The dpa text of 29 September is not retold here as a new document.

Statements by officials

  • Lithuania — G. Nausėda (01.10, Delfi/ELTA): the Kaunas site as investment of Lithuania's own and "first place" by the defence share. The ranking is not closed by a second source. Economy minister Edvinas Grikšas, in the same account, speaks of defence-industry revenue growing "by more than 50 percent". That is one speech, there is no second count, and the figure is not used as established.
  • Lithuania — M. F. Schmidt (01.10): readiness of an additional assembly line for new customers in the Baltic region is in LRT/BNS. In Delfi he speaks of possible Leopard 2A exports and of Latvia and Estonia being needed for that. That is an intention, not a contract. Delfi's sentence on repairing Ukrainian Leopard 2 tanks in Jonava is one text and is not closed by a second source.
  • Latvia — R. Melnis, RFE/RL publication 01.10, 11:47 CET; conversation in Washington on 30 September. The quoted line is: "I don't see an imminent threat at this point." Closer, in his words, is hybrid activity, not nuclear rhetoric and not a large conventional attack. He says the law commits Latvia to spend at least 5 percent of GDP on security from next year; the same article names the parliamentary norm as "at least 5 percent of projected GDP from 2027". This is one interview. An analyst's formula in the same piece, that the Kaliningrad note was the "first" written document with a direct nuclear threat, is not confirmed by a second source and diverges from the embassy's public excerpts, which do not contain the words "nuclear weapons". It is not used as a fact.
  • United States — D. Shipley and Finland — J. Tillander (item 3). A release about watching, not about a strike.
  • No new statement by the Russian defence minister on the Kaunas plant, the VDD case or the Marine reassignment was found in non-registry sources at compilation.

⚠️ Contradictions and discrepancies

  • "38 in Kaunas" and silence in the second text. LRT/BNS quotes Schmidt: 38 of 44 tanks will be assembled at the plant, six or more will be manufactured in Germany. Delfi confirms an order of 44 vehicles and does not repeat the split. The figure 38 is not used as an established share of assembly.
  • "29 million" and "nearly 29 million". LRT/BNS writes 29 million euros. Delfi and SA.lt write "nearly 29 million". The order of magnitude matches; the exact contract figure does not match in the two wordings.
  • The stakes of 25.1 percent and 37.45 percent. They appear in one retelling of Varneckas at BNS/LRT. Delfi confirms that a share transfer was signed and gives no percentages. This is not presented as a closed ownership structure.
  • "First place in NATO" and "more than 5 percent of GDP". One speech by Nausėda in one account. "More than 50 percent" from Grikšas is also one speech. Neither number is tied to the score.
  • "Around four dozen", "about 48" and "about 50". The Corps release says "around four dozen". Military Times writes about 48 and dates the announcement to Thursday. Stars and Stripes writes about 50 and places Shipley's words on Wednesday. The DVIDS card's date taken is 30 September and the posting date is 1 October. The score uses the scale "dozens, not a battalion", not a choice between 48 and 50.
  • One killed and three injured in Belgorod oblast. This is in Kommersant, citing the operational staff, and is absent from Kuban Inform's retelling of the same tally of 227. One source, not the Baltic line.
  • Yesterday's "seven regions" is not repeated here. The daytime list of 227 and the overnight list of 330 from the 1 October issue are different tallies. The northwest is absent from both.
  • The VDD case. The facts of reconnaissance at Ādaži, the aviation base and "potential support" of sabotage groups belong to one statement by the service. LSM and Politico do not check it with an independent investigation. Guilt has not been established by a court.
  • The Ka-27 helicopters. The only dated retelling is Klops, access to which is blocked by Baltic regulators; no link is given. There is no second non-registry source. The episode is not counted. The domain klops.ru is added to the restricted-source registry on the basis of the NEPLP decision of 27 November 2024. Older issues that carried a direct link to this domain are not rewritten in this run: that is a registry omission, not an error of a figure or a fact in a specific item.
  • No substantive error in previous issues that needs an entry in corrections.json was identified. The 1 October issue did not record the Swedish mission announcement of 30 September and did not deny it. The score for 1 October is not recalculated.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the issue of 1 October. The nearest historical analogue is a tense late-Cold-War confrontation (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for strikes a few kilometres from the Polish border in earlier windows, and for nuclear-tinted rhetoric around Kaliningrad. Noticeably below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): no new violation of NATO airspace was found, no shot under the Polish procedures is described, the Kaunas plant is a construction site rather than equipment entering service, and the Marine reassignment is dozens of people on an already running defensive operation.

Drivers on the Russian side and its ally:

  • Strikes on Russian territory continue. The day of 1 October (227) does not include the northwest. The figure is the ministry's. The night into 2 October is not closed by a full list; the Voronezh post is not the Baltic line. One person killed in Belgorod oblast remains one source and is not tied to the score.
  • The VDD case is an announcement of a June suspicion of work for the GRU, including aerial photography of Ādaži. This is hybrid background, not a new strike on 1 October and not a court finding.
  • No confirmed Baltic Fleet exercise for the window. The Ka-27 note is not closed by one registry retelling.
  • Belarus. There is no fresh confirmation of the classes of 29 September – 2 October. They are still not tied to the border.
  • The FSB regime at Narva was neither extended nor lifted by a fresh decision.

  • The Kaunas plant enlarges the future repair and assembly circuit of the Lithuanian division. This is defensive industry. No tanks entered service on 1 October. The first tank assembled in Lithuania is named for the end of 2028.
  • Reassignment of about four dozen Marines to Baltic Sentry is maritime and cable watch with Finland. The scale is small, the operation is not new, and the arrival of a battalion was not announced.
  • Polish identification procedures remain in force as a measure of 30 September. There is no use of weapons in the window.
  • Vyčio skliautas 2026, Namejs 2026 and Perkūno griausmas 2026 run on previously announced dates. There is no new episode of the window.
  • The Swedish mission at Rzeszów was announced on 30 September. There is no report of an actual start inside this window, so it is not counted as a driver.

Mutual / structural factors:

  • The Russia–Ukraine war remains the background both of the night lists over Russian territory and of last Wednesday's Polish procedures.
  • The calendar: elections to the Latvian Saeima on 3 October, the end of Vyčio skliautas on 3 October, Lithuania's constitutional vote on 6 October.

Reasoning for the score: holding 5.1 follows from the new facts not changing the class of events. The Kaunas construction site and the small marine group are defensive and non-kinetic. The VDD announcement adds a hybrid episode from June, not a brush against the NATO line in this window. A closed daytime list without the northwest does not make up for an unclosed night into 2 October and does not add a strike on the Baltic contour. NATO airspace is empty in the reports reviewed.

Delta from the previous issue: = (0.0) — 5.1 (1 October) → 5.1 (2 October). Reason: the plant, the announcement of a June case and the reassignment of dozens of Marines stay inside the class that has held the score since mid-September.
