Issue of 5 October 2026 — for the period 4–5 October 2026.

Note: On Sunday afternoon Poland sent an RCB alert to Lublin and Podkarpackie voivodeships and cancelled it by 15:56: the all-clear text says there is no threat on Polish territory, and no separate Operational Command statement was found. Before dawn on Monday the same short alert went to Lublin only and was cancelled as well. The daytime list of 280 and the overnight list of 199 do not include the northwest, and there was no shot.   1. 04.10 — Poland: an alert for two voivodeships, cancelled by 15:56, no violation named. Radio Lublin (04.10, page stamped 15:33, update 15:56) writes that the Government Centre for Security (RCB) sent an alert to residents of Lublin and Podkarpackie voivodeships: "A Russian air attack on the territory of Ukraine. The situation is being monitored. Polish aircraft are operating in Polish airspace." At 15:56 the same centre said: "The air attack on Ukraine has ended. There is no threat on the territory of Poland." RCB adds that word of the threat ending arrived while the first text was still being sent, so the first dispatch was cut off and some people may have received only the cancellation. Radio Lublin, citing PAP, lists districts of both voivodeships, including Lublin, Chełm, Zamość, Biała Podlaska, Rzeszów and Przemyśl. Polsat News (marked "yesterday, 15:35", that is 4 October) carries the same pair of texts and writes that the alert was cancelled after about 30 minutes, and that the Armed Forces Operational Command posted no separate note on the aircraft. Interia says the same: cancellation before 16:00, about 30 minutes after the send; no decision to pause Lublin and Rzeszów airports; the Operational Command published no separate note. This is one RCB alert in three newsrooms, not three independent observations. The cancellation formula is "there is no threat on the territory of Poland". The pages read do not contain a separate sentence "there was no airspace violation", and no report of a violation was found either. These texts do not describe a shot.   2. 05.10 — Before dawn, an alert for Lublin only, cancelled after about twenty minutes. Radio Lublin (05.10, page stamped 04:00, update 04:20) writes that RCB sent an alert to recipients in Lublin voivodeship with the same formula about an attack on Ukraine and Polish aircraft operating. The 04:20 update quotes the cancellation: "The threat of an air attack has been called off. There is no threat on the territory of Poland", and the same RCB caveat that the first dispatch was cut off because the threat ended while it was being sent. TVN24 (05.10, 05:09) writes that the RCB post on X went out at 03:54 and the cancellation followed in under 30 minutes; the geography in the TVN24 text is Lublin voivodeship. Do Rzeczy (05.10, 05:50) writes that the alert went out on the night from Sunday to Monday to Lublin voivodeship and was cancelled before 05:00, and it carries the same caveat about the interrupted dispatch. Podkarpackie voivodeship is not in these three Monday texts. There is no separate Operational Command statement in the Monday pages reviewed: the sentence about aircraft sits inside the RCB text.   3. 04–05.10 — Daytime 280 and overnight 199: the northwest is not on the lists. Interfax (04.10) and Kommersant (04.10, 20:42) carry a Defence Ministry bulletin: from 08:00 to 20:00 on Sunday, 280 drones were shot down over Kursk, Belgorod, Smolensk, Bryansk, Kaluga, Tula, Oryol and Rostov oblasts, the Moscow region, Krasnodar krai, Crimea and the Black and Azov seas. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not on that list. Interfax (05.10, 08:51) and Kommersant (05.10, 08:50) carry the night from 20:00 Sunday to 08:00 Monday: 199 drones over the Moscow region, Belgorod, Bryansk, Kaluga, Kursk, Oryol, Ryazan, Tula and Rostov oblasts, Krasnodar krai, Crimea and the Black Sea. The northwest is absent from the overnight list as well. These are two ministry bulletins, each in two outlets, not two independent counts. The daytime list for 5 October, from 08:00 to 20:00, was not closed at morning compilation.   4. 04.10 — The Saeima election night is closed: CERT found no incident affecting the count. The CERT.LV entry of 4 October, 09:30: election night from Saturday into Sunday passed quietly in Latvian cyberspace; no incidents or threats tied to the conduct of the election were found, and the situation overall remained stable. After polling stations closed and during the count, no activity was observed that would have affected the systems or the work of the institutions. CERT, with other bodies, will keep up heightened monitoring the same day. Jauns.lv (04.10, 10:10) retells that entry. This is one agency bulletin in two texts. There is no attack in them that affected the election or the count. The 09:30 entry does not restate the threat level on its own: the line that the level remains high stays in the 3 October, 20:30 entry already covered in the 4 October issue. By area, in detail

Construction of military sites and fortifications

  • No new stretch of the Baltic Defence Line and no new kilometre count of ditches, dragon's teeth or Tarcza Wschód dated 4–5 October was found. The Onet border podcast remains a 3 October text and is not a new army length report.
  • Rūdninkai and Rukla received no new texts in this window.

Troop deployments and movements

  • The German brigade. No new text on people arriving on 4–5 October was found. The 2 October draft remains a plan, not a fact of these days.
  • Namejs 2026 runs until 8 October on previously announced dates. No episode dated specifically to Namejs on 4–5 October was found.
  • Perkūno griausmas 2026 runs until 15 October. No new dated episode was found.
  • Vyčio skliautas 2026, on previously announced dates, was due to end on 3 October. No separate report on 4–5 October that a training camp opened, or that the exercise was extended, was found. The calendar end is not used as a new fact.
  • The Estonian Military Academy in Tartu. Tartu Postimees (04.10, 16:19) repeats the notice: on Monday 5 October, at three academy sites (Riia 12, Raatuse 110, Ringtee 19), a force-protection drill will run with the police, the border guard and the ambulance service, aimed at readiness for hybrid threats. That text has no headcount. The academy's original notice is dated 29 September and is not used as a fresh source for these days. This does not create a new named exercise, with dates, scale and content, that is not already on a card. No card is opened.
  • The four German Eurofighters at Lielvārde remain a fact of 24 September. No report of their departure on 4–5 October was found.
  • No new decision on the timing of the American rotation was found in this window.
  • Zapad-2026 is not taking place. Ussisõnad-2026 is not independently confirmed.

Agreements and spending

  • No fresh reply from the European Commission to the letter on €500 million for counter-drone defence was found for 4–5 October.
  • No new budget law and no new contract sum were found in the window.
  • The Lithuanian Seimas's first formal vote on removing the constitutional ban on weapons of mass destruction is still set for 6 October. No new decision on 4–5 October was found. This is a previously announced calendar date, not an event of the window.

Military aid and air defence / electronic warfare

  • The two Polish alerts (items 1 and 2). The RCB text says Polish aircraft are operating. No separate Operational Command statement was found in the pages reviewed. These texts do not describe the use of a weapon. Positive-identification procedures remain a fact of 30 September and are not confirmed as freshly applied in this window.
  • The Vilnius yellow alert of 3 October remains an event of the previous issue. No new air alert in Lithuania, Latvia or Estonia on 4–5 October was found in the LRT, LSM and ERR pages reviewed.
  • CERT.LV (item 4). The count night is closed by a negative bulletin at 09:30. It does not describe an attack that took place.
  • The Ādaži training accident received no new medical update in the window.
  • SkyFortress and the radar timeline for the second NASAMS battery were not updated by a fresh text in the window.

Kaliningrad and Russia's border regions

  • Daytime 4 October, 280, and the night into 5 October, 199 (item 3). The northwest is absent from both closed lists. The daytime of 5 October is not closed by a full list and is not presented as "quiet".
  • Moscow, nine. Interfax (05.10, 08:25) carries Mayor Sergei Sobyanin: nine drones were shot down on the approaches to Moscow. Kommersant, in the text on 199, refers to the same mayoral message. This is one city post in two outlets, not a second count. Moscow is not the Baltic northwest.
  • Rostov, a tanker driver. Interfax (05.10) and Kommersant (05.10, 07:11) carry Governor Yuri Slyusar: five drones were shot down overnight in three districts, and a tanker driver was wounded. This is one regional post in two outlets. Rostov oblast is not the Baltic northwest.
  • Kursk, two wounded. Interfax (05.10) carries Governor Alexander Khinshtein on two people wounded on 4 October in border districts. No second rewrite outside the restricted-source register was found. The number is not used as established. Kursk is not the northwest.
  • Temryuk, three. A paragraph in Kommersant's text on 280 says debris fell on an enterprise in Temryuk district and three people were hurt. That sentence is not in Interfax's rewrite of the same 280 bulletin. On a single source, with no independent confirmation. It is not used as an established number. Krasnodar krai is not the Baltic line.
  • "1,222 in a day". Vzglyad — access blocked by Baltic regulators, no direct link — in a 4 October text adds that the Defence Ministry reported 1,222 drones destroyed in a day. That figure is not in the Interfax and Kommersant texts on 280 that were read. The 559 from the night into 4 October and the 280 for the day of 4 October add up to 839, not 1,222. 1,222 is not used as geography of the Baltic line.
  • The Baltic Fleet. No report dated 4–5 October of firing, ship sorties or coastal-missile drills was found in non-restricted sources. The Velikiye Luki training-torpedo item remains a 3 October text and is not repeated as an event of these days.
  • Belarus. No text dated 4–5 October on drills by the Polish or Lithuanian border was found. The announcement of CSTO exercises for 11–16 October remains a 3 September report and is not used as a fresh fact of the window.
  • The FSB regime on the Estonian border. No separate note of 4–5 October extending or lifting the previously named term was found.
  • No new note on Kaliningrad and no new NATO reply were found in this window.

Statements by officials

  • RCB, 04.10 at 15:56, and 05.10 at about 04:20: there is no threat on the territory of Poland. The same formula of the centre, in two different alerts. This is not a defence minister's statement and not an Operational Command communique.
  • CERT.LV, 04.10, 09:30: election night and the count passed without an incident tied to the election.
  • S. Sobyanin, 05.10: nine drones on the approaches to Moscow. One mayoral post.
  • Yu. Slyusar, 05.10: five drones and a wounded driver in Rostov oblast. One governor's post.
  • No new statement by the Russian defence minister on the Polish alerts or on the CERT bulletin was found in non-restricted sources by compilation time.

⚠️ Contradictions and discrepancies

  • Two alerts, not one. Sunday's text in Radio Lublin, Polsat and Interia covers Lublin and Podkarpackie voivodeships and is closed by 15:56. Monday's text in Radio Lublin, TVN24 and Do Rzeczy covers Lublin only and is closed before 05:00. These are two different RCB messages. Podkarpackie from Sunday is not carried over into Monday.
  • Monday's minutes. TVN24 writes that the RCB post went out at 03:54. The Radio Lublin page is stamped 04:00, and the cancellation update is 04:20. Do Rzeczy writes "before 05:00". For the score, what is used is a short pre-dawn alert cancelled within the same hour, not a choice of one minute.
  • "Aircraft are operating" and the absence of a command statement. The sentence sits in the RCB alert text. Interia says outright that the Operational Command published no separate note on the Sunday episode. The Monday pages reviewed likewise contain no separate command statement. These alerts are not presented as a scramble confirmed by the command with named aircraft types.
  • 559 + 280 and 1,222. The closed windows of the night into 4 October and the day of 4 October, in the texts carried by Interfax and Kommersant, do not add up to 1,222. The figure 1,222 is in a Vzglyad text (access blocked by Baltic regulators, no direct link) and was not found in the Interfax and Kommersant texts on 280 that were read. It is not used as geography.
  • Three in Temryuk. Only a Kommersant paragraph. The sentence is not in Interfax's rewrite of the same daytime bulletin. The number is not established.
  • Two in Kursk. Only Interfax and one governor. The number is not established. It is not tied to the Baltic line.
  • No substantive error in previous issues that would need an entry in corrections.json was found. The 4 October issue was compiled in the morning and limited the absence of a Polish alert to the morning of 4 October. The Sunday alert went out at 15:33, after that compilation. That is not a claim by the 4 October issue that there was no alert on 4 October. The 4 October score is not recalculated.

📊 Escalation risk assessment (0–10): 5.1 / 10

Final score: 5.1 / 10. Unchanged from the 4 October issue. The nearest historical analogue is the tense late Cold War confrontation (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for strikes a few kilometres from the Polish border in earlier windows, and for the nuclear-tinged rhetoric around Kaliningrad. Noticeably below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): both Polish alerts were cancelled with the formula "there is no threat on the territory of Poland", there was no shot, the northwest is absent from the closed lists, and the brigade remains a plan for 2027.

Drivers on the Russian side and its ally:

  • Strikes on Russian territory continue. Daytime 4 October (280) and the night into 5 October (199) do not include the northwest. The numbers are the ministry's. Daytime 5 October is not closed by a full list and is not presented as "quiet". "1,222 in a day" is not in the Interfax and Kommersant texts that were read and is not tied to the Baltic line.
  • The wounded man in Rostov oblast is one governor's post in two outlets. It is not tied to the Baltic line. The two in Kursk and the three in Temryuk are not used as established numbers.
  • The Baltic Fleet. No fresh report dated 4–5 October of firing or sorties was found.
  • Belarus. No fresh text on drills by the Polish or Lithuanian border.
  • The FSB regime at Narva was neither extended nor lifted by a fresh decision.
  • No new note on Kaliningrad.

Drivers on the NATO side and individual members:

  • Two RCB alerts are a defensive procedure against the background of strikes on Ukraine. The centre's text says Polish aircraft are operating. No separate Operational Command statement was found. Both cancellations say there is no threat on the territory of Poland. No weapon was used.
  • The German brigade draft added no new people on these days.
  • Namejs 2026 and Perkūno griausmas 2026 run on previously announced dates. No episode of the window. The Tartu academy drill on 5 October repeats a notice without a headcount and is not a new brigade.
  • The CERT bulletin describes a count night without an incident affecting the election and does not describe an attack that took place.

  • Calendar: Latvia's count night was closed on 4 October; the Lithuanian Seimas's first formal vote on the constitutional amendment is set for 6 October and did not take place in this window.

Why this score: holding 5.1 follows from the two alerts not becoming a named airspace violation and not becoming the use of a weapon. Closed lists without the northwest do not add a strike on the Baltic contour. The class of event that has held the score since mid-September has not changed.

Delta from the previous issue: = (0.0) — 5.1 (4 October) → 5.1 (5 October). Reason: cancelled alerts with no named violation and no shot do not create a new brush against the NATO line beyond the September episodes already counted.
