Issue of 6 October 2026 — for the period 5–6 October 2026.

Note: On Monday evening a Polish alert meant for Lublin voivodeship went to recipients in Lubusz: the centre admitted the error, and the texts name neither an airspace violation nor a shot. The same day Donald Trump, asked by an LRT correspondent, said Lithuania's invitation to open a permanent US base would be looked at, and BND chief Martin Jäger said there are currently no indications of a large-scale attack on NATO territory, while low-threshold activity specifically in the Baltics is possible. Russia's defence ministry daytime list of 343 drones does not include the northwest. (Previous issue — 5 October 2026, risk 5.1/10.)

  1. 05.10 — Poland: the evening alert for Lublin went to Lubusz, and the centre apologised. On 5 October the Government Centre for Security (RCB) published a "Statement on an erroneous send (05.10)": during that day's air-threat alert, a message meant for people in Lublin voivodeship was sent by the centre's own error to recipients in Lubusz voivodeship. The centre's text says the warning concerned Lublin; the mistaken send could cause anxiety and lead people to take protective action; the centre apologises for the error, the worry and the inconvenience. Interia writes that at about 18:30 the message went out as "Russian air attack on the territory of Ukraine. The situation is being monitored. Polish aircraft are operating in Polish airspace", with a list of Lublin counties, and that about 15 minutes later the centre sent an all-clear: "The air-attack threat has been cancelled. There is no threat on the territory of Poland." RMF24 (05.10, 19:29, updated 19:47) writes that the alert had already been called off and that the centre confirmed the error. TVN24 carries the same official apology. This is one evening alert in several newsrooms, not several independent observations. No separate Operational Command statement was found in the pages read. There was no shot. No report of an airspace violation was found. The morning alert to Lublin alone, already covered in the 5 October issue, is a different send.   2. 05.10 — Trump, asked by LRT: a permanent US base in Lithuania will be looked at. LRT (05.10, 23:12, updated 23:20), citing Reuters, writes that on Monday Donald Trump, answering LRT's Washington correspondent Augustinas Šemelis, said he would consider establishing a military base in Lithuania. The question in the LRT text: Lithuania has invited the United States to open a permanent base. The English line LRT embeds on the page: "We will certainly look at it. I know so many people in Lithuania. They are great people." The Lithuanian rendering on the same page gives the answer as "We will certainly consider it. I know a great many people in Lithuania. They are wonderful people." Lrytas (06.10, 07:27) and 15min (06.10, 00:23) carry the same answer to the LRT correspondent's question. The Hill (05.10) writes that the president said he would "certainly look at" establishing a base, and gives a close but not identical English wording ("friends of mine", "that country"). These texts contain no decision to open a base, no movement order and no named arrival date. This is one presidential answer in several retellings. Prime minister Sinkevičius's earlier remark that Lithuania is ready to pay for a permanent presence dates to late September and is not used as a new event of this window.   3. 05.10 — BND chief: no sign of a large strike on NATO, a low threshold in the Baltics is not ruled out. The written opening statement of Federal Intelligence Service president Martin Jäger at the public hearing of the Bundestag's parliamentary oversight committee on 5 October: the service currently sees no indications of a large-scale Russian attack on NATO territory; at the same time, especially in the Baltics, low-threshold Russian military activity is possible, and in that context false-flag operations cannot be ruled out. AFP (05.10, 15:57) and LRT (05.10, 14:38, citing Die Welt) carry the same pair: no indication that a major strike on a NATO country is being prepared; low-level activity is possible above all in the Baltic states. AFP adds a comparison with the "little green men" of Crimea in 2014 and a line that the aim would be not to start a full-scale conflict but to test how the alliance responds. That comparison and that aim are not in the written statement that was read: they are AFP's rendering. The hearing is one. No report was found that such an action took place on 5–6 October.   4. 05–06.10 — Daytime 343 without the northwest; the night into Tuesday is not closed by a national list. Fontanka (05.10, 20:50) and Kommersant (06.10, 07:39) carry the defence ministry summary: from 08:00 to 20:00 on Monday, 343 fixed-wing drones were intercepted over Belgorod, Bryansk, Kaluga, Kursk, Oryol and Tula oblasts, the Moscow region, Krasnodar and Stavropol krais, Crimea and the Black Sea. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not on that list. This is one ministry summary in two outlets. Kommersant adds it to the night into 5 October (199), already covered, and gets 542 over 24 hours; the ministry did not publish that sum as a separate figure. The night from 20:00 Monday is not closed by a ministry-wide list at compilation. Interfax (06.10) carries mayor Sergei Sobyanin: from 20:30 Monday to 05:00 Tuesday, 650 drones were flying toward the Moscow region, most were shot down at distant lines, and 105 were destroyed on the approach to Moscow. Kommersant (06.10, 06:06) carries the same mayoral post on 105 and "more than 500" at distant lines. Moscow oblast governor Andrei Vorobyov, in Interfax (06.10, 07:38), speaks of 185 drones over the oblast in 16 municipalities and of damage to houses. 105 and 185 are different contours of one overnight episode around Moscow, not two counts of the northwest. Moscow is not the Baltic northwest. Earlier posts by the mayor the same night, with smaller numbers, are updates of one channel, not independent totals. Construction of military sites and fortifications

  • No new section of the Baltic Defence Line and no new kilometrage of ditches, dragon's teeth or Eastern Shield dated 5–6 October was found.
  • Lithuania's interior ministry (updated 05.10) announces a conference in the Seimas on 6 October at 09:00 on shelters and the experience of Kherson oblast. There is no outcome of the conference at compilation. The announcement gives no new count of shelters built.
  • Rūdninkai and Rukla received no new construction texts in this window.

Deployment and movement of forces

  • Estonia, Tapa and Jõhvi. ERR (05.10, stamped 07:07 UTC) retells the Financial Times: Colonel Tarmo Kundla's 1st Infantry Brigade "will be permanently relocated" from Tapa (about 130 km from the border) to Jõhvi (about 50 km), where facilities are now being built; elite units "are now being permanently moved" further east; a base for up to 1,000 is being built in Narva, 200 in permanent garrison and another 800 in a crisis. No second text was found that is not a retelling of the Financial Times. On a single source, there is no independent confirmation from the Estonian defence ministry. This is not presented as a movement of people that took place on 5 October. The topic page is not changed.
  • 13 Skydio drones for the border guard. ERR (05.10, 12:10 UTC) and rus.postimees.ee (05.10, 14:56) write that on Monday, at Miinisadam in Tallinn, US ambassador Roman Pipko and Police and Border Guard Board deputy director general Veiko Kommusaar signed over 13 small Skydio X10D aircraft. The money is from the State Department's bureau for narcotics and law enforcement, and the implementer is US Customs and Border Protection. A demonstration flight followed the signing. This is one embassy press release in two newsrooms, not two independent counts. The aircraft are for the border service, not a new battery and not a brigade.
  • The German brigade. LRT (05.10, 19:20, BNS) and the Lithuanian government website (05.10) describe prime minister Mindaugas Sinkevičius's Berlin meetings with chancellor Friedrich Merz and defence minister Boris Pistorius. The prime minister said Lithuania will meet its commitments on time and by the end of 2027 will create the conditions for a combat-ready brigade; infrastructure is on plan. There is no new count of arrivals for 5–6 October. The figure "about 5,000" in the LRT text is a BNS reminder of a previously announced plan, not a count of these days.
  • Toruń, 5–9 October. Tylko Toruń (05.10) writes that territorial defence is training for five days in Toruń on tasks along the railways, including in civilian clothes and with drones, and that those training are not carrying firearms. This is central Poland, not the Suwałki Gap and not the eastern border. The text gives no headcount. It does not create a new named exercise, with dates, scale and content, that is not already on the topic pages.
  • Namejs 2026 runs until 8 October on previously announced dates. No episode dated specifically to Namejs was found for 5–6 October.
  • Perkūno griausmas 2026 runs until 15 October. No new dated episode was found.
  • The four German Eurofighters at Lielvārde remain a fact of 24 September. No report of their departure was found for 5–6 October.
  • Zapad-2026 is not being held. Ussisõnad-2026 is not independently confirmed.

Agreements and spending

  • €14.5 million to donors. ERR (05.10, 10:17 UTC) retells Postimees: Estonia may have to return €14.5 million to Denmark and the Netherlands from its own budget, donor money having gone into failed advance payments for ammunition for Ukraine. RKIK deputy director Asko Kivinuk confirms that unused funds must be returned at once if the donors ask; talks are under way on whether they will wait for the courts to finish. The split "€9.5 million Denmark / €5 million the Netherlands" in the text is "people familiar with the contracts", one article. Estonia's defence ministry, in the same text, denies Dutch involvement in the Datasel case; the Dutch ministry, Postimees reported, said it had allocated money to Estonia and that the agreements provide for return. The countries and the sum are not presented as established by two independent investigations. The gap between "Strasbourg" in the 5 September correction and "Swiss arbitration" in this Postimees/ERR text is unresolved: no entry is added to corrections.json.
  • Article 137. 15min (06.10, 06:21) and Delfi (06.10, 07:04) write that the Seimas intends this Tuesday to vote for the first time on removing the constitutional ban on weapons of mass destruction and foreign bases. The threshold is at least 94 of 141, then a pause of at least three months; Olekas has previously named the final vote for 12 January 2027. The bill's card on e-seimas still reads "registered" at compilation. No published result of a 6 October vote was found. The vote is not presented as having taken place.

Military aid and air defence

  • The evening alert (item 1). The line about Polish aircraft is inside the SMS. No separate Operational Command statement was found. The texts do not describe a weapon being used.
  • No new air warning for Lithuania, Latvia or Estonia on 5–6 October was found in the LRT, LSM and ERR pages reviewed. No morning RCB alert on 6 October was found in the pages reviewed.
  • The Ādaži training incident received no new medical update in the window.
  • SkyFortress and the radar timeline for the second NASAMS battery were not updated by a fresh text in the window.

Kaliningrad and Russia's border regions

  • Daytime 5 October, 343 (item 4). The northwest is absent. The night into 6 October is not closed by a national list and is not presented as "quiet". The Moscow figures 650 / 105 / 185 are not tied to the Baltic line.
  • Casualties in Belgorod and Kursk oblasts in the Fontanka text belong to the same oblasts as the daytime summary and do not belong to the northwest. Kommersant's retelling of the same 343 summary does not contain those numbers. They are not used as established figures for the Baltic line.
  • The Baltic Fleet. No separate report dated 5–6 October on firings, ship sorties or coastal-missile drills was found in non-registry sources.
  • Belarus. No separate text dated 5–6 October on drills by the Polish or Lithuanian border was found. The September drills near the Suwałki Gap remain an event of 15–18 September and are not repeated as a fact of this window.
  • The FSB regime on the Estonian border. No separate note of 5–6 October on extending or lifting the previously named term was found.
  • No new note on Kaliningrad and no new NATO reply was found for this window.

Statements by officials

  • RCB, 05.10: a mistaken send to Lubusz, and an apology. The all-clear formula "there is no threat on the territory of Poland" is in Interia; it is not in the official text on gov.pl, which is the apology.
  • D. Trump, 05.10: a permanent base in Lithuania will be looked at. There is no decision.
  • M. Jäger, 05.10: no indications of a large strike on NATO territory; low-threshold activity in the Baltics is possible; false-flag operations are not ruled out in that context. One hearing.
  • F. Merz, 05.10, Berlin, joint press conference (LRT/BNS): hybrid attacks in Germany and Lithuania are growing sharper; Russia's aim is to throw partners off course and split them; "we will not allow that". One appearance.
  • M. Sinkevičius, 05.10: Lithuania and Germany are looking the same way; the brigade is proof of the resolve to defend the eastern flank; commitments to the German soldiers will be met on time. These sentences add no new people to the brigade.
  • A. Kivinuk, 05.10: unused donor money must be returned if the donors ask. The sum and the countries are in the spending section.

⚠️ Contradictions and discrepancies

  • The SMS all-clear in Lubusz. Interia writes that about 15 minutes after the evening alert the centre sent an all-clear, "there is no threat on the territory of Poland". Rzeczpospolita quotes spokesman Piotr Błaszczyk: the campaign was stopped once the error was understood; in Lubusz the alert was not cancelled by SMS, the apology was on social media; operators do not keep the campaign's number list; a send to Lublin then began. The official text on gov.pl is the apology, with no quotation of an all-clear SMS. For the score, what is used is the centre's admission of a wrong address and the absence of a named violation, not a choice of one version of whether an all-clear arrived by SMS.
  • "About 700,000 numbers". Only Rzeczpospolita, and one conversation with the spokesman. The figure is not in the RCB statement, nor in Interia, RMF24 or TVN24. It is not used as an established number.
  • Trump's English line. The embed on the LRT page: "in Lithuania", "great people". The Hill snippet: "friends of mine", "that country", "great people", the same substance of "certainly look at it". LRT's Lithuanian rendering gives "great" as "nuostabūs". This is a translation and editing difference in one remark, not two different promises. A base does not follow from the remark.
  • Denmark, the Netherlands and €14.5 million. One chain, Postimees to ERR. Anonymous "people familiar with the contracts" name the countries and the shares. Estonia's defence ministry, in the same article, denies Dutch involvement in the Datasel case; the Dutch side, according to Postimees, confirms that it allocated the money. Kivinuk confirms the duty to return what is unused if donors ask, not a country table.
  • Strasbourg and Switzerland. The 5 September correction recorded arbitration in Strasbourg. Postimees/ERR on 5 October write of Estonian courts and Swiss arbitration. Which forum is correct was not established independently in this window. No entry is added to corrections.json, and the earlier record is not rewritten.
  • 542. Kommersant's addition of two ministry windows (199 and 343). There is no separate "542" bulletin.
  • 105 and 185. The approach to Moscow in the mayor's post, and the oblast in the governor's. Not the same contour, and not the northwest.
  • No substantive error in previous issues was identified that needs an entry in corrections.json. The morning alert of 5 October is already in the 5 October issue. The evening mistaken send came after that compilation. The Financial Times text on ERR is stamped 07:07 UTC on 5 October, after that issue's morning window. The 5 October score is not recalculated.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the 5 October issue. The nearest historical analogue is a tense late-Cold-War confrontation (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for strikes a few kilometres from the Polish border in earlier windows, and for nuclear-tinted rhetoric around Kaliningrad. Noticeably below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): the evening alert was admitted as a wrong address, there was no shot, the northwest is absent from the closed daytime list, Trump's answer did not become an order, and the BND hearing does not report that an action took place.

Drivers on the Russian side and its ally:

  • Strikes on Russian territory continue. Daytime 5 October (343) does not include the northwest. The figure is the ministry's. The night into 6 October is not closed by a national list. The Moscow figures are not tied to the Baltic line.
  • A low-threshold scenario in the Baltics was named by the BND chief as possible, together with the caveat that there are no indications of a large strike on NATO. This is one hearing's assessment, not a report of a movement.
  • The Baltic Fleet. No fresh report dated 5–6 October on firings or sorties was found.
  • Belarus. There is no fresh text on drills by the Polish or Lithuanian border.
  • The FSB regime at Narva was neither extended nor lifted by a fresh decision.
  • No new note on Kaliningrad.

Drivers on the NATO side and individual members:

  • The evening alert is a procedure against the background of strikes on Ukraine which, by the centre's own account, went to the wrong voivodeship. No weapon was used. No violation was named.
  • Trump's sentence raises the political density of talk about a permanent base and does not move a unit.
  • The Financial Times text on Jõhvi is one source on a plan to shift a brigade closer to the border. It does not count people on these days.
  • 13 border drones are a handover to the police and border guard, not a combat deployment.
  • The Berlin meetings repeat the plan for a brigade by the end of 2027. There are no new people.
  • The Article 137 vote is on Tuesday's agenda; there is no result at compilation, and it does not enter the score.
  • Toruń is a local territorial-defence exercise without firearms, not the eastern border.

Why this score: holding 5.1 follows from the window adding no named airspace violation, no use of a weapon, and no strike on the Baltic northwest. A remark about a base and an intelligence assessment change the tone, not the class of event on which the score has rested since mid-September.

Delta from the previous issue: = (0.0) — 5.1 (5 October) → 5.1 (6 October). Reason: a misaddressed alert, a verbal "we will look at it", and a hearing with no report that an action took place do not create a new brush against the NATO line beyond the September episodes already counted.
