Lithuania: a company-sized unit is to be assigned on the Kaliningrad border from 8 October

Note: LRT quotes Lithuania's armed forces as saying a company-sized unit is to be assigned to help border guards on the Kaliningrad border and that soldiers are being engaged from 8 October, provisionally for two weeks; the same article, without naming a speaker, says the soldiers are thought to arrive on Thursday, and interior minister Martynas Katelynas said the threat level has not changed. Estonian foreign minister Margus Tsahkna told The Times that if Russia attacked Europe, the alliance could close its exit from the Gulf of Finland within a few hours. On the evening of 8 October Poland twice put aircraft up because of strikes on western Ukraine; the command recorded no violation of Polish airspace. The Russian defence ministry's overnight list of 505 drones does not include the northwest. Latvia's National Armed Forces said on 8 October that Namejs 2026 ended on the announced day. Construction of military sites and fortifications
- No new length of the Baltic Defence Line, ditches, dragon's teeth or sections of "Tarcza Wschód" dated 8–9 October was found.
- Vanagas test range, Pabradė, 08.10. The Lithuanian armed forces write that on 8 October a ceremony opened the Defence Innovation Centre's Vanagas test range at the General Silvestras Žukauskas training area, together with unit drone tactical competitions. Major General Žilvinas Gaubys, head of the Training and Doctrine Command, is quoted in that text: the range is a place to test technology in field conditions with Lithuanian and foreign industry. LRT (08.10) retells the same opening. The opening is in the army text and a second newsroom's retelling. This is a test range on an existing training area, not a new brigade and not a named exercise with a published troop figure. No card is created.
- In a radio interview on 8 October (LRT, ELTA, 08:23) Kaunas explained the use of people by the lack of physical barriers on the Kaliningrad stretch, unlike the fence on the Belarus border. That is an explanation, not a new barrier project.
Deployment and movement of forces
- Kaliningrad border (item 1). Army statement: from 8 October, provisionally two weeks, patrols together with VSAT. Exact locations and schedules are not disclosed. This is a company, not a brigade. The same LRT text says a company-sized unit is to be assigned, and a sentence with no named speaker says the soldiers are thought to arrive on Thursday. No duty post is named.
- "Indestructible Brotherhood-2026" and "Barrier-2026". According to the CSTO text of 7 October, regrouping into Belarus took place on 7–8 October, with the exercises announced for 12–16 October. No new non-registry text from 8–9 October with troop numbers or a training ground was found. No card is created.
- Steadfast Duel 26 and "Perkūno griausmas 2026" run to their previously announced end on 15 October. No new dated episode for 8–9 October was found.
- Namejs 2026 ended on 8 October. The National Armed Forces (mil.lv, 08.10) say the nationwide defence exercise finished that day. The period in the text is 2 September to 8 October, across Latvia, and the text repeats the previously announced figure of about 12,000 Latvian and allied soldiers and national guards. The same text names episodes the daily issues had not described before that date: in Valmiera the city security plan was tested, the municipal crisis staff was activated and a resident evacuation was drilled; in Riga and Pierīga, defence of the capital and critical infrastructure, and in Riga a practical evacuation; in Jūrmala, the municipality's civil-protection readiness; in Kurzeme and Zemgale, action under a hybrid and a conventional threat; in Latgale, territorial defence, unmanned systems and counter-UAS; in eastern Vidzeme, joint work by the forces, allies and interior services. LV portāls publishes the same text the same day. This is one official communique on two pages, not a new headcount. Closing a pre-announced defensive exercise does not place a new unit on a border.
- "Zapad-2026" is not taking place. "Ussisõnad-2026" is not independently confirmed.
Agreements and spending
- Lithuania's 2027 budget (item 4): about €4.8 billion, about 5% of GDP, draft.
- Estonia: tender of up to €195 million. ERR (08.10) reports that the Estonian Centre for Defence Investments (RKIK) has opened a procurement for 40 mm and 23 mm weapons and 76 mm, 40 mm and 23 mm ammunition, components, training and support: five lots, three for ammunition worth €145 million and two for weapons worth €50 million, seven-year framework agreements, bids due by 13 November 2026. Products must be made in EU or NATO countries. This is an announced tender, not a signed contract. One source.
- No new signed intergovernmental agreement for 8–9 October was found.
Military aid and air defence
- Poland (item 3): two evening scrambles, no violation recorded, Lublin and Rzeszów airports paused until shortly after midnight. In the morning the Government Centre for Security sent residents of the same two voivodeships an alert whose text said Polish aircraft were operating, and cancelled it a few minutes before 10:50. Polsat News writes that the Operational Command did not publish that information. The morning SMS and the two evening communiques are separate episodes. The morning distinction is one newsroom. No post-dawn scramble on 9 October was found.
- Latvia / United Kingdom. LSM (08.10) reports that two men aged 36 and 32, described by the Metropolitan Police as "Latvian nationals, currently resident in the UK", were arrested on 8 October at about 02:00 after entering RAF Molesworth, a base used by the US Air Force, through a hole in the fence; they were then arrested on suspicion of an offence under section 4 of the National Security Act 2023. Counter Terrorism Policing leads the investigation; it says there is nothing to suggest a link to last week's incident at RAF Fairford and the motive is being investigated. The Latvian foreign ministry confirmed it is aware of the case but has not commented yet. One source. The text establishes no link to a sponsoring state.
- No new report of a violation of Lithuanian, Latvian or Estonian airspace for 8–9 October was found.
Kaliningrad and Russia's border regions
- Lithuanian company (item 1) — reinforcement of the Lithuanian side of the border. No Russian movement towards this border dated 8–9 October was found in non-registry sources.
- Gulf of Finland (item 2). Tsahkna's remark is conditional; the Russian reaction came via registry outlets (Basyuk). No official reply from the Russian foreign ministry was found in a non-registry source for the window.
- 505 (item 5). The northwest is not on the overnight list of 505, and it is not on the daytime list of 113.
- Baltic Fleet. Training parachute jumps by Baltic Fleet naval aviation pilots near Kaliningrad (about 100 jumps, about 50 personnel, Mi-8) were reported only by registry outlets: RT (russian.rt.com; EU-sanctioned outlet — no direct link) and news.ru (access blocked by Baltic regulators — no direct link), citing the fleet press service. No independent confirmation. This is routine training, not ships at sea or live firing.
- Belarus. CSTO exercises — see above. No new incident on the Latvian or Lithuanian border with Belarus for 8–9 October was found. Egert Belitšev, head of Estonia's Police and Border Guard Board (ERR, 08.10, 07:43), expects migration pressure could rise sharply in the coming weeks as people try to leave Belarus before winter; most of the nearly 200 irregular migrants detained in Estonia since summer came via the Latvia–Belarus border. Russia, he says, has eased entry, for example for Ethiopian citizens, and Belarus facilitates the onward route to the EU. This is one official's assessment in one interview.
- No new note on Kaliningrad and no new NATO reply for this window was found.

- Lithuanian armed forces, 08.10 (LRT): from 8 October, provisionally two weeks, extendable; a preventive measure.
- M. Katelynas, 08.10 (LRT): threat level unchanged; border guard resources are not unlimited; people evading mobilisation may appear. Troops on the Belarus border are not under consideration.
- M. Sinkevičius, 08.10 (LRT): a temporary reinforcement, "not something very unusual", not an exercise. On the budget: the 2027 priority is to keep 5% of GDP for defence.
- R. Kaunas, 08.10 (LRT, ELTA, 08:23): the process should have begun late on the evening of 7 October or overnight; duration and forces can be adjusted; "if needed we will extend the mission, if needed we will allocate more capabilities".
- M. Tsahkna, 07–08.10 (The Times, as summarised by Postimees and eestinen.fi): if Russia attacked Europe, the alliance could close its exit from the Gulf of Finland within a few hours.
- K. Basyuk, 08.10 (Lenta.ru, EU-sanctioned outlet): Estonia should soberly assess the capabilities of its army and navy. One summary in a registry outlet.
- E. Belitšev, 08.10 (ERR): pressure on the border could rise sharply in the coming weeks.
⚠️ Contradictions and discrepancies
- "Until 16 October" and "two weeks from 8 October". On 7 October Kaunas, in an LRT television interview, gave the end date as 16 October; LRT in English on 8 October repeats "through 16 October". The army statement in the LRT text of 8 October speaks of a provisional two weeks from 8 October, that is roughly to 22 October, with possible extension. These are different wordings from different voices; no firm end date goes into the score.
- "About 100 already deployed" (lrytas headline, 8 October) and the army wording. The 8 October issue said the minister had not confirmed arrival in the morning. The army text of 8 October says a company-sized unit is to be assigned and that soldiers are being engaged from 8 October. The same LRT article, in a sentence that names no speaker, says the soldiers are thought to arrive on Thursday. These are an engagement from that date and an expected arrival, not a named post already occupied. This is not an error in the previous issue; no entry is added to
corrections.json. - Whose 50,000? eestinen.fi carries Tsahkna's words that Estonia could assemble 50,000 experienced fighters within a few hours. Izvestia (a registry outlet) attributes 50,000 to a NATO force. Postimees does not give the figure. The Times text could not be read before the issue closed. The figure does not go into the score.
- "Close the Baltic Sea" and "close the exit to the Gulf of Finland". Postimees writes about the exit from St Petersburg into the Gulf of Finland; eestinen.fi quotes "we can close the Baltic Sea within a few hours". These are different widths of one idea in two summaries.
- Airport pause. Polsat News reports the PAŻP pause at Lublin and Rzeszów on the evening of 8 October; Interia, describing the episode around 19:30, does not mention airports. The pause probably belongs to the second, late episode; Polsat News does not give the time the stop began.
- Mobilisation. Lithuanian ministers speak of signals and public information; Katelynas specifies this is not intelligence. No announcement was found in a non-registry Russian source for 8–9 October. It does not enter the score as a decision taken.

Final score: 5.1 / 10. Unchanged from the 8 October issue. Nearest historical analogue — a tense late Cold War standoff (≈3–4) with a premium for the drone shot down over Lithuania on 15 September, for strikes near the Polish border in earlier windows and for nuclear-tinged rhetoric around Kaliningrad. Clearly below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): a company on a border VSAT calls calm; threat level unchanged according to the interior minister; Polish scrambles ended without a violation; the northwest absent from the list of 505.

Stabilisers (both sides):
- Katelynas: the threat level has not changed. Sinkevičius: this is not an exercise. VSAT: five days without irregular migrants.
- Tsahkna explicitly ties the scenario to a Russian attack, not to peacetime.
- Polish command: no airspace violation. RCB gave the all clear for both episodes.
- The northwest is absent from the lists of 505 and 113.
- Namejs 2026 ended on the announced day. The closing text repeats the earlier figure of about 12,000. It is one communique, not a new deployment.

Rationale for the score: holding at 5.1 follows from the window adding no named violation of NATO airspace, no use of weapons at Baltic borders, no strike on the Baltic northwest and no announced mobilisation. The army's wording on the Lithuanian reinforcement and Tsahkna's words change the tone, not the class of event.
