Issue of 10 October 2026 — for the period 9–10 October 2026.

Note: On Friday evening LRT wrote, in the lead and not in a direct quotation, that a hundred are now on duty on the border with Kaliningrad, and the Russian defence ministry's daytime list of 62 drones does not include the northwest. No full overnight list for Saturday morning had been found at compilation, and the partial morning notes do not name Leningrad, Pskov or Kaliningrad oblasts or St Petersburg. In Estonia the Kuldlabidakene fortification drill in Võrumaa ended on 9 October, with no headcount. The CSTO press centre writes that the Russian contingent is already in Belarus and that about 40 pieces of equipment are being prepared for exercises on 12–16 October; there is no figure for people.   1. 09.10 — Lithuania: LRT says a hundred are on duty on the Kaliningrad border; the sentence is in the lead, not in the minister's quotation marks. LRT (09.10, 22:15) opens the report like this: the defence minister says that, if needed, more soldiers can guard the border with Kaliningrad; a hundred are on duty now; the interior minister says that is enough for the moment. The sentence "a hundred are on duty now" is not in quotation marks and is not attributed verbatim to Robertas Kaunas. In quotation marks Kaunas says that there is in fact talk of mobilising Russian citizens and that people will naturally flee it; that incidents of the kind reported in Latvia cannot be ruled out and that it is better to reinforce the guard in advance; and that both the number and the period can be extended if needed. Martynas Katelynas, in quotation marks, speaks about how asylum requests are assessed, not about a hundred being "enough": that wording also belongs to the lead. Experts in the same report (Tomas Godliauskas, Gintaras Bagdonas) call the deployment a deterrence signal. Those are assessments in one television report, not a second count. No duty post is named. No independent transcript of the same interview was found at compilation. The 9 October issue left arrival in the army's wording ("a company-sized unit is to be assigned", from 8 October) and in an unnamed sentence about Thursday. The Friday-evening lead is a new newsroom claim that a hundred are already on duty. Sources: LRT (09.10.2026, 22:15).

  2. 09.10 — Estonia: Kuldlabidakene in Võrumaa has ended; field positions for the south-eastern border, no headcount. Lõuna-Eesti Postimees (09.10, 16:01) writes that on 5–9 October, during exercise Kuldlabidakene, active-duty soldiers of the Kuperjanov infantry battalion of the 2nd Infantry Brigade practised field fortifications in Võrumaa, with an emphasis on protecting soldiers on a modern battlefield, including against drones, and on positions needed to defend the south-eastern border. Lõunaeestlane the same day publishes a longer text in the form of a headquarters release: battalion commander Lieutenant Colonel Lauri Teppo says that the battlefield now has more sensors and precision weapons and that protecting one's own units matters more than ever, including by field fortification and camouflage. Neither page gives a headcount. This is one official story in two newsrooms, not two censuses. The text does not name a new kilometre of the Baltic Defence Line: it is a training drill, not a completed section. Background, not a source for the October fact: the headquarters used the same name Kuldlabidakene for a different cycle on 15–19 February 2026, with conscripts and active-duty soldiers, in winter conditions (mil.ee, 20.02). Both the October text and Postimees assign this week to active-duty personnel (tegevväelased); they do not repeat the February dates and do not name conscripts.   3. 09.10 — Belarus: the CSTO press centre writes that the Russian contingent has arrived; about 40 pieces of equipment, no figure for people. The CSTO site carries the joint press centre: servicemen of a combined-arms army of the Central Military District have arrived in Belarus for the command-and-staff exercise Indestructible Brotherhood-2026 and the special exercise Barrier-2026 (12–16 October); the regrouping used a combined mode of transport; on arrival they began preparing weapons and equipment. The text names motor-rifle and reconnaissance units, signals, electronic warfare, NBC protection, medics and unmanned-systems crews. The same text says about 40 pieces of military and special equipment of the Russian contingent will be used in the training tasks, including BTR-82A armoured personnel carriers, Ulan-1 and Ulan-2 all-terrain vehicles, quad bikes and motorcycles. 4b.by (09.10) retells that text and states outright that the message does not give the location or the total number of troops. belarus.by (09.10, citing BelTA and the press service of the Belarusian defence ministry) says allies from Kazakhstan, Kyrgyzstan, Russia and Tajikistan are being welcomed, and that the exercises are planned and not directed against third countries; the figure 40 is not in that text. 40 is one press centre's figure, not a second count. There is no figure for people. The range is not named in the October non-registry texts that were read.   4. 09.10 — Friday daytime: 62 drones on the Russian defence ministry's list, the northwest is absent. Interfax (09.10) carries the ministry: from 08:00 to 20:00 Moscow time air defence neutralised 62 drones over Belgorod, Bryansk, Kaluga, Kursk, Oryol, Ryazan, Smolensk, Tula and Yaroslavl oblasts, the Moscow region, Krasnodar krai, Komi, Crimea and the Black Sea. Fontanka and Kommersant the same evening repeat the same list and the same hours. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not on it. 62 is one ministry figure in three newsrooms, not three counts. This closes the Friday daytime hours that the 9 October issue left open. The injured person in Tuapse named by Kommersant is outside the Baltic northwest.   5. 10.10 — Saturday morning: no full overnight list; the partial notes do not name the northwest. At compilation no full defence-ministry text for the night from 20:00 Moscow time on 9 October to 08:00 on 10 October had been found. Fontanka (10.10, 07:51) gathers regional notes: Moscow mayor Sergei Sobyanin said at about 06:30 that 10 drones had been destroyed on the approach to Moscow (the same in Interfax and Kommersant); the Samara governor reported several dozen, with no dead; the Tula governor reported three overnight, with no injured; the authorities of Vologda oblast, which borders Leningrad oblast, introduced a "drone danger" regime in the morning. On Rostov oblast Fontanka writes that a railway bridge was damaged and a person was injured. Kommersant (10.10, 03:35), citing governor Yuri Slyusar, writes that more than 50 drones had been destroyed in the region since the evening of 9 October, that there was a fire in Rostov-on-Don and that there were no casualties. Rostov, Moscow, Tula and Samara are not the Baltic northwest. The discrepancy about an injured person and a bridge is outside this digest's region and is not in the score. The Vologda regime is one newsroom. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not in these morning texts. The hours after 08:00 on Saturday are not closed. Construction of military sites and fortifications

  • No new kilometre of the Baltic Defence Line, of ditches, dragon's teeth or sections of Tarcza Wschód, dated 9–10 October, was found.
  • Kuldlabidakene, Võrumaa, ended 09.10 (item 2). Training positions, not a completed section. No headcount.
  • A lublin112 note on the exercise Ognisty Len of the 2nd Lublin Territorial Defence Brigade is dated 7 October, before this window. No text dated 9–10 October confirming that the exercise was under way was found. It does not enter the score as a current fact.

Deployment and movement of forces

  • The Kaliningrad border (item 1). What is new against the 9 October issue is the LRT lead at 22:15 saying a hundred are on duty. There is no direct ministerial quotation of that sentence. Places are not named. This is a company, not a brigade.
  • The CSTO in Belarus (item 3). The arrival of a Central Military District contingent and the figure of about 40 pieces of equipment are one press centre. The exercises have not started: they are set for 12–16 October. No topic page is opened: there is no headcount and no range named in the October text.
  • Latvia, 10–11.10. The National Armed Forces (mil.lv, 09.10) write that on 10–11 October units of the 1st Riga Brigade of the Zemessardze will hold planned drills in Ropaži, Ķekava and Bauska municipalities (in Bauska, Vecumnieki parish): forest, reconnaissance, ambushes, a planned attack, casualty evacuation, blank ammunition that makes a noise, drones, and a short movement of vehicles. That text gives no number. Jauns.lv (09.10), citing the Ķekava municipality information office, writes of the student infantry battalion of the same brigade and of about 30 guards in Ķekava, with no digging of positions. ⚠️ Discrepancy: three municipalities with no number, and about 30 in one municipality — see the discrepancies section. This is planned training near Riga, not a move to a border.
  • Ādaži, 10–14.10. Auseklis (09.10), citing the mechanised infantry brigade, writes that on 10–14 October from 10:00 to 23:00 there will be live mortar and tank fire at the range, and on 15–16 October from 19:00 to 23:00 tank fire. One local text. No confirmation on mil.lv was found at compilation.
  • A Vilnius district municipality notice of 25 September scheduled field tactical drills of the 810th company in the Pukštos forest for 9–11 October, 140 soldiers. No text dated 9–10 October saying the drill had started was found. A September notice does not confirm today's fact.
  • Steadfast Duel 26 and Perkūno griausmas 2026 continue on the previously stated dates through 15 October. No new dated episode for 9–10 October was found.
  • Zapad-2026 is not taking place. Ussisõnad-2026 is not independently confirmed.

Agreements and spending

  • No newly signed interstate agreement and no new defence budget dated 9–10 October were found.

Military aid and air defence

  • Poland. No new scramble and no new RCB alert dated 9 or 10 October, separate from the evening episodes of 8 October (those were in the 9 October issue), were found. No violation of the airspace of Poland, Lithuania, Latvia or Estonia on 9–10 October appears in the texts read.
  • 62 and the morning of 10.10 (items 4 and 5). The northwest is absent from the closed daytime list. The overnight list is not closed.

Kaliningrad and Russia's border regions

  • The Lithuanian hundred (item 1) is the wording of an LRT lead, not a named post that has been confirmed. No Russian movement toward this border dated 9–10 October was found in non-registry sources.
  • 62 and the partial morning notes (items 4 and 5). The northwest is absent. The Vologda "drone danger" regime is a neighbour of Leningrad oblast, one newsroom, not an intercept over Leningrad oblast.
  • Konstantin Zatulin, 09.10. news-kaliningrad.ru (09.10, 10:49) publishes a conversation whose source it names as Zatulin's channel on MAX. Zatulin says that with the Baltic Fleet in Kaliningrad "everything is fine", that it "does not need to move anywhere, it is already in place", and that the other side will not have "several hours" to close the exit from the Baltic Sea "if we should happen to want to attack the Baltics". He then restates the 2024 nuclear doctrine: an attempt to touch Kaliningrad would mean an attack on Russia. The same text is on novgorod-news.ru. This is one syndication, not two sources. No Interfax, Kommersant or Fontanka item with this conversation was found. The conditional line about wanting to attack the Baltics, and the nuclear restatement, do not enter the score as a new decision: one channel, no independent confirmation.
  • Belarus (item 3). Arrival for exercises already announced for 12–16 October. No new incident on the Latvian or Lithuanian border with Belarus on 9–10 October was found.
  • No new note on Kaliningrad and no new NATO reply were found for this window.

⚠️ Contradictions and discrepancies

  • "A hundred are on duty" and direct speech. The LRT lead of 9 October asserts that a hundred are on duty. Kaunas's answers in quotation marks do not contain that sentence: he speaks of talk of mobilisation, of possible incidents, and of the number and the period being open to extension. Daily Baltic the same evening attributes "one hundred soldiers are currently on duty" to Kaunas himself. This digest stays with the LRT text: the fact of being on duty is stated by the newsroom, not by a verbatim quotation. This is not an error in the 9 October issue, which separated the army's wording from an unnamed sentence about Thursday. No entry is added to corrections.json.
  • About 30, and three municipalities. mil.lv gives no number and names Ropaži, Ķekava and Bauska. Jauns.lv gives about 30 and only Ķekava, citing the municipality. These may be different slices of one order. The score takes the fact of planned drills, not the number 30.
  • 40 pieces of equipment. The figure is in the CSTO press centre and in 4b.by, which retells it. It is not in the belarus.by / BelTA text of 9 October. There is no independent count. The October texts that were read do not name the place; an August RIA report (EU-sanctioned outlet, no link) naming the Losvido range is older than the window and is not a fresh source.
  • Rostov. Fontanka writes of an injured person and a damaged bridge. Kommersant, citing the governor, writes that there were no casualties and names a fire. The region is outside the coverage. It is not in the score.
  • Zatulin. Two city sites carry the same text from a MAX channel. That is not two independent sources.
  • No substantive error in previous issues that would need an entry in corrections.json was identified.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the 9 October issue. The nearest historical analogue is the tense late Cold War confrontation (≈3–4), with a premium for the drone shoot-down over Lithuania on 15 September, for strikes near the Polish border in earlier windows, and for nuclear-tinged rhetoric around Kaliningrad. Noticeably below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): the hundred on the border remains a company in the wording of one lead; no Polish scramble and no airspace violation were found in this window; the northwest is absent from the list of 62; the CSTO exercises have not started and are described as peacekeeping.

Drivers on the Russian side and its ally:

  • The day of 9 October — 62 drones on the ministry list, the northwest absent.
  • The morning of 10 October — the full overnight list is not closed; the partial notes do not name the northwest. The Vologda regime is one newsroom and is not Leningrad oblast.

Drivers on the NATO side and among individual members:

  • The LRT lead about a hundred on the Kaliningrad border — defensive guard duty, if the newsroom's wording is right; not a new brigade and not a quotation-marked admission by the minister.
  • Kuldlabidakene — a finished fortification drill in Võrumaa, with no number and no new kilometre.
  • Zemessardze drills near Riga — planned, with blank ammunition. The number 30 is disputed.
  • No new Polish scramble and no new decision to close the Gulf of Finland in this window. Tsahkna's words remain in the previous issue.

Mutual / structural factors:

  • The Russia–Ukraine war remains the background of the daytime list and the partial morning notes.
  • Mobilisation is still present in Kaunas's quotation. No mobilisation announcement was found in a non-registry Russian source for 9–10 October.
  • No communication channel and no new agreement on one were announced in the window. There is no nuclear deployment. Zatulin's nuclear paragraph restates a document already adopted; it is not a new decision.

Stabilisers (both sides):

  • The northwest is absent from the closed list of 62. It is also absent from the partial morning notes.
  • No new violation of NATO airspace on 9–10 October was found.
  • Kaunas, in quotation marks, does not announce an extension as already done: the number and the period "can" be extended.
  • The Belarusian defence ministry: the CSTO exercises are planned and not directed against third countries. That is one official text via BelTA.

Reasoning for the score: holding 5.1 follows from the window adding no named violation of NATO airspace, no use of weapons at the Baltic borders, no strike on Russia's Baltic northwest, and no announced mobilisation. The lead about a hundred on duty, and the arrival for CSTO exercises already named, change the density of the text, not the class of event.

Delta from the previous issue: = (0.0) — 5.1 (9 October) → 5.1 (10 October). Reason: the daytime list closed without the northwest; the overnight list is not closed, but the partial notes do not name the northwest; the Lithuanian hundred remains the wording of one lead; the CSTO exercises are still ahead.
