Estonia receives GMLRS rockets for HIMARS with a range of about 70 km; US deliveries of longer-range munitions remain paused
Issue of 23 October 2026 — covering 22–23 October 2026
Note: GMLRS rockets for HIMARS with a range of about 70 km have arrived in Estonia, while US deliveries of longer-range munitions remain paused. In Latvia, radar picked up an unidentified object over Krāslava and Rēzekne districts and residents were sent a warning, but the army concluded it was not a drone. On the night of 23 October Poland again scrambled aircraft and sent an RCB alert to 29 counties in Lubelskie and Podkarpackie because of Russian strikes on western Ukraine; no airspace violation was reported. In Germany a Ukrainian citizen was arrested on suspicion of spying for Russia, including on the Bundeswehr brigade for Lithuania. The defence ministries of Belarus and Russia held a joint board meeting in Minsk; according to registry-listed media, Alexander Lukashenko said Belarus is "preparing for war" but trying to avoid it. Kaipkada stresses that this is a "komendanto valandos imitacija" (a curfew simulation), not a real curfew. The exercise closes on 25 October.
- Lithuania, helicopters over Kaunas. 15min (22.10): explosion sounds and helicopters on the night of 22 October; according to the army, two Black Hawks on scheduled night training over the Rokai and Kazlų Rūda ranges; the explosion sounds are linked to smuggling balloons (see below).

- Lithuania, budget. LRT English (22.10, 11:57), citing BNS: Prime Minister Mindaugas Sinkevičius said Defence Minister Robertas Kaunas had assured him all defence funds would be spent by year end, "the largest volume of payments will be executed in the last quarter"; by mid-October about half the budget had been spent.

RMF24 (23.10): Ukrainian prosecutors have not answered Polish legal-assistance requests in the Przewodów case for almost three years.
Military aid and air defence/EW
- Estonia (item 1): GMLRS received, long-range munitions paused. ERR (Estonian, 22.10, 07:33), interview with Herem: conscripts are being trained to shoot down drones with small arms; the minister proposes a nationwide air-raid warning system on the Ukrainian model and light armed aircraft against drones; ballistic missile defence costing 1–2 billion euros could cover only Tallinn, Paldiski and Tartu; "Päris paljakäsi me ei ole" ("we are not entirely empty-handed").
- Latvia (item 2): unidentified object over Latgale, not a drone. LSM English (22.10): the Saeima passed "national roaming" amendments: in a crisis, phones will be able to switch to another operator's network; operators have until 1 July 2027.
- Poland (item 3): overnight RCB alert and scramble; Military Police findings on the Lubaczów object.
- Lithuania, smuggling balloons. LRT (22.10, 20:45): police estimate the cargo of the balloons that came down on 21 October at about 15,000 packs of cigarettes; border guard spokesman Giedrius Mišutis: "šįmet daugiau kaip tris kartus tų balionų yra sumažėję" ("this year the balloons have fallen more than threefold"). LRT (23.10): 19 illegal migrants turned back at the Belarus border in 24 hours, more than 1,700 since the start of the year.
Kaliningrad and Russian border regions
- Su-30 in Chernyakhovsk district. No new official information on the cause of the 21 October crash or on the pilots' condition was found by publication time.
- Baltic Fleet. On 22 October from 10:00 to 15:00 civilian shipping in the Kaliningrad seaport waters was restricted because of combat training by ships of the Baltic Naval Base (Kaliningradskie Novosti, 22.10, citing the carrier). Militarnyi (22.10, 09:11) relays an OSINT investigation by GeoInsider and SONARROW: on 15–16 October infantry fighting vehicles, armoured personnel carriers, armoured cars and trucks were loaded at Baltiysk onto the ships ASCALON, LADY D and ANASTASIIA; the ships have left and their destination is unknown (ANASTASIIA was seen off Libya last month). According to a single source; there is no independent confirmation.
- North-west Russia. Fontanka (22.10, 21:08): according to the Russian defence ministry's daytime summary for 22 October (08:00–20:00), 49 drones were shot down over Pskov, Oryol, Bryansk, Belgorod and Kursk oblasts, the Moscow region and Crimea; Leningrad oblast is not on the daytime list. On the night of 22 October Leningrad oblast governor Alexander Drozdenko reported one drone shot down (covered in the previous issue). No reports of attacks on Leningrad or Pskov oblasts or St Petersburg on the night of 23 October were found by publication time; there is no nationwide overnight defence ministry summary yet. Interception counts are Russian defence ministry data; there is no independent confirmation.
- Russian reaction. news.rambler.ru (23.10), citing RIA Novosti: Deputy Foreign Minister Alexander Grushko on the Russia–NATO emergency communication channel: "У нас существует этот канал, когда надо, мы его задействуем" ("we have this channel, and when necessary we will use it"). According to ukraina.ru (RIA group) and VZGLYAD (22.10), Russian foreign ministry department director Vladislav Maslennikov called Poland's accession to the Norwegian declaration on security in the Baltic, the North Atlantic and the Arctic part of "destructive anti-Russian initiatives on maritime shipping". According to VZGLYAD (23.10), citing Izvestia, the Russian embassy in Denmark accused Copenhagen of preparing forcible seizures of ships carrying Russian cargo. These statements are cited from registry-listed sources.
- Belarus (item 5): joint defence board meeting in Minsk. No new snap checks or exercises near the Lithuanian and Polish borders were found in the window.
Statements by officials
- M. Herem, 22.10: "the 70-kilometre munition is here"; long-range deliveries paused.
- I. Taro, 22.10: drone surveillance on the border is "a very pressing issue".
- W. Kosiniak-Kamysz, 23.10: a decision on the US base possibly in December.
- M. Sinkevičius, 22.10: all defence money will be spent by year end.
- C. Tomczyk, 22.10: "categorically" denies that military aid to Ukraine was halted.
- V. Khrenin, 22.10: the force's combat capabilities are growing "in the interests of strategic parity".
- A. Lukashenko, 22.10 (per registry-listed media): "we are preparing for war, but trying in every way to avoid it".
- A. Grushko, 22–23.10 (per RIA Novosti): an emergency channel with NATO exists and will be used if needed.
⚠️ Contradictions and discrepancies
- HIMARS in Estonia. ERR (Estonian) quotes Herem: "Kõik see, mis meil lepingus algselt oli, on tänaseks Eestis" ("everything originally in the contract is in Estonia today"), yet the same article says long-range ammunition deliveries are "still on pause". A possible explanation is that the original contract covered only the 70 km rockets and ATACMS are a separate delivery; the source does not clarify this.
- US base in Poland. wnp.pl's lead mentions 5,000 soldiers, while in the body the minister speaks of infrastructure for 25,000 people including families and staff. These are probably different measures rather than conflicting troop numbers, but the article does not reconcile them.
- Spying case in Germany. Spiegel writes of a brigade "due to deploy to Lithuania next year"; in fact Panzerbrigade 45 is already partly in Lithuania and is due to reach full readiness by the end of 2027.
- Exercise in the Klaipėda region. 15min and Kaipkada date it 22–25 October, VE.lt 23–25 October; the overall number of participants (about 2,000 in search snippets) is unconfirmed; about 450 soldiers in the Gargždai area are confirmed.
- Smuggling balloons in Lithuania. Police (via LRT): about 15,000 packs of cigarettes; the Ukrainian site UA News: "almost 20,000".
- Object in Lubaczów (re the 22 October issue). Polsat News' unofficial "smuggling drone" version has not been officially confirmed: the Military Police describe an unarmed styrofoam airframe of unknown origin. This is not an error in the previous issue, which presented the version as unofficial.
- No new errors in previous issues requiring a corrections log entry were found.
📊 Escalation risk assessment (0–10): 5.3 / 10
Final score: 5.3 / 10. Unchanged from the 22 October issue. The closest historical analogue is the tense standoff of the late Cold War (≈3–4) with a noticeable premium: Russian strikes on western Ukraine regularly scramble Polish aircraft, alerts over unidentified objects and drones near and over NATO territory continue, and hybrid pressure (espionage, smuggling balloons, migration pressure) persists. Below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no weapons have been used against NATO, no airspace violations were recorded in the window, and no movement of Russian troops toward the Baltic borders has been reported.
Drivers on the side of Russia and its ally:
- Strikes on western Ukraine on the night of 23 October again triggered an RCB alert and a preventive scramble of Polish aircraft.
- Espionage: arrest in Germany of a suspect who gathered information for Russian intelligence, including on the brigade for Lithuania.
- Rhetoric from Minsk and Moscow: "preparing for war", a "degrading" situation, the concept of the "Union Shield 2027" exercise approved (per registry-listed sources).
- Hybrid pressure from the Belarusian side: smuggling balloons and migrants on the Lithuanian and Latvian borders.
Drivers on the side of NATO and individual members:
- Longer-range systems near the border: Estonia has received GMLRS and awaits Chunmoo and rockets with a range of about 100 km.
- A permanent US base in Poland: a decision is expected in December; US senators are pressing for faster payment of 200 million dollars to the Baltic states.
- Exercises near Russia's flank: Brave Blue 26 in Estonia, the commandant exercise in the Klaipėda region.
Mutual / structural factors:
- Ukrainian strikes on north-west Russia: Pskov oblast in the Russian defence ministry's daytime summary of 22 October.
- Unidentified objects near borders: the alert in Latgale, the Lubaczów find; every such alert demands an air-defence response.
Stabilisers (both sides):
- The Latvian army established within 40 minutes that the object was not a drone and lifted the alert.
- Poland's Operational Command calls its measures preventive; no airspace violations.
- Grushko confirms that the Russia–NATO emergency channel exists; Khrenin and Minsk describe the joint exercises as defensive.
- US deliveries of long-range munitions to Estonia remain paused; Kaliningrad and Leningrad oblast are absent from the Russian defence ministry's daytime summary of 22 October.
Rationale for the score: no new classes of events in the window. The overnight alert in Poland repeats an established pattern; the Latvian alert ended with "not a drone"; the GMLRS delivery and talk of a US base continue a defensive course rather than changing deployments. Harsh rhetoric from Minsk is balanced by caveats about the defensive nature of the exercises and a confirmed channel of communication with NATO.
Delta to the previous issue: = (0.0): 5.3 (22 October) → 5.3 (23 October). Reason: the window's events are incidents without consequences, deliveries and statements, not changes in troop deployments or in the sides' behaviour at the borders.
