Issue of 24 October 2026 — covering 23–24 October 2026

Note: Estonian prosecutors have closed the case of the drone that hit a chimney at the Auvere power plant near the Russian border on 25 March: the origin of the aircraft could not be established, and the Internal Security Service sees no sign of deliberate action against Estonia. From 26 October to 8 November NATO's Multinational Brigade in Latvia holds its largest exercise to date, Resolute Reforger 2026 (about 3,000 troops and 1,000 vehicles), in the eastern municipalities, including around Daugavpils and Rēzekne. In Lithuania, the exercise "Budri pelėda" with allies started on 24 October in ten border and south-western municipalities (until 4 December), and preparations begin in Rukla to build infrastructure for the "Geležinis Vilkas" brigade and the NATO battle group. On 23 October Poland received a series of five to six RCB alerts and again scrambled aircraft because of Russian strikes on western Ukraine; no airspace violation was reported. The Russian defence ministry's lists for 23 October and the night into the 24th do not name north-west Russia or Kaliningrad. (Previous issue: 23 October 2026, risk 5.3/10.)

Top stories of the day

  1. 23.10 — Estonia closes the Auvere drone case: the aircraft's origin was not established and no intent against Estonia was found. ERR (Russian service, 23.10, around 11:30) and ERR News (23.10): prosecutors terminated criminal proceedings over the explosion of a drone that hit the chimney of the Auvere power plant in Ida-Viru County, near the Russian border, at 03:43 on 25 March; nobody was hurt and the power system was not affected. State Prosecutor Gardi Anderson: "it was not possible to reliably determine its origin from the remaining fragments". Investigators checked whether it was a Ukrainian drone that had strayed off course, consulted Ukrainian experts and ordered a forensic examination, but could not confirm it. The Internal Security Service (KAPO) sees no sign of deliberate action against Estonia; deputy director general Andres Ratassepp: "As long as Russia continues its aggression against Ukraine, we can expect to see more incidents like this." The case can be reopened if new evidence emerges. Sources: ERR (Russian) (23.10.2026); ERR News (23.10.2026).

  2. 26.10–08.11 — Latvia: NATO's Multinational Brigade will hold its largest exercise to date, Resolute Reforger 2026, in the east of the country, with about 3,000 troops. Gorod.lv (22.10, background) and LVportāls, citing the brigade: about 3,000 personnel and about 1,000 vehicles; from 26 October to 2 November movement by road and rail from the Ādaži and Ceri bases, with tasks in Ogre, Jēkabpils, Aizkraukle, Alūksne, Balvi, Gulbene, Madona, Rēzekne and Augšdaugava municipalities, around Daugavpils and in Rēzekne; 4–8 November return to bases; Canadian CH-146 Griffon helicopters in support. LSM (Russian service, 24.10, 09:45) reported from the base of the 34th National Guard battalion in Daugavpils, where allies rotate monthly (Italians, Spaniards, Canadians; sometimes up to 120 personnel): brigade commander Colonel David Brassard said what matters most to him is that residents see NATO's presence, and that "in a crisis in this area we would already have forces stationed". According to LSM, two more sites in eastern Latvia are under consideration, at least two are to open in about eight months, and within two to three years exercises are planned right up to the Russian border. The troops currently live in tents. Sources: LSM (Russian) (24.10.2026); Gorod.lv (22.10.2026, background); LVportāls.

  3. 23.10 — Poland: five to six RCB alerts in one day and repeated scrambles over Russian strikes on western Ukraine; in the evening the alert covered 24 counties of Lubelskie. Interia (23.10): the first alert, around 04:00 for Lubelskie and Podkarpackie, was cancelled after 09:30; the second, for part of Lubelskie (Włodawa, Chełm, Zamość, Biała Podlaska, Lubartów and others), was cancelled about an hour later. Portal Samorządowy citing PAP (23.10, 20:19): shortly before 20:00 the Operational Command said that, because of strikes on targets in western Ukraine, "operuje lotnictwo wojskowe w polskiej przestrzeni powietrznej" ("military aviation is operating in Polish airspace"), ground-based air defence was brought to readiness and the action was preventive; from 20:00 the alert applied to 24 counties, including Lublin and Puławy. The outlet calls the evening messages the fifth and sixth of the day. No violation of Polish airspace was reported. Sources: Interia (23.10.2026); Portal Samorządowy / PAP (23.10.2026); Polsat News (23.10.2026).

  4. 24.10 — Lithuania: the army and NATO allies start exercise "Budri pelėda" in ten municipalities near the borders with Belarus and Kaliningrad oblast, running until 4 December. LRT (24.10, 08:15) citing BNS: the districts of Jurbarkas, Lazdijai, Šakiai, Šalčininkai, Šilutė, Švenčionys, Varėna and Vilkaviškis, and the municipalities of Druskininkai and Pagėgiai; standard equipment, weapons and wheeled vehicles will be used; "Pirotechnika ir imitaciniai šaudmenys nebus naudojami" ("pyrotechnics and simulated ammunition will not be used"). Headcount and allied participants are not given. At the same time, the commandant exercise "Perkūno bastionas / Juodas vanagas" continues in the Klaipėda region until 25 October (LRT, 23–24.10). According to a single source (BNS), with no independent confirmation; a scheduled, non-sensitive exercise. Sources: LRT / BNS (24.10.2026); LRT — "Perkūno bastionas / Juodas vanagas" (23.10.2026).

  5. 23.10 — Estonia: defence minister Herem considers buying light fighters against jet-powered drones within four years; he expects the Russian threat to rise sharply once the active phase of the war in Ukraine ends. ERR (Russian service, 23.10): Martin Herem said Russia has for a long time been using jet-powered drones in ever larger numbers, and that Ukraine shoots them down with F-16s, "but for us that is too expensive". Candidates are the Czech L-39 (Estonia has two unarmed trainers) or the L-159 (about €10 million); type, number and cost are undecided and no decision has been made; a joint purchase with the other Baltic states is an option. ERR News (23.10, around 08:46 UTC), interview with Herem: the threat assessment has been drawn up in the ministry but not yet adopted by the government; construction firms should be informed about border obstacles before March; ATACMS are scarce with no delivery date; trial sections of anti-drone netting are planned in north-eastern and south-eastern Estonia as part of the Baltic Defence Line. By area, in detail

Construction of military facilities and fortifications

  • Lithuania, Rukla. LRT (23.10, 14:37) citing ELTA and the defence ministry (KAM): preparations begin for the first stage of military infrastructure in Rukla, co-financed by Lithuania and Germany: maintenance and storage facilities for the artillery and logistics battalions of the "Geležinis Vilkas" brigade and the NATO multinational battle group; later, administrative and residential buildings for "several thousand soldiers". Defence minister Robertas Kaunas: "Rukloje pirmiausiai bus įrengta techninio aptarnavimo ir sandėliavimo infrastruktūra" ("In Rukla, maintenance and storage infrastructure will be built first"). A tender is under way, the logistics contractor is due by the end of 2026, completion in 2028. Cost not given.
  • Estonia, Baltic Defence Line. Herem (ERR News, 23.10): trial sections of anti-drone netting in the north-east and south-east; no new figures on ditches or bunkers.
  • Latvia, Poland ("Tarcza Wschód"). No new kilometres dated 23–24 October found.
  • Lithuania, defence industry. LRT English (23.10, 16:01) citing BNS: the Environmental Protection Agency approved the environmental impact assessment of the Rheinmetall plant in Radviliškis district — up to 75,000 155 mm shells a year, construction under way since November 2025. LRT (23.10, 22:05): the Giraitė plant has started assembling Colt AR-platform rifles with parts from Israel's Emtan; capacity up to 1,500 a month; the first units went to the Riflemen's Union and interior ministry services for testing.

Deployment and movement of troops

  • Latvia (item 2): Resolute Reforger 2026, 26.10–08.11, about 3,000 troops; expanding allied presence in Latgale.
  • Lithuania (item 4): "Budri pelėda" from 24 October; "Perkūno bastionas / Juodas vanagas" closes on 25 October.
  • Estonia, Bundeswehr. Brave Blue 26 continues until 27 October (background: issue of 23 October).
  • Poland. No new reports of force movements dated 23–24 October; a decision on a permanent US base is expected in December, according to the defence minister (background: issue of 23 October).
  • Exercises: "Ognista Struga-26" in Ełk commune (26–30 October) — still no second independent source. "Zapad-2026" is not taking place. "Ussisõnad-2026" has not been independently confirmed.

Agreements and spending

  • Poland, 2027 budget. Defence24 citing PAP (23.10): the Sejm defence committee (19 votes to 15) approved the defence part of the draft 2027 budget — PLN 131.7 billion from the state budget (3% of GDP), PLN 198.1 billion including the Armed Forces Support Fund, about 4.51% of GDP; planned strength 238,227 soldiers; PLN 50 billion for investment. Deputy minister Paweł Bejda listed funding a larger allied presence in Poland among the priorities.
  • Lithuania, budget. LRT English (23.10, 09:42): the finance minister defends the deficit budget and says there was pressure to cut defence spending.
  • Latvia, readiness to defend the country. LSM (Russian service, 23.10) — review by the Saeima Analytical Service (autumn 2025 data): 37% are ready to defend the country (Estonia 47%, Lithuania 52%, Finland 64%), 66% support armed resistance in case of attack; in Latgale (2024) 26.5%.

Military aid and air defence/EW

  • Estonia (items 1 and 5): Auvere case closed; light fighters against jet drones under discussion.
  • Poland (item 3): series of RCB alerts on 23 October.
  • Lithuania, smuggling balloons. LRT (23.10, 15:28): six people detained in Kėdainiai on suspicion of smuggling cigarettes from Belarus by balloon; the border guard gives figures: 226 cases in 2024, 635 in 2025, 181 so far in 2026; 67 smuggling drones seized against 59 a year earlier.
  • Lithuania, information attacks. LRT (23.10, 16:02) citing ELTA — Repsense study: Russian sources produced 54% of hostile content about Lithuania's energy sector; the campaign against the Kapčiamiestis range started in Russia-linked Telegram channels on the day it was approved.

Kaliningrad and Russian border regions

  • North-west Russia. Fontanka (23.10, 21:03): according to the Russian defence ministry's daytime summary for 23 October (08:00–20:00), 87 drones were shot down over Belgorod, Bryansk, Kaluga, Kursk and Oryol oblasts, the Moscow region, Crimea and Perm Krai. Interfax (24.10, 08:49): 616 drones overnight into 24 October over 21 regions, the Sea of Azov and the Black Sea. Leningrad, Pskov and Novgorod oblasts, St Petersburg and Kaliningrad are named in neither list. Interception counts are Russian defence ministry data with no independent confirmation.
  • Kaliningrad. Kaliningradskie Novosti (23.10, 10:15; 24.10, 08:00): 18 flights were delayed at Khrabrovo airport on 23 October and three flights to Moscow were cancelled on 24 October — because of restrictions at Moscow airports after drone attacks, not because of events in the region. No new information on the cause of the Su-30 crash of 21 October.
  • Russian reaction. No new official statements by the Russian foreign or defence ministry on the Baltics or Kaliningrad dated 23–24 October were found at compilation; the latest are Grushko's remarks on the channel with NATO (issue of 23 October).
  • Belarus. No new exercises or snap checks near the Lithuanian and Polish borders found; the joint defence board of 22 October is in the previous issue.
  • Russian plans near NATO borders. Defence24 (23.10, 18:30), citing the Latvian project Taisniba (22.10): infrastructure in north-west Russia and Kaliningrad oblast should eventually house up to 115,000 troops, and storage bases are receiving new equipment for units to be formed from reservists. ⚠️ Contradiction: the 115,000 figure is not new — in June 2026 a Danish broadcaster's investigation and Finnish officers gave it as a PROJECTION for the period after the war in Ukraine, not a current deployment (see the contradictions section). Presented as background, not as a fresh fact.

Statements by officials

  • G. Anderson, 23.10: the origin of the Auvere drone "was not possible to reliably determine".
  • A. Ratassepp, 23.10: "we can expect to see more incidents like this".
  • M. Herem, 23.10: shooting down jet drones with F-16s is "too expensive" for Estonia.
  • D. Brassard, 24.10: in a crisis, forces would already be stationed in the area.
  • R. Kaunas, 23.10: in Rukla, maintenance and storage infrastructure first.
  • P. Bejda, 23.10: funding a larger allied presence in Poland among the 2027 budget priorities.
  • Ukraine's defence intelligence (HUR), 23.10 (via LSM): Russia may be preparing sabotage and "false flag operations" in EU states, including the Baltic states and areas near Kaliningrad. According to a single source that is a party to the conflict, with no independent confirmation.

⚠️ Contradictions and discrepancies

  • "115,000 troops near NATO borders". Defence24 (23.10), citing Taisniba, presents it as a current operation, "największą tego rodzaju od czasu rosyjskich przygotowań do napaści na Ukrainę" ("the largest of its kind since Russia's preparations to attack Ukraine"). The same figure appeared in June 2026 (TVP World, The Defense Post, Militarnyi) as a projected infrastructure capacity AFTER the war in Ukraine ends, citing a Danish broadcaster's investigation and a former Finnish intelligence officer; the Finnish Army commander then spoke of a possible 80,000 near the Finnish border. There is no fresh confirmation that a deployment of that size has begun; not counted in the score.
  • Resolute Reforger 2026 dates. The exercise is announced for 26.10–08.11, but the phases differ: 26.10–02.11 movement, 04–08.11 return to bases. This is not a discrepancy between sources, just different phases.
  • Auvere. In March the hypothesis of a stray Ukrainian drone was examined; the investigation's conclusion is that the origin was not established. This is not an error in earlier issues.
  • Balloons in Lithuania. Border guard figures (181 cases in 2026 against 635 in 2025) are consistent with Gedrius Mišutis's statement of a "more than threefold" decline (issue of 23 October).
  • No new errors in previous issues requiring a correction log entry were found.

📊 Escalation risk assessment (0–10): 5.3 / 10

Final score: 5.3 / 10. Unchanged from the issue of 23 October. The closest historical analogue is the tense late Cold War stand-off (≈3–4) with a noticeable premium: Russian strikes on western Ukraine scramble Polish aircraft several times a day, hybrid pressure (smuggling balloons, information campaigns) persists, and both sides are building up presence near the borders. Below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no weapons were used against NATO, no airspace violations were recorded, and no movement of Russian troops toward the Baltic borders has been confirmed by fresh sources.

Drivers on the side of Russia and its ally:

  • Strikes on western Ukraine: five to six RCB alerts in Poland on 23 October and scrambled aircraft.
  • Hybrid pressure: smuggling balloons from Belarus, information campaigns against Lithuanian infrastructure (Repsense study).
  • Long-term construction near NATO borders — background (the 115,000 figure is a projection, not a fresh fact).

Drivers on the side of NATO and individual members:

  • The Multinational Brigade's largest exercise in Latvia (about 3,000 troops) in the eastern municipalities and plans for exercises "right up to the Russian border".
  • "Budri pelėda" in Lithuanian municipalities near Belarus and Kaliningrad; infrastructure for allies in Rukla.
  • Rising defence budgets (Poland: 4.51% of GDP for 2027) and talk of light fighters in Estonia.

Mutual / structural factors:

  • Drones as a permanent risk near NATO borders: the Auvere case closed without establishing the origin.
  • Mutual accusations of preparing provocations (HUR on "false flag"; earlier the Russian foreign ministry on plans against Kaliningrad) without independent confirmation.

Stabilisers (both sides):

  • KAPO and Estonian prosecutors found no intent against Estonia in the Auvere incident.
  • Poland's Operational Command calls its actions preventive; no violations.
  • NATO exercises are announced in advance, without pyrotechnics ("Budri pelėda"); on the Russian side, the north-west and Kaliningrad are absent from the daytime and overnight lists of 23–24 October.
  • The Russia–NATO emergency channel (Grushko, 23.10) is still described as existing.

Rationale: no new classes of events. The Polish alerts follow the same pattern; NATO exercises are scheduled and announced; closing the Auvere case reduces uncertainty, and the 115,000 figure is a repackaged June projection. The growing allied presence in Latgale and exercises near the borders are balanced by the absence of activity in Russia's north-west.

Delta to the previous issue: = (0.0) — 5.3 (23 October) → 5.3 (24 October). Reason: the window's events are scheduled exercises, budgets and the closure of an old investigation, not changes in troop deployment or in the behaviour of the sides at the borders.
