Issue of 25 October 2026 — covering 24–25 October 2026

Note: On 24 October wreckage of a foreign drone was found in a forest in Liepna parish, Alūksne municipality, in north-eastern Latvia near the Russian border; the army believes it came down as early as 18 October, when the National Armed Forces (NAF) did not confirm the incident and called off the search after two days, and a service review and a criminal case have now been opened. Nobody was hurt; Defence Minister Raivis Melnis allows that it may have been a Ukrainian drone shot down over Russia that glided into Latvia, but its origin has not been officially established. Russian Deputy Foreign Minister Alexander Grushko called Europe's policy in the Baltic "suicidal" in an interview on 24 October; NATO's Reserve Committee met in Vilnius for the first time; in Poland the military ended a fruitless search for an object near Lublin. Russia's Defence Ministry bulletins for 24 October do not name north-western Russia or Kaliningrad. The weekend window brought no new troop movements and no airspace violations announced at the time they happened. (Previous issue — 24 October 2026, risk 5.3/10.)

Top stories of the day

  1. 24.10 — Latvia: wreckage of a foreign drone, believed to have come down on 18 October, found in Alūksne municipality near the Russian border; the army has opened a service review. LSM (24.10, 14:54, updated 19:44) and LETA via Alūksniešiem.lv (24.10, 15:21): on the morning of 24 October police received a report of probable wreckage in a hard-to-reach state forest in Liepna parish and confirmed the find; explosive ordnance disposal soldiers of the 54th Combat Support Battalion, 2nd Vidzeme Brigade of the National Guard, removed the debris (Gorod.lv). On 18 October residents reported an "explosion-like noise", and air surveillance data pointed to a possible unidentified object; NAF and police searched on 18–19 October and then stopped. No cell broadcast alert was sent: "Incidenta brīdī pieejamā informācija nebija pietiekama, lai nepārprotami identificētu bezpilota lidaparātu" ("the information available at the time of the incident was not sufficient to clearly identify the unmanned aircraft"). No injuries or damage; police opened criminal proceedings under the chapter on crimes against the state, and the NAF opened a service review of its own decisions. Defence Minister Raivis Melnis (Latvian Radio, as reported by LSM) said the drone might be Ukrainian, shot down on the Russian side and gliding into Latvia, which would explain why Latvian systems did not see it, and acknowledged possible "gaps" in eastern border air defence. The NAF warns that because of Russian electronic warfare such incursions by foreign drones "cannot be ruled out". ⚠️ Contradiction: on 19 October the NAF said the "information about the incident was not confirmed" (see the contradictions section). 2. 24.10 — Russian Deputy Foreign Minister Grushko called Europe's policy in the Baltic Sea region "suicidal". 360.ru (24.10, 15:19) and OSN (24.10, 12:54) summarise Alexander Grushko's interview with RIA Novosti (EU-sanctioned source — no direct link): the Baltic Sea "was a militarily calm region for many reasons", with no territorial disputes or frozen conflicts; now, he said, geography (Kaliningrad oblast, three small Baltic states) makes the region vulnerable. Asked about hope for change: "One would like to hope, but for now they are pursuing a suicidal policy." The summaries contain no new concrete measures or demands. This is rhetoric in the same vein as Grushko's 23 October remarks on the communication channel with NATO (issue of 23 October). Sources: 360.ru (24.10.2026); OSN (24.10.2026); RIA Novosti — EU-sanctioned source — no direct link.

  3. 24.10 — Vilnius: NATO's Reserve Committee met for the first time; Lithuania presented its reserve reform. LRT (24.10, 15:30) citing BNS and the Ministry of National Defence: about 50 representatives of NATO headquarters, member states and partners (including Ukraine, Australia and Switzerland). Vice-Minister of Defence Karolis Aleksa: "Rezervo pajėgų stiprinimas yra neatsiejama NATO pasirengimo kolektyvinei gynybai dalis" ("Strengthening reserve forces is an integral part of NATO's readiness for collective defence"); "Rezervas turi būti pasirengęs nuo pirmųjų krizės ar karo dienų papildyti reguliariąsias pajėgas" ("The reserve must be ready to reinforce regular forces from the first days of a crisis or war"). Lithuania, he said, is steadily increasing the number of reservists and integrating them into defence plans. The committee is a standing advisory body to NATO's Military Committee. According to a single source (BNS), no independent confirmation; a scheduled, non-sensitive event. Source: LRT / BNS (24.10.2026).

  4. 24.10 — Poland: the military ended a six-day search for an unidentified object near Lublin with no trace found; no airspace violation confirmed. RMF24 (24.10, 13:36): more than 30 Territorial Defence Force soldiers from a ground search-and-rescue team searched around the Zemborzyce reservoir and south of Lublin (Niedrzwica Duża commune, near the S19 road), with a helicopter in the first days; the search ended on Friday 23 October. Operational Command spokesman Lt Col Jacek Goryszewski: "nie ma dotychczas potwierdzenia naruszenia polskiej przestrzeni powietrznej" ("there is so far no confirmation of a violation of Polish airspace"). Weather phenomena, smuggling or provocation were considered. The story began in the issue of 18 October. Single source as of 24 October; the outcome (nothing found) is not sensitive. Source: RMF24 (24.10.2026).

  5. 24–25.10 — North-western Russia and Kaliningrad not named in Russian Defence Ministry bulletins; the US is running its annual nuclear exercise Global Thunder 27, with a B-52H flying to the Norwegian Sea. Interfax (24.10, 20:33): according to the Russian Defence Ministry's daytime bulletin for 24 October (08:00–20:00), 125 drones were downed over 14 regions, from Bryansk and Belgorod to Tyumen and Omsk oblasts, Crimea and the Black Sea; Leningrad, Pskov and Novgorod oblasts, St Petersburg and Kaliningrad are not named. No full overnight ministry list for the night of 25 October was found in permitted outlets at the time of compilation; governors reported interceptions over Rostov (more than 50, Interfax, 25.10, 07:05) and Tula (15) oblasts. Kaliningradskie Novosti (24.10 and 25.10, 08:00): three flights to Moscow cancelled each day at Khrabrovo, due to restrictions at Moscow airports rather than events in the region. Interfax (25.10, 04:53), citing the monitoring group MATA: a B-52H, callsign HUSH11, from Minot Air Force Base flew a training sortie to the Norwegian Sea as part of Global Thunder 27; US Strategic Command announced the start of the exercise on 22 October and calls it annual and "not in response to any nation". Interception counts are Russian Defence Ministry figures, not independently confirmed. By area, in detail

Construction of military facilities and fortifications

  • Latvia. Melnis (LSM, 24.10): eastern border air defence has been reinforced with radars and interceptor drones, but possible gaps must be closed; he discussed additional systems with the NAF commander. No new figures on ditches or barriers dated 24–25 October.
  • Estonia, Lithuania, Poland ("Tarcza Wschód"). No new construction progress data dated 24–25 October found.

Deployment and movement of troops

  • Latvia. From 26 October NATO's Multinational Brigade starts Resolute Reforger 2026 (about 3,000 troops, eastern municipalities; background — issue of 24 October).
  • Lithuania. "Budri pelėda" continues in ten municipalities until 4 December; the "Perkūno bastionas / Juodas vanagas" commandant exercise in the Klaipėda region ends on 25 October (LRT, 23–24.10, background). Reserves (item 3).
  • Poland. No new reports of force movements dated 24–25 October. "Ognista Struga-26" in Ełk commune (26–30 October) still has no second independent source.
  • Exercises: "Zapad-2026" is not taking place; "Ussisõnad-2026" is not independently confirmed.

Agreements and spending

  • No new agreements or budget decisions dated 24–25 October found; Poland's 2027 budget and Lithuania's budget are in the issue of 24 October.

Military aid and air defence/EW

  • Latvia (item 1): drone in Alūksne municipality; NAF service review and criminal case.
  • Poland (item 4): search near Lublin ended. Foreign Minister Radosław Sikorski on 24 October in Wejherowo (Interia): Poland and Europeans should send Ukraine more energy equipment, including generators; the foreign ministry is rehearsing a cyberattack on its headquarters with work from a backup site.
  • Lithuania (item 3): reserve reform.

Kaliningrad and Russian border regions

  • Russian Defence Ministry bulletins (item 5): the north-west and Kaliningrad not named for 24 October.
  • Kaliningrad. Flight cancellations at Khrabrovo on 24 and 25 October are linked to Moscow. No new information on the cause of the Su-30 crash on 21 October.
  • Russian reaction (item 2): Grushko on Europe's "suicidal" policy in the Baltic.
  • Belarus. No new exercises or readiness checks near the Lithuanian and Polish borders dated 24–25 October found.

Statements by officials

  • A. Grushko, 24.10: "One would like to hope, but for now they are pursuing a suicidal policy."
  • K. Aleksa, 24.10: the reserve must be ready to reinforce regular forces "from the first days of a crisis or war".
  • R. Melnis, 24.10: the Alūksne drone may have been shot down on the Russian side and glided into Latvia; air defence gaps must be closed.
  • J. Goryszewski, 24.10: no confirmation of a violation of Polish airspace.
  • R. Sikorski, 24.10 (Wejherowo): "Jeśli Ukraina przetrwa tę zimę, ja jestem dobrej myśli" ("If Ukraine survives this winter, I am optimistic").
  • J. Halla-aho, Speaker of the Finnish Parliament, 24.10 (Yle): leaders like Hitler or Putin "cannot be stopped by appeasement, they see it only as weakness".

⚠️ Contradictions and discrepancies

  • Was there a drone in Alūksne municipality? On 19 October, after checking video and radar data, the NAF said that "informācija par incidentu netika apstiprināta" ("information about the incident was not confirmed") and urged the public to "assess information responsibly" (nra.lv, 19.10). On 24 October wreckage of a foreign drone was found in the same area, and the NAF opened a review of its decisions. The later information is more accurate; the army's earlier wording has been overturned by the find. Our issues of 18–20 October did not cover this episode, so no corrections log entry is needed.
  • Origin of the drone. Melnis allows for a Ukrainian drone shot down over Russia; the NAF says only that the origin is being established and points to the risk of disruption from Russian electronic warfare. Neither version is officially confirmed; it is not scored as an attack.
  • Start date of the Lublin search. Our issue of 18 October described residents' reports in the night to 18 October; RMF24 on 24 October speaks of a six-day search ending on 23 October. This is consistent (18–23 October).
  • No new errors in previous issues requiring a corrections log entry were identified.

📊 Escalation risk assessment (0–10): 5.3 / 10

Final score: 5.3 / 10. Unchanged from the issue of 24 October. Nearest historical analogue — tense late Cold War standoff (≈3–4) with a noticeable premium: drone incursions caused by the war in Ukraine continue and are detected late, Russian rhetoric on the Baltic remains harsh, and both sides keep exercises near the borders. Below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no weapons have been used against NATO, and no movement of Russian troops towards the Baltic borders is confirmed by fresh sources.

Drivers on the side of Russia and its ally:

  • Foreign ministry rhetoric: Grushko on Europe's "suicidal" Baltic policy and the region's vulnerability.
  • War in Ukraine as a source of incursions: the Latvian NAF points to Russian electronic warfare as a factor disrupting drone navigation.

Drivers on the side of NATO and individual members:

  • Exercises near the borders: Resolute Reforger 2026 from 26 October in eastern Latvia, "Budri pelėda" in Lithuania.
  • Building up reserves: first meeting of NATO's Reserve Committee in Vilnius.
  • US nuclear exercise Global Thunder 27 with a B-52H flight to the Norwegian Sea: annual, but a pretext for Russian rhetoric.

Mutual / structural factors:

  • Drones unseen by air defence: the Latvian case shows an object could come down unnoticed a week earlier; Melnis acknowledges gaps.
  • Mutual rhetoric about "provocations" and "aggressive exercises" without concrete new measures.

Stabilisers (both sides):

  • No casualties and no sign of a deliberate attack in Latvia; the authorities act through a review and an investigation.
  • Poland's Operational Command does not confirm any airspace violation.
  • On the Russian side, the north-west and Kaliningrad do not appear in the 24 October bulletins; NATO exercises are announced in advance, and Global Thunder is declared annual.

Rationale: no new classes of events. The Latvian find is a belated confirmation of an incursion on 18 October, of the same class as the incident in Lithuania's Pasvalys district (issues of 18–19 October); the likely explanation is a stray drone, not an attack. Grushko's rhetoric repeats earlier lines. The week from 19 to 25 October passed with an identical score.

Delta to previous issue: = (0.0) — 5.3 (24 October) → 5.3 (25 October). Reason: the weekend's events are confirmation of a past incident, scheduled meetings and rhetoric, with no change in troop deployments.
