Context

The exercise comes as the allied presence in Latgale grows. According to an LSM report of 24 October, allied units (Italians, Spaniards, Canadians; sometimes up to 120 personnel) rotate roughly monthly through the base of the 34th Infantry Battalion of the National Guard in Daugavpils, two more sites in eastern Latvia are under consideration, and within two to three years the brigade plans to exercise right up to the Russian border. The brigade's previous large exercise was called Resolute Warrior: in 2025 it ran from 1 to 10 November in central and eastern Latvia. Sources do not describe Resolute Reforger as annual.

Colonel Brassard (gorod.lv): as part of Latvia's defence, "we must be able to operate beyond military bases". In the LSM report he says that in a crisis in the area, forces "would already be stationed".
