Issue of 26 October 2026 — covering 25–26 October 2026

Note: The 25–26 October window passed without any announced air or border incidents in the Baltic states or Poland; the main news is figures and plans. LTV's De Facto programme (LSM, 26.10) reports more than 12,000 prevented attempts to cross illegally from Belarus into Latvia since the start of the year and more than 60 cases of damage to border infrastructure, against 23 a year earlier; investigators suspect Belarusian border guards of organising it, which Alexander Lukashenko denies. Estonian Defence Minister Martin Herem named a target of "about a dozen" light jet aircraft against jet-powered drones, the "Geležinis Vilkas" brigade is exercising in Lithuania and the "Defending Baltics 2026" conference has opened in Vilnius, while in Latvia NATO's Multinational Brigade begins Resolute Reforger 2026 on 26 October as scheduled. Russia's Defence Ministry daytime report for 25 October does not name north-western Russia or Kaliningrad. (Previous issue: 25 October 2026, risk 5.3/10.)

Top stories of the day

  1. 26.10 — Latvia: more than 12,000 illegal crossing attempts from Belarus stopped since January, and more than 60 cases of border infrastructure damage, against 23 a year earlier. LTV's De Facto, in LSM's Russian service (26.10): migrants pay about 5,000 dollars for the route through Russia and Belarus, usually in cryptocurrency; those who have not paid, according to prosecutor Andris Alekseevs, are coerced into damaging infrastructure, including electrical cabinets and video cameras. The army and border guard operation "Vilkatis" uses 100–200 soldiers a day; before it began more than 800 people were returned to neighbouring countries, since then about 70. Prosecutors have been running a criminal case on a criminal organisation since July and suspect Belarusian border officials of organising illegal migration and damage to Latvian infrastructure; Lukashenko, in a video shown in the report: "such things were not coordinated with me, so they were not carried out". NAF Colonel Gunters Strazdītis: "there are no guarantees, but there are no signs of anything specific now either". Figures are Latvian agencies' data in a single public-broadcaster report; there is no independent count, and the item is not of a resonant kind (annual statistics). 2. 25.10 — Estonia: Defence Minister Herem talks of buying "about a dozen" light jet aircraft against jet-powered drones within four years or sooner. ERR News (25.10, around 10:29 Tallinn time, from an "Aktuaalne kaamera" report): where and when to buy them and where to base them has not been decided; a fighter costs between 15 and 100 million euros each, and money remains the obstacle. Herem: "smaller jet-powered aircraft could fulfill that role, whether manned or unmanned". Former Air Force commander Vello Loemaa: targets would be drones flying at roughly 100–600 km/h, a squadron would be about a dozen aircraft, and training would take one to two years; Estonian pilots are not trained to engage aerial targets. The Estonian Air Force has used two Czech L-39 trainers for about 15 years. This follows Herem's interview of 23 October (issue of 24 October). Single source; no procurement decision has been taken. 3. 25–26.10 — Lithuania: the "Geležinis Vilkas" brigade runs the three-day "Geležinis žvalgas" exercise in Alytus and Varėna districts; the two-day "Defending Baltics 2026" conference opens in Vilnius. LRT via BNS (25.10, 07:42): the exercise runs from 25 to 27 October in forests of the two districts, with pyrotechnics and simulated munitions only in the Lavysas and Jakuliai forests, and vehicles moving on roads only. LRT via BNS (26.10, 07:03): Defence Minister Robertas Kaunas opens the conference at the National Gallery of Art under the theme "The War Above Us: Ukraine's lessons in air, space, strike capabilities and state continuity"; Chief of Defence Rear Admiral Giedrius Premeneckas, Land Forces Commander Brigadier General Nerijus Stankevičius, Ukrainian Defence Ministry representatives, RUSI and the European Space Agency take part. EU Commissioner Andrius Kubilius: "Ukraina mus moko" ("Ukraine is teaching us"). 15min (26.10, 06:27): Lithuania's Health Ministry presents on Monday 10 Lithuanian-made anti-drone systems for Ukrainian combat medics, with 198,000 euros of support from the company NT Service. Scheduled events; LRT and 15min run the same BNS text, so this is one source. 4. 25.10 — Defence24: Russia is restocking tank storage bases with new equipment, but the figure of 115,000 troops on NATO's northern borders is a projection for after the war in Ukraine, not a current deployment. Analysis by Mateusz Saweczko and Aleksander Olech (Defence24, 25.10, 18:30): satellite images from October 2025 and October 2026 show new T-90M tanks and BTR-82A carriers arriving at the 22nd Central Tank Reserve Base in Buy (Kostroma region, about 500 km from NATO territory), some of them going into storage rather than to Ukraine; according to an OSINT analyst, up to 78 tanks and more than 100 BMP-2s were delivered to the Topchikha base (Altai Krai) in the summer; in Karelia near Petrozavodsk there is a base for 4,000–6,000 troops with room to expand (citing RFE/RL of 16 October, RUSI and a Scandinavian-Baltic investigation from June 2026). The authors write explicitly: "Liczba 115 tys. żołnierzy odnosi się do szacunków dotyczących potencjalnego przyszłego rozmieszczenia rosyjskich sił" ("the figure of 115,000 troops refers to estimates of a potential future deployment of Russian forces"), and that the restocking "nie oznacza" preparations for an imminent confrontation with NATO. Contract recruitment in Q1 2026 was about 71,000, roughly 20% lower than a year earlier. This repackages previously published investigations rather than reporting a new movement; there is no fresh data on troops moving towards the Baltic borders. See the contradictions section. 5. 25–26.10 — North-western Russia and Kaliningrad are not named in Russia's Defence Ministry daytime report for 25 October; a drone alert was declared in Novgorod region in the evening. Interfax (25.10, 20:44 MSK): between 08:00 and 20:00, 38 drones were downed over Bryansk, Belgorod, Kursk, Oryol, Smolensk and Tver regions, Perm Krai and the Black Sea. Interfax (25.10, 23:46 MSK), citing the regional emergencies directorate: "Опасность по БПЛА на территории Новгородской области" ("drone danger in Novgorod region"), with possible mobile internet disruptions; no interceptions over the region had been reported by build time. No full overnight Defence Ministry list for the night into 26 October was found in permitted outlets by build time; the Rostov governor reported more than 20 drones downed (Interfax, 26.10, 07:01 MSK). Vladimir Putin, in an interview with Pavel Zarubin (Interfax summary, 25.10, 14:31), spoke about unrest in European countries and accusations against Russia; the summary contains nothing on the Baltic, NATO or military measures. Interception counts are Russian Defence Ministry data with no independent confirmation. By area, in detail

Construction of military facilities and fortifications

  • Latvia (item 1): damage to infrastructure on the Belarusian section, more than 60 cases since January. No new figures on ditches or barriers dated 25–26 October.
  • Estonia, Lithuania, Poland ("Tarcza Wschód"). No new construction progress data dated 25–26 October found.

Deployment and movement of troops

  • Latvia. Resolute Reforger 2026: according to the Multinational Brigade headquarters announcement (Dzirkstele.lv, 21.10; LSM, 23.10, background), the exercise runs from 26 October to 8 November with about 3,000 troops and about 1,000 vehicles and equipment units; from 26 October to 2 November units move from the Ādaži and Ceri bases by road and rail to Ogre, Jēkabpils, Aizkraukle, Daugavpils, Alūksne, Balvi, Gulbene, Madona, Rēzekne and Augšdaugava municipalities and Rēzekne city. No fresh report of the actual start was available at build time.
  • Lithuania (item 3): "Geležinis žvalgas" until 27 October; "Budri pelėda" until 4 December (background). BNS (15min, 26.10, 07:35) reports from Vištytis on the border with Kaliningrad region, where soldiers help border guards patrol: residents say life goes on as usual.
  • Poland. No new reports of force movements dated 25–26 October found. "Ognista Struga-26" in Ełk municipality (26–30 October) still has no second independent source.
  • Exercises: "Zapad-2026" is not taking place; "Ussisõnad-2026" is not independently confirmed.

Agreements and spending

  • Estonia (item 2): light jet aircraft are a target, with no decision and no funding.
  • No new agreements or budget decisions dated 25–26 October found.

Military aid and air defence/EW

  • Estonia. Foreign Minister Margus Tsahkna (ERR News, 25.10): Estonia is preparing to send a "substantial number" of locomotives to Ukraine, with the ministry earlier naming more than 60 possible units; another 10 million euros goes through NATO's PURL mechanism, bringing Estonia's total there to 30 million euros.
  • Lithuania (item 3): 10 anti-drone systems for Ukrainian medics.
  • Poland. RMF24 (26.10, 06:58): a draft new curriculum for the school subject "Edukacja dla bezpieczeństwa" includes shooting and drones.
  • Estonia, society. ERR (Russian, 25.10): insurers are extending cover for peacetime damage from stray drones, missiles and shells; at Seesam the surcharge is about 1–3 euros a month, and cover ends if martial law is declared.

Kaliningrad and Russian border regions

  • Russian Defence Ministry reports (item 5): the north-west and Kaliningrad are not named for 25 October; drone alert in Novgorod region on the evening of 25 October.
  • Long-term construction near NATO borders (item 4): restocking of equipment storage bases; the Karelia base is background.
  • Kaliningrad. No new reports of military activity dated 25–26 October found in permitted sources; the cancellation of Moscow flights on 25 October was due to restrictions at Moscow airports (issue of 25 October).
  • Belarus (item 1): Latvian investigators suspect Belarusian border guards; Lukashenko denies approving such actions. No new exercises near the Lithuanian and Polish borders dated 25–26 October found.

Statements by officials

  • M. Herem, 25.10: smaller jet aircraft "could fulfill that role"; going down the expensive fighter route is something "we certainly could not afford".
  • A. Kubilius, 26.10: "Ukraina mus moko" ("Ukraine is teaching us").
  • A. Alekseevs, Latvian prosecutor, 26.10 (De Facto): "This is not some small national case!"
  • G. Strazdītis, NAF colonel, 26.10 (De Facto): there are no guarantees, but no signs of anything specific now.
  • M. Tsahkna, 25.10: serious peace negotiations are impossible until Russia changes its behaviour.
  • P. Toveri, MEP and former Finnish general, 25.10 (DW, as summarised by Defence24, 26.10): "Rosja rozumie tylko siłę" ("Russia understands only force"); after drone incursions the EU should quickly tighten sanctions or hand Ukraine money from frozen assets.

⚠️ Contradictions and discrepancies

  • "115,000 Russian troops on NATO's borders". On 23 October Defence24, citing the Latvian project Taisniba, presented the figure as a current operation; on 25 October the same outlet states explicitly that it is an estimate of a potential future deployment after the war in Ukraine, and that restocking does not mean preparations for an imminent confrontation. This matches the assessment in our issue of 24 October; the later and more detailed piece is more accurate. Not factored into the score.
  • Belarus's role in damage to Latvian infrastructure. Latvian prosecutors suspect Belarusian border guards of organising it; Lukashenko denies that such actions were coordinated with him. Analysts in the De Facto report allow both versions: a deliberate hybrid tool, or Minsk losing control of the border. Neither has been established in court.
  • Omission in the issue of 25 October. The BNS report on the start of "Geležinis žvalgas" was published on 25 October at 07:42, before the morning build, but did not make it into the issue. It is a scheduled brigade exercise with no resonant parameters; that issue made no substantive claims it would contradict, so no correction log entry is required.
  • No new errors in previous issues requiring a correction log entry were identified.

📊 Escalation risk assessment (0–10): 5.3 / 10

Final score: 5.3 / 10. Unchanged from the issue of 25 October. Closest historical analogue: tense late Cold War standoff (≈3–4) with a noticeable premium: pressure across the Belarusian border continues and is rising in the number of infrastructure damage cases, both sides keep exercises near the borders, and the Baltic states are preparing for the jet-drone threat. Below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no weapons have been used against NATO, and no movement of Russian troops towards the Baltic borders is confirmed by fresh sources.

Drivers on the side of Russia and its ally:

  • Hybrid pressure via the Belarusian border: more than 60 cases of damage to Latvian infrastructure this year against 23 a year earlier, with suspicions against Belarusian border guards.
  • Long-term restocking of equipment storage bases (Defence24): background, with no sign of movement.

Drivers on the side of NATO and individual members:

  • Exercises near the borders: Resolute Reforger 2026 (about 3,000 troops) in eastern Latvia from 26 October, "Geležinis žvalgas" and "Budri pelėda" in Lithuania.
  • Rearmament plans: Estonia is discussing light jet aircraft against drones.

Mutual / structural factors:

  • The war in Ukraine as a source of drone incursions and of mutual rhetoric; Estonian insurers are already pricing stray-drone risk into policies.
  • Unattributed hybrid actions: the dispute over Minsk's role is unresolved.

Stabilisers (both sides):

  • A window with no announced air incidents over the Baltic states and Poland.
  • Defence24 itself retracts the alarming reading of the 115,000 figure, and the Latvian military sees no signs of a specific threat.
  • On the Russian side the north-west and Kaliningrad do not appear in the 25 October report; NATO exercises were announced in advance, with routes and dates published.

Score rationale: no new classes of events. The Latvian statistics describe a long-running process; the Defence24 analysis repeats known data and softens the earlier framing; the exercises are scheduled and announced. Eight issues in a row, from 19 to 26 October, at 5.3.

Delta to previous issue: = (0.0): 5.3 (25 October) → 5.3 (26 October). Reason: a weekend and Monday morning without incidents, scheduled exercises and conferences, no change in troop deployments.
