Note: the previous issue was dated 2 August 2026 (escalation risk 4.1/10). The 2–3 August window again passed without direct NATO–Russia incidents inside the Baltics proper: no new dated intercepts of Russian aircraft over the Baltic, no violations of Estonia's/Latvia's/Lithuania's land borders, and no confirmed drone alerts over the Baltic states dated 2 or 3 August — the skies over the three countries were calm in the window. No fresh dated Baltic Fleet manoeuvre near Kaliningrad in the window either. The main fresh dated shift of the window was on the kinetic contour: overnight into 3 August the volume of the Russia–Ukraine drone war fell sharply — the Russian MoD reported 131 UAVs downed versus "635" the night before (independently relayed by Fontanka), and Pskov, Leningrad regions and St. Petersburg were again outside the strike list — the seventh consecutive nightly cycle. On the hybrid contour, the Latvia–Belarus border remained closed as of 2 August; Latvia's Cert.lv found no signs of external interference in the IT-system failure at the crossing (Riga maintains the technical-glitch version, not a cyberattack), and the Interior Ministry urged citizens not to travel to Belarus. Separately, as clearly flagged day-before-yesterday context (1 August, not counted as fresh in the main digest), we record an episode omitted from the previous issue: during a Russian strike on Kyiv the Lithuanian embassy building was damaged and Vilnius summoned the Russian chargé. Construction of military facilities and fortifications
- Latvia — eastern border (context). Reinforcement of the eastern border continues (radars, barriers, counter-drone assets); the enhanced-security regime in the Latgale border municipalities is extended to end-2026 (decision of early July). No fresh construction announcements dated 2–3 August in the window.
- Estonia — Baltic Defence Line (context). Previously announced bunkers/barriers on the Narva and south-eastern sectors, the military camp near Narva, anti-tank ditches on the south-eastern border and fixed drone-detection systems remain in force; no fresh dated steps in the window.
- Poland / Suwałki Gap (adjacent context). "East Shield": per independent estimates (satellite imagery, late July) some ~61 km of lines were built from October 2024 to mid-July 2026, of which only ~10 km are continuous linear fortifications; near the Kaliningrad border the works are still fragmentary. Bundeswehr engineers and Polish sappers continue work in the Suwałki Gap (2024–2028 project). No fresh step dated 2–3 August.
- Lithuania — military mobility (context). Funding of access roads to the Pabradė and Rūdninkai training areas and of dual-use transport infrastructure under the 2026 State Defence Fund continues; no fresh dated step in the window.
Deployments and troop movements
- Turkish F-16s at Ämari — under the new air-defence mandate (context 01.08). The handover from the Portuguese to the Turkish contingent (5 F-16 Block 50+, ~76 personnel of the 181st "Panther" squadron, duty 1 August – 30 November) took place 31 July – 1 August already under NATO's transformed air-defence mandate; covered in the previous issue. No fresh rotation step dated 2–3 August.
- Lithuania — heightened-readiness period August–September (structural background, running in the window). Per Lithuania's Chief of Defence Gen. Raimundas Vaikšnoras, August and September are declared months of heightened readiness in connection with the Russia–Belarus "Zapad-2026" exercise (active phase ~mid-September): continuous exercises, leave cancelled, reinforced border and cyber readiness. The cycle is running in the window; it is a pre-emptive defensive measure, with no dated 2–3 August event.
- Border cooperation Lithuania↔Latvia (in the window). Amid the border closure, Lithuania is sending a group of border guards with service dogs to assist Latvia on the most problematic sections of the Latvia–Belarus border (coordinated by Latvia, for at least two weeks); Estonia had earlier reinforced Latvia's border with additional guards too. - German-Netherlands Corps (structural background). Latvia's and Estonia's land forces have been under the operational command of the 1st German-Netherlands Corps (Münster) since 1 July — a rapid-reinforcement role. No fresh dated steps in the window.
Agreements and spending
- Baltic defence spending ≥5% of GDP (structural background). Commitment to ≥5% of GDP from 2026 (Estonia — ~5.4% of GDP in 2026–2029, a spending plan of over €10 bn for 2026–2029) remains a backdrop; no dated announcement in the window.
- Rail Baltica — military-mobility gap (context 31.07). Estonia's public irritation at delays on the Latvian section and the European Commission's termination of the military-mobility financing agreement (Latvia loses ~€51.5 m near Salaspils) is a structural gap in NATO readiness; no fresh step dated 2–3 August on this line.
Military aid / air defence / EW
- Baltic air-defence mission (fresh background, effective 01.08). The formal shift of Baltic Air Policing to an air-defence posture (expanded mandate, full integration into NATO IAMD) has been in effect since 1 August; in the 2–3 August window there was no dated use of the mandate (no intercepts over the Baltic recorded).
- Latvia — VATS26 (context). August drills in multi-domain air defence against UAVs (acoustic/radar systems, EW, laser weapons) are announced. No dated event in the window.
- EW/GPS near Kaliningrad (structural background). GPS jamming/spoofing from Kaliningrad over the Baltic remains a constant backdrop; no EW incident over the Baltic dated 2–3 August was recorded.
- No fresh arms deliveries or new aid packages for the region dated 2–3 August were recorded.
Kaliningrad and Russia's border regions
- Baltic Fleet — no fresh manoeuvre in the window. No Baltic Fleet manoeuvre near the exclave dated 2–3 August was recorded (the counter-strike-drone drills at fleet facilities fell on 29 July and were covered earlier). Kaliningrad's structural A2/AD posture ("Bal"/"Bastion" coastal missile systems, "Iskander", EW) remains a constant backdrop.
- Air activity near the Baltic borders (context). The last published weekly Lithuanian MoD report on intercepts near the Baltic borders covers 20–26 July (four scrambles that week, including Tu-22M, Su-35S, Su-30SM with transponders off); a report for 27 July – 2 August was not yet out at the time of compilation — no intercepts dated 2–3 August can be confirmed.
- The north-west corner (Pskov/Leningrad region/St. Petersburg) — calm for a seventh consecutive cycle. Overnight into 3 August the NW regions were again outside the Russian MoD intercept list; Fontanka reports no drone attacks on Leningrad region/St. Petersburg in the window (the last real strike on St. Petersburg/Leningrad region was on 3 June). No fresh kinetics dated 2–3 August directly at the NW corner.
- "NATO air reconnaissance over the Gulf of Finland" (2 August) — a single registry-listed source, no independent confirmation. A report of NATO reconnaissance aircraft flying in Baltic-states airspace, including off Estonia's Gulf of Finland coast, was circulated on 2 August by a registry-listed source (TASS — access blocked by Baltic regulators, no direct link; relayed via the anonymous news-pravda network — no link). NATO reconnaissance flights over the Baltic are routine, but this specific episode has no independent confirmation at the time of compilation — under the two-source rule it is presented as the claim of a single (and registry-listed) source, not as an established fact.
Statements
- Latvia — Defence Minister on the impossibility of a direct Russian strike (context 29.07). Latvia's Defence Minister said a direct conventional Russian military attack on NATO is currently impossible — a deterrent (de-escalatory) signal in the military leadership's assessment; on the edge before the window.
- Lithuania — Russian chargé summoned over the strike on the embassy in Kyiv (context 01.08, see "Contradictions"). Lithuania's MFA (Minister Kęstutis Budrys) summoned the Russian chargé on 1 August after a massive Russian strike on Kyiv damaged the Lithuanian embassy building (per Vilnius, missiles landed ~10 m and ~150 m from the building; windows and solar collectors broken, no casualties). The event is dated 1 August (the day before yesterday) and is given as clearly flagged context, not as a fresh event of the window.
- Window backdrop. Baltic intelligence assessments that there is no "specific plan, date or organiser" for a Russian provocation against the Baltic states and Poland persist as a backdrop — a deterrent signal.
⚠️ Contradictions and discrepancies
- Daily UAV-intercept figure: a registry-listed source's divergence (EADaily — 245 vs 131) and a sharp drop in volume. For the night into 3 August the Russian MoD claimed 131 UAVs downed; this value is independently relayed by Fontanka (~"over 130") and regional media (Kuban24), which we take as the baseline. Meanwhile the registry-listed outlet EADaily (access blocked by Baltic regulators — no link) gave two divergent figures — 245 and 131 in the window; the divergence likely reflects a mix of daily and nightly counters or interim reports. Under the two-source rule we record 131 as the nightly departmental value (corroborated by independent relay), and treat "245" as an unconfirmed outlier from a single registry-listed source. Substantively the key point is that volume fell sharply versus "635" the night before, while the NW corner (Pskov/Leningrad region/St. Petersburg) stays off the list for a seventh consecutive cycle — both facts independently corroborated by the absence of Fontanka reports of strikes on Leningrad region/St. Petersburg.
- The strike on Lithuania's embassy in Kyiv (1 August) was not reflected in the previous issue. The episode fell within the previous issue's window (overnight into 1 August) but did not feature in the 2 August digest. This is an omission of a significant event, not a misstated fact: no incorrect claims about this episode were published earlier, so no entry is added to the correction log (
corrections.json); the event is recorded here as clearly flagged context with the correct date (1 August) and independent sources (LRT, Ukrainska Pravda, Euromaidan Press, Reuters/LIGA.net). Rationale for the score: the level is lowered to 4.0 (↓ −0.1). The dominant fresh signal of the window is de-escalation of the kinetic backdrop near the region: the nightly volume of the drone war fell nearly fivefold (131 vs 635), and the NW corner stays calm for a seventh consecutive cycle (independently corroborated by Fontanka). This outweighs the pinpoint up-factors of the window — the diplomatic irritant from the strike on Lithuania's embassy in Kyiv (an episode in Ukraine, the day before yesterday, with no direct effect on the military balance in the Baltics proper) and the persisting but non-military, channel-narrowing hybrid pressure on the Latvian border (where Cert.lv finds no signs of an external attack).
