Issue of 26 September 2026 — for the period 25 – 26 September 2026.

Note: On Friday Lithuania opened its largest annual mobilisation-system check, Vyčio skliautas 2026, and Saturday is a practical evacuation of volunteers who signed up in advance, not of the public. On Friday morning a RIA Novosti text about a "very short" special military operation against Lithuania appeared and was taken down within hours; the Lithuanian Armed Forces called it ordinary intimidation. No new RCB air alert for 25–26 September was found on gov.pl, and the Russian Defence Ministry's list for the night of 24–25 September does not include the north-west.   1. 25–26.09 — Lithuania opened Vyčio skliautas 2026: a mobilisation check through 3 October, with a volunteers-only evacuation on Saturday. LRT/BNS (25.09, 06:30, updated 07:43) and 15min/BNS (25.09, 05:20), citing the Government Chancellery: the largest annual exercise of the national mobilisation system began on Friday and runs to 3 October, mixing tabletop work and live tasks. About 3,000 civil servants, officials, municipal, company and NGO representatives and about 1,000 volunteers take part. The scenario is fictional but "based on today's threats": a worsening situation, energy and communications failures, reception of allied forces, continuity of critical services, and a shift to a mobilisation regime. Government Chancellor Tomas Daukantas, at Friday's press conference (LRT/ELTA, 25.09, 10:48): he does not see a change in the threat level, and ordinary life should not be disrupted. National Crisis Management Centre head Vilmantas Vitkauskas: the two visible days are 29 September (sirens, text messages and the LT72 app nationwide) and 3 October. A government text reprinted by Ūkininko patarėjas on 25.09, credited to the Government: on 26 September the Fire and Rescue Department and municipalities check the whole evacuation chain. The practical movements send people from Švenčionys, Kazlų Rūda, Vilkaviškis, Tauragė, Pagėgiai and Ignalina and receive them in the Kaunas, Pakruojis, Telšiai and Anykščiai districts. Other municipalities rehearse procedures in emergency centres. Only volunteers who signed up in advance travel; other residents are not evacuated. Police keep order and separate civil and military traffic. Prime Minister Mindaugas Sinkevičius in the same text: air defence and protection of critical infrastructure remain the priority, but the threats are complex, and "these exercises are a resilience test of the whole system". Deputy Defence Minister Tomas Mikelkevičius, same text: mobilisation is the state's ability to act as one system. No Saturday-morning report that columns had already moved was found by the time this issue closed: this is Friday's plan for Saturday.   2. 25.09 — Lithuanian Armed Forces: the deleted RIA text about a "short special operation" against Lithuania is ordinary intimidation, and no extra measures are required. Delfi (25.09, 14:20) and 15min (25.09, 13:58): on Friday morning RIA Novosti published and then deleted a piece which Lithuanian reports headlined as "Russia faces another special military operation. It will be very short", discussing a possible war against Lithuania. Per Delfi the text was available for about three hours; the agency then said it was removed because it matched neither the newsroom nor Russian state policy. The author, per Delfi and 15min, is Alexander Nosovich, whom Delfi describes as a Kaliningrad propagandist. LRT (25.09, 12:33) and kauno.diena (25.09, 14:23) carry the Armed Forces' Facebook reply: trying by every means to frighten neighbours is this country's usual method and an intimidation tactic, and "no additional action should be taken because of such statements"; NATO armies "are ready to fight tonight, tomorrow, or whenever required". This is a military comment on someone else's text, not a report of a movement or an incident. RIA Novosti is an EU-sanctioned outlet — no direct link. The claim of a coming special operation is one article which the publishing agency itself disavowed; there is no independent confirmation of such a plan, and it is not treated as fact.   3. 25.09 — The European Commission, per LRT: the Baltic ministers' letter on counter-drone defence has been received and is being examined carefully. LRT (25.09, 10:58; English version 11:26), correspondent Evaldas Labanauskas: on Thursday evening the newsroom received the Commission's reply to the letter from Estonian Defence Minister Martin Herem, Latvian Defence Minister Raivis Melnis and Lithuanian Defence Minister Robertas Kaunas. The Commission line as carried by LRT: "We understand the concerns of our member states and take them very seriously"; the letter has been received and is being examined carefully. The Commission quote does not repeat €500 million: that figure still traces to Finland's Iltalehti, as earlier issues noted. LRT separately carries Kaunas (not from the Commission reply): Lithuania is taking the lead on a system that joins detection, artificial intelligence and kinetic interceptors, and sees the Baltic states as "the wall" that protects the rest of Europe. No second outlet with its own text of the same Commission reply was found in the window: this is one newsroom's correspondence. LRT, citing Politico (Friday), adds that Commission President Ursula von der Leyen is considering new measures against sabotage and cyberattacks, and that Paris and Berlin oppose a wider Brussels role in security. That is one retelling of Politico, not a decision. An EU defence ministers' meeting is set for Monday; it has not taken place.   4. 25.09 — Lithuania's Interior Ministry: the archive system EPEKIS was broken into on Thursday evening; no download is established, and no author is named. LRT (25.09, 16:35) and Delfi the same day carry the ministry statement: on the evening of 24 September Interior Minister Martynas Katelynas was told of a cyberattack on a system run by the Informatics and Communications Department. Access was cut off thanks to new monitoring; criminal police and the data-protection inspectorate were contacted, and the National Cyber Security Centre was informed. EPEKIS has not been in active use since 2018 and stores an archive of foreigners who applied for Lithuanian citizenship: mostly names without personal codes. On the ministry's current information, data sets were created; a download has not been established. Katelynas ordered the ministry's other systems checked and does not rule out that an artificial-intelligence platform was used. That is his supposition, not a finding of the investigation. The ministry statement names no Russian or other author. lrytas/ELTA (25.09, 18:40) places the same intrusion in Friday's roundup next to the start of the exercise.   5. 25–26.09 — Overnight strikes on Russia: the Defence Ministry list for the night into the 25th does not include the north-west; on the morning of the 26th the notes found name Moscow and Tula. Fontanka (25.09, 09:26) carries a Defence Ministry summary: from 20:00 on 24 September to 08:00 on 25 September, 592 drones were destroyed over Belgorod, Bryansk, Volgograd, Voronezh, Kaluga, Kursk, Lipetsk, Oryol, Rostov, Tver, Tula and Samara oblasts, Smolensk, the Moscow region, Krasnodar and Perm territories, Udmurtia, Tatarstan, Crimea and the Black Sea. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not on that list. Interfax (25.09) separately gives the daytime window 08:00–20:00: 55 drones over Belgorod, Bryansk, Kursk and Rostov oblasts, Crimea and the Black Sea — again without the north-west. Kommersant (26.09, 05:35): Moscow Mayor Sergei Sobyanin reported 11 drones on approach to the capital, Tula Governor Dmitry Milyaev reported 18 over his region; Vnukovo and Domodedovo are accepting and dispatching flights in coordination with the authorities. No full Defence Ministry morning list of regions for the night into 26 September was found by the time this issue closed, so these two notes do not establish a quiet north-west that night. The figures 592 and 55 are departmental, each in one outlet's rendering; Fontanka's separate casualty estimate is not used here as established. By area, in detail

Construction of military facilities and fortifications

  • No new kilometres of ditches, dragon's teeth, Baltic Defence Line sections or Eastern Shield works dated 25–26 September were found.
  • In the Vyčio skliautas plan, Vitkauskas (LRT/ELTA, 25.09) says an international departure would need one-way flows and stronger bridges. That is a list of what still has to be assessed with Polish colleagues, not a report of construction started.

Troop deployments and movements

  • Lithuania — Vyčio skliautas 2026 (item 1). This is a civil-mobilisation check in its third year, not a new brigade. An exercise page has been opened: dates, scale and content are confirmed by the chancellery, BNS and the government text.
  • Poland at the exercise: Vitkauskas said a delegation of about 20 people from different Polish institutions will look at border-crossing procedures and a possible evacuation from Lithuania, and also from Latvia and Estonia. A national plan exists; the international one "is being written now". He called the Suwałki Gap important "both militarily and logistically". These are one official's words at Friday's press conference, not a report of Polish troops moving in.
  • Latvia — Namejs 2026 continues until 8 October; Lithuania — Perkūno griausmas 2026 until 15 October. No new dated episodes of either exercise were found for 25–26 September. The four German Eurofighters at Lielvārde remain a Thursday fact and are not repeated here as a new arrival.
  • Czarny Obrońca '26, on the earlier announcement, ended on 24 September. No fresh closing report for 25–26 September was found.
  • A training humanitarian camp at the Lazdijai hippodrome is set for 3 October (09:00–17:00), including the Riflemen's Union. That is an episode of the same exercise, not a separate operation.

Agreements and spending

  • The Commission reply confirms receipt of the letter. It is not an allocation of €500 million (item 3).
  • Vitkauskas on 100,000: at the same press conference he named a civilian mobilisation-personnel reserve of "about 100,000" as the target — a list of posts that should keep working, not a call-up this week. The figure is in LRT/ELTA; there is no second independent count.
  • Virginijus Vitalijus Vilkelis (Mobilisation and Civil Resistance Department at the Defence Ministry, same press conference): €5 million for civil security now passes through the ministry — salaries, exercises, instructors. That is one speaker. He also recalled an old line from the army commander, "I will not defend myself with paving stones"; it is not treated here as a new statement by the commander.
  • The EU defence ministers' meeting on Monday has not yet taken place.

Military aid and air defence / electronic warfare

  • Poland, air. No separate RCB page titled as an air threat for 25 or 26 September was found on gov.pl. The RCB daily report dated 25.09.2026, in its "yesterday" block, describes Thursday's text messages to Lublin and Subcarpathian provinces and the all-clear, "no threat on Polish territory". That report has no new line about Polish aircraft in the air overnight into the 26th. A missing page is not an official statement that the nights were empty.
  • Estonia. No new intercepts or airport restrictions over the Baltic states for 25–26 September were found in the ERR, LSM and LRT pages reviewed.
  • The EPEKIS intrusion (item 4) is an Interior Ministry archive, not military air defence. No author is established.
  • For 29 September, in Klaipėda district, the government text schedules a check of forces that protect critical infrastructure from air threats, together with the army, the border service and the police. That is a future episode of the exercise, not a Saturday event.

Kaliningrad and Russia's border regions

  • The night into 25 September: the north-west is absent from the Defence Ministry list carried by Fontanka (item 5). The night into the 26th: there is no full summary; the morning notes found name Moscow and Tula.
  • No dated Baltic Fleet release on Kaliningrad Oblast for 25–26 September was found. The text Lithuanian outlets attribute to Nosovich is not a fleet report and not a Russian Defence Ministry statement.
  • The FSB regime on the Estonian border. On earlier reporting, extra restrictions in Kingisepp and Slantsy districts were announced through 26 September inclusive. No fresh note on 25–26 September about an extension or a lifting was found. The arrival of a previously named end date is not itself a confirmed lifting.
  • Belarus. No report dated 25–26 September in non-registry outlets of a new exercise on the Polish and Lithuanian borders was found. Zapad-2026 is not being held. Ussisõnad-2026 is not independently confirmed. The Lithuanian evacuation scenario speaks of a fictional threat of military intervention from Minsk; that is an exercise legend, not a Belarusian event.

Statements by officials

  • Lithuania — M. Sinkevičius (government text, 25.09): the exercise is a resilience test of the whole system; air defence and critical infrastructure remain the priority, and the response to threats has to be joint.
  • Lithuania — T. Daukantas (25.09): he does not see the threat level as changed; daily life should not be interrupted.
  • Lithuania — V. Vitkauskas (25.09): the Suwałki Gap matters militarily and logistically; the international evacuation plan with Poland is still being written; the national one already exists. About 20 Polish participants. The civilian-reserve target is about 100,000 posts, not a mobilisation this weekend.
  • Lithuania — the Armed Forces (Facebook, 25.09): no extra measures because of the deleted text; the reminder of readiness is addressed rather to Russia.
  • Lithuania — M. Katelynas (25.09): the archive intrusion was noticed and cut off; no download is established; an AI platform is not ruled out.
  • European Commission (reply received by LRT on the evening of 24.09, published 25.09): the concern is understood and taken seriously; the letter is being examined. The quote contains no sum.
  • Estonia — Gert Kaju, head of the Defence Ministry's defence-readiness department, weekly briefing on Friday (ERR; the page marks a radio bulletin of 25.09, 12:00). He said Poland and the Baltic states have simplified and sped up the chain of command for reacting to an air threat; that 39 drones entered Moldovan airspace this year; that drones have been shot down in Estonia, Latvia, Lithuania, Poland and Romania; and that the Ukrainian side speaks of about 1,900 Russian jet-powered drones in September and about 1,500 Russian military casualties a day. All of these figures are one briefing, partly citing Ukrainian data. They are not closed by a second source in the window and are not treated as established. The briefing is not presented as a fresh order changing rules of engagement.
  • Russia: no Kremlin or Foreign Ministry statement dated 25–26 September on the Lithuanian exercise or the deleted text was found in non-registry outlets. The RIA piece, per Delfi, was withdrawn by the agency itself as inconsistent with its editorial line and with state policy.

⚠️ Contradictions and discrepancies

  • Where the volunteers go on 26 September. The government text (the Government via Ūkininko patarėjas, 25.09) names the Kaunas, Pakruojis, Telšiai and Anykščiai districts as receiving areas. ELTA, in the LRT piece, cites a draft government resolution whose destinations are the Kaunas, Pakruojis and Telšiai districts, without Anykščiai. This issue takes Saturday's operational list from the government text; the resolution as carried by ELTA is shorter. That is a difference of lists, not two evacuations.
  • Vilnius. ELTA separately writes that from 26 September to 3 October an evacuation of Vilnius and of municipalities on the Belarusian border is being simulated because of a fictional threat of military intervention. Vilnius is not a sending or receiving district on the practical list for 26 September; Vilnius district is named as transit. For now these are two descriptions of one package, not a confirmed removal of the city.
  • "100,000" and "3,000". The first is a target list of civilian staff who should stay at their jobs. The second is who takes part in this check. They are not the same. "100,000" rests on one press conference as carried by LRT/ELTA.
  • First activation of the state reserve. Aurimas Guščius (LRT/ELTA and 15min/BNS, 25.09): food stocks in the state reserve are activated for the first time and used to feed exercise participants. That is not a national mobilisation and not an opening of stores for the public.
  • The special-operation text. Several Lithuanian outlets agree that the piece appeared on Friday morning and was taken down, and that the army replied by refusing extra measures. The threat itself is one deleted text from a sanctioned agency. The agency, per Delfi, said the text does not match state policy. It is not confirmed as a Moscow plan.
  • €500 million. The Commission reply published by LRT does not contain the sum. The figure remains an Iltalehti report. No second outlet has the same paragraph of the Commission reply.
  • Kaju's figures. 39 drones in Moldova, 1,900 munitions, 1,500 casualties a day and "90 percent" of Ukraine's steel capacity are one briefing. They do not enter the score.
  • The north-west. The list for the night into 25 September does not name it. For the night into the 26th there is no full list. Two morning notes on Moscow and Tula do not close the question.
  • Polish air. No page for a new air alert on 25–26 September was found. That is a check of the open gov.pl list, not an Operational Command summary.
  • Thursday's statements are not carried into this window. Stringer's interview was already treated in the 25 September issue. Sikorski's remarks in New York and Grynkewich's phone interview with Reuters are dated 24 September and are not presented here as news of 25–26 September.
  • No new substantive error in earlier issues was found that would require an entry in corrections.json. The missed Mi-8 of 23 September was logged on 25 September; the 24 September score is not recalculated. The Commission reply appeared on LRT on 25 September at 10:58–11:26, after the morning build of the 25 September issue; yesterday's line that no Commission reply had been found is not contradicted for the moment that issue was closed.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the 25 September issue. The nearest historical analogue is the tense late Cold War (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for the war a few kilometres from the Polish border, and for the nuclear item that remains on Lithuania's calendar (the next vote is 6 October). Noticeably below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): no deaths on NATO territory in the window, no new airspace violation reported, and official texts did not confuse an evacuation drill with a real movement of troops.

Drivers on the Russian side and its ally:

  • The deleted text about a "short special operation" against Lithuania. The genre is intimidation; in the reports found the author is not a state official, and the agency disavowed the text. It enters as Friday's rhetoric, not as a plan.
  • The break-in at Lithuania's Interior Ministry archive. No author is named. It enters only as an open hybrid episode without attribution.
  • Strikes on Russian territory continue: the night into 25 September produced a long list without the north-west, and the morning of the 26th, in the notes found, is Moscow and Tula. That is the war with Ukraine, not a new brush against the NATO line.
  • Belarus: no fresh dated event at the Suwałki Gap. The Lithuanian evacuation legend is not a Belarusian fact.

Drivers on the NATO side and individual members:

  • Vyčio skliautas 2026. For Moscow this is a mobilisation and evacuation check by the Belarusian border and a conversation about the Suwałki Gap with a Polish delegation. For Vilnius it is a pre-announced annual check in its third year, and the chancellor says outright that the threat level has not changed.
  • The Lithuanian army line "ready to fight tonight" is a reply to someone else's text, not a new order and not a scramble.
  • Namejs and Perkūno griausmas continue without a fresh episode. The German fighters at Lielvārde remain Thursday's short measure.

Mutual / structural factors:

  • The Russia–Ukraine war as the source both of previous nights' Polish alerts and of the overnight strikes on Russia.
  • The hybrid contour: an unattributed archive intrusion and a deleted propaganda text on the same day as a mobilisation check.
  • The calendar: Latvia's Saeima election on 3 October, Lithuania's constitutional vote on 6 October, sirens across Lithuania on 29 September (a drill, by the government's own warning).

Stabilisers (both sides):

  • Daukantas: no change in the threat level, and residents are not asked to do anything beyond local instructions that may be issued. The 26 September evacuation is only volunteers who signed up in advance.
  • The Lithuanian Armed Forces explicitly declined extra measures because of the deleted text. The agency itself, in Lithuanian reports, disowned the text.
  • The Commission reply is "we are examining it", not a new arms package and not a new sum.
  • No new Polish air alert for 25–26 September was found on gov.pl. The daily report of 25 September describes Thursday, which was already counted.
  • No new air violations of Lithuania, Latvia or Estonia were found.
  • The north-west is absent from the Defence Ministry list for the night into 25 September. For the night into the 26th there is no full list, and quiet is not asserted.
  • No Kremlin reaction to the exercise or the deleted text was found in non-registry outlets in the window.
  • Lithuania's nuclear vote did not advance on these days.

Why this score: holding 5.1 follows from the new facts adding no incident on NATO territory and no change in the scale of forces. The exercise is defensive and annual, and it comes with a direct caveat that the threat has not grown. The deleted text raises the rhetoric and is immediately bounded: the author is not the state in the reports found, the piece was removed, and the army adds no measures. An archive intrusion with no established download and no author is not a strike. The absence of a new Polish air page is not grounds to lower the score: it is a gap in what was found, not a declared pause by the Operational Command, and the series of previous nights is not subtracted after the fact.

Delta from the previous issue: = (0.0) — 5.1 (25 September) → 5.1 (26 September). Reason: a planned mobilisation check, a disavowed text and an unattributed archive intrusion do not change the class of events that already holds the score.
