Issue of 27 September 2026 — for the period 26 – 27 September 2026.

Note: On Saturday Lithuania carried out the announced evacuation of volunteers who had signed up in advance and, for the first time this year, tested the detailed state plan; the public was not moved. No new RCB air-threat page for 26–27 September was found on gov.pl. On Friday evening four Italian soldiers were injured in NATO live fire at Ādaži; the 26 September issue missed that training accident. (Previous issue — 26 September 2026, risk 5.1/10.)

By area, in detail

Construction of military facilities and fortifications

No kilometres of ditches, dragon's teeth, Baltic Defence Line sections or Tarcza Wschód dated 26–27 September were found.
Burkovskienė (LRT/BNS, 26.09) says the shelter network is being expanded and the warning system modernised. That is a general line at the exercise briefing, not a report of a completed section.
The Polish interior ministry's 23 September announcement mentions a plan to mark 85,000 shelter sites by the end of the year. That is earlier campaign text, not Saturday construction on the Suwałki axis.

Troop deployments and movements

Lithuania — Vyčio skliautas 2026 (item 1). The practical day on 26 September took place. The public was not evacuated. The exercise card is updated: Saturday's operational list is shorter than Friday's plan.
LRT/ELTA (26.09, 14:50) asks border municipalities about readiness. These are assessments by individual officials, not a ministry tally. Pavelas Gojus (Šalčininkai district, the Dieveniškės salient on the Belarus border): if everyone had to leave in one day, current transport would not be enough; in two or three days, in his view, they would manage; the weak point is jammed roads. Valdas Tamulevičius (Varėna district): the main worry is bedridden patients; there are not enough ambulances to move them within the three days in the plan. The Jurbarkas district administration (the border with Kaliningrad Oblast), via ELTA: a mass evacuation would mean about a quarter of residents, some 5,000 to 5,700, toward Kėdainiai district; own resources cover about 5,000, and a further 1,400-plus plus up to 130 patients would need transport from the ministry and PAGD. Robertas Fišeris (Vilkaviškis): the railway through the district helps. Pagėgiai that day was practically checking a move to Telšiai. All of these figures are one speaker each, in one ELTA copy.
Latvia — Ādaži (item 2). This is an episode of the Italian FLF contingent already in place, not a new rotation.
Namejs 2026 runs to 8 October; no dated Namejs episode for 26–27 September, separate from the Ādaži accident, was found. The NBS does not call the live fire part of Namejs in the LSM text found.
Perkūno griausmas 2026 runs to 15 October. No new dated episode for 26–27 September was found.
Four German Eurofighters at Lielvārde remain a Thursday fact and are not repeated here as a new arrival.
Czarny Obrońca '26, on the earlier announcement, ended on 24 September. No fresh closing report for 26–27 September was found.

Agreements and spending

No new European Commission reply on the Baltic ministers' letter about counter-drone defence was found for 26–27 September. The figure of €500 million is still not confirmed by a Commission quotation.
"23,000" and "30 days" are Dilys's words in one BNS copy (item 1).
The EU defence ministers' meeting, which the previous issue described as set for Monday, had not yet taken place by Sunday morning. There is no fresh citable source on an outcome.
Polish civil-protection classes in Podlaskie and Warmian-Masurian voivodeships were announced on 23–24 September for Saturday (item 4). There is no report in the window that they were held.

Military aid and air defence / electronic warfare

Poland, air (item 4). No new air-threat page. The Biłgoraj text message, if the single Radio ZET report is right, was a drill.
Estonia and Latvia. No new intercepts or airport restrictions for 26–27 September were found in the ERR, LSM and LRT pages reviewed, other than the Ādaži accident already noted.
Valčiūnai. PAGD's Saturday text describes an exercise scenario: notional saboteurs set off an industrial explosion at a guarded site on the practical-training base at Valčiūnai, Vilnius district; firefighters practise chemical reconnaissance and a search under rubble, police a detention. That is the exercise legend, not an incident.
The EPEKIS intrusion of Friday. No dated follow-up for 26–27 September was found in the LRT and Delfi pages reviewed. The author is still unnamed.
Training sirens across Lithuania remain set for 29 September. That is a future episode, not an event of this window.

Kaliningrad and Russia's border regions

Night into 26 September: the north-west is absent from the list of 645 carried by Kommersant and Interfax (item 3). Night into the 27th: there is no full list.
No new dated Baltic Fleet release on Kaliningrad Oblast for 26–27 September was found.
FSB regime opposite Estonia. On earlier reports, extra restrictions in Kingisepp and Slantsy districts were announced through 26 September inclusive. No fresh note for 26–27 September on an extension or a lifting was found. The expiry of a previously named date is not itself a lifting.
Belarus. No message dated 26–27 September in non-registry sources on a new exercise by the Polish and Lithuanian borders was found. Zapad-2026 is not taking place. Ussisõnad-2026 is not independently confirmed. The Lithuanian evacuation legend is not a Belarusian fact.
LRT at 11:57 on 26.09 reprints the Johnny Stringer interview with Postimees. The conversation was on 22 September, the Postimees publication on 23–24 September. This is not a new statement of the window; the 25 September issue already covered it.

Statements by officials

Lithuania — L. Dilys (26.09, BNS): Kaunas district is a receiving municipality; "up to 23,000" and "up to 30 days" are his words, one source.
Lithuania — V. Stankevičienė (26.09, the same copy): no common registration of evacuees.
Lithuania — K. Agintas and A. Burkovskienė (PAGD and BNS, 26.09): the plan has to be tested before a real threat; evacuation is part of civil protection.
Lithuania — P. Gojus, V. Tamulevičius, the Jurbarkas administration, R. Fišeris (ELTA, 26.09, 14:50): the bottlenecks of a mass evacuation are transport, roads, bedridden patients and communications. Each figure is one speaker.
Latvia — NBS, and Italy — Ministry of Defence (25–26.09): four injured at Ādaži, lives not in danger, an inquiry is open. The weapon is described in two wordings (item 2).
Poland — Radio ZET on the RCB text (26.09): drill sirens in Biłgoraj. One source.
NATO — Stringer: not a new statement of this window.
Russia: no new Kremlin or foreign-ministry statement dated 26–27 September on the Lithuanian evacuation or on Ādaži was found in non-registry sources.

⚠️ Contradictions and discrepancies

Kazlų Rūda and the number of municipalities. Friday's government text and ELTA at 14:50 on 26.09 include Kazlų Rūda among the sending municipalities and speak of a practical evacuation from six places. PAGD (page of 26.09, "updated" field 25.09, text in the present tense "today") and the afternoon BNS copy name nine municipalities of practical action and do not include Kazlų Rūda. Anykščiai, missing from the shorter draft resolution in Friday's ELTA copy, is on Saturday's operational list. The exercise card takes the PAGD and BNS text as Saturday's operational list; Friday's plan with Kazlų Rūda is not cancelled after the fact, it is simply not confirmed by the Saturday report.
"23,000". One briefing, one BNS wire (LRT and 15min are reprints). That is a calculated capacity of the district, not the number moved on Saturday. More than 100 participants arrived in Garliava on Saturday.
The weapon at Ādaži. The ministry: a non-automatic firearm on a vehicle. Il Sole and LRT/ELTA: a machine gun on a Dardo. For now the official wording remains the ministry's. Severity: the NBS says lives are not in danger; the ministry says one is more serious and lives are not in danger. Those are compatible. "More than 300" (LRT) and "about 300" (NV/Rai) are one estimate of the contingent.
The omission in the 26 September issue. The line "no casualties on NATO territory in the window" is incomplete: the training injuries at Ādaži were already in Il Sole on the evening of 25 September. An entry has been added to corrections.json. The 26 September score is not recalculated: this was not a hostile incident.
The north-west. The night into the 26th is closed by two outlets: it is not on the list of 645. The night into the 27th is not closed by a full list. Sever-Press on the south does not replace a summary.
Polish air. There is no new threat page. The Biłgoraj text rests on Radio ZET. The announcement of classes in the two north-eastern voivodeships is older than the window and did not become a report that they were held.
Stringer. The LRT reprint of 26.09 is not a new interview.
The FSB regime. There is no fresh confirmation of a lifting or an extension.
No other substantive errors in previous issues, besides the Ādaži omission, were found. The missed Mi-8 of 23 September was already logged on 25 September.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the 26 September issue. The nearest historical analogue is a tense late-Cold-War confrontation (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for the war a few kilometres from the Polish border, and for the nuclear item that remains on the Lithuanian calendar (the vote on 6 October). Noticeably below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): no new airspace violation was reported in the window, Saturday's evacuation was a drill of volunteers, and the injuries at Ādaži were friendly fire on a range, not an enemy strike.

Drivers on the Russian side and its ally:

Strikes on Russian territory continue. The night into 26 September: 645 drones on the ministry list, without the north-west. The night into the 27th is not closed by a full list. This is the war with Ukraine, not a new brush against the NATO line.
The FSB regime opposite Narva, on the previously named dates, ran through 26 September. There is no fresh decision on an extension or a lifting, so this digest neither lifts nor extends the regime by default.
Belarus: no fresh dated event by the Suwałki Gap. The Lithuanian evacuation legend is not a Belarusian fact.
No new Kremlin statement on the exercises or on Ādaži was found in non-registry sources of the window.

Drivers on the NATO side and individual members:

Vyčio skliautas 2026, the practical day. For Moscow this is an evacuation check by the Belarus border and a conversation about the capacity of receiving districts. For Vilnius it is a pre-announced annual check; the chancellor said on Friday that the threat level had not changed, and Saturday's texts do not raise that level.
Ādaži. Injuries to four allied soldiers in live fire are a fact of readiness and of friction inside the contingent, not an offensive action against Russia.
Namejs and Perkūno griausmas continue without a fresh separate episode. The German fighters at Lielvārde remain a short measure from Thursday.
The announcement of Polish civil classes in Podlaskie and Warmian-Masurian voivodeships is older than the window and is not confirmed as having been held.

Mutual / structural factors:

The Russia-Ukraine war as the source both of earlier Polish alerts and of the overnight strikes on Russia.
The training picture is dense on both sides: Lithuania's volunteer evacuation, Italian live fire at Ādaži, and a Polish announcement of classes by the Suwałki Gap.
The calendar: Saeima elections in Latvia on 3 October, Lithuania's constitutional vote on 6 October, training sirens across Lithuania on 29 September.

Stabilisers (both sides):

The 26 September evacuation was only volunteers who had signed up in advance. PAGD separates the "30 to 30" scenario from an actual movement.
Ādaži: both official channels say lives are not in danger and that an inquiry is open, not a retaliatory strike.
No new Polish air page for 26–27 September was found on gov.pl.
No new airspace violations of Lithuania, Latvia or Estonia were found.
The north-west is absent from the Defence Ministry list for the night into 26 September. For the night into the 27th there is no full list, and silence is not asserted.

Lithuania's nuclear vote did not advance in these days.

Why this score: holding 5.1 follows from the new facts adding no hostile incident on NATO territory and not changing the scale of forces. The exercise is defensive and annual, and Saturday confirmed Friday's caveat: volunteers were moved, not cities. The injuries at Ādaži have to be counted as a fact that yesterday's "no casualties" line missed, but they are not of the class of a shootdown or of a foreign aircraft crossing: friendly fire, inside a range, with no claim of an external attack. The lack of a new Polish air page is not grounds to lower the score: it is a gap in the reports found, not a declared pause by the Operational Command, and the run of earlier nights is not subtracted from the score after the fact.

Delta from the previous issue: = (0.0) — 5.1 (26 September) → 5.1 (27 September). Reason: a completed training evacuation and training injuries at Ādaži do not change the class of events that already holds the score.
