Issue of 29 September 2026 — for the period 28 – 29 September 2026.

Note: On the afternoon of 28 September a jet drone struck on the Ukrainian side about 2 km from the Dorohusk crossing; Poland scrambled aircraft and recorded no violation of its airspace. The night into the 28th is closed by a defence ministry list of 254 drones that omits the northwest, and the daytime list of 14 omits it as well; no full tally for the night into the 29th was available at compilation. The EU Council identified five common defence projects, including Eastern Flank Watch. Lithuania's nationwide sirens are set for 11:52 today and had not yet sounded when this issue closed.   1. 28.09 — A jet drone struck about 2 km from Dorohusk; Polish airspace was not violated. On Monday afternoon the Government Centre for Security sent residents of Lublin Province a warning of an air threat, sirens sounded in the region, and Operational Command scrambled aircraft and brought ground-based air defence to readiness. Defence minister Władysław Kosiniak-Kamysz wrote that a jet drone struck on the Ukrainian side about 2 km from the Dorohusk–Yahodyn crossing and that Polish airspace was not violated; after the all-clear the aircraft returned to base. The same distance and the absence of a violation are carried by Onet, WP, PAP (Portal Samorządowy) and LRT citing TVP Info. Operational Command spokesman Lt. Col. Jacek Goryszewski told TVN24 and TVP that the drone struck on the Ukrainian side by the crossing and that it was not yet known what it hit. Dorohusk mayor Wojciech Sawa (Onet) describes a strike beside the old terminal, an explosion and black smoke visible from the Polish side. The Border Guard (Maj. Dariusz Sienicki, PAP via Onet) says clearances at Dorohusk and Zosin resumed around 17:20 and that nothing occurred on Polish territory. Deputy interior minister Magdalena Roguska, on TVN24 (naTemat), confirmed that clearances were stopped and that the crossing was then evacuated. An identification of the type as a Geran-5 appears in a clip LRT embedded from social media; neither the minister nor the command spokesman named that type. A pause at Lublin and Rzeszów airports is reported by Onet; no second outlet carrying the same air-navigation notice was found in the texts reviewed. Onet (updated 29.09, 00:06) also reports two short alerts later that evening, around 21:00 and at 23:51, for Lublin and Subcarpathian provinces, both cancelled within minutes. That is one source: no second chronology of the night alerts was found in the outlets reviewed. No morning alert for 29 September was found at compilation. No violation of Lithuanian, Latvian or Estonian airspace for 28–29 September was found in the LRT, LSM and ERR pages reviewed.   2. 28.09 — Night into the 28th: 254 drones, and 14 more by day; the northwest is on neither list. Interfax (28.09) and Kommersant (28.09, 09:20) carry one defence ministry statement: from 20:00 Moscow time on 27 September to 08:00 on 28 September, 254 fixed-wing drones were intercepted over the Moscow region, Belgorod, Bryansk, Smolensk, Kaluga, Tula, Kursk, Voronezh, Lipetsk, Tambov, Ryazan, Oryol, Saratov and Rostov oblasts, Krasnodar krai, Crimea, and the Sea of Azov and the Black Sea. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not on the list. This closes a gap in the 28 September issue, which had not yet found a full morning tally for the night into the 28th. The figure 254 is the ministry's; two newsrooms repeat it, which is not two independent counts. The daytime tally, Interfax (28.09) and Kommersant (28.09, 20:51): from 08:00 to 20:00 Moscow time, 14 drones were shot down over Belgorod, Bryansk, Voronezh, Kursk and Oryol oblasts, Crimea and the Black Sea. The northwest is absent again. The south and the centre are not a contact with the NATO line and are not tied to the score. No full defence ministry list for the night into 29 September was found in the Interfax and Kommersant pages reviewed. The absence of a list does not establish that the northwest was quiet.   3. 28.09 — The EU Council identified five common defence projects, including Eastern Flank Watch. Defense News, Defence Industry Europe and 2eu.brussels (all 28.09) agree: the Council of the EU approved the first five European Defence Projects of Common Interest. They are DECODER (drones and counter-drone systems), IMSD (sea and seabed), SPACE, EU-FIAMD (federated air and missile defence with early warning) and Eastern Flank Watch (the eastern flank: land, air, sea, cyber and related domains). The projects become eligible for funding from the European Defence Industry Programme. Ukraine takes part in four of the five, with about 18 countries in each project on average: that is what Defense News and 2eu.brussels write. The same two outlets name EUR 325 million which the Commission allocates to launching the five projects inside a programme of EUR 1.5 billion. Defence Industry Europe writes separately that the Council decision itself does not announce funding awards. The indicative multi-year envelopes (DECODER EUR 3.5–5 billion by 2033, EU-FIAMD EUR 55–80 billion by 2040, Eastern Flank Watch EUR 60–100 billion by 2036) appear in Defense News, citing a Commission fact sheet; no second outlet with the same ranges was found in the texts read, and they are not treated as established totals. Commissioner Andrius Kubilius's phrase "envisaged funding ambition of around EUR 190bn by 2036" is his post, quoted by Defense News and Defence Industry Europe, not a voted sum. This is not a report of new kilometres on the Baltic Defence Line or Tarcza Wschód, and it is not an answer to the Baltic ministers' letter on EUR 500 million: no fresh Commission decision on that letter was found for 28–29 September.   4. 28.09 — Russia's embassy in Belgium warned NATO of a risk if Kaliningrad is isolated. Kommersant (29.09, 07:37) carries a statement by the Russian embassy in Belgium, which handles contacts with NATO: the alliance's line around Kaliningrad Oblast is called reckless and irresponsible and, in the statement's version, sharply raises the risk of a direct armed clash; Russia is ready to use its entire available arsenal if NATO tries to isolate the oblast from the rest of the country; bloc members are called on to refrain from further escalatory statements and actions. The paper says explicitly that the quotation comes via TASS. Times of India retells the same text citing TASS. RIA Novosti (28.09) — an EU-sanctioned outlet, no direct link — published a comment the same day with the same substance. No independent text that was not a reprint of a state wire was found. This is one official statement, not two independent confirmations. Kommersant also writes that the embassy assures Moscow has "no intentions or motives" for combat against the Baltic states; that sentence is not in the TASS excerpts reviewed, so it remains one newsroom's paraphrase. The article's background on exercises and July fortifications does not belong to the 28–29 September window and is not used as a fresh fact. No dated Baltic Fleet release on Kaliningrad Oblast was found. Sources: Kommersant — the embassy in Belgium (29.09.2026, 07:37); Times of India — a retelling of TASS.

  5. 29.09 — Lithuania's sirens are set for 11:52; the test had not yet run at compilation. The Fire and Rescue Department (PAGD) says that, as part of Vyčio skliautas 2026, on 29 September from 11:52 to 11:55 a warning-system test signal will sound nationwide, from 11:55 information will go out on LRT and local radio, and short messages to phones will be sent from 11:52 until 12:00. According to the department there are 1,163 sirens in the country, covering 69% of residents; the civil-protection programme plans 275 new sirens and the connection of 600 existing ones to centralised control. Those figures are from the same notice, not a separate decision of this window. The government describes 29 September as a day of tabletop and live checks: readiness with limited reserves, in Klaipėda District the protection of critical infrastructure against aerial threats, reception of allies, and work on backup communications. No report that the sirens had already sounded, or that the Klaipėda District episode had taken place, was available at compilation (the morning of 29 September, Tallinn time, before 11:52). By area, in detail

Construction of military sites and fortifications

  • No kilometres of ditches, dragon's teeth, Baltic Defence Line sections or Tarcza Wschód sections dated 28–29 September were found. Eastern Flank Watch (item 3) is a framework for joint projects, not a completed stretch.
  • The frame "about 100 km already closed" still traces to the Polish General Staff summary in July and is not repeated here as a fresh report.

Deployment and movement of forces

  • Vyčio skliautas 2026 runs until 3 October. Today's episode is the warning test and staff work (item 5), not a new evacuation. The practical day for volunteers was 26 September.
  • Namejs 2026 runs until 8 October. No episode dated specifically to Namejs was found for 28–29 September.
  • Perkūno griausmas 2026 runs until 15 October. No new dated episode was found for 28–29 September.
  • Ādaži. No new medical update on the four Italian soldiers was found for 28–29 September.
  • Estonia — Tartu. Lõunaeestlane's 27 September notice of a guard drill at the academy from 28 September to 5 October remains one source. No second confirmation was found for 28–29 September, there is no headcount, and no topic page is opened.
  • The four German Eurofighters at Lielvārde remain a fact of 24 September and are not repeated as a new arrival.
  • No separate report of live firing on 28–29 September was found in the ERR and mil.ee pages reviewed. A third-party navigational warning for an area in the Gulf of Finland was not closed by a second national source and is not included.

Agreements and spending

  • The Council's five projects (item 3). Eligibility for EDIP funding is not the same as contracts already signed, and it is not the letter on EUR 500 million.
  • No fresh European Commission answer to the Baltic ministers' letter on counter-drone defence was found for 28–29 September. The EUR 500 million figure is still not confirmed by a Commission quotation.
  • No new budget figures for the Baltics and Poland, dated 28–29 September and confirmed by two sources, were found.

Military aid and air defence / electronic warfare

  • Poland, Dorohusk (item 1). A scramble, sirens in Lublin Province, a short evacuation of two crossings, an all-clear, and no airspace violation. The later alerts that evening rest on Onet alone.
  • Lithuania, Latvia, Estonia. No new intercepts or airport restrictions were found for 28–29 September. Today's sirens are a drill and had not yet run at compilation.
  • The Ādaži training accident has not received a new hostile reading.

Kaliningrad and Russia's border regions

  • The night into 28 September and the day of 28 September: the northwest is absent from the lists of 254 and 14 (item 2). The night into the 29th: no full list.
  • The embassy in Belgium (item 4). One official statement via TASS. TASS: access blocked by Baltic regulators, no direct link. RIA Novosti: EU-sanctioned outlet, no direct link.
  • The Baltic Fleet. No exercise in Kaliningrad Oblast dated 28–29 September was found. Interfax (28.09) reports that the training ship Perekop completed a call at Port Victoria in the Seychelles and sailed on. That is not activity in the Baltic Sea and not in Kaliningrad Oblast.
  • The FSB regime opposite Estonia. The Kingisepp district administration page still carries the border-directorate notice for 16–26 September. No separate note of 28–29 September on an extension or a lifting was found. The expiry of the previously stated period is not itself treated as a lifting.
  • Belarus. No exercise dated 28–29 September on the Polish and Lithuanian borders was found in non-registry sources. The opening of the CSTO drills in Chelyabinsk oblast was already covered on 28 September and is not repeated. Zapad-2026 is not being held. Ussisõnad-2026 is not independently confirmed.

Statements by officials

  • Poland — W. Kosiniak-Kamysz (28.09): a jet drone, about 2 km from Dorohusk, Polish airspace not violated, aircraft and air defence were ready.
  • Poland — J. Goryszewski (28.09): a strike on the Ukrainian side, the target not named.
  • Poland — M. Roguska (28.09, TVN24 via naTemat): clearances were stopped, then the crossing was evacuated.
  • EU — A. Kubilius (28.09, a post): a "funding ambition" of about EUR 190 billion by 2036. That is his wording, not a Council decision.
  • Ireland — H. McEntee (28.09, Defence Industry Europe): the five projects are practical EU cooperation with Norway and Ukraine. The quotation contains no new troops or kilometres.
  • Russia — the embassy in Belgium (28.09, via TASS and Kommersant): a risk of direct confrontation and the "entire arsenal" if Kaliningrad is isolated. One official statement.
  • Lithuania — PAGD: sirens on 29 September from 11:52, a test, not an emergency. No outcome at compilation.
  • No new statement by the Kremlin or the Russian defence minister, dated 28–29 September, on Dorohusk or on the sirens was found in non-registry sources.

⚠️ Contradictions and discrepancies

  • The 28 September issue is incomplete on Polish air activity. The morning issue wrote that no new Polish air page had been found for 27–28 September, and it kept that in the note and in the stabilisers. On the afternoon of 28 September, after compilation, alerts, sirens and a strike about 2 km from Dorohusk took place. Polish airspace was not violated. The 28 September score is not recalculated: the issue did not lower the score because the air picture looked empty, and the class of event (a scramble without a violation) was already part of the basis for 5.1. The correction is logged in corrections.json.
  • 254 and 14. The numbers match at Interfax and Kommersant. That is two retellings of one tally, not two counts. The northwest is absent from both. The night into the 29th is not closed by a full list.
  • The type of the drone at Dorohusk. The minister said "jet drone". A clip in the LRT piece captions the silhouette as a Geran-5. Command did not confirm the type and did not say what was hit. The mayor speaks of the old terminal and smoke. That does not settle the target, and it does not rise to an established type.
  • Later alerts on 28 September. The chronology around 21:00 and at 23:51 comes from Onet. The afternoon episode around 17:00 is confirmed by several outlets. The night series is not treated as established without a second source.
  • EUR 325 million and "the decision does not hand out money". Defense News and 2eu.brussels write of EUR 325 million inside EDIP for launching the five projects. Defence Industry Europe writes that the Council decision itself does not announce awards. There is no discrepancy on the fact that the list was approved: Commission money and the Council act are described differently, and EUR 325 million is not presented as contracts already signed.
  • The multi-year ranges and EUR 190 billion. The fact-sheet ranges are carried by Defense News alone. EUR 190 billion is Kubilius's wording, not a budget line.
  • "No intentions" toward the Baltics. The phrase is in Kommersant and is absent from the TASS excerpts reviewed. It is not presented as an established part of the statement.
  • The FSB regime. There is no fresh confirmation of a lifting or an extension. The district page still shows a period through 26 September.
  • Tartu. Still one local site.
  • No other substantive error in previous issues, besides the incomplete account of Polish air activity on 28 September, was identified. The Mi-8 omission of 23 September and Ādaži are already logged.

📊 Escalation risk assessment (0–10): 5.1 / 10

Score: 5.1 / 10. Unchanged from the 28 September issue. The nearest historical analogue is the tense late Cold War (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for strikes a few kilometres from the Polish border, and for nuclear-tinged rhetoric, which the embassy statement refreshed in this window. Noticeably below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): no new violation of NATO airspace was found, the exercises are defensive and announced in advance, and the statements are not accompanied by a new movement of forces.

Drivers on the Russian side and its ally:

  • The strike at Dorohusk. A jet drone on the Ukrainian side about 2 km from the crossing, evacuation of two Polish posts, a Polish scramble. No violation of Polish airspace. This is the war with Ukraine at the NATO line, not an entry onto alliance territory.
  • Strikes on Russian territory continue. The night into 28 September is 254 in the ministry list without the northwest; the day of 28 September is 14, also without the northwest. The night into the 29th is not closed by a full list.
  • The embassy in Belgium speaks of a risk of direct confrontation and of the "entire arsenal" if Kaliningrad is isolated. That is one statement via TASS, with no independent text and no named movement of troops.
  • The FSB regime opposite Narva ran, on the previously stated period, through 26 September. There is no fresh decision on an extension or a lifting.
  • Belarus: no fresh exercise on the Suwałki Gap.

Drivers on the NATO side and among individual members:

  • The Polish scramble on 28 September is a defensive response to a strike on the Ukrainian side. Weapons, on the statements of the minister and command, were not used, and airspace was not violated.
  • Vyčio skliautas 2026, Namejs 2026 and Perkūno griausmas 2026 run on previously announced dates. The sirens of 29 September are a scheduled test and had not taken place at compilation.
  • The five EU projects are an industrial framework, not a deployment. Eastern Flank Watch does not add troops at the border in this day.
  • The German fighters at Lielvārde remain a short measure of 24 September.

Mutual / structural factors:

  • The Russia–Ukraine war as the source both of the strike at Dorohusk and of the overnight lists over Russian territory.
  • The calendar: sirens on 29 September, elections to the Latvian Saeima on 3 October, Lithuania's constitutional vote on 6 October.

Why this score: holding 5.1 follows from the new facts not changing the class of events. Dorohusk is another strike on the Ukrainian side a couple of kilometres from a crossing, with a scramble and without a violation: that class has already held the score since mid-September. The embassy statement is sharp, but it is one state-wire text about a hypothetical isolation, not a new grouping and not an incident. The five EU projects and the sirens, which had not yet run at compilation, are defensive and announced in advance. The closed lists without the northwest remove the uncertainty about the night into the 28th and do not add a brush against the NATO line.

Delta from the previous issue: = (0.0) — 5.1 (28 September) → 5.1 (29 September). Reason: a strike without a violation and the rhetoric of one statement do not leave the class that already holds the score.
