Issue of 28 September 2026 — for the period 27 – 28 September 2026.

Note: The night into 27 September is now closed by a defence ministry tally of 96 drones, and the northwest is not on the list; the same Sunday daytime tally of 43 also omits Leningrad, Pskov and Kaliningrad. No new Polish air-threat page and no new Baltic airspace violation were found for 27–28 September. On Sunday a Belarusian contingent opened CSTO drills at a range in Chelyabinsk oblast, not on the Suwałki Gap. (Previous issue — 27 September 2026, risk 5.1/10.)

  1. 27.09 — Night into the 27th: 96 drones in the defence ministry tally, and the northwest is not on the list. Interfax (27.09) and Kommersant (27.09, 08:58) carry one defence ministry statement: from 20:00 Moscow time on Saturday to 08:00 on Sunday, 96 fixed-wing drones were intercepted over Belgorod, Bryansk and Kursk oblasts, Crimea and the Black Sea. Kommersant says "four regions and the Black Sea" and names Belgorod, Bryansk, Kursk and Crimea. Interfax lists the same regions; its wording for the sea is a typo ("Черым"). Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not on the list. This closes a gap in the 27 September issue, which had not yet found a full morning tally for the night into the 27th. The figure 96 is the ministry's; two newsrooms repeat it, which is not two independent counts. For comparison, the already reported night into the 26th was 645 and also left the northwest off the list. The south and the centre of this night are not a contact with the NATO line.   2. 27.09 — Another 43 drones by day, the northwest again absent; no full tally for the night into the 28th. Interfax (27.09) and Kommersant (27.09, 20:35) carry the daytime defence ministry tally: from 08:00 to 20:00 Moscow time, 43 drones were shot down over Kursk, Belgorod, Oryol, Bryansk and Rostov oblasts, Crimea and the Black Sea. The northwest is absent from this list too. Kommersant, citing the Belgorod operational staff, adds that a woman was killed and a man wounded in the attacks. Interfax separately carries the same staff's account of a woman from the village of Beryozovka, Borisov district, who died after an explosive device detonated on the grounds of a house. That is one official staff in two reprints, not two independent counts. A man wounded in Bryansk oblast, whom Kommersant attributes to acting governor Yegor Kovalchuk, is not confirmed by a second outlet in the texts reviewed. Both episodes are the Russia–Ukraine war in the south, not a brush against the NATO line, and they are not tied to the score. No full defence ministry list for the night into 28 September was found in the Interfax and Kommersant pages reviewed. Interfax (28.09) carries a post by Tula oblast governor Dmitry Milyaev: 11 drones were destroyed over the region overnight, nobody was hurt, and glazing and a fence of a private house were damaged in Novomoskovsk district. Tula is not the northwest. One regional post does not establish that Leningrad, Pskov and Kaliningrad were quiet.   3. 27.09 — Belarus opened CSTO drills in Chelyabinsk oblast, not on the border with Poland and Lithuania. Interfax (27.09), citing the Russian defence ministry, and the official CSTO site (page dated 27.09.2026): on Sunday an opening ceremony was held at the Chebarkul range of the Central Military District for the command-staff exercise Interaction-2026 and the special exercises Search-2026 and Echelon-2026. The first is about preparing and conducting a joint operation to contain a border armed conflict; Search is reconnaissance for the Collective Rapid Reaction Forces; Echelon is logistics. CSTO Joint Staff chief Andrey Serdyukov attended. Interfax relays a CSTO press service notice of 26 September: contingents from Belarus, Kazakhstan, Kyrgyzstan and Tajikistan had arrived in Russia for the drills. The range is in Chelyabinsk oblast, not in Kaliningrad, Pskov or Leningrad, and not on the Polish–Lithuanian border. No exercise dated 27–28 September on the Suwałki approaches was found in non-registry sources. Zapad-2026 is not being held.   4. 27–28.09 — No new Polish air page; a Tartu academy guard drill is announced by one source. No separate RCB page "zagrożenie z powietrza" for 27 or 28 September was found on gov.pl. The last air pages found are 23 and 24 September. The RCB daily report for 27 September lists fog warnings and a reminder that the CHARLIE, BRAVO and BRAVO-CRP alert degrees run until 30 November 2026 under decrees of 25 August. That is not a new decision of this window and not an air alert. The absence of a page is not a statement by Operational Command that the nights were empty. No new intercepts or airport restrictions in Lithuania, Latvia or Estonia for 27–28 September were found in the LRT, LSM and ERR pages reviewed. Lõunaeestlane (27.09) writes that from 28 September to 5 October a force-protection exercise will run at the Estonian Military Academy sites in Tartu (Riia 12, Raatuse 110, Ringtee 19), with the police, the border guard and the ambulance: readiness for hybrid threats when there is no immediate military threat to the state. Phase one, 28 September to 4 October, is lower intensity and without simulation charges; on 5 October phase two uses simulation. The city has agreed. This is one source, with no independent confirmation; there is no headcount; the text gives the drill no separate name. No topic page is opened. EU defence ministers are scheduled to meet in Brussels today; RTE (updated 28.09, 00:24) describes the agenda (Ukraine air defence, hybrid threats), not an outcome. No dated council decision was available when this issue closed, around 09:00 Tallinn time: the Brussels sitting was set for 10:00 local time. By area, in detail

Construction of military sites and fortifications

  • No new kilometres of ditches, dragon's teeth, Baltic Defence Line sections or Tarcza Wschód dated 27–28 September were found.
  • The frame "about 100 km already secured, more than 200 km by year's end" goes back to a General Staff summary that Polish outlets carried on 31 July 2026. It is not a fact of this window and is not repeated here as a fresh report.

Deployment and movement of forces

  • Lithuania — Vyčio skliautas 2026 runs until 3 October. The practical volunteer-evacuation day was 26 September and was not repeated in this window. Delfi (27.09, 15:38, citing Kėdainių mugė) reminds readers that on 29 September sirens sound nationwide from 11:52 for 3 minutes, with phone messages and information on LRT. The time 11:52 was already in local notices of 22 and 25 September. This is not a new decision of the window; it is a repeat of a check already scheduled.
  • Latvia — Ādaži. No new medical update on the four Italian soldiers was found for 27–28 September. Reprints of the Italian defence ministry text without new facts are not treated as an event of the window.
  • Namejs 2026 runs until 8 October. No episode dated specifically to Namejs was found for 27–28 September.
  • Perkūno griausmas 2026 runs until 15 October. No new dated episode was found for 27–28 September.
  • The four German Eurofighters at Lielvārde remain a Thursday fact and are not repeated as a new arrival.
  • Czarny Obrońca '26, on the earlier announcement, ended on 24 September. No fresh closure report was found for 27–28 September.
  • Estonia — Tartu (item 4). One local source, no headcount, no separate exercise name.
  • Belarus — Chebarkul (item 3). This is a contingent leaving for a Central Military District exercise, not a rotation on the Suwałki Gap.

Agreements and spending

  • No new European Commission decision on the Baltic defence ministers' letter on counter-drone defence was found for 27–28 September. The "carefully assessing" reply was already covered in the 26 September issue; a repeat of that text with a 27 September dateline is not a new reply. The figure of €500 million is still not confirmed by a Commission quotation.
  • The EU defence ministers' meeting (item 4) had produced no outcome by the time of compilation.
  • No new budget figures for the Baltics or Poland dated 27–28 September were found.

Military aid and air defence / electronic warfare

  • Poland, air (item 4). There is no new air-threat page.
  • Estonia, Latvia, Lithuania. No new intercepts or airport restrictions were found for 27–28 September.
  • The Lithuanian siren check remains scheduled for 29 September. That is a future episode, not an event of the window.
  • The EPEKIS intrusion and other stories from earlier days had no dated continuation for 27–28 September in the LRT and Delfi pages reviewed.

Kaliningrad and Russia's border regions

  • The night into 27 September and the day of 27 September: the northwest is absent from the lists of 96 and 43 (items 1 and 2). The night into the 28th: there is no full list. Tula's 11 drones do not describe the northwest.
  • No new dated Baltic Fleet release on Kaliningrad oblast was found for 27–28 September. The Baltic Maritime Forum in Kaliningrad on 28 September–2 October is a university and fisheries-agency event, not a fleet exercise, and it is not entered as a military fact.
  • The FSB regime opposite Estonia. The Kingisepp district administration page still carries the border-service notice for 16–26 September. No separate note dated 27–28 September on an extension or a lifting was found. The expiry of a previously stated term is not itself treated as a lifting.
  • Belarus (item 3). There is no fresh exercise on the Polish and Lithuanian borders. Ussisõnad-2026 is not independently confirmed.

Statements by officials

  • CSTO — A. Serdyukov (27.09, the organisation's site): the drills take account of the experience of modern conflicts, with particular attention to air defence. This is a ceremony in Chelyabinsk oblast, not a statement about the Baltics.
  • Russia — D. Milyaev (28.09, Interfax): 11 drones over Tula oblast, nobody hurt. Not the northwest.
  • Belgorod operational staff (27.09, Interfax and Kommersant): a woman killed. One staff, southern Russia, not the NATO line.
  • Lithuania — the Delfi/PAGD reminder (27.09): sirens on 29 September from 11:52. The time was published before this window.
  • EU — RTE (28.09, 00:24): ministers are going to discuss Ukraine's air defence. There are no quotations from a meeting that has taken place.
  • Poland and the Baltic states: no new statement by defence ministers, dated 27–28 September, on the air picture or on exercises was found in the national outlets reviewed.
  • Russia: no new Kremlin or foreign ministry statement, dated 27–28 September, on the Lithuanian sirens, on Ādaži or on Chebarkul was found in non-registry sources.

⚠️ Contradictions and discrepancies

  • 96 and "four regions". Kommersant writes four regions and the Black Sea and lists Belgorod, Bryansk, Kursk and Crimea. Interfax gives the same set; "Черым морем" in its text reads as a typo, not as a different sea. There is no disagreement on the number.
  • 43 and casualties in the south. The number 43 matches at Interfax and Kommersant. The death of a woman in Beryozovka is carried by both, citing one operational staff. A wounded man in Belgorod oblast appears in Kommersant's rendering and is not set out as a separate line in the Interfax text reviewed. A man wounded in Bryansk oblast rests on Kommersant alone. None of this is tied to the score.
  • The night into 28 September. There is no full defence ministry list. The Tula post does not prove that the northwest was quiet, and it does not disprove it.
  • Polish air. There is no new threat page. That is a gap in the reports found, not a declared pause by Operational Command.
  • Tartu. One local site. No headcount. Until there is a second source, the drill is not treated as a confirmed edition and is not entered as a driver.
  • The FSB regime. There is no fresh confirmation of a lifting or an extension. The district page still shows a term through 26 September.
  • The Commission reply. A repeat of the Thursday reply already covered, with a 27 September publication date, is not a new decision. The 27 September issue was right to say that no new reply had been found for 26–27 September.
  • Chebarkul. The place is confirmed by Interfax and the CSTO site. It is not a Kaliningrad range and not a Suwałki range. There is no mix-up in this window with drills on the Lithuanian border.
  • No substantive error in previous issues was found that needs an entry in corrections.json. Yesterday's issue stated the gap on the night into the 27th outright; today's tally closes it and does not correct a false fact. The Mi-8 omission of 23 September and the Ādaži omission are already logged.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the 27 September issue. The nearest historical analogue is the tense late Cold War confrontation (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for the war a few kilometres from the Polish border, and for the nuclear item that remains on the Lithuanian calendar (the vote on 6 October). Noticeably below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): no new airspace violation was found in the window, the exercises are defensive and announced in advance, and the Belarusian contingent at the drills that opened is in Chelyabinsk oblast.

Drivers on the Russian side and its ally:

  • Strikes on Russian territory continue. The night into 27 September is 96 drones on the ministry list without the northwest; the day of 27 September is 43, also without the northwest. The night into the 28th is not closed by a full list. This is the war with Ukraine, not a new contact with the NATO line.
  • The FSB regime opposite Narva, on the previously stated term, ran through 26 September. There is no fresh decision to extend or lift it, so this issue does not lift it or extend it by default.
  • Belarus: there is a dated event, but it is in Chelyabinsk oblast. There is no fresh exercise on the Suwałki Gap.
  • No new Kremlin statement on the Baltics was found in non-registry sources of the window.

Drivers on the NATO side and among individual members:

  • Vyčio skliautas 2026, Namejs 2026 and Perkūno griausmas 2026 continue on previously announced dates. There is no fresh separate episode for 27–28 September. The 29 September sirens remain a planned check; the time was published before the window.
  • Tartu. A local site's notice of an academy guard drill is defensive and local. One source is not enough to treat it as a driver.
  • The German fighters at Lielvārde remain Thursday's short measure.
  • The EU defence ministers' meeting is on today's calendar. No decision that would change forces or money was available at compilation.

Mutual / structural factors:

  • The Russia–Ukraine war as the source both of earlier Polish alerts and of the overnight strikes on Russia.
  • The exercise pattern on both sides remains dense, but the window's new episodes are either planned and far from the line (Chebarkul) or unconfirmed by a second source (Tartu).
  • The calendar: Lithuanian sirens on 29 September, Saeima elections in Latvia on 3 October, the Lithuanian constitutional vote on 6 October.

Stabilisers (both sides):

  • The northwest is absent from both defence ministry lists for 27 September. For the night into the 28th there is no full list, and quiet is not asserted.
  • No new Polish air page for 27–28 September was found on gov.pl.
  • No new airspace violations of Lithuania, Latvia or Estonia were found.
  • The Belarusian contingent at these drills is in Chelyabinsk oblast, not on the approaches to the Suwałki Gap.
  • No Kremlin reaction to the sirens, to Ādaži or to Chebarkul was found in non-registry sources of the window.
  • Ādaži remains Friday's training accident, with no new hostile reading.
  • The nuclear vote in Lithuania did not advance in this day.

Why this score: holding 5.1 follows from the new facts adding no hostile incident on NATO territory and not changing the scale of forces on the Baltic line. The closed night into the 27th removes yesterday's uncertainty about the northwest, but the class of event is the same: the war with Ukraine, without a new entry onto NATO territory. Chebarkul is geographically outside the area of coverage and does not add troops at the gap. A second day without a new Polish air page is not grounds to lower the score: it is still a gap in the reports found, not a declared pause, and the run of earlier nights is not subtracted from the assessment after the fact.

Delta from the previous issue: = (0.0) — 5.1 (27 September) → 5.1 (28 September). Reason: a closed list without the northwest, and drills in Chelyabinsk oblast, do not change the class of events that already holds the score.

Caveat: this is an analytical assessment from open sources, not a forecast.
