Issue of 1 October 2026 — covering 30 September – 1 October 2026

Note: On 30 September Poland said procedures for identifying air targets without a visual approach were ready, Latvia's president said there would be no nuclear deployment without a collective NATO decision, and allies in Šiauliai showed an air-defence mission that is already running. No new violation of NATO airspace for the rest of 30 September and the morning of 1 October was found in the reports reviewed. (Previous issue — 30 September 2026, risk 5.1/10.)

  1. 30.09 — Poland: "positive identification" procedures are ready, and the minister called 1 October a convenient day to implement them. At a press conference on Wednesday 30 September, deputy prime minister and defence minister W. Kosiniak-Kamysz said he had received a report from operational commander General Ireneusz Nowak: the new procedures are fully ready and are already being implemented. No separate law is required, he said: this is a military-level order for pilots and air-defence soldiers. The sentence quoted from the minister is that 1 October is always a good moment not only for the start of the academic year but also for implementing new procedures. PAP, as carried by Portal Samorządowy (30.09, 14:45) and by wnp.pl, says the same thing: instead of mandatory visual identification, meaning a pilot closing with the object, "positive identification" from radar and other systems and from Ukrainian information is enough; the pilot or his commander decides on a shot. Headlines on some reprints ("fighters may shoot", "without identification") are wider than that quotation: dropping the visual approach is not described as dropping identification altogether. Deputy minister C. Tomczyk's explanation that such options were usually reserved for war or martial law is dated Monday 28 September in the same PAP text and is not used as a new statement of this window. No order published on the morning of 1 October was found in the pages reviewed. No new Polish scramble after the morning of 30 September, already described, was found by the time of compilation.   2. 30.09 — Rinkēvičs: there is no legal obstacle to nuclear weapons in Latvia, and there are no specific talks now. President Edgars Rinkēvičs told journalists on 30 September that Latvian law has no ban of the kind in Article 137 of Lithuania's constitution. LETA, as carried by Baltic News Network (30.09, 15:43) and by TVNET (30.09, 13:03), quotes the formula: if such a need arises and NATO takes a collective decision, nuclear weapons will be deployed in Latvia. Delfi (30.09, 14:24, Raivis Spalvēns's own copy) is softer: if there is a NATO decision, the government and the Saeima will take it; "we are not now in a situation to talk about a specific deployment, because there are no such talks." All three texts agree that there are no specific talks and that Latvia is already under NATO's nuclear umbrella, provided by the United States and the United Kingdom. The president's comment on a British offer to the JEF refers to a visit to Finland on Monday 28 September by the head of the Royal Navy, Gwyn Jenkins; the offer itself is older than the window and is not treated as a fresh fact.   3. 30.09 — Šiauliai: a briefing on the air-defence mission that replaced air policing; the second NASAMS battery, in the army's text, is nearing initial capability. A Lithuanian military release of 30 September: at the air base in Šiauliai they showed the shift from an air-policing model to a wider air defence. The NATO summit decision was in July, the move to the new regime in August; this is not a new decision of the window. Rear Admiral Giedrius Premeneckas says decision-making has sped up, coordination with NATO's air command has improved, and the rules of engagement have been fitted to the current situation. Deputy commander of Allied Air Command Lieutenant General Guillaume Thomas says air power is the first line of defence. In the same release the army writes: the second NASAMS battery is nearing initial operational capability, and a third NASAMS battery and two MSHORAD batteries are being procured. That is a status line in the army's text, not a new contract of 30 September. LRT (30.09, 12:30, BNS) carries the same words from Premeneckas, that the change of mission is not a change of signboard. LRT TV (30.09, 22:25) adds that Italian Eurofighters are at Šiauliai, that Turkey sent five F-16s to Estonia from August to November, that Spain sent F/A-18 Hornets to Ämari as reinforcement for the Turks, and that "today they are all in Šiauliai." That text gives no number of Spanish aircraft, and no order for a permanent rebase was published. Comments by Italian Colonel Stefano Livatino in the same piece refer to an August drone over Latvia and to the shootdown near Kaunas in mid-September, not to a new shootdown on 30 September.   4. 30.09 — Palloson did not give a number of prevented attacks; the threat level, he said, has been high for a third year. ERR (published 30.09, 12:04 Tallinn time) carries an interview with Internal Security Service chief Margo Palloson for "Aktuaalne kaamera". Asked whether this meant dozens of attempts in a month, he said he would not give an exact figure, that the number is "quite significant", that some attempts are still at the preparation stage, and that intervention starts with reconnaissance of the site. He said there had previously been ten attacks on symbolic objects, and that the emphasis is now on defence-industry companies so that aid does not reach Ukraine; the threat level has been high for the last three years, not after a new surge. Most perpetrators, he said, act for money; among people who have already carried out attacks in Estonia he named people from Latvia, Russia and Moldova. The figure "ten" and the list of countries are one conversation; there is no second count. He did not answer the journalist's question about "dozens in a month" with a number. This interview reports no new arson or explosion in the window. The formula "the first successful strike this year" belongs to an earlier ERR piece and is still absent from the government release of 29 September. Sources: ERR — Palloson (30.09.2026, 12:04).

  5. 01.10 — Overnight: 330 drones in the defence-ministry tally; the northwest is not on the list. The daytime of 30 September is closed by the figure 123. Kommersant (01.10, 08:41) carries the tally: from 20:00 Moscow time on 30 September to 08:00 on 1 October, 330 fixed-wing drones were shot down. The lead says "over seven Russian regions", and the next sentence names Astrakhan, Belgorod, Bryansk, Kaluga, Kursk, Lipetsk, Oryol, Smolensk, Tambov, Tver and Tula oblasts, the Moscow region, Crimea and the Black Sea. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not in that paragraph. No second non-registry reprint of this particular morning tally was found by compilation; the figure is the ministry's. The daytime of 30 September, which the 30 September issue left open: Kommersant (30.09, 20:46) and Interfax (30.09) agree that from 08:00 to 20:00, 123 drones were shot down over Kursk, Bryansk, Belgorod, Kaluga, Oryol, Tyumen and Smolensk oblasts, Perm Krai, the Moscow region, Crimea and the Black Sea. The northwest is absent. That is one tally in two newsrooms, not two counts. The south and the centre are not the NATO line and are not tied to the score. By area, in detail

Construction of military sites and fortifications

  • No new kilometres of ditches, dragon's teeth, sections of the Baltic Defence Line or of Tarcza Wschód, dated 30 September or 1 October, were found.
  • The July frame of "about 100 km" from the Polish General Staff is not repeated here as a fresh report.

Deployment and movement of forces

  • Vyčio skliautas 2026 runs until 3 October. No separate episode dated 30 September – 1 October was found beyond the siren test of 29 September already described.
  • Namejs 2026 runs until 8 October. No episode specifically of Namejs dated 30 September – 1 October was found. The evacuation drill in Kuldīga belongs to 28 September and is outside the window.
  • Perkūno griausmas 2026 runs until 15 October. No new dated episode was found.
  • Estonian Military Academy in Tartu. The only notice found is dated 29 September: a force-protection drill from 28 September to 5 October, the first phase without simulation, the peak on 5 October. That is background, not a fresh episode of the window. The notice gives no headcount, and no card is opened.
  • Šiauliai, 30 September (item 3). A briefing, not a new decision to change the mission. LRT's words "today they are all in Šiauliai" are one newsroom and are not an order rebasing Spanish Hornets and Turkish F-16s.
  • Four German Eurofighters at Lielvarde remain a fact of 24 September. No report of their departure on 30 September – 1 October was found.
  • No new decision on the timing of the American rotation to Lithuania or Estonia was found for this window.
  • No new named exercise with dates, scale and content, not already on the cards, appeared. Zapad-2026 is not being held. Ussisõnad-2026 is not independently confirmed.

Agreements and spending

  • No fresh answer from the European Commission to the letter on EUR 500 million for counter-drone defence was found for 30 September – 1 October.
  • The figure of about EUR 200 million for the second NASAMS phase is from an LRT / defence-ministry report of 7 May 2026, not from this window. "The third battery in 2028" is from LRT of 13 April. Both dates are marked as background to the 30 September status and are not a new decision.
  • No new budget figures for the Baltics and Poland, dated to the window and confirmed by two sources, were found.

Military aid and air defence / electronic warfare

  • Poland, procedures of 30 September (item 1). Identification without a mandatory visual approach. These reports do not describe a shot in the window. No new RCB alert and no new scramble on the morning of 1 October were found in the texts reviewed.
  • Lithuania, Šiauliai (item 3). The air-defence mission has been running since August. The second NASAMS battery, in the army's text of 30 September, is nearing initial capability and has not reached it in that text.
  • Latvia and Estonia. No new airspace violations and no airport restrictions for 30 September – 1 October were found in the LRT, LSM and ERR pages reviewed. Palloson's interview (item 4) reports no new strike.
  • The training incident at Ādaži received no new medical update and no new hostile reading.

Kaliningrad and Russia's border regions

  • Daytime of 30 September and the night into 1 October (item 5). The northwest is absent both from the list of 123 and from the list of 330. Kommersant's lead about "seven regions" does not match its own list of eleven oblasts.
  • Baltic Fleet. No dated exercise in Kaliningrad Oblast was found for the window. PortNews at 08:00 on 1 October retells a defence-ministry release on a drill by the minesweeper Novocheboksarsk in the Gulf of Finland: sweeps, escort behind sweeps, training mines, fire from machine guns and a 30 mm mount. No second dated source was found, and the wording is close to earlier fleet releases, so the sortie is not counted as a confirmed episode of this window.
  • Belarus. Belarusian Radio Racyja (30.09, 14:30) writes that the defence ministry announced annual mobilisation-readiness classes from 29 September to 2 October under the chairs of the regional executive committees: coordination while forming territorial troops and a people's militia. The oblasts are not named in the text reviewed, so the classes are not tied to the Polish and Lithuanian border. This is not the Western Command command-staff exercise of 15–18 September. A second independent text of the ministry announcement itself was not found in non-registry sources. The author's comment in the same piece on Minsk's motives is not used as a fact of the window.
  • FSB regime on the Estonian border. No separate note of 30 September – 1 October on extending or lifting the previously named deadline was found.
  • No new note on Kaliningrad and no new NATO reply were found for this window. The dpa text of 29 September remains the previous day's reading and is not retold here as a new document.

Statements by officials

  • Poland — W. Kosiniak-Kamysz (30.09): the procedures are ready and being implemented, no law is required, 1 October was called a convenient moment. The verbatim formula "fighters shoot without identification from 1 October" is not his in the PAP text reviewed.
  • Latvia — E. Rinkēvičs (30.09): there is no ban in law; there is no deployment without a collective NATO decision; there are no talks. LETA's formula "will be deployed" and Delfi's formula "the government and the Saeima will take the decision" differ in hardness and do not differ in the condition.
  • Lithuania — G. Premeneckas and G. Thomas (30.09): the air-defence mission is faster than air policing; the decision was July's. The NASAMS battery status is a paragraph of the army release, not a separate quotation of the admiral in the LRT piece.
  • Estonia — M. Palloson (30.09): there is no exact number of prevented attacks; ten earlier attacks on symbolic targets are his words in one interview; no new strike was declared.
  • No new statement by the Russian defence minister on Poland's procedures or on Rinkēvičs's words was found in non-registry sources by compilation.

⚠️ Contradictions and discrepancies

  • "May shoot" and "without identification". Headlines at Portal Samorządowy and in a number of PAP reprints are wider than the body. The body, the same at Portal Samorządowy (30.09, 14:45) and at wnp.pl, speaks of dropping the mandatory visual approach and of "positive identification" from radars and Ukrainian data. The minister does not announce a new law and does not say that recognition is no longer needed. Tomczyk's sentence on wartime procedures is dated 28 September.
  • "Will be deployed" and "the government and the Saeima will take the decision". LETA at BNN and TVNET formulates the consequence of a collective NATO decision as deployment. Delfi formulates it as a decision of the government and the Saeima and separately says there is nothing to say now about a specific deployment. Both lines deny current talks. Neither formula reads as an announcement that weapons are being brought in.
  • "Seven regions" and a list of eleven oblasts. In one Kommersant note of 01.10 the lead speaks of seven regions, and the list that follows names eleven oblasts plus the Moscow region, Crimea and the Black Sea. The northwest is absent from both formulations. The figure 330 is one ministry tally; no second non-registry reprint of the morning of 1 October was found.
  • 123 and four injured in Belgorod Oblast. The figure 123 and the list of regions match at Kommersant and Interfax. The sentence about four injured is not in the Interfax text reviewed; only Kommersant gives it, citing the oblast operations staff. That is one source, Belgorod is not the Baltic line, and the figure does not enter the score.
  • "Nearing initial capability" and "radars by the end of 2026". The army release of 30 September says the second NASAMS battery is nearing initial operational capability. The defence-ministry report of 7 May, which LRT carried that day, says the radars and electro-optical sensors for a full set should arrive by the end of 2026 and only then will the conditions exist for the planned capability. "Nearing" on 30 September is not the same as capability reached this week. On the third battery, April's LRT named 2028; the 30 September release does not repeat the year and says the battery is being procured.
  • "Ten attacks". The figure is in one Palloson interview. He left the question about dozens of attempts in a month without a number. It is not used as an established count.
  • "They are all in Šiauliai today". This is in LRT TV and not in the army release. There is no number of Spanish Hornets. It is not read as a rebasing order.
  • The minesweeper Novocheboksarsk. One PortNews note of 01.10 citing the defence ministry. There is no second dated source, and the text resembles earlier releases. The episode is not entered in the digest as confirmed.
  • No substantive error in previous issues that needs to be entered in corrections.json was identified. The 30 September issue itself wrote that the daytime list for 30 September was not closed at that compilation; the figure 123 came out in the evening. The 30 September score is not recalculated.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the issue of 30 September. The nearest historical analogue is a tense late-Cold-War confrontation (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for strikes a few kilometres from the Polish border in previous windows, and for nuclear-tinted rhetoric around Kaliningrad, to which this window adds a conditional statement by Latvia's president. Noticeably below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): no new violation of NATO airspace was found, no shot under the new Polish procedures was described, there are no talks on deploying nuclear weapons in Latvia, and the exercises are defensive and announced in advance.

Drivers on the Russian side and its ally:

  • Strikes on Russian territory continue. The daytime of 30 September (123) and the night into 1 October (330) do not contain the northwest. The figures are the ministry's. Four injured in Belgorod Oblast remain one source and do not belong to the Baltic line.
  • Belarus announced, in one retelling, annual mobilisation classes from 29 September to 2 October. The oblasts are not named. This is not a repeat of the September exercise on the Polish and Lithuanian borders.
  • No confirmed Baltic Fleet exercise in Kaliningrad was found for the window. The note on a minesweeper in the Gulf of Finland is not closed by a second source.
  • Hybrid background. Palloson said on 30 September that defence companies remain targets and that the threat level has been high for a third year. He did not name a new strike in the window.
  • The FSB regime opposite Narva was neither extended nor lifted by a fresh decision.

Drivers on the NATO side and among individual members:

  • Poland's identification procedures lower the time to a possible shot: a visual approach is no longer described as mandatory. This is a defensive measure, the law was not changed, and there was no use of weapons in the window.
  • The Šiauliai briefing describes a mission that has been running since August. No new batteries were fielded in the day: the second NASAMS, in the army's text, is still nearing initial capability.
  • Rinkēvičs publicly leaves open a legal possibility of nuclear deployment and in the same breath says there are no talks. This is rhetoric, not a delivery of weapons.
  • Vyčio skliautas 2026, Namejs 2026 and Perkūno griausmas 2026 run on previously announced dates. There is no new episode of the window.

Mutual / structural factors:

  • The Russia–Ukraine war remains the background both of the Polish procedures and of the overnight lists over Russian territory.
  • The calendar: Saeima elections in Latvia on 3 October, Lithuania's constitutional vote on 6 October, the end of Vyčio skliautas on 3 October.
  • The nuclear theme is held on both sides: the earlier reading of the Kaliningrad note, and a new conditional statement in Riga. Neither names a movement of troops.

Stabilisers (both sides):

  • No new violation of NATO airspace for the rest of 30 September and the morning of 1 October was found in the texts reviewed. No new Polish scramble after the morning of 30 September was found.
  • The northwest is absent from the closed lists of 123 and 330.
  • There are no talks on nuclear weapons in Latvia in all three accounts of the press conference that were reviewed.
  • The Polish measure is an identification procedure, not a declared use of weapons.
  • The second NASAMS was not brought to capability in this window. The May deadline for the radars is the end of 2026.
  • The Belarusian classes are not tied to the border in the only text reviewed.
  • The Kapo interview reports no new arson in Estonia.

Why this score: holding 5.1 follows from the new facts not changing the class of events. Poland's procedures make a future defensive shot procedurally easier and are not themselves a shot. Rinkēvičs's statement is nuclear in subject and empty of a decision: there are no talks. The Šiauliai briefing describes a mission already under way. Closed lists without the northwest fill yesterday's gap for the daytime of 30 September and close the night into 1 October, without adding a brush against the NATO line.

Delta from the previous issue: = (0.0) — 5.1 (30 September) → 5.1 (1 October). Reason: identification without a visual approach, a conditional nuclear formula without talks, and a briefing on an already announced mission stay inside the class that has held the score since mid-September.
