Issue of 7 October 2026 — for the period 6–7 October 2026.

Note: On Tuesday Lithuania's Seimas, at first adoption, backed repeal of the constitutional ban on weapons of mass destruction and foreign military bases by 106 votes to 18, with 6 abstentions; the article is still in force, and a second vote cannot come before three months. On Wednesday morning Polish aircraft flew because of Russian strikes on Ukraine, and the Operational Command, as carried by RMF24, said the flying ended at about 06:30 and that no violation of Polish airspace was recorded. Estonia's defence forces said on Tuesday that NATO's command-post exercise Steadfast Duel 26 had begun and runs to 15 October. The Russian defence ministry's overnight list of 311 drones, carried by Interfax, does not include the northwest. (Previous issue — 6 October 2026, risk 5.1/10.)

  1. 06.10 — Seimas: first adoption of repealing Article 137, 106 to 18 with 6 abstentions. LRT (06.10, 10:23, updated 10:54, BNS) writes that on Tuesday the Seimas at first adoption backed an amendment after which the constitution would no longer ban weapons of mass destruction on the country's territory. In favour 106, against 18, abstentions 6. A second, final vote is possible no earlier than after a three-month pause, and it again needs at least 94 of 141. Speaker Juozas Olekas has said final adoption is set for 12 January 2027. Article 137 now says weapons of mass destruction and military bases of foreign states may not be on Lithuanian territory; the amendment would remove that clause entirely. Delfi (06.10, 10:34, ELTA) and Respublika (06.10, 10:59, ELTA) give the same 106–18–6 tally and the same 12 January date. This is one vote in several newsrooms, not several independent counts. No warhead, no deployment order and no opened base are in these texts. Before the sitting Olekas told reporters that striking the ban increases resilience and deterrence and removes legal peculiarities that set Lithuania apart from other EU and NATO states. Laurynas Kasčiūnas (LRT/BNS) said that with the current restriction Lithuania cannot fully take part in NATO nuclear-deterrence plans. Defence minister Robertas Kaunas called the step a reaction to Russia's war and to strategic weapons in Belarus and Kaliningrad. Aidas Gedvilas (Nemuno aušra) called for a referendum. Ričardas Motuzas, in the ELTA text, said repeal would not make Lithuania a nuclear state and does not mean warheads or an American base appear the next day.   2. 07.10 — Poland: morning flying ended at about 06:30, and the command named no violation. WNP (07.10, 05:55, citing PAP) carries the morning communique of the Operational Command of the Branches of the Armed Forces: because of Russian long-range aviation striking Ukraine, military aircraft began operating in Polish airspace; forces were activated through the Air Operations Centre, and ground air-defence and radar systems were brought to readiness; the action is preventive and aimed at protecting the air, especially near threatened areas. Fakt carries the same opening text and dates it to early Wednesday morning. RMF24 (published 06:06, updated 06:34) writes that the operation ended several dozen minutes after the first communique, and quotes the command at about 06:30: flying connected with Russian strikes on Ukraine has ended, and ground systems have returned to routine work. The same item says no violation of Polish airspace was recorded. In that RMF text the command thanks the Swedish Air Force, whose fighters supported the activity. The start is one communique at WNP/PAP and Fakt. The ending, the "no violation recorded" line and the thanks to Sweden were read at RMF24; a second page with the Sweden sentence was not found. The texts do not describe a shot. No separate RCB alert for the morning of 7 October was found in the pages read. Aggregator reports of airspace closed over Lublin and Rzeszów are not confirmed by the official communique and are not used as fact.   3. 06.10 — Steadfast Duel 26: a NATO command-post exercise has begun and runs to 15 October. The Estonian Defence Forces (mil.ee, 06.10, 17:00): on Tuesday, 6 October, NATO's large-scale command-and-staff exercise Steadfast Duel 26 began; it runs from 6 to 15 October; it is led by NATO's Joint Warfare Centre in Norway; it is a computer-assisted command-post exercise with U.S. European Command and military and civilian personnel from all 32 allies. In Estonia the focus is procedures at the Defence Forces Headquarters command post and exchange between NATO headquarters. Estonia takes part as a national command element. Major General Vahur Karus, chief of staff of the joint headquarters and Estonia's exercise director, calls Steadfast Duel the most important exercise for NATO's command structure, on which SHAPE and the joint force commands rehearse war plans. Delfi (06.10, 17:22) retells the same release and the same 6–15 October dates. This is one defence-forces press release in two newsrooms, not two independent headcounts. The release gives no troop numbers in the Baltic states. It does not describe a new brigade deploying to the border. ERR's lede says the exercise begins on Wednesday and adds that it is the first Article 5 exercise with all 32 members and the largest computer-assisted command-post exercise of the year. Those two formulas, and the word "Wednesday", are not in the mil.ee text that was read, nor at Delfi.   4. 06–07.10 — The 868 tally closed the night into Tuesday, 311 the night into Wednesday; the northwest is absent. Kommersant (06.10, 09:49) carries the defence ministry: from 20:00 on 5 October to 09:00 on 6 October, 868 aircraft-type drones were intercepted over Belgorod, Bryansk, Kaluga, Kursk, Lipetsk, Oryol, Ryazan, Smolensk, Tver and Tula oblasts, the Moscow region, Crimea and the Sea of Azov. Leningrad, Pskov and Kaliningrad oblasts and St Petersburg are not on the list. This is one ministry tally. It closes the night the 6 October issue left open. Lenta (lenta.ru) — EU-sanctioned outlet, no direct link — retells the same 868 tally; that is not a second count. Interfax (07.10, 08:49) carries the next night: 311 drones over Belgorod, Bryansk, Kursk, Tula, Oryol, Lipetsk, Voronezh, Smolensk, Tambov, Kaluga, Saratov, Samara, Penza, Rostov and Volgograd oblasts, Perm Krai, Crimea and the Black and Azov seas. The northwest is absent again. A second rewrite of 311 outside the registry was not found. RIA (ria.ru) — EU-sanctioned outlet, no direct link — gives the same ministry wording for 311. The figure is the ministry's. The day of 6 October after 09:00 and the day of 7 October were not closed by a general list at compilation and are not presented as quiet. Fontanka (06.10, 07:35) and Interfax report one dead and six injured in Moscow oblast on the night into Tuesday. Moscow is not the Baltic northwest. The 6 October issue did not carry this death; that issue did not claim zero casualties, and the 6 October score is not recalculated. Construction of military sites and fortifications

  • No new stretch of the Baltic Defence Line and no new kilometre count of ditches, dragon's teeth or Eastern Shield dated 6–7 October was found.
  • No outcome of the Lithuanian interior ministry's shelter conference, announced for 6 October at 09:00, was found in the pages read. No new count of shelters built was found.

Deployment and movement of forces

  • Steadfast Duel 26 (item 3). A headquarters exercise, not a new brigade at the border. No pillar page is opened.
  • Namejs 2026 runs to 8 October on previously announced dates. Jauns.lv, citing the Ādaži municipality, writes that on Wednesday 7 October, from 09:00 to 18:00, a residents' evacuation drill will be held inside Namejs; it is a check, not a real threat. No separate report that the evacuation had already finished by compilation was found. The same Jauns.lv writes that on 6–8 October Ventspils, inside Namejs, is checking assembly and evacuation points; there is no real threat. Radio1 writes that on 6 and 7 October military activity in small groups, and noise from training ammunition, is expected in Jēkabpils and Aizkraukle municipalities. Publication times were not on the pages read. These are local notices of an exercise already under way, not a new named exercise and not a new scale. The Namejs page is not changed: the dates and the stated headcount are not revised by these notices.
  • Perkūno griausmas 2026 runs to 15 October. No new dated episode beyond the already known window was found.
  • No new arrival figure for the German brigade on 6–7 October. No report that the four German Eurofighters left Lielvarde was found.
  • Zapad-2026 is not being held. Ussisõnad-2026 is not independently confirmed.

Agreements and spending

  • Article 137 (item 1). First adoption has happened. The clause is not repealed. The final vote, per Olekas and per Delfi/ELTA, is 12 January 2027, after a pause of at least three months. The threshold of 94 was passed (106). There is no deployment.
  • No newly signed supply agreement and no new spending sum dated 6–7 October was found.

Military aid and air defence

  • The morning of 7 October (item 2). Preventive flying, with an ending at RMF that names no violation. The texts do not describe a weapon being used. No separate RCB alert for this morning was found.
  • No new air warning for Lithuania, Latvia or Estonia on 6–7 October was found in the LRT, LSM and ERR pages read.
  • The Ādaži training accident received no new medical update in the window.

Kaliningrad and Russia's border regions

  • 868 and 311 (item 4). The northwest is absent from both closed lists. Unclosed daytime windows are not presented as quiet. Moscow-oblast casualties are not tied to the Baltic line.
  • Baltic Fleet. No separate report dated 6–7 October of firing, ship sorties or coastal-missile drills was found in non-registry sources. A text dated 7 October on electronic launches of the Bal system, citing Izvestia, is not used: Izvestia (iz.ru) is an EU-sanctioned outlet, and the page also carries a 16 February 2026 line. It is not presented as a fresh fact of this window.
  • Belarus. No separate text dated 6–7 October on drills at the Polish or Lithuanian border was found.
  • The FSB regime on the Estonian border. No note of 6–7 October extending or lifting the previously stated period was found.
  • No new note on Kaliningrad and no new NATO reply was found for this window.
  • Peskov, 06.10. Moscow 24 (m24.ru; access blocked by Baltic regulators — no direct link) at 13:42 publishes a comment attributed to Dmitry Peskov: if nuclear weapons were placed on Lithuanian territory, Russia would be forced to take measures for its own security; a possible NATO base and nuclear weapons are called a new round of tension. Single source, no independent confirmation. The text does not establish a deployment. It is not entered in the score as a confirmed statement.

Statements by officials

  • J. Olekas, 06.10, before the sitting (LRT/BNS): striking the ban increases resilience and deterrence; legal differences from other EU and NATO states would disappear. The vote of 106 does not repeal the article.
  • L. Kasčiūnas, 06.10: with the current restriction Lithuania cannot fully take part in NATO nuclear deterrence. One speech in the LRT text.

⚠️ Contradictions and discrepancies

  • Wednesday and Tuesday for Steadfast Duel. mil.ee (06.10, 17:00) and Delfi (06.10, 17:22) say the exercise began on Tuesday 6 October and runs 6–15 October. ERR's lede says it begins on Wednesday. The same ERR page embeds a Defence Forces post of 6 October: the exercise has already begun, dates 6–15 October. The start is taken from the ministry release and its direct rewrite, not from ERR's lede.
  • "First Article 5" and "largest computer-assisted". Those two formulas are at ERR and are absent from the mil.ee text that was read and from Delfi. They are not presented as established.
  • Two votes or three. LRT/BNS, Delfi/ELTA and Respublika/ELTA describe Tuesday as first adoption: 106–18–6, then a pause of at least three months and a second, final vote; Olekas named 12 January 2027. Interfax, citing the Lithuanian defence ministry, writes that an amendment needs at least 94 votes three times, and that the first and second votes were 99 and 106. The figures 99 (22 September, after consideration) and 106 (6 October) are each already known, but the frame "three votes, and 106 is the second of three" does not match the Lithuanian wires. The score uses the LRT and ELTA account: the article is not repealed, and the final vote is not before January. No corrections.json entry is added: the 6 October issue did not state a vote result.
  • Sweden. The thanks to the Swedish Air Force is in the command quotation at RMF24 and was not found at WNP and Fakt, which carry the opening communique rather than the closing one. Support is taken as one quotation in one outlet.
  • 868 and 311. Both figures are defence-ministry wording. Kommersant is the only non-registry rewrite of 868 that was read; Lenta repeats the same tally with no link. Interfax is the only non-registry rewrite of 311 that was read; RIA repeats the same wording with no link. There is no independent count.
  • Casualties in Moscow oblast. Fontanka (07:35) and Interfax agree on one dead and six injured. This is not the Baltic northwest. The 6 October issue did not carry the death and did not claim zero casualties. The 6 October score is not recalculated. No substantive error in previous issues that belongs in corrections.json was identified.
  • Peskov. One Moscow 24 page. Peskov's September comments are not replaced by this text and are not used as fresh confirmation.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the 6 October issue. The nearest historical analogue is a tense late-Cold-War confrontation (≈3–4), with an addition for the drone shoot-down over Lithuania on 15 September, for strikes a few kilometres from the Polish border in earlier windows, and for nuclear-tinted rhetoric around Kaliningrad. Clearly below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): Article 137 is not repealed, there was no shot, no airspace violation was named, the northwest is absent from two closed lists, and the command-post exercise does not move a brigade.

Drivers on the Russian side and its ally:

  • Strikes on Russian territory continue. The night into 6 October is closed by the 868 tally, the night into 7 October by the 311 tally. The northwest is on neither list. The figures are the ministry's. Daytime windows after those nights are not closed.
  • The comment attributed to Peskov speaks of measures if nuclear weapons were placed in Lithuania. That is one registry page. It does not report a deployment.
  • Baltic Fleet. No fresh report dated 6–7 October of firing or sorties was found in non-registry sources.

  • The FSB regime near Narva was not extended or lifted by a fresh decision.

Drivers on the NATO side and individual members:

  • First adoption of Article 137 is a legal step that was on Tuesday's agenda. The threshold of 94 was passed. The article remains in force. No warhead and no base follow from the vote. The nuclear topic stays on the public agenda that has held the score since late September.
  • Wednesday morning in Poland was preventive flying against the background of strikes on Ukraine. Per RMF24 the command named no violation. The texts do not describe a weapon being used. The class of event is the same as earlier scrambles without a violation.
  • Steadfast Duel 26 is a previously announced headquarters exercise, one release. It does not count people to the border.
  • Local Namejs notices are the tail of an exercise that ends on 8 October. There is no new scale.

Why this score: holding 5.1 follows from the window adding no named airspace violation, no use of weapons, no strike on the Baltic northwest and no deployment that has taken place. The vote of 106 and the command-post exercise change the density of the calendar, not the class of event the score has rested on since mid-September.
