Issue of 13 October 2026 — for the period 12–13 October 2026.

Note: Before dawn on Tuesday the Government Centre for Security warned Lublin and Podkarpackie voivodeships and, in the same text, cancelled the warning: Polish aircraft were operating, and no separate Operational Command sentence on an airspace violation was found. On Monday afternoon President Nausėda in Kaunas watched Perkūno griausmas, which was already under way; the exercise has no new figures. The Russian defence ministry's daytime list is 33 drones and does not name the northwest, and a full overnight list into Tuesday was not closed at compilation. The Council of the EU added 826 companies and 743 executives to a sanctions list, among them St Petersburg shipyards. (Previous issue — 12 October 2026, risk 5.1/10.)

Top stories of the day

  1. 13.10 — The RCB warned Lublin and Podkarpackie voivodeships and cancelled the alert; no command sentence on a violation was found. The gov.pl page of 13.10.2026 carries both RCB alert texts. The first: "WARNING! A Russian air attack on the territory of Ukraine. The situation is being monitored. Polish aircraft are operating in Polish airspace. Await further messages." The update: "WARNING! The air attack on Ukraine has ended. There is no threat on the territory of Poland." Recipients are Podkarpackie and Lublin voivodeships. The page gives no clock. Radio ZET (13.10, 04:31) says the warning was withdrawn after about 20 minutes and credits Radio ZET/PAP/X. Radio ESKA Lublin (13.10, 06:19) puts the send at about 04:15 and the cancellation at about 04:40, and quotes the RCB explaining that the first send was cut off once the threat had passed, so some phones received only the cancellation. ⚠️ A discrepancy of minutes: "about 20 minutes" at Radio ZET and a window of about 04:15–04:40 at ESKA are one episode, not two. No separate Operational Command sentence "no violation was observed" for this night appears in the pages read. ESKA's line that there were also no reports of a violation of Polish airspace belongs to the newsroom, not to the command. No shot is described in these texts. Sources: gov.pl — alert (13.10.2026); Radio ZET (13.10.2026, 04:31); Radio ESKA Lublin (13.10.2026, 06:19).

  2. 12.10 — Nausėda in Kaunas watched Perkūno griausmas; the exercise has no new figures. LRT (12.10, 12:57, ELTA) and Kauno diena (12.10, 13:39, BNS) describe a visit that took place, not the morning announcement. The president says Ukraine's fight has shown that it is not one army that defends a country but the whole state, and that these exercises answer that need. The second point is action with NATO: "we are not alone", and he says the deployment of American and German units in Lithuania shows it. He adds that readiness and deterrence rest not only on equipment but on trained people and institutions, and that keeping the peace takes real, high-quality preparation. A site inside Kaunas is still not named. LRT gives the lines "up to 2,400" reservists and "more than 5,000 further" contacts as a reminder of earlier remarks by Rear Admiral Giedrius Premeneckas ("as previously reported"), not as a new Monday count. The exercise dates in both texts are the old ones: 17 September to 15 October. This is one visit in two newsrooms. There is no new headcount. Sources: LRT (12.10.2026, 12:57); Kauno diena (12.10.2026, 13:39).

  3. 12–13.10 — 33 drones were shot down by day, and the northwest is not on the list; the overnight list into Tuesday is not closed, and 417 is read two ways. Fontanka (12.10, 21:00) carries the defence ministry: from 08:00 to 20:00 Moscow time on Monday, 33 Ukrainian fixed-wing drones were intercepted over Belgorod, Kursk, Oryol and Bryansk oblasts. Leningrad oblast, Pskov, Kaliningrad and St Petersburg are not on that list. News.ru (access blocked by Baltic regulators — no direct link) at 20:37 repeats the same ministry figure and the same four oblasts. 33 is one ministry figure in two newsrooms, not two counts. Separately, Interfax (12.10) carries a ministry daily line with no oblast list: 646 fixed-wing drones and five guided bombs shot down over the day. The text names no regions, so it does not show whether the northwest was included. The night into Tuesday: no full defence-ministry list with oblasts was found at compilation. Interfax (13.10) quotes Sergei Sobyanin: from 20:30 on 12 October to 07:00 on 13 October, 417 drones were flying toward the Moscow region, most were neutralized on the distant approaches, and 65 were shot down on the approach to Moscow. Kommersant's lead (13.10, 08:23) says air defence shot down 417 drones flying toward Moscow, and another 65 "on the approach". ⚠️ A contradiction of reading: the quotation in Interfax makes 417 the number flying, Kommersant's lead makes it the number shot down, and its 65 read as an addition, not as part of 417. This is one mayoral channel in two newsrooms. Moscow is not the Baltic northwest. An earlier Kommersant note (12.10, 23:51) recorded a running count: 15 toward Moscow, 41 in the Moscow region in all, with restrictions at Vnukovo around 22:20 Moscow time. That is not a closed list beside the morning 417. Kaluga: Interfax (13.10) and Kommersant (13.10, 08:06) carry Governor Shapsha — 73 drones over the evening and night, a school, two private houses and a car damaged, no casualties. Rostov: Kommersant (13.10, 06:36) carries Governor Slyusar — drones destroyed over Kamensk-Shakhtinsky, no casualties reported, the danger continuing. Stavropol: Interfax (13.10) carries Governor Vladimirov — a raid on industrial sites in Solnechnodolsk and the industrial zone of Nevinnomyssk was being repelled. None of these partial notes names Leningrad oblast, Pskov, Kaliningrad or St Petersburg. Sources: Fontanka — 33 (12.10.2026, 21:00); Interfax — 646 (12.10.2026); Interfax — 417 (13.10.2026); Kommersant — 417 (13.10.2026, 08:23); Kommersant — 41 (12.10.2026, 23:51); Interfax — Kaluga (13.10.2026); Kommersant — Kaluga (13.10.2026, 08:06); Kommersant — Rostov (13.10.2026, 06:36); Interfax — Stavropol (13.10.2026).

  4. 12.10 — The EU added 826 companies and 743 defence-industry executives; the decision names St Petersburg shipyards. Council Decision (CFSP) 2026/2279 of 12 October 2026, the text on EUR-Lex, says 826 entities and 743 persons should be added to the list: the entities are identified by the Russian government as part of the military-industrial complex and can therefore receive subsidies, and the persons are their executives. The annex read for this issue includes Andrey Bystrov, acting general director of Admiralty Shipyards; Sergey Karachkov, general director of the Sredne-Nevsky Shipyard; and Dmitriy Novikov, general director of the Krylov State Research Centre. The annex dates all three listings to 12.10.2026. Fontanka (12.10, 15:24) carries the same Council decision and the same three executives, citing Kommersant and the published documents. The names and posts match the annex read directly. Fontanka, citing the Council, also gives "at least €20 billion" in turnover and "more than 250,000" employees; the Council press-release page did not open in this compilation, so those two figures are not treated as established. A separate decision on 77 people linked to elections, in Fontanka, is not confirmed by a second independent text and is not in this issue. An asset freeze and a travel ban are a list measure, not a report that a ship sailed or that a launcher moved in Kaliningrad. Sources: EUR-Lex — Decision 2026/2279 (12.10.2026); Fontanka (12.10.2026, 15:24).

  5. 12.10 — Latvia announced Oak Fire at Ādaži and a Zemessardze exercise; Madise's visit to Riga is set for 13 October. The Kodols portal (12.10, 09:13), citing Ādaži municipality, writes that on 12–16 October NATO Multinational Brigade Latvia is holding live fire, Oak Fire, at the Ādaži range, from 08:00 to 23:00, including in the dark; noise is possible in Ādaži municipality, Kadaga and the surrounding area. The stated aim is to test the multinational battle group's ability to conduct combat operations and soldiers' weapon skills. There is no headcount. No mil.lv page with this name was found at compilation. This is one municipal retelling. There is no separate brigade page, so the scale is not established. The National Armed Forces (mil.lv, 12.10.2026) separately announce a planned exercise of the 17th combat support battalion of the 1st Riga Brigade of the Zemessardze from 12 to 18 October in Riga, Jūrmala, and Ķekava and Olaine municipalities: civilian clothes without insignia, no blank ammunition, drones possible. There is no headcount. That is an official text, not a second source for Oak Fire. The Latvian presidential chancery (page of 12.10.2026) writes that on 13 October Edgars Rinkēvičs receives Estonia's newly elected president Ülle Madise; the agenda includes the defence industry, NATO's eastern flank, hybrid threats and support for Ukraine. The ceremony is at 15:30, the press conference at 16:40. No readout of talks that have taken place was out at the morning compilation. The same page says Madise took office on 12 October; that is a chancery sentence, and a separate Estonian inauguration report was not sought in this window as a military fact. Sources: Kodols — Oak Fire (12.10.2026, 09:13); mil.lv — Zemessardze (12.10.2026); Latvian presidential chancery (12.10.2026).

By area, in detail

Construction of military sites and fortifications

  • No new kilometre of the Baltic Defence Line, of ditches, dragon's teeth or sections of Poland's Eastern Shield, dated 12–13 October, was found.

Deployment and movement of forces

  • Perkūno griausmas (item 2). The president's visit took place on 12 October. The exercise continues on the previously named dates through 15 October. There is no new headcount.
  • Oak Fire and the Zemessardze (item 5). Both texts are dated 12 October. Oak Fire has no headcount and no brigade page. The Zemessardze exercise also names no headcount; it is a planned drill in a civilian setting, not a move to the border.
  • Madise's visit (item 5). Set for the afternoon of 13 October. No readout of the talks was out at compilation. It is not a troop movement.
  • CSTO, Vitebsk. No new dated report on the field phase for 12–13 October, beyond the opening of 11 October, was found. The practical window named yesterday by CTV is 12–16 October; today falls inside it. The texts read then did not place the ranges on the Polish or Lithuanian border.
  • Steadfast Duel 26 continues through 15 October on the previously named dates. No new dated episode for 12–13 October was found.
  • Zapad-2026 is not taking place. Ussisõnad-2026 is not independently confirmed.

Agreements and spending

  • The EU sanctions list (item 4). 826 entities and 743 persons are the wording of the decision of 12 October. St Petersburg shipyards are named in the annex. No new Baltic defence budget and no new bilateral agreement on stationing troops, dated 12–13 October, was found.

Military aid and air defence

  • Poland, morning of 13 October (item 1). An RCB alert with a cancellation. There is no command sentence that no violation was observed. An undated aggregator thanking Swedish fighters is not counted for this night: no dated command page for 12 or 13 October with that sentence was found, and such a retelling has already matched the episode of 7 October.
  • Syrena-26. The exercise sirens in Mazovia, already described in the 12 October issue, continue on the named dates of 12–16 October. No new incident around them was found.
  • The lists (item 3). 33, with no northwest. 646, with no map of oblasts. The full overnight list is not closed. 417 is a dispute of reading, and it is Moscow. 73 is Kaluga, one governor's figure in two newsrooms. Rostov and Stavropol are partial notes, not the northwest.
  • Belgorod, outside the area. Fontanka (12.10, 21:00), citing the oblast operational staff, reports one person injured in Shebekino, a second wounded, and a man killed in the village of Kupino in Shebekino district plus two wounded. No second text with these consequences was found. On a single source, there is no independent confirmation of the casualties. Belgorod is not the Baltic northwest. It does not enter the score as a strike near the Baltic.

Kaliningrad and Russia's border regions

  • The lists (item 3). The northwest is absent from the daytime 33. The daily 646 does not name oblasts. The overnight partials that were read do not name the northwest. There is no full overnight ministry list.
  • The Baltic Fleet. Klops (access blocked by Baltic regulators — no direct link; page of 12.10.2026) writes that the Baltic Fleet press service said on Monday that a Forpost drone unit held a planned training flight on sea and land ranges in Kaliningrad oblast: launch, duty, and passing data on exercises by ships and coastal units. No second text outside the registry was found. On a single source, there is no independent confirmation. It is not counted as a new deployment or a strike.
  • No new note on isolating Kaliningrad, and no new text on missile systems, dated 12–13 October, was found.
  • Belarus. No new incident on the Latvian or Lithuanian border, and no new dated report of CSTO exercises at the Suwałki Gap for 12–13 October, was found.

Statements by officials

  • G. Nausėda, 12.10, Kaunas (LRT/ELTA and Kauno diena/BNS): the whole state defends itself, not one army; the stationing of US and German units in Lithuania shows the country is not alone. One visit, two newsrooms.
  • RCB, 13.10: a Russian air attack on the territory of Ukraine, Polish aircraft operating in Polish airspace; then the attack has ended and there is no threat on Polish territory.
  • S. Sobyanin, morning of 13.10: the quotation in Interfax says 417 were flying toward the Moscow region and 65 were shot down on the approach to the city. Kommersant's lead reads 417 as shot down.
  • V. Shapsha, 13.10: 73 drones over Kaluga oblast, no casualties. One figure in two newsrooms.
  • Council of the EU, decision of 12.10: 826 entities and 743 persons. The names Bystrov, Karachkov and Novikov are in the annex.
  • Latvian presidential chancery, page of 12.10: the 13 October talks include NATO's eastern flank. There is no readout.
  • Russian defence ministry: 33 by day on Monday, four oblasts, northwest absent; 646 over the day with no oblast list.

⚠️ Contradictions and discrepancies

  • 417: flying or shot down. Interfax quotes Sobyanin: from 20:30 on 12 October to 07:00 on 13 October, 417 drones were flying toward the Moscow region, most neutralized on the distant approaches, 65 shot down on the approach to Moscow. Kommersant's 08:23 lead says air defence shot down 417, and another 65 on the approach. The shared phrase about "distant approaches" is in both. This is a discrepancy of retelling, not two counts. Moscow is outside the Baltic northwest. A resonant "417 shot down", without the caveat, is not used.
  • 41, 23 and 417. Kommersant at 23:51 on 12 October wrote of 41 in the Moscow region. Interfax in the morning mentions that earlier on Tuesday 23 drones were reported trying to attack the capital. These are running notes of one night, not closed alternatives to the morning line. They do not enter the score as a strike on the northwest.
  • Minutes of the Polish alert. The gov.pl page gives no clock. Radio ZET says "after about 20 minutes". ESKA says about 04:15 and about 04:40. One episode. A command sentence on a violation is in none of the three texts.
  • €20 billion and 250,000 employees. Those figures are in Fontanka, citing the Council of the EU. The press-release page did not open in this compilation. The decision text read on EUR-Lex records 826 entities and 743 persons, not turnover or employment. The other two figures are not called established.
  • Oak Fire. One municipal text. No headcount, and no brigade page was found. No exercise card is opened.
  • Casualties in Belgorod oblast. Fontanka alone, citing the operational staff. The region is outside the area. There is no independent confirmation.
  • Forpost. Klops only, a registry source, with no second page. The training is not independently confirmed and is not treated as a driver.
  • 2,400 and more than 5,000. In the afternoon LRT text these remain a reminder of earlier remarks by Premeneckas, not a new count after the visit. The 12 October issue said the same of the morning announcement. That issue is not in error here: the visit report appeared at 12:57, after the morning compilation.
  • The daytime 33. The 12 October issue honestly said the Monday daytime list was not closed. Fontanka's 33 appeared at 21:00. That is not an omission. No entry is added to corrections.json.
  • No other substantive error in previous issues, of the kind that has to be entered in corrections.json, was identified.

📊 Escalation risk assessment (0–10): 5.1 / 10

Overall score: 5.1 / 10. Unchanged from the issue of 12 October. The nearest historical analogue is the tense late Cold War confrontation (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for strikes near the Polish border in earlier windows, and for the nuclear-tinted rhetoric around Kaliningrad in earlier issues. Noticeably below Able Archer 1983 (≈7) and the eve of 2008/2014 (≈6–7): the morning Polish alert closed with a cancellation and without a sentence on a violation, the northwest is absent from the list that names oblasts, the Kaunas visit was to an exercise already under way, and the sanctions list is not accompanied by a named troop movement.

Drivers on the Russian side and its ally's:

  • The night into 13 October is not closed by a full list. The partial notes name Moscow, Kaluga, Rostov and Stavropol. The northwest is not in them. The reading of 417 diverges, and on either reading the figure belongs to Moscow, not the Baltic.
  • The day of 12 October is 33 in Fontanka, four oblasts, northwest absent. The daily 646 does not name oblasts.
  • The death and the wounded in Belgorod oblast are one source, and the region is outside the area.
  • The Forpost report is one registry source, not independently confirmed, and is not treated as a driver.
  • No new move toward the Lithuanian border, no new note on Kaliningrad, and no new text on missile systems for 12–13 October was found. No mobilisation announcement in a Russian source outside the registry was found.
  • The field phase of the CSTO exercises, on the window named yesterday, runs 12–16 October and not on the gap. There is no new report from the range.

Drivers on the NATO side and from individual members:

  • The RCB alert on the morning of 13 October is the same class as on previous days: a warning that Polish aircraft were operating amid strikes on Ukraine, and a cancellation. There is no command sentence on a violation. It is not a new airspace violation.
  • Nausėda's visit on 12 October is observation of a defensive exercise already under way, not a new deployment.
  • Oak Fire is announced live fire at Ādaži, one municipal text, with no headcount. The Zemessardze drill is a planned exercise without ammunition in Riga and the surrounding municipalities.
  • The sanctions list is 826 and 743, including St Petersburg shipyards. It is a restriction, not a stationing of troops.
  • No new decision to close the Gulf of Finland, and no new headcount on the Lithuanian border, appears in this window.

Mutual / structural factors:

  • The Russia–Ukraine war remains the background of the alert and the lists.
  • Communication channels, and any new agreement on them, were not announced in the window. No nuclear deployment and no new nuclear note on Kaliningrad was found.
  • The visit of the Estonian and Latvian presidents is on the calendar, but at compilation it had not produced a readout. That is a diplomatic calendar, not an incident.

Stabilisers (both sides):

  • The RCB cancellation is in the same official text as the warning: there is no threat on Polish territory. No shot at the Baltic borders appears in the texts read.
  • The northwest is absent from the daytime list of 33 and from the overnight partials that were read.
  • The Kaunas visit is to an exercise with dates named in advance, and with no new headcount.
  • The sanctions are not accompanied by a named Baltic Fleet movement. The only text on a Forpost training flight is not confirmed outside the registry.
  • The Zemessardze exercise says expressly: no blank ammunition, and minimal effect on civilian life.

Why this score: holding 5.1 follows from the window adding an alert with a cancellation and without a command sentence on a violation, a visit to an exercise already under way, a sanctions list without a troop movement, and lists that either do not name the Baltic northwest or are not yet closed. What was not added is a named violation of NATO airspace, the use of weapons at the Baltic borders, a strike on the Baltic northwest, or an announced mobilisation.

Delta from the previous issue: = (0.0) — 5.1 (12 October) → 5.1 (13 October). Reason: the class of event is the same one that held the reading through the previous week. The morning alert closed with a cancellation, the northwest is not named where oblasts are listed, and the visit and the sanctions are not a new kinetic contact.
