Before noon the RCB warned eastern Poland a second time and cancelled the alert; the pages disagree on who was warned
Issue of 14 October 2026 — for the period 13–14 October 2026.
Note: On Tuesday NATO's annual exercise Steadfast Noon began in Italy: the Polish defence ministry names three F-16s in a conventional support role, and no nuclear weapon is on board. Before noon the Government Centre for Security sent a second morning warning to eastern Poland and cancelled it; no command sentence on a violation was found. The presidents of Latvia and Estonia met in Riga. Lists that name regions still leave Russia's Baltic northwest off the page. (Previous issue — 13 October 2026, risk 5.1/10.)

By area, in detail
Construction of military facilities and fortifications
- No new kilometre of the Baltic Defence Line, of ditches, dragon's teeth or sections of Eastern Shield, dated 13–14 October, was found.
Deployment and movement of forces
- Steadfast Noon (item 2). Start on 13 October, Italy, through 23 October according to the Polish ministry and the Stars and Stripes caption. Three F-16s is one official figure. No live nuclear weapon is on board, according to the ministry and to NATO. This is not a move to the Baltic border.
- Madise's visit (item 3). The meeting in Riga on 13 October took place. The Helsinki conversation is not closed by a text of what was said. The meeting with Rutte in Tallinn, according to LSM, is set for the afternoon of 14 October and was not described at compilation.
- Tauragė and Jurbarkas. The Tauragė municipality site (page dated 12.10.2026, the day before the window) announces planned army exercises on 13–16 October in the Tauragė and Jurbarkas municipalities: joint action against different military threats, weapons, blank ammunition, various types of drones, movement on foot and in military and civilian vehicles. The text says the exercises are planned and are not connected to a change in the geopolitical or security situation. There is no headcount and no unit name. An infoerdve page (13.10, 07:20) retells the same notice. This is one municipal text, repeated on 13 October. Tauragė adjoins Kaliningrad Oblast. There is no new headcount and no new deployment beyond the notice.
- Perkūno griausmas continues, on the dates already named, through 15 October. No new headcount for 13–14 October was found.
- Oak Fire and the Zemessardze exercise remain inside the windows already announced, 12–16 and 12–18 October. No new dated report from the Ādaži range or from Riga for 13–14 October was found.
- CSTO, Vitebsk. No new dated report from the field phase for 13–14 October was found. The practical window named earlier is 12–16 October. The texts read then did not place the ranges on the Polish or Lithuanian border.
- Steadfast Duel 26 continues, on the dates already named, through 15 October. No new dated episode for 13–14 October was found.
- Zapad-2026 is not being held. Ussisõnad-2026 is not independently confirmed.
Agreements and spending
- No new Baltic defence budget and no new agreement on the stationing of troops, dated 13–14 October, was found. The Riga talks (item 3) name the defence industry and EU funding for the eastern border in the 2028–2034 budget as a topic, without a new figure.
Military aid and air defence / electronic warfare
- Poland, late morning of 13 October (item 1). A second alert with a cancellation. No command sentence that no violation was observed. No alert dated 14 October was found.
- The lists (item 4). 604 and 70 without the northwest. 493 is Moscow, and Fontanka's headline is wider than the quote. 902 is one allowed retelling without a full list of oblasts.
- Belgorod, outside the area. Fontanka (13.10, 21:00), citing the oblast operational staff, describes wounded in Shebekino, Tomarovka and during firefighting in Zhukovka. No second text with those consequences was found. On the data of a single source, there is no independent confirmation of casualties. Belgorod is not the Baltic northwest. It does not enter the score as a strike near the Baltic.
Kaliningrad and Russia's border regions
- The lists (item 4). The northwest is absent from 604 and from 70. The retelling of 902 does not name the four places, and the full list is not closed. 493 refers to Moscow.
- Pulkovo. Fontanka (14.10, 07:28) says St Petersburg's Pulkovo airport took some Moscow flights as an alternate. No second text was found. On the data of a single source, there is no independent confirmation. This is not a strike on St Petersburg and not a closure of the airport because of an attack on the city.
- The Baltic Fleet. Klops (access blocked by Baltic regulators — no direct link; page of 13.10.2026) writes that the Baltic Fleet press service said on Tuesday that Ka-27 crews trained: take-off and landing on the corvette Stoiky, a search for a notional submarine, more than five crews. No second text outside the registry was found. On the data of a single source, there is no independent confirmation. This is not counted as a new deployment or a strike.
- No new note on isolating Kaliningrad and no new text on missile systems, dated 13–14 October, was found. The English Repubblica page of 14 October is a translation of the interview of 10 October, not a new Wednesday statement (see contradictions).
- Belarus. No new incident on the Latvian or Lithuanian border and no new dated report on CSTO exercises at the Suwałki Gap for 13–14 October was found.
Statements by officials
- RCB, late morning of 13.10: a Russian air attack on the territory of Ukraine, Polish aircraft operating in Polish airspace; then the attack had ended and there was no threat on the territory of Poland. Recipients on the gov.pl page are Lublin voivodeship.
- Polish Ministry of National Defence, page of 13.10: three F-16s, 13–23 October, Italy, conventional support, no nuclear weapon on board, 17 states.
- E. Rinkēvičs, 13.10, the office: Russia's growing appetite for risk; air defence of the eastern flank needs to be strengthened. LSM does not repeat that sentence and confirms other points on vigilance without panic and on the absence of signs that Russia is ready for real talks.
- Ü. Madise, 13.10, LSM: Finland on the morning of 14 October, Tallinn in the afternoon and a meeting with Mark Rutte. There is no readout of those two conversations.
- S. Sobyanin, morning of 14.10: the quote in Interfax and in the body of Fontanka — 493 were flying toward the Moscow region, 180 were destroyed on the approach. Fontanka's headline reads 493 as shot down.
- Russian defence ministry: 604 for the night into 13 October and 70 during the day of 13 October, with the northwest absent; 902 for the night into 14 October is one allowed retelling without a full list.
- Background, not an event of 13–14 October. General Alexus Grynkewich's speech at the Warsaw Security Forum on 12 October and Admiral Giuseppe Cavo Dragone's interview with Repubblica of 10 October were not in the earlier issues. The account is in the contradictions section. The English page of the same interview dated 14 October is not a new statement.
⚠️ Contradictions and discrepancies
- Whom the second alert warned. The gov.pl page with the suffix "-1310" and TVN24 limit the episode around 10:00 to Lublin voivodeship. Radio Lublin says the warning at 10:02 went to Lublin and Podkarpackie, and the cancellation at 10:40 lists only Lublin districts. One episode. No Operational Command sentence on a violation is in any of the three texts.
- The minutes of dawn on 13 October. Radio Lublin: 04:14 and a cancellation in an update at 04:33. TVN24: cancellation at 04:37. The 13 October issue already recorded "about 20 minutes" at Radio ZET and a window of about 04:15–04:40 at ESKA, with no clock on the first gov.pl page. It is still one episode. These minutes do not make a new error in that issue: the cancellation was known, and there was no command sentence.
- 493: flying or shot down. Fontanka's body and Interfax quote Sobyanin: 493 were flying, 180 were destroyed on the approach. Fontanka's headline says 493 were shot down, while another line of the same page says there were 493 in all. A discrepancy between a headline and a quote inside one item. The resonant "493 shot down" is not used without that caveat. Moscow is outside the Baltic northwest.
- 902. Only Kommersant among allowed newsrooms. The list of oblasts in the text is incomplete ("and other regions of central Russia"). RIA repeats the ministry figure and is on the EU sanctions list. 902 is not a closed map of the northwest.
- 604 and the 13 October issue. That issue said a full overnight list with oblasts had not been found at compilation. Interfax, with the figure 604 and the full list of oblasts, carries a publication stamp of 13.10.2026, 05:59 UTC, which is before the scheduled start of compilation at 06:00 UTC. Leningrad oblast, Pskov, Kaliningrad and St Petersburg are not on the list. This is a substantive omission. The 5.1 score for 13 October is not recalculated: the list that was missing is precisely one that does not name the Baltic northwest, and the reading already rested on the northwest not being named where oblasts are listed. The entry is in
corrections.json. - Grynkewich's speech of 12 October. Warsaw Security Forum, Warsaw. The Polish defence ministry page of 12.10.2026 quotes the Supreme Allied Commander Europe: if the alliance is attacked, it will fight; "if we are attacked, we are ready to fight tonight"; a threat of escalation will not fracture the alliance. A transcript of the speech (americanrhetoric.com, delivered 12 October 2026) puts the three steps this way: block the initial attack; if the attack continues, blunt it and prevent an advance; if required, break the adversary's forces and the system that sustains them. Defence24 (12.10) puts the verbs in a different order: first blunt the initial attack, then block the continuation, then degrade the adversary. ⚠️ The order of the three tasks in the Defence24 retelling does not match the transcript. This issue keeps the transcript's order. The speech is absent from the 13 October issue, whose window included 12 October, although the ministry page and Defence24 appeared during the day of 12 October, before the morning compilation of 13 October. This is a defensive doctrine at a conference, not a named movement of troops and not an incident. The 5.1 score for 13 October is not recalculated. The entry is in
corrections.json. - The Cavo Dragone interview. The Italian original in Repubblica is dated 10 October 2026 (publication around 01:00). Italpress the same day carries: the eastern flank is "serious, but under control"; "NATO is not preparing any blockade of Kaliningrad"; this is a threat built on a scenario that does not exist; the Theory of Victory was still to be set out by Grynkewich in Warsaw on 12 October. The English Repubblica page stamped 14 October 2026, 06:00, contains the same points, but in one place puts the Warsaw presentation in the past tense and in another speaks of a forthcoming presentation. This is not a new Wednesday interview. The past tense in the English text does not confirm a separate statement after 12 October. The 11 October issue (window 10–11 October) said no new NATO response to the earlier Kaliningrad note had been found. The Military Committee chair's interview is exactly such a public response, and it had already been published. The 5.1 score for 11 October is not recalculated: the statement denies that a blockade is being prepared and names no movement of troops. The entry is in
corrections.json. - The Steadfast Noon announcement of 8 October was not in the issues of 9–13 October. The start on 13 October is recorded in this issue. Those days' scores are not recalculated: the exercise had not yet begun, NATO called it planned and not linked to current events, and no live weapons are used.
- Three F-16s. One page of the Polish ministry. There is no second count.
- Russia's "appetite". One sentence of the Latvian presidential office. LSM does not repeat it.
- The Ka-27 helicopters. Only Klops, a registry source. Not counted as a driver.
- Pulkovo as an alternate. Only Fontanka. Not counted as a strike on the city.
- Casualties in Belgorod oblast. Only Fontanka, citing the operational staff. The region is outside the area.
- Tauragė. The primary notice is dated 12 October. The 13 October page retells it. There is no headcount. No exercise card is opened: there is no name and no scale.
- No other substantive error in previous issues that needs an entry in
corrections.jsonwas identified.
📊 Escalation risk assessment (0–10): 5.1 / 10
Overall score: 5.1 / 10. Unchanged from the issue of 13 October. The nearest historical analogue is a tense late-Cold-War confrontation (≈3–4), with a premium for the drone shootdown over Lithuania on 15 September, for strikes near the Polish border in earlier windows, and for the nuclear-tinged rhetoric around Kaliningrad in earlier issues. It is clearly below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): Steadfast Noon is a planned exercise in Italy with no live weapon on board, the second Polish alert closed with a cancellation and no sentence on a violation, the northwest is absent from the lists of 604 and 70, and the meeting in Riga does not move troops.
Drivers on the Russian side and its ally's:
- The night into 13 October is closed by the list of 604. The northwest is not on it. The day of 13 October is 70, six directions, and the northwest is absent.
- The night into 14 October is not closed by a full named list. Kommersant's 902 does not name the four Baltic places and is not a full map. 493, in any stable reading, refers to Moscow.
- The report on Ka-27s and the corvette Stoiky is one registry source, is not independently confirmed, and is not counted as a driver.
- Pulkovo as an alternate airfield is one source, not a strike on St Petersburg.
- No new move to the Lithuanian border, no new note on Kaliningrad for 13–14 October, and no mobilisation announcement in a Russian source outside the registry was found.
- The field phase of the CSTO exercises, on the window named earlier, is not on the gap. There is no new report from a range.
Drivers on the NATO side and among individual members:
- Steadfast Noon is an annual exercise of nuclear procedures, starting 13 October, in Italy, with 17 countries and Polish F-16s in a conventional support role, and with no weapon on board. NATO's announcement of 8 October calls it planned and not directed against a country. This is a nuclear-topic factor as a rehearsal of procedures, not a use and not a deployment of a warhead in the region.
- The second RCB alert of 13 October is the same class as the pre-dawn one: a warning that Polish aircraft were operating, and a cancellation. There is no command sentence on a violation. This is not a new airspace violation. No alert of 14 October was found.
- The meeting in Riga is words about strengthening air defence and about risk, not a new movement. The meetings in Helsinki and with Rutte were not closed by a readout at compilation.
- The exercises in Tauragė and Jurbarkas are announced as planned, with no headcount. This is not a new deployment beyond the notice of 12 October.
- No new decision to close the Gulf of Finland and no new headcount on the Lithuanian border was found in this window.
Mutual / structural factors:
- The Russia–Ukraine war remains the background of the alerts and the lists.
- Grynkewich's speech of 12 October and Cavo Dragone's interview of 10 October are a defensive doctrine and an explicit denial that a blockade of Kaliningrad is being prepared. Both texts are older than the window and enter this issue's score only as background already on the record, not as a new event of 13–14 October.
- No communication channel and no new agreement on one was announced in the window. No nuclear deployment in the region and no new nuclear note for 13–14 October was found.
Stabilisers (both sides):
- The cancellation of the second alert is in the official text: there is no threat on the territory of Poland. No shot at the Baltic borders is in the texts that were read. No new alert on Wednesday morning was found.
- The northwest is absent from the lists of 604 and 70. 902 does not name it either, although the list is incomplete.
- Steadfast Noon was announced in advance, is taking place in Italy, with no live weapon on board, and NATO separately says the exercise is not linked to current events.
- The presidents' meeting is not accompanied by a named movement of troops.
- The statement of 10 October, that NATO is not preparing a blockade of Kaliningrad, remains a public denial of an isolation scenario. It is not a new text of 13–14 October.
Why this score: holding 5.1 follows from the window having added a planned nuclear exercise with no live weapon and outside the Baltic, a second alert with a cancellation and no command sentence on a violation, a diplomatic visit with no redeployment, and lists that either do not name the Baltic northwest or are not yet closed as a full map. What was not added is a named violation of NATO airspace, the use of a weapon at the Baltic borders, a strike on the Baltic northwest, and an announced mobilisation.
Delta from the previous issue: = (0.0) — 5.1 (13 October) → 5.1 (14 October). The reason: the class of events is the same one that held the reading on the previous days. An exercise in Italy and a cancelled alert are not a new kinetic contact on the Baltic line. Omissions in earlier issues (the speech of 12 October, the interview of 10 October, the list of 604) do not move the score retroactively: none of them adds a border violation or a strike on the northwest.
Caveat: this is an analytical assessment from open sources, not a forecast.
