Issue of 27 October 2026 — covering 26–27 October 2026

Note: The 26–27 October window passed without any announced air incidents over the Baltic states and Poland; the main news is the start of scheduled exercises and a review of defence plans. In Latvia the NATO Multinational Brigade exercise Resolute Reforger 2026 (about 3,000 troops) has begun, the Estonian Defence Forces are exercising in Narva until 30 October and Poland is running "Ognista Struga-26" in Masuria; Estonian Defence Minister Martin Herem announced a review of the ten-year defence development plan, and Lithuania is expanding Šiauliai air base to host 500–750 NATO troops. On the Curonian Spit a Polish citizen crossed from Lithuania into Kaliningrad oblast and was detained by Russian border guards; the head of Lithuania's border service calls the situation at the border calm. According to the WSJ, France is discussing participation in its nuclear deterrent with ten countries, including Poland but not the Baltic states. (Previous issue — 26 October 2026, risk 5.3/10.)

Top stories of the day

  1. 26.10 — Latvia: the NATO Multinational Brigade exercise Resolute Reforger 2026 has begun, with about 3,000 troops and about 1,000 pieces of equipment in the east of the country. LSM (26.10, 08:31): from 26 October to 2 November troops and vehicles move by road and rail from the Ādaži and Ceri bases to the Ogre, Jēkabpils, Aizkraukle, Daugavpils, Alūksne, Balvi, Gulbene, Madona, Rēzekne and Augšdaugava municipalities and the city of Rēzekne; from 4 to 8 November the areas are cleared and units return to base. Brigade commander Colonel David Brassard on LTV's "Rīta Panorāma": communications and self-sustainment must be tested two or three times a year; vehicles will move mostly at night, and residents are asked to keep their distance. Xinhua (26.10, 22:21), citing Latvia's Defence Ministry, quotes him as saying the brigade must show it can "deploy combat-ready forces over long distances". ⚠️ Contradiction: Xinhua describes the deployment as running "from Oct. 26 to 28", while LSM and the brigade give 26 October – 8 November (see the contradictions section). Sources: LSM (26.10.2026); Xinhua (26.10.2026).

  2. 26.10 — Estonia: Herem is reviewing the ten-year defence development plan, prioritising air defence, light jet aircraft and sea routes; a court has cleared the way for the tender for 600 bunkers. ERR (Russian service, 26.10, 13:25) and ERR News (26.10): the ministry is reviewing decisions in the plan adopted in spring, focusing on the next four years; light aircraft (the Hawk and L-39 are named as examples, or unmanned jets) are one option, with no purchase decision. Herem: about 80% of Estonia's foreign trade goes by sea, the Gulf of Finland is "even a secondary question" in this respect, and the key is sea routes to the West as a whole. He will present proposals to the National Defence Council under the president, concrete ones "sometime this year". Reserve colonel Mati Tikerpuu has been appointed the minister's air defence adviser for six months. The same day the Supreme Court declined to hear Nordic Shield Group AB's appeal against the Centre for Defence Investment (RKIK) tender for 600 concrete bunkers for the Baltic Defence Line; project lead Armin Siliväsk said the aim is to continue the tender on schedule, with a contract in March next year and installation by the end of 2027. The Estonian Defence Forces and allies are exercising in Narva from 26 to 30 October (the airfield, Riigiküla, Kreenholm Manufacture), with flights, including at low altitude, planned for 27 October (ERR Russian service). Sources: ERR (Russian) — plan review (26.10.2026); ERR News (26.10.2026); ERR (Russian) — bunkers (26.10.2026); ERR (Russian) — Narva exercise (26.10.2026).

  3. 26.10 — Lithuania: the expansion of Šiauliai air base will allow it to host 500–750 NATO troops on rotation; it is being prepared for fifth-generation fighters by the second half of 2028. LRT citing BNS (26.10, 12:44): a rotation of 200 NATO troops now brings about €24.6 million a year in economic impact, a 500-strong mission about €65.5 million by the Defence Ministry's estimate; Defence Minister Robertas Kaunas: "Investments in this infrastructure strengthen Lithuania's defence". LRT citing BNS (26.10, 12:58): South Korea's Hanwha Aerospace signed memorandums (not contracts) with Lithuania's KMT, Cosmos Construction, T&G Lithuania and Nortal on cooperation over the 40 mm wheeled anti-aircraft gun WAAG, meant for low-flying targets including drones. LRT (26.10, 08:00): Lithuanian defence companies are asking the state for more protection against possible sabotage and intimidation; the National Crisis Management Centre has sent guidelines to more than 40 companies, and Public Security Service chief Viktoras Grabauskas says the alert level has been raised with no specific threat detected (the trigger was the attempted arson of a Starlink equipment site in Vilnius on 18 October — issue of 19 October). LRT (26.10, 15:04): commandant exercises "Perkūno bastionas / Juodas vanagas 2026" were held in the Klaipėda region on 22–25 October, with more than 30 institutions and more than 1,700 riflemen. The Šiauliai and Hanwha data come from LRT and BNS, a single source; these are planned decisions, not high-impact claims. Sources: LRT / BNS — Šiauliai (26.10.2026); LRT / BNS — Hanwha (26.10.2026); LRT — defence companies and sabotage (26.10.2026); LRT — Klaipėda region exercise (26.10.2026).

  4. 25–26.10 — Curonian Spit: a Polish citizen who ignored warning signs crossed from Lithuania into Kaliningrad oblast and was detained by Russian border guards. LRT citing BNS (26.10, 15:28), quoting Lithuania's State Border Guard Service (VSAT): the man walked along the sea through the dunes; a Lithuanian patrol arrived a few hundred metres too late; the Russian side confirmed the detention through a communication channel, and VSAT is deciding whether to open a pre-trial investigation. Novy Kaliningrad (26.10, 17:15), relaying VSAT, dates the crossing to Sunday, 25 October; the previous such crossing by the sea from Lithuania to Russia was in 2018. Acting VSAT head Donatas Škarnulis on LRT radio (as relayed by Novy Kaliningrad, 26.10, 18:50): "The situation at the Kaliningrad region of the Russian Federation is calm." No official statement from a Russian agency was found in permitted sources at the time of compilation; all data come from the Lithuanian side. Sources: LRT / BNS (26.10.2026); Novy Kaliningrad — border crossing (26.10.2026); Novy Kaliningrad — VSAT head (26.10.2026).

  5. 26.10 — Poland: the "Ognista Struga-26" exercise begins in Masuria, and the Defence Ministry is finishing a "pre-war" package of defence readiness laws. Defence24 (26.10, 14:00): the exercise is scheduled for 26–30 October, with columns using roads in Ełk commune and tasks in forests; the Ełk and Pisz local governments announced increased military activity and asked residents not to publish photos or locations of columns; troop numbers and units are not given. Defence24 (26.10, 12:30): the package of acts on state defence readiness and on defence response is meant to ease army operations on the eastern border, set rules for using weapons against hostile drones and shorten security vetting for reservists, which now takes "at least half a year"; Gen. Dariusz Łukowski: without changing procedures Poland could lose "nie przez brak sprzętu, ale przez własne bariery prawne" ("not for lack of equipment, but because of its own legal barriers"). The article names no formal stage (cabinet, Sejm). Defence24 (26.10, 10:50): units of the 16th Mechanised Division, the 2nd Motorised and the 1st Armoured brigades trained in recent weeks to counter drones with 12.7 mm machine guns at the Ustka and Drawsko ranges. Sources: Defence24 — "Ognista Struga-26" (26.10.2026); Defence24 — "pre-war law" (26.10.2026); Defence24 — counter-drone firing (26.10.2026); Ełk Online — exercise notice (background).

  6. 26.10 — WSJ: France is discussing participation in its nuclear deterrent with ten European countries, including Poland; the Baltic states are not on the list. As relayed by ERR (Russian service, 26.10) and Fontanka (26.10, 18:03): the talks concern stationing nuclear-capable Rafale fighters in Europe, shared infrastructure and early-warning channels; they are bilateral, with Paris running ten coordination groups; the list is the UK, Germany, Poland, Belgium, the Netherlands, Greece, Denmark, Sweden, Norway and Finland, while Italy declined. Finnish President Alexander Stubb (as relayed by ERR): in peacetime Finland does not plan to station nuclear weapons on its territory. Both outlets relay one WSJ article based on anonymous sources; no official confirmation of the list or terms from Paris had appeared at the time of compilation — single original source. Sources: ERR (Russian) (26.10.2026); Fontanka (26.10.2026).

  7. 26–27.10 — Of the north-western regions, Russia's Defence Ministry reports name only Novgorod oblast; Leningrad, Pskov and Kaliningrad oblasts do not appear. Interfax (26.10, 20:19): 37 drones downed during the day over Belgorod, Bryansk, Kursk and Oryol oblasts, the Moscow region and the Black Sea. Interfax (27.10, 08:56): 222 drones overnight over 13 regions, including Novgorod oblast, and the Black Sea; no per-region figures. Fontanka (26.10, 20:15): the Almazov national medical research centre in St Petersburg is buying a generator and tools for a team meant to keep facilities running "under the threat of UAVs", after the attack on the city on the night of 18 October. Interception counts are Russian Defence Ministry data with no independent confirmation. Sources: Interfax — 37 drones during the day (26.10.2026); Interfax — 222 drones overnight (27.10.2026); Fontanka — Almazov centre (26.10.2026).

By area, in detail

Construction of military facilities and fortifications

  • Estonia (item 2): the tender for 600 Baltic Defence Line bunkers continues after the Supreme Court ruling; contract in March next year.
  • Lithuania (item 3): Šiauliai air base — for 500–750 NATO troops and fifth-generation fighters by the second half of 2028.
  • Latvia, Poland ("Tarcza Wschód"). No new kilometres of ditches or barriers dated 26–27 October found.

Deployment and movement of troops

  • Latvia (item 1): Resolute Reforger 2026 — movement until 2 November, exercise until 8 November.
  • Estonia (item 2): Narva exercise 26–30 October; the Bundeswehr's Brave Blue 26, according to earlier reports, runs until 27 October (background).
  • Lithuania: the "Geležinis Vilkas" brigade's "Geležinis žvalgas" until 27 October; "Budri pelėda" until 4 December (background). The Klaipėda region commandant exercises ended on 25 October (item 3).
  • Poland (item 5): "Ognista Struga-26" around Ełk and Pisz, 26–30 October.
  • Exercises: "Zapad-2026" is not being held; "Ussisõnad-2026" is not independently confirmed.

Agreements and spending

  • Estonia (item 2): review of the ten-year defence development plan, proposals by year-end.
  • Lithuania (item 3): Hanwha Aerospace memorandums with four Lithuanian firms on WAAG — no purchase commitment.
  • Poland (item 5): "pre-war" law package in preparation, no formal stage.

Military aid and air defence/EW

  • Poland (item 5): counter-drone training with 12.7 mm machine guns at Ustka and Drawsko.
  • Lithuania (item 3): WAAG as a counter-drone system, at the level of industrial cooperation.
  • Nuclear deterrence (item 6): the French initiative as reported by the WSJ — Poland on the list, the Baltic states not.

Kaliningrad and Russian border regions

  • Kaliningrad (item 4): detention of a Polish citizen on the Curonian Spit; the Lithuanian side calls the situation calm. No new reports of military activity in the oblast dated 26–27 October found in permitted sources.
  • Baltic Fleet. Defence24 (26.10, 15:00): on 23 October the Amur Shipbuilding Plant rolled out the Project 20380 corvette "Groznyy" with pennant number 551; the outlet suggests the number may point to the Baltic Fleet but calls this unconfirmed, and fitting out will take at least a year. A single outlet's conjecture.
  • Leningrad, Pskov oblasts, St Petersburg (item 7): not named in Defence Ministry reports for 26–27 October; St Petersburg medical institutions are preparing for the drone threat.
  • Belarus. No new exercises near the Lithuanian and Polish borders dated 26–27 October found.

Statements by officials

  • M. Herem, 26.10: what matters is not only the shipping lanes of the Gulf of Finland but sea routes to the West as a whole.
  • D. Brassard, commander of NATO Multinational Brigade Latvia, 26.10: the brigade must show it can "deploy combat-ready forces over long distances".
  • R. Kaunas, 26.10: "Investments in this infrastructure strengthen Lithuania's defence".
  • D. Škarnulis, VSAT, 26.10: "The situation at the Kaliningrad region of the Russian Federation is calm."
  • V. Grabauskas, Lithuania's Public Security Service, 26.10: the alert level has been raised, no specific imminent threat detected.
  • A. Stubb, 26.10 (as relayed by ERR): in peacetime Finland does not plan to station nuclear weapons on its territory.

⚠️ Contradictions and discrepancies

  • Resolute Reforger 2026 dates. Xinhua (26.10), citing Latvia's Defence Ministry, says the deployment runs "from Oct. 26 to 28"; LSM (26.10) and the brigade's and local governments' notices give movement from 26 October to 2 November and the exercise until 8 November. Xinhua most likely describes only the first phase; the more detailed Latvian sources are taken as primary and the exercise card is unchanged.
  • "Ognista Struga-26" — an update, not an error. In the issues of 19 to 26 October the exercise rested on a single source (Ełk Online, citing the commune). Defence24 (26.10) now reports it too, adding Pisz, but it also relies on local government notices; numbers and units are still not given, so the exercise is not counted as a risk driver.
  • Date of the attempted arson in Vilnius. LRT's 26 October article refers to an arson "overnight Sunday" without a date; according to our 19 October issue and Lithuanian outlets of that day it was the night of 18 October, not the 25th. It is not treated as a fresh event.
  • No new errors in previous issues requiring an entry in the corrections log were found.

📊 Escalation risk assessment (0–10): 5.3 / 10

Final score: 5.3 / 10. Unchanged from the issue of 26 October. Closest historical analogue — tense late Cold War stand-off (≈3–4) with a noticeable premium: a high density of exercises near the borders, ongoing hybrid pressure on infrastructure and discussion of a European nuclear deterrent. Below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no weapons have been used against NATO, and no movement of Russian troops towards the Baltic borders is confirmed by fresh sources.

Drivers on the side of Russia and its ally:

  • Hybrid threats to the defence industry: Lithuania has raised the alert level for more than 40 companies (background after the 18 October arson).
  • Possible reinforcement of the Baltic Fleet with a new corvette — one outlet's conjecture, not counted in the score.

Drivers on the side of NATO and individual members:

  • Exercise density near the borders: Resolute Reforger 2026 (about 3,000 troops) in eastern Latvia, the Narva exercise a few kilometres from the Russian border, "Ognista Struga-26" in Masuria, Lithuanian exercises.
  • Expanding infrastructure and legal frameworks: Šiauliai for 750 NATO troops and fifth-generation fighters, Poland's "pre-war" law package, Estonia's plan review in favour of air defence and aviation.
  • Nuclear dimension: according to the WSJ, France is discussing deterrence participation with ten countries, including Poland; Moscow traditionally treats such steps as escalation.

Mutual / structural factors:

  • The war in Ukraine as the source of drone attacks on north-western Russia and of preparations for them in St Petersburg.
  • Risk of accidental border episodes: the Polish citizen's crossing on the Curonian Spit is a mundane case, but in an area where any incident is politically sensitive.

Stabilisers (both sides):

  • A working channel between Lithuanian and Russian border guards: the Russian side promptly reported the detention; the Lithuanian border service calls the situation calm.
  • NATO exercises announced in advance with routes and dates; columns move mostly at night, with appeals to residents.
  • A window without announced incidents in the air over the Baltic states and Poland; Leningrad, Pskov and Kaliningrad oblasts do not appear in Russia's Defence Ministry reports.

Rationale for the score: no new classes of events. The exercises are scheduled and announced in advance, the infrastructure and legislative decisions continue known courses, the nuclear item rests on one publication with anonymous sources, and the border episode was resolved through a working channel. Nine issues in a row, from 19 to 27 October, at 5.3.

Delta to the previous issue: = (0.0) — 5.3 (26 October) → 5.3 (27 October). Reason: the start of large but announced exercises is balanced by the absence of incidents and a calm situation on the border with Kaliningrad oblast.

Caveat: this is an analytical assessment based on open sources, not a forecast.
