Issue of 5 November 2026 — covering 4–5 November 2026

Note: on 4–5 November no new drone incursions into the Baltic states, border incidents or reports of Russian or Belarusian troop movements were recorded; the window was dominated by agreements: Lithuania and Germany signed a declaration on strategic defence cooperation, Poland's president signed the law ratifying the treaty with the United Kingdom that includes a mutual assistance commitment, and construction began in Gorzów Wielkopolski on a rocket plant for Homar-K. Poland's Special Operations Component Command described the GROM presence in Warmia-Masuria as training, which tones down the picture painted by Prime Minister Tusk on 3 November; a US reconnaissance aircraft again circled Kaliningrad oblast, and Lavrov in Minsk called the EU an "aggressive militaristic bloc". (Previous issue: 4 November 2026, risk 5.4/10.)

Top stories of the day

  1. 04.11 — Lithuania and Germany sign a declaration on strategic defence cooperation; air defence and protection against drones are the priority. LRT citing BNS (04.11, quoting Lithuania's defence ministry): defence ministers Robertas Kaunas and Boris Pistorius signed the document at the Berlin Security Conference; the German brigade remains the "axis" of the partnership, and the declaration provides for new capabilities in Lithuania, more joint exercises, faster military mobility procedures, interoperable or interchangeable procurement drawing on EU funding, and cooperation between German territorial defence forces and Lithuania's volunteer forces and Riflemen's Union. Kaunas: "We have signed a historic agreement." Germany's defence ministry (04.11) calls the document a letter of intent; Pistorius: "An attack on Lithuania would be an attack on all of us"; Panzerbrigade 45 is to reach full operational readiness by the end of 2027, with a planned strength of about 4,800 soldiers and 200 civilians. ⚠️ Contradiction: the brigade's full readiness date (see section below). Sources: LRT, BMVg.

  2. 04.11 — Poland: President Karol Nawrocki signs the law ratifying the Polish-British defence treaty, which includes a commitment to mutual assistance in case of armed attack. Defence24 citing PAP (04.11, 13:22): the treaty was signed on 27 May at Northolt by Donald Tusk and then UK Prime Minister Keir Starmer; it covers defence, the defence industry, cybersecurity, and economic and energy security, and expands the 2017 treaty. The Sejm passed the law on 18 September; for the treaty to enter into force the president must ratify it and the parties must exchange notifications. Source: Defence24 (PAP).

  3. 04.11 — Poland: construction begins in Gorzów Wielkopolski on a plant for CGR-080 rockets for the Homar-K multiple rocket launcher. Defence24 (04.11, 14:05): the plant is being built by the joint venture Hanwha WB Advanced System (Hanwha Aerospace and WB Group); deputy defence minister Magdalena Sobkowiak-Czarnecka attended the ceremony. The rockets are 239 mm calibre with a range of up to 80 km; Poland has ordered 290 Homar-K launchers, and the plant may also supply other European users of the K239 Chunmoo. According to Defence24, the head of WB Group said the whole rocket will be made in Poland. Source: Defence24.

  4. 04.11 — Estonia: exercise Bold Hussar 26 ends, integrating the new rotation of the allied battle group into the 1st Infantry Brigade. Estonian Defence Forces (mil.ee, 04.11): more than 1,000 troops from the UK, France and Estonia; a field phase from 26 October at the central training area; in the integration phase in early November the Scouts Battalion played the opposing force, and Turkish F-16s from Ämari air base provided close air support. Exercise director Major Edgar Pau: the battle group proved itself "a capable military force". Source: Estonian Defence Forces.

  5. 04.11 — Lithuania: the government approves assembly of CV90 infantry fighting vehicles in Lithuania; the defence ministry proposes a state drone industry holding. LRT citing BNS (04.11): the resolution allows the purchase contract to require final assembly and part of production (composite tracks, engine maintenance, add-on armour, electro-optics) at Lithuanian companies without a separate industrial cooperation agreement; hull, chassis and turret will be built abroad. LRT (04.11, evening): according to RSI Europe chief Tomas Milašauskas, the company can produce 120,000 drones a year, but its last large Lithuanian order was in 2024; minister Kaunas sees the holding as a way to speed up procurement. 6. 03–04.11 — Poland: the Special Operations Component Command calls the GROM presence in Warmia-Masuria training; on the night of 4 November Swedish Gripens guarded Polish airspace. Defence24 (03.11, 13:03): according to the command, the special forces are training with the police and other units, including in civilian clothes; the military asks people not to publish images of troop movements. The main responsibility for the border operation lies with the interior ministry, police and Border Guard. Defence24 citing the Polish General Staff (04.11, 13:37): Swedish JAS 39 Gripens supported by a NATO A330 MRTT tanker patrolled Polish airspace for more than four hours during another Russian strike on Ukraine; Sweden has backed up Polish quick reaction pairs this way since 1 October. ⚠️ Contradiction: the nature of activity on the Kaliningrad border (see section below). 7. 04.11 — Kaliningrad oblast: the US reconnaissance aircraft Artemis II again circles near the region's borders. Novy Kaliningrad (04.11, 15:15), citing RIA Novosti (ria.ru — EU-sanctioned outlet — no direct link): the aircraft took off from Romania's Mihail Kogălniceanu air base and at about 12:10 Moscow time began circling near the oblast's borders, entering Lithuanian and Polish airspace and flying over the Baltic Sea; the same aircraft flew near Kaliningrad on 1 November. Defence24 (03.11) described a flight on 2 November as routine. The discrepancy over the date of the previous flight (1 or 2 November) is unresolved. Sources: Novy Kaliningrad; RIA Novosti, no link.

  8. 03–04.11 — Russia / Belarus: at the Minsk Conference on Eurasian Security, Lavrov calls the EU an "aggressive militaristic bloc". Defence24 (04.11, 19:30): Russia's foreign minister accused the EU of prolonging the war and spoke of a "new world order"; Alexander Lukashenko, at the same conference, suggested the war in Ukraine would end soon. No new reports of Belarusian military activity near the borders of Lithuania, Latvia or Poland were found for the window. Source: Defence24.

By area, in detail

  • Latvia. LSM (04.11): police held a crisis drill at Rīga Central Station overnight into 5 November. NATO exercise Resolute Reforger 2026 in Latvia continues until 8 November.
  • Exercises: Zapad-2026 is not taking place; Ussisõnad-2026 has not been independently confirmed. No new Baltic Fleet exercises found for 4–5 November.

Agreements and spending

  • Lithuania — Germany (item 1): declaration on strategic cooperation.
  • Poland — United Kingdom (item 2): ratification law signed.
  • Poland. Defence24 (04.11): former defence minister Mariusz Błaszczak believes the Republicans' defeat in the US midterm elections may bury plans for a permanent US base in Poland; this is the view of an opposition politician. According to the results reported by ERR and LRT, the Democrats won control of both chambers of Congress.
  • Lithuania. LRT (04.11): the government approved the programme of Lithuania's EU Council presidency (first half of 2027).

Military aid and air defence/EW

  • Poland (item 6): Swedish Gripens in Poland's air defence; Defence24 (03.11): Chief of the General Staff Gen. Wiesław Kukuła and SACEUR Gen. Alexus Grynkewich discussed NATO's integrated air and missile defence (NATINAMDS).
  • Lithuania (item 1): air defence and counter-drone protection named the top priority of cooperation with Germany.

Kaliningrad and Russian border regions

  • Kaliningrad oblast (item 7): Artemis II flight. No reports on the Baltic Fleet, troop movements or a reaction to the Polish operation found for the window.
  • Pskov and Leningrad oblasts, St Petersburg: the Russian defence ministry's report for the night of 5 November (496 drones) names no north-western region (Interfax).
  • Belarus. Defence24 (04.11), citing Nasha Niva (31.10): the Belarusian KGB is recruiting members of the diaspora in Poland via Telegram to put up disinformation posters and photograph sites. Poland's deputy interior minister Maciej Duszczyk (Defence24, 04.11): the current scale of cooperation between the Russian and Belarusian governments and migrant smugglers is "a new phenomenon".
  • Lithuania. The State Security Department (LRT, 04.11; Novy Kaliningrad, 04.11) expelled three Ukrainian citizens who carried out paid tasks for "hostile intelligence services" received via Telegram; the commissioning country was not named.
  • Russia's position (item 8): Lavrov in Minsk. No official Moscow comment on the Polish-Kaliningrad episode or the Lithuanian-German declaration found for the window.

Statements by officials

  • B. Pistorius, German defence minister, 04.11 (BMVg): "We are here, we are staying, we are defending peace in Europe together."
  • R. Kaunas, Lithuanian defence minister, 04.11 (LRT): "We named air defence and protection against unmanned aerial vehicles as one of the main priorities."
  • Polish Special Operations Component Command, 03.11 (Defence24): "We appeal for photos and recordings showing soldiers, military equipment or the exercise area not to be published."
  • M. Duszczyk, Polish deputy interior minister, 04.11 (Defence24): "Entire states are engaged in destabilising Poland and the European Union with migrants."
  • S. Lavrov, Russian foreign minister, 03.11 (via Defence24): the EU is an "aggressive militaristic bloc"; brief paraphrase by the outlet.
  • H. Pevkur, former Estonian defence minister, 04.11 (ERR): is leaving politics and will not run in the March Riigikogu elections.

⚠️ Contradictions and discrepancies

  • Nature of activity on the Kaliningrad border. On 3 November Tusk spoke of a "prevented provocation" and mobilisation of forces; the Special Operations Component Command on the same day called the GROM presence training. This is not necessarily a contradiction: exercises can serve as cover for reinforcement, but the official military version is more modest than the political one. The presence of forces is confirmed; the hostile nature of the night-time episode near Sępopol is not.
  • Full readiness date of the German brigade in Lithuania. Germany's defence ministry (04.11) and Pistorius: end of 2027; Defence24 (04.11): 2028. Priority goes to the official source; the gap may reflect different definitions of readiness.
  • The previous Artemis II flight: Novy Kaliningrad (citing RIA): 1 November; Defence24: 2 November. These may be two separate flights.
  • Number of countries in exercise "Koalicja" still differs: Interfax citing the UK Ministry of Defence: 10 countries (listing France, the UK, Estonia, Lithuania, Germany, the Netherlands, Spain, Sweden, Belgium and Poland); ERR News: 11; ERR (Russian service): 12. The gap in counting probably comes from whether Ukraine and Türkiye are included.
  • No new substantive errors in previous issues requiring an entry in the corrections log were identified.

📊 Escalation risk assessment (0–10): 5.3 / 10

Final score: 5.3 / 10. Nearest historical analogue: the tense stand-off of the late Cold War (≈3–4), with a premium for frequent alerts, drone incursions in recent weeks and hybrid pressure. Below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): there has been no use of weapons against NATO territory and no border violations.

Drivers on the side of Russia and its ally:

  • Rhetoric: Lavrov calls the EU an "aggressive militaristic bloc".
  • Hybrid pressure: recruitment via Telegram (three people expelled from Lithuania, Nasha Niva's reporting on the KGB in Poland), cooperation with migrant smugglers as assessed by Warsaw.
  • Standing warnings: according to Tusk (3 November), allies expected possible provocations in the first half of November; that period has not ended.

Drivers on the side of NATO and individual members:

  • Entrenching presence: the German brigade in Lithuania, ratification of the Polish-British mutual assistance treaty, reconnaissance flights near Kaliningrad; the measures are defensive, but Moscow portrays them as preparation against Kaliningrad.
  • Building strike capabilities: the Homar-K rocket plant (range up to 80 km) and the upcoming "Koalicja" exercise may provoke a harsh response from Moscow.

Mutual / structural factors:

  • Uncertainty in Washington after the midterms: Estonian and Polish experts disagree on whether US foreign policy will become more predictable or more abrupt.
  • The density of military measures around the Suwałki Gap and Kaliningrad shortens reaction time to incidents.

Stabilisers (both sides):

  • No new incidents: no drone incursions into the Baltic states or border violations were recorded on 4–5 November; the Russian defence ministry's report does not mention the north-west.
  • Restrained wording by the Polish military (exercises rather than an operation).
  • Negotiation track: the talks in Abu Dhabi on 10–11 November remain scheduled; Lukashenko speaks of an early end to the war.

Rationale for the score: the window was calmer than the previous one: no new alerts in Latvian or Lithuanian airspace, the Polish army describes the special forces presence as exercises, and the main news concerns defence agreements and industry rather than kinetic events. Warnings of provocations until mid-November and Lavrov's harsh rhetoric prevent a larger decrease.

Delta to previous issue: ↓ (−0.1): 5.4 (4 November) → 5.3 (5 November). Reason: absence of new incidents and the more restrained version from the Polish military; hybrid pressure and rhetoric persist.
