Issue of 4 November 2026 — covering 3–4 November 2026

Note: overnight into 3 November the Polish Border Guard spotted a group of people with flashlights on the Russian side of the border with Kaliningrad oblast near Sępopol; Prime Minister Donald Tusk said Poland had "prevented a possible provocation", while himself admitting that the intent cannot be confirmed and nobody crossed the border; GROM, AGAT and NIL special forces and police counter-terrorism units have been sent to the border, and allied intelligence, according to Tusk, pointed to possible armed intrusions in the first half of November. The Latvian army assessed the drone that flew over Latgale on 1 November as "most likely a Russian Geran", and the object overnight into 3 November as visually similar to Ukrainian armed forces drones; Germany's 45th Brigade in Lithuania has begun electronic monitoring of signals from Belarus and Kaliningrad; and Poland's National Security Council reached "full consensus" on a permanent US base, according to Tusk. (Previous issue — 3 November 2026, risk 5.3/10.)

Top stories of the day

  1. 03.11 — Poland: night alert on the Kaliningrad border near Sępopol; Tusk speaks of a prevented "possible provocation", special forces moved to the border. RMF24 (03.11, 12:25): at a government meeting Tusk said that "shortly after midnight" he received a Border Guard report about "people with flashlights" at the Polish-Russian border in the north; "we very quickly mobilised the appropriate forces and resources there and managed to prevent a provocation". According to an RMF FM reporter, the services acted near Sępopol (Warmian-Masurian Voivodeship); nobody crossed the Polish border, and the people withdrew into Kaliningrad oblast. WP (03.11, 12:23) and LRT via BNS (03.11, 15:38) independently report Tusk as saying that allies had long warned of sabotage and provocations by hostile services in the autumn, and that more detailed information pointed to possible incidents in the first half of November, up to "an incursion into Polish territory by armed people"; warnings were also passed on by NATO's Supreme Allied Commander Europe, Gen. Grynkewich. Tusk added a caveat: the provocation was prevented "if indeed that was the intent", and "it is not as if we avoided some tragic events tonight". Radio Olsztyn (03.11): since late October the GROM, AGAT and NIL special forces units have been supporting police and the Border Guard at the border; Lt. Col. Mariusz Łapeta, spokesman for the Special Forces Component Command, describes this as protection "against hybrid threats from eastern services"; an operational staff has been set up at National Police Headquarters. Defence24 and Radio Olsztyn, citing unofficial information from a Polish Radio reporter, link the measures to the appearance in Kaliningrad oblast of a group called "Czarne Rusy" ("Black Ruthenians"), described as created by Russian and Belarusian services, which in early October claimed an armed provocation on the Latvian-Belarusian border; this attribution rests on a single original source (Polish Radio, unofficial), with no official confirmation. No official reaction from Moscow was found within the window; Tusk's statement was retold by Izvestia (iz.ru — EU-sanctioned outlet, no direct link) and by Meduza. ⚠️ Contradiction: the "prevented provocation" wording versus the absence of any attempt to cross the border (see section below). Sources: RMF24, WP, LRT (via BNS), Radio Olsztyn, Defence24, Meduza.

  2. 03.11 — Lithuania: border guards see no need for further reinforcement on the Kaliningrad border; Germany's 45th Brigade has begun electronic monitoring of signals from Belarus and Kaliningrad oblast. LRT (03.11, 22:29): Lithuania reinforced the border several weeks ago in expectation of possible provocations; troops will stay there throughout November, longer if needed; Lithuanian and Polish services exchanged information. State Border Guard Service spokesman Giedrius Mišutis: the current level of protection "matches today's realities". Defence Minister Robertas Kaunas: intelligence, internal security services and the army "are doing enormous work", and the absence of incidents does not mean there were no attempts. Germany's 45th Armoured Brigade "Lithuania" is setting up electronic warfare and intelligence positions, has begun analysing signals from Belarus and Kaliningrad and is gradually building an early-warning system; Vice Admiral Thomas Daum: "For the brigade this is early warning. For Lithuania it is added value"; the data will also feed EW databases for Eurofighter missions. Novy Kaliningrad (03.11) independently reports the Lithuanian border service's position. Sources: LRT, Novy Kaliningrad.

  3. 03.11 — Latvia: the army considers the 1 November drone "most likely a Russian Geran" and the object overnight into 3 November visually similar to Ukrainian drones; the crash site has not been found. LSM (03.11, 17:48, National Armed Forces online briefing): on 1 November the drone was detected over Krāslava and Ludza municipalities, crossed the Latvian-Russian border at 19:16, and at 19:19 the interceptor was ordered to self-destruct rather than pursue the target across the border; the explosion residents heard was the interceptor's self-destruction. The NAF concluded it was "most likely" a Russian Geran-type drone; whether it was armed or a decoy is unknown. Overnight into 3 November (alert 0:10–0:35) two interceptors from different positions were used against the second object and NATO air policing fighters were scrambled; on initial visual identification it resembles drones used by the Ukrainian armed forces, with exact type and origin unconfirmed. It is suspected, but not established, that it came down in Balvi municipality; the search, involving the National Guard, continues. NAF adviser Roberts Skraučs, according to LSM (Latvian), stresses that the drones' origin has not been finally confirmed. The same assessment is independently carried by LETA-based reports (press.lv, BauskasDzive.lv) and nra.lv. The NAF note that the interceptor system was introduced less than six months ago. ⚠️ Contradiction: the 2 November issue carried an NAF guess that the 1 November drone could have been Ukrainian, and the 3 November issue the municipal council chair's words about a crash near Tilža (see section below). Sources: LSM (English), LSM (Latvian), nra.lv, press.lv (LETA).

  4. 03.11 — Poland: after the National Security Council meeting Tusk announced "full consensus" between president and government on a permanent US base. Defence24 (03.11, 20:53): after "a long discussion" the main centres of power agreed to cooperate towards a "happy end" — maintaining and strengthening the US troop presence; Chief of the General Staff Gen. Wiesław Kukuła briefed on threats linked to Russia's "aggressive policy", and Tusk called for preparing for autumn and winter with particular attention to security: "the potential threat is obvious". No location or funding was named. RMF24 and Interia (before the meeting) confirm the agenda: a closed session on the US base and the situation around the Constitutional Tribunal; according to Defence Minister Władysław Kosiniak-Kamysz, Poznań, Wrocław and Bydgoszcz are under consideration, a decision is expected in December, and the final word rests with Washington. The outcome is as described by Tusk in Defence24's account; no statement of his own by President Karol Nawrocki was found within the window. Sources: Defence24, RMF24, Interia.

  5. 03.11 — Estonia: first regular meeting of the National Defence Council under President Madise; Herem proposes additions to the defence development plan, including an air defence review. ERR News (03.11, ~15:13): Defence Minister Martin Herem presented additions to the national defence development plan submitted in January and not yet approved; they reflect Defence Forces test results and lessons from Ukraine, especially on air defence and intelligence. One option is to replace systems that perform poorly against some aerial threats, for example "fewer missiles and more aircraft and air-to-air defence systems". "In my assessment, the next few years will be a fairly dangerous period," Herem said, acknowledging that maintaining new capabilities will be harder later. He was responding to expert Meelis Oidsalu, who warned in Postimees that the plan could swell beyond the country's means. ERR (Estonian) and ERR (Russian) carry the same story; President Ülle Madise, according to Lõunaeestlane, called the discussion substantive; the next meeting will focus on internal security. Sources: ERR News, ERR, ERR (Russian), Lõunaeestlane, Postimees.

  6. 03.11 — Lithuania / Germany: at the Berlin Security Conference Nausėda called "hybrid threats" a convenient euphemism: some Russian attacks are "in essence kinetic". LRT via BNS (03.11, 13:08): President Gitanas Nausėda opened the conference, co-hosted this year by Lithuania; the term, he said, has become "a way to avoid saying plainly what we are experiencing". He highlighted the deployment of Germany's 45th Armoured Brigade, the Rheinmetall ammunition plant under construction in Lithuania and the joint KNDS project to service Leopard tanks; the priorities of Lithuania's EU Council presidency in the first half of 2027 are security and defence, internal security, enlargement and competitiveness. Source: LRT (via BNS).

  7. 02–03.11 — Russia / Belarus: Putin approved a new regulation implementing the 2009 military-technical cooperation treaty with Belarus. The decree was published on 2 November; according to Charter97 (03.11, citing the publication), it regulates the import and export of military products, permits and controls, and contracts must include a ban on re-export; the same was reported by Lenta.ru and Izvestia (lenta.ru, iz.ru — EU-sanctioned outlets, no direct link), Parlamentskaya Gazeta and Vzglyad (pnp.ru, vz.ru — access blocked by Baltic regulators — no direct link). Defence24 (03.11, 19:00) assesses the document as "greatly easing" the flow of equipment and links it to growing Russian military activity in Belarus near the Suwałki Gap; this is the outlet's assessment, not the content of the decree. Sources: Charter97, Defence24; registry-listed Russian outlets — text only.

  8. 03.11 — Estonia: the Defence Forces will send a company to the Koalicja exercise in Poland; Herem: Russia has so far shown no credible intention to end its aggression. ERR News (03.11): out of about 2,800 troops from 11 countries, Estonia will provide a company-sized unit; the exercise runs 9–22 November and is not a NATO exercise. Herem: the purpose is to be ready for the day "when Ukraine can finally begin to recover"; Defence Forces commander Lt. Gen. Andrus Merilo: the exercise is important for preparing soldiers as well as possible. ERR (Russian) writes of troops "from 12 European countries". ⚠️ Contradiction: the number of participating countries (see section below). Sources: ERR News, ERR (Russian).

By area, in detail

Construction of military facilities and fortifications

  • Latvia. NAF exercises checking Baltic Defence Line elements in Alūksne, Balvi and Ludza municipalities continue until 10 November (see 3 November issue); no new construction data within the window.
  • Poland. No new official data on "Tarcza Wschód" (East Shield) for 3–4 November; Defence24 runs an interview with the head of Transbit on integrating East Shield systems (no new figures).
  • Estonia, Lithuania. No new window-dated data on bunkers or obstacles found.

Deployment and movement of troops

  • Poland (item 1): GROM, AGAT, NIL, police counter-terrorism units and a reinforced Border Guard in the Warmian-Masurian and Podlaskie voivodeships; operational staff at National Police Headquarters.
  • Lithuania (item 2): troops remain on the Kaliningrad border throughout November; Germany's 45th Brigade is setting up EW and intelligence positions and will be fully based in Lithuania next year.
  • Estonia (item 8): a company to Koalicja (Poland, 9–22 November).
  • Exercises: Resolute Reforger 2026 in Latvia — until 8 November; NAF exercises on the eastern border — until 10 November; "Budri pelėda" in Lithuania — until 4 December; Crossed Swords 2026 in Tallinn under way since 2 November. Zapad-2026 is not taking place; Ussisõnad-2026 is not independently confirmed. No new Baltic Fleet exercises dated 3–4 November found.

Agreements and spending

  • Poland (item 4): consensus on a permanent US base; further consultations at the Pentagon expected in mid-November (Defence24, preview of 28.10).
  • Baltic states and Poland. ERR (Russian, 03.11): Estonia, Latvia, Lithuania and Poland in a joint statement called on the European Commission and EU states to terminate bilateral investment protection treaties with Russia (17 states still have them); Estonian Foreign Minister Margus Tsahkna calls them a "hidden channel" of influence.
  • Lithuania. LRT via BNS (04.11, 06:18): Defence Minister Kaunas proposes a state drone-industry holding dividing work among four manufacturers (FPV, interceptors, long- and mid-range drones, reconnaissance); no timeline, the prime minister supports the idea.
  • Latvia. LSM (03.11): the Investment and Development Agency of Latvia signed up in Paris on 2 November to the European Defence Alliance, a Bpifrance network for defence companies and investors.
  • Estonia (item 5): additions to the defence development plan under review; the plan has not been approved.

Military aid and air defence/EW

  • Latvia (item 3): interceptors were used in both episodes; the NAF keep several interceptor teams on standby and ask residents not to touch debris and to call 112.
  • Lithuania (item 2): the German brigade collects signal data for EW databases.
  • Estonia (item 5): possible rebalancing of air defence towards aircraft and air-to-air systems.

Kaliningrad and Russian border regions

  • Kaliningrad oblast (items 1, 2): night episode near Sępopol on the Polish side; according to unofficial Polish Radio information, the "Czarne Rusy" group has appeared in the oblast. Defence24 (03.11, 18:30), citing Polish Military Radar observers: on 2 November a US ARTEMIS II reconnaissance aircraft flew around the oblast through Polish and Lithuanian airspace and over international waters — single source; the outlet calls the flight routine. No Baltic Fleet reports within the window.
  • Pskov and Leningrad oblasts, St Petersburg: the Russian MoD summary for the night into 3 November (856 drones) names only Novgorod oblast from the north-west, not Pskov or Leningrad (Interfax); no new reports of closures of Pskov or Pulkovo airports for 3–4 November found.
  • Belarus (item 7): new military-technical cooperation regulation with Russia; no new reports of troop movements towards the borders of Lithuania, Latvia and Poland within the window.
  • Russia's position. No official Moscow comments within the window on the episode at the Polish border, the Latvian military's assessment or the Polish NSC meeting.

Statements by officials

  • D. Tusk, Prime Minister of Poland, 03.11 (RMF24): "We very quickly mobilised the appropriate forces and resources there and managed to prevent a provocation"; (LRT via BNS) — "if indeed that was the intent".
  • D. Tusk, 03.11 (Defence24): "The potential threat is obvious."
  • M. Herem, Estonian Defence Minister, 03.11 (ERR News): "In my assessment, the next few years will be a fairly dangerous period."
  • G. Nausėda, President of Lithuania, 03.11 (LRT): the term "hybrid threats" has become "a way to avoid saying plainly what we are experiencing".
  • R. Kaunas, Lithuanian Defence Minister, 03.11 (LRT): intelligence, security services and the army "are doing enormous work".
  • Lt. Col. M. Łapeta, Polish Special Forces Component Command, 03.11 (Radio Olsztyn): the activity "fits into nationwide protection against hybrid threats from eastern services".

⚠️ Contradictions and discrepancies

  • "Prevented provocation" on the Polish border. Tusk says the provocation was prevented but himself cautions that the intent cannot be confirmed; according to RMF FM, the people with flashlights were on the Russian side, nobody crossed the border and they withdrew. The link to the "Czarne Rusy" group rests only on unofficial Polish Radio information. Assessment: night-time activity and the deployment of forces are confirmed by several sources; the hostile nature of the episode is not.
  • Origin of the 1 November drone. The 2 November issue carried NAF Navy Captain Seldzis Grasmanis's guess that it might have been a Ukrainian drone, explicitly called "only guesses"; on 3 November the NAF assessed the object as "most likely a Russian Geran". This is a new assessment, not a refutation of an established fact, so no correction-log entry is needed; the origin is still not finally confirmed.
  • Crash site of the 3 November object. The 3 November issue cited the Balvi municipal council chair on a crash near Tilža (with his caveat that he had no details); on 3 November the NAF spoke only of a suspected crash in Balvi municipality, and no debris has been found.
  • Number of countries in Koalicja. ERR News and the UK MoD — 11 countries; ERR (Russian) — "12 European countries"; LRT/ELTA earlier — 10 countries plus Turkey. A discrepancy in counting, not in facts.
  • Territorial Defence Forces unit on the Kaliningrad border (3 November issue, single source) has been neither confirmed nor refuted by fresh Polish sources within the window.
  • No new substantive errors in previous issues requiring a correction-log entry were identified.

📊 Escalation risk assessment (0–10): 5.4 / 10

Overall score: 5.4 / 10. Closest historical analogue — the tense stand-off of the late Cold War (≈3–4), with a noticeable premium for frequent drone incursions, border alerts and hybrid pressure. Below Able Archer 1983 (≈7) and the run-up to 2008/2014 (≈6–7): no weapons have been used against NATO territory, there was no border crossing, and no movement of Russian or Belarusian troops towards the borders of the Baltic states and Poland is confirmed by fresh sources.

Drivers on the side of Russia and its ally:

  • Latvian military assessment: the drone that flew over Latgale on 1 November was "most likely" a Russian Geran — if confirmed, a Russian strike-type drone over NATO territory.
  • Warnings of provocations: according to Tusk, allied intelligence pointed to possible armed intrusions into Poland in the first half of November; according to unofficial information, the "Czarne Rusy" group linked to Russian and Belarusian services has appeared in Kaliningrad oblast.
  • Military-technical integration with Belarus: the new cooperation regulation, in Defence24's assessment, eases the movement of equipment.

Drivers on the side of NATO and individual members:

  • Special forces and EW near Kaliningrad: GROM, AGAT, NIL on the Polish side, EW and intelligence positions of the German brigade in Lithuania, a reconnaissance flight around the oblast; the measures are defensive, but Moscow usually portrays them as preparations against Kaliningrad.
  • Permanent US base in Poland and the Koalicja exercise: consensus in Warsaw and the imminent start of the exercise for a Ukraine force may draw harsh rhetorical reactions from Moscow.

Mutual / structural factors:

  • Attribution uncertainty: both in Latvia and on the Polish border, key conclusions are preliminary, which raises the risk of misinterpretation.
  • Density of military measures around the Suwałki Gap and Kaliningrad on both sides shortens reaction time to incidents.

Stabilisers (both sides):

  • Restraint in assessments: Tusk and the Latvian military openly caveat their conclusions as unconfirmed; Lithuania sees no need for further border reinforcement.
  • No border crossing and no use of weapons; no incidents involving Russian or Belarusian armed forces recorded within the window.
  • Negotiation track: Russia–Ukraine talks in Abu Dhabi on 10–11 November remain scheduled.

Reasoning: the main changes compared with 3 November are the Latvian army's preliminary assessment that the 1 November drone was a Russian Geran, and the night alert on the Polish border with Kaliningrad with special forces deployed amid warnings of possible armed provocations in the coming weeks. Both raise risk, but both remain unconfirmed in substance, and there have been no actual border violations or use of force, so the increase is limited to 0.1.

Delta vs previous issue: ↑ (+0.1) — 5.3 (3 November) → 5.4 (4 November). Reason: attribution of the 1 November drone as probably Russian and the alert on the Polish-Kaliningrad border; the restrained response and the negotiation track hold back further growth.
